Specific Tasks to be performed by the Consultant:
The consultant will develop, in consultation with HIJRA senior management, a detailed work plan that will include undertaking at least the following tasks:
Review secondary literature on related needs/challenges in Uganda/Kenya as well as existing innovative pilots and their evidence.
Work with relevant HIJRA staff to identify the staffing needs/structure for the proposed refugee assistance programme.
Draft/write the comprehensive bid, including technical; also work with relevant HIJRA staff from to edit and finalize the bid.
Work with relevant HIJRA staff to develop the programme budget.
Outcomes of the Consultancy:
A completed, comprehensive bid/proposal, including Technical documentation, detailed and narrative budget.
Lines of Communication:
The consultant will report to HIJRA’s Executive Director and will work closely with the Uganda and Kenya Programme teams.

Qualifications and Experience:
Preferably an advanced university degree (masters or equivalent) in international affairs/studies, development, or a related field;
Minimum 7 years of experience in the design, proposal writing, and/or management of refugee programmes, preferably in the HECA region. Strong programme design skills, including capacity to prepare logical, coherent, and consistent documents including log frames, theory of change and budgets.
Prior demonstrated experience developing funded proposals for USG and other institutional donors, preferably the Bureau of Population, Refugees and Migration [BPRM].
Ability to work efficiently and effectively with project members in various locations, including remotely writing and revising proposal documents.
Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.
Working relationships with relevant refugee sector authorities and stakeholders would be an advantage.

Amplify Change Study – Consultant
Purpose and Objectives
This study will be undertaken in various parts of Nairobi and Kiambu Counties where the entrepreneurs are domiciled; namely Kasarani, Eastleigh, Kawangware, Ruiru.
The purpose of the study is together and analyse the way the project was implemented in line with the project aim as stated above. The study will focus on the processes and gather data and evidence of success to measure the project effectiveness and relevance.
The objectives are
Assess impact/results compared to objectives and targets.
Assess cost efficiency.
Assess effectiveness of the application of the lessons learned during the prototype project cycle (design, planning, timing of various interventions implementation and monitoring), partnerships and management.
Measure effectiveness of communication and coordination strategies deployed during the project implementation and identify gaps in the same and recommends alternative options where the deployed communication and coordination strategies were not effective if Heshima Kenya is to implement similar project in future.
Assess project monitoring and recording, and how this was used for improvement.
Assess how the principles of equity in selection of target entrepreneurs from various nationalities and provision of social services (food baskets, medical and rental support), age, inclusion (especially of disabled and minority refugee communities) have been integrated in the project.
Assess if provision of social services (monthly food baskets, medical and rental support) contributed in any significant way in nurturing and growth of businesses of the entrepreneurs who benefited from the services.
Assess how the interventions have alleviated SGBV occurrence among the target entrepreneurs and their families.
Assess how individual entrepreneurs benefited from technical support from the staff through business visits (check on frequency of visits) and or recommend best options that would ensure effectiveness in provision of technical support to individual entrepreneurs.
Assess effectiveness and relevance of various capacity building trainings offered and application of the knowledge and skills acquired in individual businesses and how the same translated to successful business ventures.
Identify lessons learnt (best and bad practice) and document the same via video recording (clips) during FGDs and individual entrepreneur’s interviews.
Recommend areas of improvement and best practices to replicate in similar future projects.
3.0 Scope and Methodology
The evaluation will be carried out by the consultant supported by the SGBV team led by the Officer in Charge who will be the focal point person during the project study/evaluation. The methodology will include a comprehensive document review and in-depth consultations with key stakeholders. Both qualitative and quantitative data will be collected. The consultant will propose an appropriate sampling methodology and size that is statistically valid and cost effective. The sample size and proposed tools will be discussed and approved by Heshima Kenya before the exercise.

5.0 Timeframe
The exercise will start no later than 16thMarch 2017 and be completed no later than31st March 2017 with submission of the final report by 15th April 2017.
6.0 Ownership
All documents, project designs, drawings, technical data and other information shall remain the property of Heshima Kenya and shall be treated as confidential by the consultant(s) at all times. They shall not be made available to any third party whatsoever, in any form, without the prior written approval of a properly authorised employee of Heshima Kenya.
The utilisation of all proposals, plans and reports and other information provided by the consultant(s) to Heshima Kenya is the property of Heshima Kenya and the use thereof is solely at the discretion of Heshima Kenya. All documents and other papers, whether in soft or hard copy and whether containing data or other information, provided by Heshima Kenya shall be returned complete to Heshima Kenya upon completion of the assignment.
All documentation and reports written during and/or as a result of this study, or otherwise related to it in any way, shall remain the property of Heshima Kenya and no part shall be reproduced or quoted, or otherwise used in any way except with the prior, express and specific written permission of a properly authorised employee of Heshima Kenya.
7.0 Heshima Kenya Child Protection Policy and Code of conduct
All personnel employed on or by the consultant(s) shall read and sign Heshima Kenya child protection policy (CPP) and code of conduct as fully understood and in agreement to in all respects, and shall follow this in all and every respect during the term of the consultancy.
8.0 Consultants’ Qualifications
Evidence of undertaking similar worker especially under livelihoods and SGBV projects implemented among refugee women in Kenya and or the Great lakes region of Africa during in the last 4 years or more.
Demonstrated experience with community development approaches
Demonstrated skills in use of video recordings during project evaluations/study
Evidenced theoretical knowledge and practical application of equity, participation and non-discrimination in project work
Evidenced experience in conducting participatory qualitative and quantitative evaluations
Evidenced report writing (English language) and documentation skills

About the Assignment
As part of its learning objective, HelpAge has been compiling a compendium of data and reports from a longitudinal study undertaken in the last three years, policy briefs, practice notes and case studies all informed by field experiences. To facilitate wider sharing of these knowledge products, we request the services of a qualified editor to support in finalizing the documents for publication. The consultant editor will work closely with the SPR team to proofread, edit and layout the set of manuscripts for publication.
Scope of Work
Read 7 manuscripts, each with an average of 8 pages (3200 words) developed by HelpAge and understand the content
Proof read all the documents for typos, spelling errors, grammatical mistakes etc;
Improve the language of the documents, wherever required, without losing the meaning of the original text;

Quality Improvement Advisor
Overall Purpose: The Quality Improvement Advisor will work with other members of Jacaranda Health’s Quality Improvement team to support the execution of our external QI partnerships, engage in our Community of Practice for QI Champions, and help us realize our vision in the longer term.
Duties and Responsibilities
Work requirements and tasks will be guided by the department’s Standard Operating Procedures (SOP) and which are reviewed periodically but will fall broadly in the following Key Responsibility Areas (KRAS)
1. Enable and support the execution of QI Public Sector Partnerships through:
a. Designing and conducting QI training at the partner public hospitals and facilitating the execution of relevant, measureable and sustainable quality improvement projects working alongside QI teams in each facility.b. helping develop capacity, systems and an organizational structure that enable the ongoing application of QIc. Strategic Communications Project
About the Strategic Communications Project
To date, there has been insufficient investment in LGBTI activists’ capacities for communications and messaging, including how to gain a deeper understanding of the mindset of target audiences, how to build and frame key messages, and how to implement and evaluate a communications campaign. Building on Astraea’s Media, Communications and Technology Labs (CommsLabs) initiative in Kenya and South Africa, this project aims to strengthen the communications capacity of Kenyan LGBTQI organizations to develop social science-based messaging strategies in support their self-defined and self-led social change work.
Through this project, we seek to bring together the expertise of Kenyan LGBTQI activists with the expertise of social science/strategic communications actors to enable the co-creation of evidence-based communication models. Through a combination of research, convening, grantmaking and capacity building, activists will learn how to change the way people think about LGBTQI issues by connecting with the most deeply held values of their target audiences. The project wants to know how LGBTQI Kenyans are perceived, to understand the messages that will help challenge these perceptions, and to identify effective messengers. The overall objective is to identify, frame, vet and test persuasive messages that Kenyan LGBTQI activists can use to further their self-determined social change goals.
About the Consultancy
We seek an organization with expertise in social change communications to work in deep collaboration and partnership with Astraea’s network of LGBTQI grantee partners in Kenya. With respect to communications expertise, we seek a partner that brings a rigorous social science lens to their work, which may include strategic communications firms that partner with social scientists in their work. The project places a high priority on process, meaning that we are looking for an organization that has the interest, commitment and competence to work in authentic partnership with Kenyan LGBTQI organizations.
We particularly seek a partner who is based in East Africa or who has substantial experience working on the continent. We are also interested in expressions of interest from organizations based anywhere else in the world, particularly those with experience working with activists, on LGBTQI issues, and with a social justice approach. Because this project is complex, we are open to different configurations as we seek to assemble the right skillsets. We therefore welcome a) collaborative proposals from teams of organizations/researchers, and b) expressions of interest to work on specific aspects of the project only, wherein Astraea would assemble the team.
The partner(s) will lead three main areas of work:
Landscape mapping | With guidance from Kenyan LGBTQI activists, conduct primary and secondary research to provide a robust understanding of the psychosocial/cultural norms and historical factors that influence public perceptions of LGBTQI issues in Kenya, in order to: identify some of the key drivers of attitudes and stereotypes, and identify strategic points of entry and opportunities to achieve positive gains and successes. Specific milestones and deliverables include:
Consultations with Kenyan LGBTQI activists about their research priorities and needs
Development of a research plan that details approach to attitudes mapping and research, including methods for message testing/validation
Production of research
Presentation and discussion of research findings with Kenyan LGBTQI activists
Messaging Development & Testing | In close partnership with Kenyan LGBTQI activists, develop and test messages to promote greater respect for the rights of people with diverse sexual orientations, gender expressions and identities. Steps will include building understanding of the contexts and challenges of Kenyan LGBTI activists; identifying strategic objectives and key audiences; supporting activists to understand the methodology behind changing attitudes and the steps that need to be undertaken for effective messaging; and identifying and testing messages with key audiences. Specific milestones and deliverables include:
Development of a plan for participatory engagement and training in messaging and communications with approximately six Kenyan LGBTQI organizations
Design, facilitation and delivery of participatory trainings on message development and testing at strategic communications-focused CommsLabs convening in Kenya
Development of plan for message testing and validation, including detail on data collection and audiences, to be approved by Astraea and by Kenyan LGBTQI organizations
Design, facilitation and delivery of message testing and validation with key audiences
Discussion and engagement with Kenyan LGBTQI activists about the findings and how to apply them in communications efforts
Provision of follow up accompaniment support to Kenyan LGBTQI organizations as they implement their own messaging and communications work
Monitoring and Evaluation | Throughout the project, monitor and evaluate the project’s methodology and effectiveness to produce learning and best practices for activist-driven communications and messaging work.
Ongoing evaluation and adjustment to project design, based on ongoing results
Provision of quarterly reports covering project activities and ongoing lessons learned
Provision of a final narrative report that describes deliverables and achievements; identifies lessons learned, needs, gaps, challenges and opportunities; and makes recommendation for how funders and activists can support strategic communications
Provision of a final financial report that comprises a detailed account of all income and expenditure related to the project
The partner(s) will be supervised by Astraea’s Strategic Communications Project Coordinator and the Director of the LGBTI Global Development Partnership, and work in close partnership with Astraea’s senior program officer for Africa and Kenya country consultant. If the partner is not based in Kenya, travel will be required. This project is funded by several public and private donors, including USAID through the LGBTI Global Development Partnership.
