    Consultancy for Assessment on Vitamin A Supplementation in 4 African countries

    Scope of Position
    When delivered twice a year to at least 80% of children aged 6 to 59 months in countries with high under five mortality and high rates of vitamin A deficiency, Vitamin A supplementation (VAS) can contribute to a reduction of U5M by up to 24%.
    For the last decades, VAS has mostly been delivered in Sub Saharan Africa using National Immunization Days (NiD) or Supplementary Immunization Activities (SiA) as a vehicle. These campaigns are primarily organised to deliver polio or measles vaccine and commonly reached >90% coverage.
    However, progress in immunization rates and the eradication of polio in most countries of SSA are leading to the phase out of these campaigns. Between 2016 and 2019, coverage of VAS dropped dramatically in SSA as many rounds of campaigns were cancelled and VAS was left without a vehicle.
    To ensure that VAS can be continued in countries where it is still needed, HKI and its partners have started supporting the integration of VAS into health systems routine services. As more and more countries are about to initiate this integration process, it is important that lessons be learned from the first initiatives, as where it was initiated, numerous challenges were identified. Some key questions that need to be answered are:

    What platform should be used to deliver VAS?
    How to scale up the routine delivery of VAS while phasing out campaigns without a major drop in coverage?
    What are the minimum requirements to ensure successful integration of VAS in routine services?
    What are the key steps that should be considered to prepare, implement and monitor the integration process?

    To answer these questions and provide guidance to countries who are already transitioning or considering entering into this transition, HKI and UNICEF developed a concept note and tools for collection of information from countries that have already started the integration process.
    Countries identified for this lessons learning exercise are: Kenya, Burkina Faso, Cote d’Ivoire, Sierra Leone, Mozambique, Malawi, Senegal.
    To support this exercise, HKI is recruiting a team of 2 consultants for non French speaking countries.
    These consultants must

    have demonstrated experience in VAS programming,
    speak French and English
    Hold at least a masters in public health or similar domain
    Have demonstrated experience in studies / assessments

    Specific Responsibilities
    In close coordination with HKI regional program manager for VAS, the consultants will support the lessons learning exercise in Mozambique, Kenya, Sierra Leone and Malawi by:

    Organizing visits to the targeted countries and coordinating with HKI and UNICEF offices in country for the organization of all meetings relevant to the exercise. Key actors who should be involved include:

    Ministry of health at national level: supply chain managers, health information managers, VAS managers
    UNICEF national level teams involved in supply chain for VaS, health information system, nutrition and immunization
    HKI teams at national level involved in VaS programming
    Other relevant partners involved in VAS
    District ministry of health management teams (sample)
    Health facility and community actors involved in VAS programming (sample)

    Conducting the lessons learning exercise at country level through the organization of individual and group meetings and the organisation of interviews with district, facility and community actors involved in VAS programming.
    Compiling and analyzing all information and data collected and producing a report for each country visited.
    Preparing executive summary and presentations as required.

    Time Frame
    The 2 consultants selected for the lessons learning exercise will visit the 4 countries listed above and conduct the exercise in accordance with the timeframe proposed in table 1. The first exercise will take place in Kenya and will represent the testing of the tools developed. Following this test, adjustments will be made to the tool and the next round of data collection will take place in September 2019.
    It is expected that each consultant will work for 30 days on the exercise between June 2019 and March 2020 as described in table 2.

    To develop Strategy on how quality assurance mechanisms, pertaining to maps production, enumeration, and data processing will be achieved so as enhance the 2019 credibility.
    Scope of work
    Description of services, activities or outputs:

    Familiarize and make adequate reference to the United Nations Principles and Recommendations for census undertaking, especially for the 2020 round of censuses.
    Review the 2009 Census processes and identify all encountered loopholes that need to be sealed.
    Consult widely with key 2019 KPHC stakeholders with a view to identify gaps in the census process and advice on how best to address the same.
    Provide guidance on how to make leaders, whether political or administrative, accept and feel part of the census process.
    Provide guidance on how to curb/ minimize falsification of data, either by enumerator or the respondent during and after enumeration
    Work with KNBS ICT team and provide technical guidance on how to address technologically related issues, e.g. possibility, if any, of hacking into the data system, security of the collected data during transfer to the central server, security of the IT gadgets, security of data in the IT gadget in case of lost
    Provide guidance on how to collect credible census data in light of the prevailing insecurity in various parts of the country
    Provide guidance on how to assure Kenyans that data collected using mobile devices will be reliable and that the data collected will not be tempered with
    Develop Q&A as reference short booklet

    Duration and working schedule:
    The assignment is for 25 working days, spread over a period of two months (July –August 2019). The consultants will be guided by the working schedule that is outlined below with tentative number of days allocated for each activity and the tentative delivery days.
    Develop inception report including tools – 3 days
    Conduct data collection and analysis – 9 days
    Develop draft strategy – 10 days
    Facilitate validation meeting of the draft strategy – 1 dat
    Incorporate inputs and finalize strategy – 2 days
    Place where services are to be delivered: Nairobi

    The following deliverables of the consultancy will be delivered to UNFPA in both electronic and hard copies:

    An inception report
    A strategy document detailing on how the census credibility will be achieved
    Operationalization framework
    Present and facilitate discussion during strategy validation meeting
    The assignment will commence immediately upon the signing of the contract.
    Monitoring and progress control, including reporting requirement, format and deadline.
    Population Data Specialist, UNFPA will be responsible for coordination of activities under the consultancy. UNFPA staff will hold weekly discussions with the consultant to monitor and track progress on achieving the deliverables.

    Supervisory arrangements
    The consultant will work under the Population Data Specialist, UNFPA.
    Expected travels
    The consultant will not be expected to travel ouside Nairobi.
    Required expertise, qualifications and competence, including language requirements:

    A minimum of master’s degree in demography, statistics or other related discipline.
    At least 10 years’ experience in the area of demographic and statistical work.

    Responsibilities and Accountabilities:

Provide guidance and advice to less experienced consultants in case of complex functional issues during the implementation and client relationships development.     Analyze client business requirements and relate them to TEMENOS products capability.

    BACKGROUND
    Kenya requires improved access to well-trained, knowledgeable, well-distributed/deployed and culturally-sensitive health workers to deliver on the Universal Health Coverage (UHC) agenda that focuses on meeting the health demands of the fast-growing population. This calls for the need to determine the most cost-effective and sustainable financing model for the specialist trainings – whether such costs should (i) be met by individual staff, national government, donors, county government or, a combination of these sources and, more, whether the Registrars should be self-sponsored or, offered scholarships / grants or, loans.
    Against the above background, this consultancy is intended to gather information to help the government, primarily the national MOH to reorganize and transform the training and, deployment of specialists with a focus on three areas;

    Human resource development (HRD) including financing of specialists’ training,
    Human resources management (HRM) including attraction, deployment and retention,
    Human resource information systems and data for specialist training.

    Overall Objective
    Review the current practices in the training and, deployment of medical specialists and, develop a more cost effective and, equitable framework focusing on the key domains of HRH as provided below.
    Consultancy methodology
    The methodology of the consultancy is as outlined below in addition to other approaches;

    A desk review of available literature and practice of specialists training in Kenya and the region.
    Conduct key informant interviews (KII) with stakeholders that include; National and county MOH. This will include- Director of Medical services (DMS),heads of departments,

Through BES-Net, UNDP contributes to the capacity building work of the Intergovernmental Platform for Biodiversity and Ecosystem Services (IPBES) .

    Face-to-face capacity building support through Regional Trialogues : Trialogues bring together BES-Net’s three target communities of science, policy and practice for face-to-face dialogues around the themes of the completed IPBES Thematic Assessments, particularly on pollinators/pollination and land degradation/restoration. Fostering mutual learning, inter-cultural understanding and interinstitutional coordination on specific policy-relevant questions at the national and regional levels, Trialogues strengthen the interface between these communities and enhance national capacity to integrate scientific findings of the IPBES assessments into policy, decision-making and on-the-ground practices. Special geographic focus is placed on Eastern Europe, the Caribbean, Anglophone/Francophone Africa and Central Asia;
    National Ecosystem Assessments (NEA) : BES-Net supports the development of national capacity to conduct NEAs in pilot countries, namely Cameroon, Colombia, Ethiopia and Vietnam, complementing the global assessment being undertaken by IPBES.     Institutional Arrangments And Implementation ModalitiesThe consultant will work under the supervision of the BES-Net Project Manager and in close consultation with collaboration with the Project Coordinator, other BES-Net team members and relevant existing BES-Net partners. During the assignment, the consultant is expected to ensure regular communication with the BES-net team, and ensure a timely delivery of the expected outputs, regularly informing the team of the progress as well as any obstacles that might occur.Travel

    Any necessary missions must be approved in advance and in writing by the supervisor;
    The Basic Security in the Field II, Advanced Security in the Field and BSAFE courses must be successfully completed prior to the commencement of travel, as well as, obtaining a security clearance(s);
    The incumbent is responsible for ensuring that s/he has the necessary vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director ;
    The incumbent is responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP;
    The incumbent is required to comply with the UN security directives set forth under https://dss.un.org/dssweb/
    The incumbent will be responsible for making his/her own mission travel arrangements in line with UNDP travel policies ;
    All related travel expenses will be supported by the project travel fund and will be reimbursed as per UNDP rules and regulations upon submission of an F-10 claim form and supporting documents. Costs for airfares, terminal expenses, and living allowances should not be included in the financial proposal.

    EducationRequired Skills and Experience

    Experience

    At least 3 years of relevant ‘on-the-job’ experience in project/programme management including monitoring and evaluation, reporting and knowledge management at global and regional levels, preferably in the BES-Net focused regions (Max 10 pts);
    Experience in scientific research, drafting and designing documents and other similar materials in BES-Net thematic fields at global or regional levels, preferably in the BES-Net focused regions (Max 15 pts);
    Experience in mobilizing and facilitating network/community of practice/collaboration platforms, including preparing communication materials (Max 15 pts);
    Knowledge of and experiences in social media and other web-based platforms (Max 5 pts);
    Previous work experience with the UN system (preferably, familiarity with UNDP’s general project/programme work is desirable) (Max 5 pts).

    Language

    Professional proficiency in English with good oral and writing communication skills (Max 10 pts);

    EvaluationIndividual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicant’s qualifications (Max 70 pts) and financial proposal (Max 30 pts). The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

    Responsive/compliant/acceptable; and
    Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Only those candidates who obtained at least 70% of points in each step of the process technical (CV/P11 desk reviews) will be considered for financial proposal evaluation.Financial Evaluation (30% of total evaluation; maximum 30 points).The following formula will be used to evaluate financial proposal:

    Practical Action is seeking the services of a consultant/consultancy firm to undertake an assessment on gender and youth vulnerability so as to identify and define specific vulnerabilities of the identified group, to assess the gendered practices, identify opportunities and constraints that can affect agribusiness as a viable livelihood option for young men and women and its potential to transform rural economies.
    Practical Action has commenced a five-year project in East Africa, working initially in Kenya with possible scale-up in other countries in the region. The objective of the project is to establish vibrant and inclusive rural economies in East Africa by promoting agricultural livelihoods for the youth underpinned by agro-ecological principles and practices. The project aims to break the cycles of low productivity and increasing rural poverty, through a holistic and gendered approach which will enable young men and women to increase their income through agri-business.
    We recognize that gender relations and inequalities faced by young people are fundamental causes of poverty and that women and girls especially may not enjoy the same status, power or access to and control over resources as men and boys. It is critical to develop an in-depth understanding of the incidence, types, and levels of vulnerability in the proposed intervention area as well as the causal factors that contribute to this to ensure that the project is designed and implemented to address the underlying causes of inequality and address the socio-cultural barrier to advancing the role of young men and women in rural economies.
    The findings from the assessment will inform further design, implementation and monitoring of the project’s interventions as well as changes in the lives of the individuals benefitting from the proposed interventions.
    The consultant/consultancy will achieve the following specific objectives:

    To understand different levels of vulnerability (Segregated by gender and cohort) of young men and women within the target population (i.e. highly vulnerable, moderately vulnerable and Least vulnerable categories).
    To assess the assets, skills, capabilities and networks that young people possess and/or need to develop that can be leveraged to support both young men & women to successfully join and profit from agribusiness as a viable livelihood option
    To provide evidence on barriers and opportunities for young men and women to engage in agribusiness both on-farm and off farm as a potential livelihood option
    To explore social cultural perceptions, norms and practices that inhibit or facilitate young men and women in engaging in agribusiness.
    To assess differential access for men and women to agriculture information including extension services, whether it is meeting their needs, the gaps that exist and what should be done to improve translation of information to action.
    To explore gender and power dynamics at the household level and how it affects access to, control over and decision making on agriculture productive resources and time poverty for women in Agriculture
    Provide concrete recommendations based on findings to inform project implementation, baseline and MEL framework.
