    Roles and Responsibilities:
    The Senior Adaptation Consultant will perform the following tasks:
    Strategic Policy Advisory and Planning:

    Provide strategic advice to the Climate Envoy on agriculture and food systems in addition to climate adaptation solutions in Kenya and Africa, informed by research and verifiable data.
    Support the Climate Envoy in developing a comprehensive adaptation, agriculture, and food systems agenda for the Office of the President that aligns with national priorities, international best practices, and Africa’s green growth agenda.
    Work to ensure the Envoy’s adaptation agenda elevates Kenya’s and Africa’s voice globally and is integrated into existing international forums such as the United Nations General Assembly (UNGA), G7/G20 processes, and UNFCCC COP 28. This includes showcasing Kenya’s and Africa’s adaptation initiatives globally at international events.
    Support the Climate Envoy in aligning Kenya’s adaptation efforts with the broader African vision for a green growth agenda.

    Technical Expertise and Guidance:

    Solution-Oriented Approach: The consultant will structure the adaptation agenda around solutions, mobilizing attention and traction, while highlighting the intersection of different adaptation topics to Kenya’s and Africa’s economic growth. This climate-positive framing will focus on opportunities first, presenting challenges in the context of potential benefits and identifying constraints that need resolution to unlock these opportunities.
    Emphasis on Innovation: Building on President Ruto’s vision for a resilient and adaptive Kenya, the consultant will support the Envoy in elevating the integration of innovative agricultural solutions. This includes the promotion of climate-smart agriculture, leveraging adaptation technologies and their accessibility to smallholder farmers in Kenya and on the continent, enhancing their capacity to cope with climate variability.
    Advocacy and International Engagement: The consultant will support the Climate Envoy in drafting speeches and talking points to elevate Kenya’s advocacy efforts for Kenya and the African continent. This includes content for participating in negotiations, conferences, and workshops to advocate for Kenya’s and Africa’s adaptation priorities. The consultant’s work is expected to position Kenya as a leader in climate adaptation with special attention to agriculture and food systems, sharing best practices and learning from other countries’ experiences.

    Mobilizing Finance for Adaptation:

    In line with Kenya’s and Africa’s call for increased financing for adaptation, the consultant will play a pivotal role in positioning Kenya and Africa on the global stage in mobilizing investment and resources for climate adaptation. The consultant will lead development of bankable proposals for funding on agriculture and food systems. This will call for coordination between the Envoy’s office and the Ministry of Environment, Climate Change and Forestry, the Ministry of Agriculture, and the National Treasury to catalyze the development of a pipeline of projects for funding from international climate funds such as the Green Climate Fund and the Adaptation Fund, bilateral and multilateral donors, and private sector investments. The consultant will also lead efforts in liaising with the National Treasury and the Ministry of Environment in the development of innovative financing mechanisms, such as green bonds and climate adaptation funds, to ensure sustainable financing for adaptation projects.
    In developing content for the Climate Envoy’s and the President’s representational roles, the consultant will highlight private sector investments that focus on business opportunities emerging from the green growth agenda, emphasizing the economic benefits of adaptation and resilience-building efforts.
    By integrating these elements into their role, the consultant will help advance a sustainable approach to Kenya’s climate adaptation agenda on the international stage, and align with Africa’s broader climate action goals.

    Minimum Qualifications: 

    Advanced degree in Environmental Science, Agriculture, Climate Change, or related field.
    At least ten (10) years of experience in climate adaptation, with a focus on agriculture in Kenya. Experience in other African countries is also desirable.
    Proven track record of developing and implementing adaptation strategies.
    Demonstrated understanding of agricultural policies and climate change adaptation positions and negotiation  interplays at national and regional level.
    Strong understanding of modern agricultural technologies and practices.
    Excellent analytical, communication, and interpersonal skills.
    Experience working with diverse stakeholders, including government agencies, international organizations, and local communities.

    Scope of Work
    The consultant will lead and manage the execution of a baseline survey taking place in Kenya in relation to the AABS project. For carrying out the abovementioned activities the consultant is expected to:

    Submit to WorldFish, a detailed plan of activities to implement this baseline survey.
    Oversee the data collection process, which will involve administering surveys and/or conducting interviews.
    Carry out data collection up to, but not limited to 2000 household surveys (estimated 45 min. per survey).
    Support the process of obtaining ethical approval and research permit from relevant institutional review boards or ethics committees.
    Recruit enumerators for data collection.
    In collaboration with WorldFish staff, they will provide training and capacity-building support to enumerators involved in data collection. This will include training on survey methodology, data collection techniques, and ethical considerations.
    Maintain effective communication with WorldFish Impact Assessment team throughout the study period.
    Seek feedback from project partners and incorporate any necessary adjustments or refinements to the survey instruments.
    Ensure that ethical principles and guidelines are adhered to throughout the baseline survey process.
    Implement measures to ensure the accuracy, reliability, and validity of the data collected during the baseline survey.
    Prepare comprehensive draft report summarizing the findings of the baseline survey and recommendations.
    Spatial scope: the fieldwork will be deployed across 6 counties along the Kenya coastline.

    Reporting

    The agency will report the progress of the assignment to WorldFish on Monthly basis.

    Skills, Experience and Knowledge

    To be successful in this position, you will need to be a strong team player, willing to work under direction from project leadership and the Project Steering Committee but motivated to work autonomously in achieving objectives.

    To achieve the listed outputs, you will need to:

    Lead consultant must have a minimum of master’s degree in Aquaculture/Fisheries, Agricultural Economics, and related field. A PhD is preferred.
    Extensive experience in conducting large-scale baseline surveys in the agrifood or fisheries sector with digital tools.
    Possess a team of dedicated enumerators with several years of experience in executing socio-economic baseline surveys.
    Understanding of socio-economic aspects in the aquatic food sector or agrifood sector.
    Demonstrated experience in executing the survey efficiently within a short timeframe.
    Proven track record of producing high-quality reports as an organization.

    Responsibilities

    The purpose of this role is to act as the policy focal point between Sightsavers and the World Health Organization (WHO) in the implementation of the WHO Global Report on Health Equity for Persons with Disabilities at the country level.

    Principal Accountabilities:

    Promote and support implementation of the recommendations of the global report at national level.
    Offer policy analysis and advice to help identify priorities and entry points for engaging with Ministries of Health and other stakeholders.
    Facilitate engagement in relevant policy processes and opportunities related to the implementation of the Global Report and Guide for Action process at the country level.
    Build strategic partnerships and alliances with key actors at the national and regional level to promote health equity, including governments, Organisations of Persons with Disabilities, health sector partners, Civil society and relevant bilateral and multilateral agencies.
    Ensure continuity of information sharing across Sightsavers and act as a point of contact for WHO Disability team and WHO regional and country offices.

    Identify and leverage influencing opportunities at national and global levels in partnership with WHO.

    Skills and Experience

    Purpose of the assignment

    The purpose of this consultancy is to develop a new strategic plan (2025 – 2029) to advance the ADS Kenya’s sustainability within a changing operating environment. The new strategic plan will build on the successes of the previous plan and the opportunities provided by the existing and future internal and external operational environments. The strategy is anticipated to improve the ADS Kenya’s efficacy in creating a sustainable organization, that works with communities, to attain Godly and dignified living.

     Scope of Work
    The consultant is expected to:

    Facilitate planning workshop to enable staff and stakeholders to reflect on the outcome of the 2020 – 2024 strategic plan review and formulate 2025 to 2029 Strategic plan.
    Carryout a desk review of ADS Kenya’s work, analyze the socio-economic and political environment – using Political Economic Analysis (PEA) lens – within which ADS Kenya has been operating during the review period and the overall situation of community development, advocacy, institutional strengthening & sustainability and research & knowledge management.
    Facilitate strategic planning and engagement workshop(s) with the board, staff, ADS regions and stakeholders.
    Use the generated evidence to design ADS Kenya’s theory of change and design the next round of the ADS Kenya Strategic Plan that will spell out ADS Kenya’s comparative advantage and competitive niche and provide beacons for future community development, advocacy, institutional strengthening & sustainability and research & knowledge management.
    Facilitate development of strategy on how to engage generational groups including Generation Z and Alpha
    Facilitate development of strategy on how to leverage on technology.
    Draft a five-year strategic plan covering the period 2025-2029. This will include:
    A business model that will support ADS Kenya’s structure and capacity to efficiently and effectively deliver on its mission – assessing the level of human, technical and financial resources ADS Kenya will require for the next strategic period.
    Detail means of engaging generational group including the generation Z and Alpha
    Highlight opportunities to leverage technology in strategic focus areas.
    Development of a robust MEL framework.
    Facilitate a validation workshop with ADS Kenya stakeholders for the new strategic plan 2025-2029.

     Key deliverables
    Expected deliverables of the assignment include:

    Inception report outlining the procedures, methods, strategies, and timelines involved in development of the Strategic Plan 2025 – 2029.
    A five-year strategic plan covering the period 2025-2029 alongside a theory of change, SWOT/PESTEL analysis, detailed implementation matrix, corresponding implementation budget and an organogram.
    A detailed donor map and resource mobilization plan relevant to ADS Kenya.
    An operational plan detailing strategy for implementation.
    A robust MEL Framework, with clear monitoring, evaluation and learning activities for the strategic period.
    A consultancy report including the major activities of the consultancy, highlights of the strategic planning and validation workshops.

     Proposed Methodology

    The consultant is expected to propose a methodology that effectively results in the expected deliverables as outlined in this Terms of Reference. A participatory approach and critical reflection by the Board, Management, Staff and key stakeholders will make the process meaningful. The following steps are recommended:
    Carryout an inception meeting with ADS Kenya management to review the guidelines and prepare an inception report detailing the development of the strategic plan 2025 – 2029.
    Development of the data collection tools, workplan and other guidelines for strategic planning process.
    Review and analysis of existing documents, including ADS Kenya’s 2020 to 2024 Strategic Plan, key project documents and reports, relevant sector/partner/donor publications, and critical research on ADS Kenya as well as the ADS Kenya 2020-2024 Strategic Plan Review and annual Reports. Thus, gathering insights that will contribute to identifying focus areas and developing strategic objectives and key result areas in addition to key prospects and gaps, national and global priorities concerning ADS Kenya’s work.
    Conduct focus group discussions and key informant interviews with ADS Kenya board, management, ADS Regional Offices, staff, partners and other key stakeholders to identify the critical strategic areas, issues, opportunities, and shortfalls to address in the new strategic plan.
    Develop the first draft of the strategic plan for review by ADS Kenya and stakeholders.
    Review and validate the draft strategic plan in liaison with the ADS Kenya Board, ADS Regional Offices, management, and stakeholders.
    Finalize the strategic plan, including the theory of change, implementation and evaluation framework and budget.

     Timelines for the Assignment

    The assignment will be carried out between August and September 2024. The duration of the assignment is 25 working days.

     Supervision

    The ADS Kenya Executive Director with assistance of the programme manager will be the liaison person for this work and will provide all documents needed on time and coordinate all the necessary participatory meetings.

     Qualifications and Expertise

    The lead consultant should hold at a minimum of a Master’s degree either Social Studies, Organizational Development, Strategic Planning, Political Science, Education, Governance, or a related field.
    The lead consultant is expected to have at least 10 years of professional work and consulting experience in the civil society sector in organizational development, undertaking evaluations and facilitating strategic planning processes for comparative organizations.
    Experience with participatory approaches and facilitating strategic planning and organizational development processes in the development field in Kenya and beyond.
    Portfolios of similar assignments in Kenya and demonstrated an understanding of this assignment and expected deliverables.
    Ability to understand and conceptualize diverse development programmes and demonstrate understanding of community development challenges at grassroots levels.
    Broad knowledge of the fundraising landscape (local and international) and faith-based development approaches.
    Fluency and exceptional drafting and reporting skills in English and excellent facilitation skills.

    In terms of project management:

    In terms of technical expertise:

    Organise capacity building activities targeting FCC officials in the areas of urban regeneration, traffic infrastructure and management, project management and governance.
    Coordinate and support activities to prepare the Action Plan for Area 1 through participatory planning, within the framework of the overall CBD Action Plan; this will include engagement with the concerned stakeholders and inclusion of the population.
    Coordinate inputs in the review of existing urban policies and by-laws to enhance local revenue generation.
    Coordinate the preparation of the Environmental and Social Management Plan (ESMP), including safeguarding measures.
    Organise working sessions to facilitate the dialogue between the central and the local levels.
    Contribute to the publication on best practices and lessons learnt extracted from project implementation.

    In terms of resource mobilization:

    Participate in meetings, workshops, and other relevant forums to engage potential donors/development partners in FCC and UN-Habitat related activities. Lead project development on sustainable urbanisation in Sierra Leone.
    Conceptualise and undertake outreach and advocacy activities in Freetown.
    Perform other duties for UN-Habitat in Sierra Leone as required.

    Qualifications/special skills

    Advanced university degree (Master’s degree or equivalent) in urban planning, architecture, geography, engineering, land management, sustainable development, social sciences, or any other related field.
    Minimum 7 years of relevant professional experience at the regional and/or international/regional level on human settlements in the areas of urban planning, urban development or urban regeneration, preferably in developing countries is required.
