    Purpose of the Assignment:
    HIJRA would like to engage a consultant to lead the design and development of proposals. As part of the development process, HIJRA will look to the consultant to identify areas of potential innovations, synergies, and collaborations between various actors and stakeholders.
    The position shall be principally based in Nairobi, Kenya with travel to Kampala, Uganda.
    The consultant will take the lead, in conjunction with HIJRA staff (within Kenya and Uganda), to develop a compelling, evidence-based proposal for submission by the end of March 2019. The consultant will bring to the programme design process a thorough understanding of and prior experience in competitive bid-writing for large institutional donors. Preferably, the consultant will have prior experience working in refugee programming in the Horn, East and Central African [HECA] region that are aimed around the identification, piloting, evaluating, and scaling up of innovative ideas.
    Specific Tasks:
    The consultant will develop, in consultation with HIJRA senior management, a detailed work plan that will include undertaking at least the following tasks:

    Review secondary literature on related needs/challenges in Uganda/Kenya as well as existing innovative pilots and their evidence.
    Work with relevant HIJRA staff to identify the staffing needs/structure for the proposed refugee assistance programme.
    Draft/write the comprehensive bid, including technical; also work with relevant HIJRA staff from to edit and finalize the bid.
    Work with relevant HIJRA staff to develop the programme budget.

    Outcomes of the Consultancy:
    A completed, comprehensive bid/proposal, including Technical documentation, detailed and narrative budget.
    Lines of Communication:
    The consultant will report to HIJRA’s Executive Director and will work closely with the Uganda and Kenya Programme teams.
    Timeframe:
    10 days.
    Qualifications and Experience:

    Preferably an advanced university degree (masters or equivalent) in international affairs/studies, development, or a related field;
    Minimum 7 years of experience in the design, proposal writing, and/or management of refugee programmes, preferably in the HECA region. Strong programme design skills, including capacity to prepare logical, coherent, and consistent documents including log frames, theory of change and budgets.
    Prior demonstrated experience developing funded proposals from institutional donors.
    Ability to work efficiently and effectively with project members in various locations, including remotely writing and revising proposal documents.
    Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.
    Working relationships with relevant refugee sector authorities and stakeholders would be an advantage.
    Excellent English speaking/writing skills required

    UNICEF Internal Work Plan: Improved Early Learning & Basic Education

    Outcome 2: Improved Early Learning and Education: An increased proportion of children aged 0 to 18, especially girls from most disadvantaged counties, informal settlements and those affected by humanitarian crisis, access quality, gender- sensitive ECD and education services, with increased transition to secondary education.
    Output 2.1: Increased enrolment and retention of girls and boys in pre-primary, primary and secondary education, particularly in the ASAL counties and informal settlements, targeting parents, teachers, communities and other partners to support children
    Output 2.3: MoE has improved capacity to develop, review and implement gender-equitable education policy, including curriculum reform and strengthened information management, to improve learning outcomes and develop life skill for employment for girls and boys
    Output 2.4: An increased number of counties have capacity to implement integrated ECD packages, including health, nutrition, WASH, protection, HIV and early learning for children 0- 6 years of age, in line with national standards and policy
    Output 2.5: Government and non-government partners adopt risk-informed approaches to emergency preparedness, planning and response to humanitarian needs of the education sector

    Scope of Work
    The overall aim of the position is to support the basic education in Kisumu Zonal Office. Under the general supervision of the Chief of Field Office based in Kisumu, and in close technical collaboration with the Chief of Education, responsible officer will provide professional technical contribution to education programmes/projects design, planning, administration, monitoring and evaluation, data analysis and progress reporting. Commitment for enhancement of gender-sensitive teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy focusing on Early Childhood Education, Emergency Education, primary education and children with special needs.
    Programme/Project Management
    Ensure the availability of accurate, complete and up-to-date information required for effective Education programmes and project design, implementation, management, monitoring and evaluation, including gender disaggregation at county and sub county level. Work with the county and sub-county/district counterparts from all relevant inter-sectoral departments as well as communities to design and develop annual work plans for the assigned county and sub-county within education programs.
    Project Efficiency and Effectiveness

    Enhance project efficiency and effectiveness through implementation, follow-on activities with various implementing partners, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and Education project status.
    Undertake regular field visits to project counties and sub counties to monitor UNICEF supply and cash assistance. Provide technical assistance to counties and sub-counties counterparts in the implementation of all activities planned by Education section in the assigned counties. Support Operationalization and expansion of ECDE, education in emergency, and mainstream education. Support in conducting periodic project implementation reviews with MOE officials, County officials, CBOs, and NGO’s and prepare relevant reports and draft recommendations for changes in the county work plan as required.

    Work Plan and Project Documentation
    Mobilize all education stakeholders and facilitate stronger partnership for planning, implementation, monitoring and evaluation of costed education strategic plan for the targeted counties. Analyse collected data and information and prepare progress reports including monitoring and reporting disintegrated indicators. Support MOE and target counties to use NEMIS for planning and monitoring Education project work plans. Assist in identification of required supplies and equipment. Support public education campaigns for creating greater awareness on educating girls and on the responsibilities of parent & communities in providing quality education to all children. Provide support to target counties in advocacy and implementation of Integrated Early Childhood Development including scale up or Model IECD, birth registration and implementation Nurturing Care Framework.
    Project Implementation Information and Data
    Initiate systematic follow-up actions for timely liquidation of Cash Assistance to counties. Evaluate and analyse financial and supply reports to ensure appropriateness of documentation, expenditure on project activities are within allotments. Report to supervisor/section head the outcome of review. Provide monthly briefs on progress and on emergencies as needed. Follow up on queries, including with government and by partners, or initiate corrective action on discrepancies. Assist County Level Education counterparts in developing overall capacity and in conducting rapid assessment at the time of emergencies, contribute to the development of appropriate responses, facilitate distribution of and monitoring end use of emergency education supplies. Update regularly the Emergency Focal Point/Officer on situation in areas of risk or affected and ensure smooth coordination of responses
    Knowledge Sharing: Document good practices and draft relevant section(s) of program report, for management and for annual report.
    Timeframe: The assignment is expected to be completed in 160 days, between March 2019 to June 2019.
    Deliverables
    Overall the successful candidate will hold the fort for the Education Officer who is away on Stretch Assignment. Specifically, in consultation with the Chief of Education and Chief of Kisumu Zonal Office the consultant will conduct a development of an action plan based on the scope of work and identify key deliverables including:

    Support data compilation and development of accurate fact sheets for the Kisumu Region. Specifically prepare and share periodic situation analysis of the education status in target counties including regular collection and analysis of education data and indicators
    Support county-level planning of education services in UNICEF Kisumu Zonal Office counties (assessment, consultations, capacity development, monitoring, policy implementation).
    Coordinate and monitor ongoing activities at the ECD, primary and secondary levels and ensure that quality according to national standards.
    Support and advocate for birth registration in select counites
    Engagement with MOE and the County Government on upstream and downstream activities
    Conduct HACT related Activities
    Support Capacity building of ECD personnel on CBC
    Provide inputs in the donor reports and proposals as per the need.

    Administrative Issues
    This is a field-based post (Kisumu Zonal Office), with regular travel to Siaya, Homa Bay and other target counties for implementation of ECD and education programmes. UNICEF will provide a laptop computer, UNICEF email address, and transportation in Kisumu zonal office regions only if relevant to carry out the tasks defined in the TOR.
    Required qualifications, desired competencies, technical background and experience
    Education
    University Degree in Education, Early Childhood Development, Social Sciences, Psychology, or other relevant to international development/social science field related to technical field is required.
    Experience:
    Five (5) years progressively, responsible professional work experience at national and international levels in programme planning and management in related field with emphasis on Education, Education in Emergencies and integrated early childhood development programmes
    Specialist skills and attributes:

    Understanding of national and international targets (SDGs) and Kenya Education system

    Conditions

    The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
    The consultant will not be entitled to payment of overtime and will not be paid for weekends and public holidays. All remuneration will be outlined in the consultancy contract.
    The consultant’s fees/rate will be negotiated with and finalized by the Human Resource Section.
    The consultancy will not commence unless a contract is signed by both UNICEF and the consultant.
    The consultant will not have any supervisory responsibilities within UNICEF nor responsibilities on UNICEF budgets and other resources.
    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary

    About the Programme
    Trocaire Kenya in conjunction with Diocese of Lodwar is implementing a project ‘Promoting Ecosystem-based Adaptation Approaches to Climate Change and Governance in Turkana County.’ The core objective of this project is to address the problem of food and livelihoods insecurity as experienced by poor pastoralist communities in Turkana, and by women and children in particular, through improving Climate Change Governance in Turkana County ensuring it is inclusive, participatory and pro-poor. The project will identify key areas for engagement at all levels to support the Turkana County Government (TCG) to meet its commitments to climate change in the CIDPII and to contextualise the NCCAP into County policy and implementation of same. The project will support a multi-stakeholder and participatory approach, including at a grassroots community level, to influence policy makers adopt pro-poor Climate Change (CC)/Climate Sensitive(CS) policies and will strengthen the technical capacity of county authorities to carry out the functions associated with effective planning, monitoring and financing. Over the past decade Trócaire has prioritised integrating climate change response into organisational and Kenya country planning and programming which has involved a strong and persistent focus on research, policy development, advocacy and campaigning. Robust research has informed advocacy work at micro, meso and macro levels, with action focused on mutually reinforcing strategies. The project targets
    At least 11,590 community members (at least 50% women and 25% youth) will benefit from information sharing on CC, their rights to access and own resources; participatory policy-making and budgeting processes and the adoption of CCA.
    At least 60 government officials at county, sub-county and ward level will increase their technical capacity to develop, implement and monitor climate change policy in line with national policy
    At least 60 representatives from CSOs, the private sector and other key stakeholders identified during the inception period will benefit from networking events to promote collective action at the sub-county and county level
    Objective of the Consultancy
    The overall objective of the study is to conduct a political economy analysis (PEA) related to Climate Change Issues in Turkana County. The objective of the PEA is to identify key issues in the implementation context including legal framework and status of implementation, map key actors and stakeholders and their ability to influence decision making in the security sector and entry points for successful implementation of the project. The PEA will target among others, civil society, residents, national and county security actors, local governance structures and oversight bodies.

    Job description
    Project Background and Rationale: After several years of partnering to advance first the Millennium Development Goals, and now the Sustainable Development Goals alongside a number of women’s rights organizations, development agencies, and other stakeholders in the East Africa Region; ICRW seeks a consultant to help us identify ways in which our research products and policy analysis could be brought to bear in the advocacy space. We are particularly interested in how we might infuse a women’s rights and gender equality perspective into ongoing discussions about the achievement of Goal 5, and the mainstreaming of gender equality through the implementation, monitoring and learning processes across all goals.
    Objectives: Explore opportunities to engage in movement-building and leverage ICRW research for policy impact in the region, starting with Kenya. The consultant will support the Acting Director, Africa Region, in creating linkages with existing coalitions engaging in the SDGs space, women’s rights organizations and movements, and other regional bodies engaged in this work. The final deliverable will be a written report with their findings on opportunities for further engagement for ICRW.
    Length of the assignment: February to April 2019
    Specific Responsibilities Of The Consultant
    Inception meeting (1 day) : An inception meeting will be held with the Acting Africa Director and ICRW’s Director of Policy and Advocacy and Global Policy Advocate to understand advocacy at ICRW, the program’s aims and more details on the scope of the assignment.
    Stakeholder mapping, desk review, and development of ICRW regional advocacy entry strategy (5 days): The consultant will carry out a comprehensive mapping of all relevant gender and SDG related stakeholders across all relevant sectors in East Africa (with a particular focus on Kenya). The consultant will familiarize themselves with current ICRW research priorities and projects based in the region as well as the ICRW advocacy strategy, in particular as regards the SDGs. The consultant will develop a regional advocacy entry strategy to accompany the stakeholder mapping that is based on ICRW’s advocacy priorities. The Consultant will meet with the ICRW Africa Director and ICRW Policy and Advocacy Director to report out on initial analysis of synergies with current advocacy platforms and opportunities s/he is aware of, and develop a pitch for external partners.
    External Consultations (12 days): The consultant will conduct outreach to prospective partner organizations engaged in the SDG advocacy space to assess their current campaigns and identify opportunities for ICRW to bring a gender lens to that work. As feasible, the consultant will also conduct a few meetings with representatives of relevant line ministries in the Kenyan Government to discuss their progress on implementation of Goal 5 and gender mainstreaming in the wider SDG agenda. The consultant write up a summary of these interviews and submit to the Directors for review and a debriefing meeting to discuss recommendations and a plan of action forward. As necessary, the Consultant may represent ICRW at specific meetings and then report back to the Directors.
    Final report (3 days): The consultant will write up their findings on opportunities for engagement in SDG advocacy in a final report of no more than 10 pages, including summary analysis, key contacts and recommendations for ICRW’s regional advocacy activities moving forward.

    Terms of Reference for Nairobi County AYSRHR Context Analysis
    The Y-ACT Youth in Action Project is an initiative of Amref Health Africa and The Advocacy Accelerator, aimed at building the capacity of youth in Kenya to undertake effective advocacy on policy and resource priorities focusing on Gender Equality and Sexual and Reproductive Health and Rights (SRHR).The project is currently implemented in Counties of Nairobi, Kakamega, Kilifi, Samburu and Marsabit.
    Young people under the age of 35 make up 70% of the Kenyan population. However, they face significant challenges in realizing their potential, including a 55% unemployment rate, particularly among young women. Coming at a time when the importance of their role and potential for policies to be improved to meet their needs are at their greatest, Kenyan youth have a huge opportunity to shift the country’s policy and resource allocation landscape to address their gender equality and SRHR needs.
    The main goal of Y-Act Youth in Action Project is to increase political commitment and resource allocation to address youth priorities across the gender equality to SRHR continuum including youth friendly health services in Kenya.
    AFYAHR was founded by young advocates affiliated to The Centre for the Study of Adolescence in March 2017 with the aim of creating stronger advocates and empowering fellow young people on sexual reproductive health matters including family planning. Currently AFYAHR advocates for the inclusion of young people in the table of decision making especially when affecting their sexual reproductive health and general well being , as SRH youth advocates we have on going school reach out program that aims to improve the state of school going young people in terms of accessing SRH information and services .our main goal is to make better steps towards the realization of demographic dividend , where young people able to access quality health care without any form of discrimination also determine the number of children they wish to have and when by easily accessing FP services and commodities.
    AFYAHR has been able to conduct community outreaches during the budget process empowering them to advocate for their rights through participating in the public hearing forums .Through this the county government of Nairobi was able to set aside budget for one stop youth centre and also through advocacy and writing policy memorandum to the county government we influenced the government to set aside clear budget line for family planning in its county integrated development plan
    Background
    Kenya has a progressive policy and legal environment on sexual reproductive health and rights (SRHR). She has signed and ratified key international and regional instruments and developed national laws and policies for protection, promotion, fulfillment and respect of youth SRHR.
    However access to comprehensive youth friendly services remain inadequate with only 10 % facilities in Kenya and in Nairobi providing comprehensive youth friendly services.
    The Ministry of Health launched the National Adolescent Sexual Reproductive Health policy 2015, National Guidelines for Provision of Adolescent and Youth Friendly Services 2016 and the National Adolescent Sexual Reproductive Health Policy Implementation Framework 2017 to 2021 to improve SRHR status of young people in Kenya. In a bid to spearhead development of Nairobi SRHR framework, we seek to hire an external consultant to conduct a context analysis for Adolescent and Youth Sexual reproductive health for Nairobi County.

    Objective of recruiting a consultant
    Within the analysis, the consultant and team will deliver the following:

    A target analysis
    Structures for youth engagement in decision making in Nairobi county
    A problem analysis
    Drivers of poor SRHR outcomes [social, cultural, economic and political factors
    Actor analysis [including Nairobi county relevant networks
    Alignment with the Y-ACT Youth in Action project with government legislation, policies and programs [Conduct analysis of availability of county, government policies, implementation gap and barriers in terms of SRHR and local governance from the perspective of poor, vulnerable and marginalized communities in Nairobi County]

    Deliverables

    Inception report: setting out the design of the Context analysis; Monitoring and Evaluation strategy and plan with associated planning, logistics, quality assurance and risk management information including gender analysis.
    Baseline study report: design, conduct and submit a baseline study that describes the initial conditions in SRHR on (before the start of the project)
    Final project report (End line) report: design, conduct and submit a final project evaluation report that assesses the effectiveness, and impact of the Adolescent Youth Sexual Reproductive Health Rights Framework for Nairobi County.

    Key qualification, experience and skills of the consultant

    Degree in Monitoring and Evaluation (M&E), Statistics or a related field. Masters degree will be and added advantage
    Proven 5 years’ experience of M&E in advocacy work
    Proven experiences of conducting context/problem/situation analysis for programme and strategies development.
    Fluency in written English and Swahili and demonstrated ability to analytical writing and quality report writing
    Demonstrates an Understanding and Appreciation of human rights-based approach

    Contract
    The maximum period of the contract will be 20 working days.
    The consultant shall be paid after the completion of the task and submission of all reports. The payment will be subjected to 5% withholding tax.

    BACKGROUND AND RATIONALE
    In Kenya, there has been improvements in the nutritional status of children: stunting declined from 35% in 2008-9 to 26% in 2014, wasting from 7% to 4% and underweight from 16% to 11% [1]. Despite the improvements in some health and nutrition indicators at the national level, undernutrition remains a public health problem in some regions such as Elgeyo Marakwet County (EMC) where the stunting prevalence is 30%, according to the KDHS 2014. In EMC County, the high rates of stunting are attributed to poor maternal nutrition during pregnancy and postpartum and poor practice of exclusive breastfeeding. The rate of exclusive breastfeeding is 35% and only 23 % of children 6-23 months are fed on the minimum acceptable diet[2].
    The Government of Kenya has demonstrated commitment to addressing malnutrition through various policies, strategies and legislation aimed at improving the nutrition situation in Kenya [3]. These include the Kenya Health Policy 2014-2030, Kenya Health Act 2017, Kenya Health Strategic Plan (2013-2017), National Nutrition Action Plan (NNAP) 2012-2017, Food and Nutrition Security Policy (FNSP) 2012, FNSP Strategic Framework 2016-2020, Breastmilk Substitute Act 2012 and the National Food Fortification Strategic Plan 2018-2022. In 2012, Kenya joined the Scaling up Nutrition (SUN) movement showing further commitment to undertaking coordinated actions to improve the nutrition status of the country. Since the launch of SUN in Kenya, there has been enhanced government leadership in the nutrition sector, which has resulted in improved coordination of actors and a more harmonised approach to implementation and monitoring of nutrition programmes.
    However, the national budget allocation for the health sector remains low, at 7% for financial year 2016/2017, which falls below the 15% standard stipulated in the Abuja Declaration [4]. Although the average budget allocation to health by counties is higher at 25% of the total County budgets, the funding allocation towards nutrition activities remains low. This is a contributing factor to poor adoption and implementation of nutrition policies, strategies and legislation and increased reliance on donor financing especially for nutrition programmes targeting children and women[5]. In addition, there is a human resource gap in the delivery of nutrition services within public health facilities. According to Kenya Nutritionists and Dietitians Institute 2014, there were 2,700 professional nutritionists and dietitians registered in Kenya out of which 632 of them were employed at County level within the Ministry of Health. This translates to one nutritionist for every 14,814 people and calls for increased nutrition workforce to improve quality of nutrition services.[6]
    The Ministry of Health-Nutrition and Dietetics Unit with support from partners have undertaken a review of the National Nutrition Action Plan (NNAP) 2012-2017 to determine the successes and gaps in its implementation in order to inform the new NNAP 2018-2022. The new multi-sectoral NNAP will provide a framework for co-ordinated implementation of nutrition-specific and nutrition-sensitive interventions by government and other nutrition stakeholders. Each of the 47 Counties in Kenya is expected to develop a context-specific County Nutrition Action Plan that is aligned to the NNAP 2018-2022. The NNAP provides practical guidance for coordinated implementation of nutrition interventions by government and nutrition stakeholders within the County.
    Nutrition International seeks a consultant to review maternal, infant and young child nutrition policy and programme implementation in EMC and provide recommendations for improvement in nutrition policy implementation and increased funding for nutrition. The nutrition policy and programme review will inform the development of the County Nutrition Action Plan and operationalization of the County Integrated Development Plan (CIDP) 2018-2023, which provides an opportunity to prioritise government objectives towards poverty reduction and nutrition and strengthening the linkages between budgeting and planning[7].
    The consultant will also use the nutrition policy review findings to develop an advocacy plan for the Elgeyo Marakwet, the targeted county of the ENRICH project.
    OBJECTIVE OF THE CONSULTANCY
    To support advocacy efforts towards improving nutrition policy implementation and increasing commitments to nutrition-specific and nutrition-sensitive programming in Elgeyo Marakwet County.
    Specific Objectives:

    To identify and analyse existing national policies, programme frameworks, strategies and action plans focused on addressing maternal, infant and young child nutrition (MIYCN) – more specifically interventions targeting the first 1000 days of life – and their interpretation and implementation status in the ENRICH targeted County.
    To assess the extent to which the existing national policies, programme frameworks, strategies and action plans have addressed gender inclusion and equity, and to make recommendations for improvement to be used to support advocacy efforts.
    To assess the quality and effectiveness of institutional arrangements and coordination structures to support the scale up of evidence-based nutrition interventions and their appropriateness both at county and sub-county level to be used to support advocacy efforts.
    To review the investments from the public sector and donors on interventions targeting the first 1000 days of life and their impact on the optimal balance between nutrition-specific and sensitive interventions to be used to support advocacy efforts.
    To identify and gain a better understanding of the reasons for success and gaps in implementation of existing national nutrition policies, programme frameworks, strategies and action plans at the county level for use to support advocacy efforts.
    To identify opportunities to integrate the most impactful ENRICH supported interventions into existing county programming and to use these identified opportunities to advocate for a sustainable strategy that will increase commitments to nutrition programming in EMC.

    SCOPE OF WORK
    Workplan
    Develop detailed workplan that clearly outlines key steps and timelines for completion of deliverables as outlined in the Terms of Reference and engagement with relevant stakeholders in the process including framework for desk review and KII questionnaires
    Analysis of Policy Environment, Governance, Interpretation and Implementation
    Conduct a desk review of existing national policies, programme frameworks, strategies/guidelines and action plans relevant to MIYCN programmes in EMC and Key Informant Interviews (KII) at county level to understand: 1) planning and budgeting process for nutrition, 2) human resource capacity for nutrition, 3) implementation coverage and gender-sensitivity of nutrition programming, 4) existing coordination mechanisms for the implementation of nutrition-specific and nutrition-sensitive interventions, 5) integration of the programmes, 6) investment/financing and 7) monitoring and evaluation of nutrition indicators at county level. These should include, but are not limited to: National Nutrition Action Plan 2012-17, Kenya National Food and Nutrition Security Policy (2011), County Integrated Development Plan/County Nutrition Action Plan and budgets and ENRICH project implementation plans.
    Develop a draft report with findings from the review of existing national policies, programme frameworks, strategies/guidelines and action plans and key informant interviews (KII). The report should include recommendations for improving gender inclusion and equity, effective coordination structures for nutrition programmes and increased investments in nutrition to support policy interpretation, implementation and scale up of impactful ENRICH project interventions.
    Stakeholder Consultation workshop
    Collaborate with the County Department of Health to organize a two-day workshop to present findings of the review and KII and key recommendations (short-term/long-term) to key stakeholders from county government departments (Planning, Health, Agriculture, Gender) and nutrition partners for review and feedback.
    Consult the key stakeholders on priority areas for nutrition advocacy.
    Update the draft Nutrition Policy and Programmes Review report incorporating feedback from the stakeholder consultation workshop.
    4. Advocacy Plan for Elgeyo Marakwet County
    Develop a draft advocacy plan informed by the findings of Nutrition Policy and Programmes Review report and feedback from key stakeholders. The plan should include specific activities and allocated budget for its realization by various stakeholders.
    Collaborate with County Department of Health to organize a one day workshop to validate the updated Nutrition Policy and Programmes Review report and draft advocacy plan.
    Finalize the Advocacy Plan incorporating feedback from the validation workshop.
    Collaborate with County Department of Health to organize a one day workshop to disseminate the Nutrition Policy and Programmes Review Final Report and Advocacy Plan at county level.
    DELIVERABLES

    Inception report

    The consultant(s) will develop an inception report that accounts for the considerations outlined in the Terms of Reference as well as the methodology. The inception report will also provide a detailed work plan for the work, desk review template, list of stakeholders to be interviewed and the KII questionnaire.

    First draft nutrition policy and programmes review report

    The report should clearly outline the focus and scope of the review including the methodology (desk review, KII), under the headings policy environment and governance, policy interpretation and implementation, key findings, conclusions and recommendations.

    Stakeholder consultation workshop report and presentation

    The report should capture discussion/feedback from stakeholders on the review findings and their recommendations to finalize the nutrition policy and programmes review report as well as priorities for the advocacy plan. A list of participants with designation and contact information (phone number and email) and workshop agenda should be attached as annexes to the workshop report. The draft report and presentations should be submitted to NI for review prior to the workshop.
    4. Second draft nutrition policy and programmes review report
    The report should incorporate the feedback and recommendations from the stakeholder consultation workshop.
    5. First Draft Advocacy Plan
    The plan should identify key influencers and target audiences (decision makers) for nutrition messaging based on the nutrition policy review and programmes report. It should contain objectives and a plan of action, indicating the resources necessary for the implementation of the activities.
    Validation workshop report and presentations
    The report should capture discussion of issues raised in the stakeholder consultation workshop and their recommendations to finalize the advocacy plan. A list of participants with designation and contact information (phone number and email) and workshop agenda should be attached as annexes to the workshop report. The second draft nutrition policy and programmes review report and first draft advocacy plan and presentations should be submitted to NI for review prior to the workshop.

    CONSULTANT QUALIFICATIONS
    For this assignment, NI require a consultant with expertise as follows:

    Master’s Degree in Nutrition Science, Public Policy or in a related discipline, At least a post-graduate degree in Nutrition, Food science, or Public Health
    Minimum of 7 years of relevant experience at the national or international level in policy dialogue, formation and advocacy
    Extensive experience in research, policy analysis and advocacy

    The consultant is also expected to possess the following skills and competencies:
