    Duties and Responsibilities

    The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities.
    UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system.
    This consultancy is in UN-Habitat’s Urban Energy Solutions Team / UBSS / GSB / GSD and will be home based. UNEP’s Climate Change Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Africa.
    The projects, which are in different stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.).
    The Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines.
    Under the supervision of the Lead, Urban Energy Solutions Team, and in coordination with the UNEP Task Manager for Africa for GEF mitigation projects, the consultant will support the International Sustainable Urban Development expert in the development process of the Nairobi Sustainable City (SC) project.

    Responsibilities:

    The National Coordination Consultant will serve as a focal point to obtain basic information/data, coordinate with local actors and stakeholders and obtain co-financing letters.
    She/he should also be responsible for organizing the required stakeholder consultation workshops or bilateral meetings.

    Qualifications/special skills

    An advanced University degree in economics, engineering, urban development, environmental sciences, business, management, or a related discipline is required.
    A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree.
    3 Year Minimum experience in the field of climate change Urban development, environment and/or development project.
    Experience in working with the Kenyan national government / institutions is required; Experience working with the UN and/or development agencies is a desirable.

    The Assessment outcomes and findings will be presented to TdH NL. The reports to be delivered are as follow:

    One in-person/online meeting to discuss the final findings and recommendations, this will create a platform for the outcomes and outputs to be presented by the consultant followed by Q&A session.

    One report per country assessed, focused on including all the following inputs:

    Past and recurring crises/ humanitarian context analysis with focus on CPIE. 
    Identification of the gaps in the humanitarian scene in the selected countries, both when it comes to needs that are not being sufficiently covered by actors on the ground, as well as areas that are underfunded by donors. With the gaps identified, the report should give an idea of where TdH should put efforts in.
    Identification of humanitarian activities that will not only cover immediate needs, but that will also serve as a foundation for achieving our long-term development goals, particularly in tackling child exploitation. Thus, linking humanitarian action with development.
    An analysis of our relationships with our humanitarian actors and donors, conducted at field level and facilitated by the Country Offices, and the steps to undertake to strengthen those connections.

    Qualifications, experience and Skills required:

    Registration with the Ministry of Health in Kenya with a valid Practice Licence
    A master’s degree in counselling/clinical psychology
    Theoretical education in counselling (e.g. Undergraduate in Counselling)
    Diploma or above in counselling/nursing in a medical context
    Additional training in fields that can complement the role of counselling (e.g. Trauma, chronic illness, death & dying)
    Minimum 2 years work experience
    Experience in a medical setting
    Knowledge of human emotional social and psychological challenges
    High ethical and moral principles -beyond reproach with a professional approach
    Capable of being a role model in the organisation and in society
    Team player with a willingness to learn

    Objectives and Scope of Work

    The contractor is required to work closely with TNC experts to develop all work identified below based on the review of data and results of ongoing work carried out by TNC on climate risks and vulnerabilities. They will also work directly with relevant stakeholders and partners, with technical guidance from the TNC’s Climate Adaptation Specialists to achieve the objectives outlined in the section below. This assessment shall be confined to settlement areas within the targeted conservancies as well as adjacent landscapes covering communities on the fringes of the conservancies

    Objectives:

    Undertake local level Participatory Vulnerability and Capacity Assessment (Task 1)
    Compilation of specific information on climate risk and vulnerability of the villages and conservancies of Kalama – Samburu, Nakuprat Gotu – Isiolo, Ngare Ndare – Laikipia, Melako – Marsabit, Lumo and Maungu in Taita Taveta (threats, vulnerability and social indicators); using TNC generated modeling and locally gathered data.
    Collect primary and secondary baseline data on factors that will most likely affect well-being of local communities, including livelihood characteristics, population growth, planned economic activities, urban development plans, disaster risk, and land-use change. For land use change assessments, contractor must work with information from the Forestry and other relevant government entities and Departments to ensure alignment with national efforts.
    Collect secondary information on the health of ecosystems in the selected area, based on existing assessments, reports and interviews with key informants
    Evaluate ongoing and planned adaptation responses by different agents (Task 4)
    Based on the literature review, focus group and key informant interviews and discussions with TNC teams (see point 1), the consultant will identify a series of feasible adaptation options (current/planned/potential) by the different interested actors.
    Assist TNC with a workshop designed to share the results of this study with local experts and key community groups for review and feedback. (TNC will host and facilitate the workshop, contractor will be expected to present the results of the Participatory and Vulnerability and Socio-Economic Assessment, and overall analysis of combined data and recommendations.) (Task 4)
    Final product: The consultant will prepare a succinct report compiling all of the above products as well as a summary of this information in a slide presentation.
    To support the above listed objectives the contractor will undertake the below activities:
    Specifically, the Contractor must perform the following activities for each of the project sites:
    Develop and submit and inception report with a detailed methodology and work plan outlining the activities to be performed and proposed timeline. This work plan will be used to coordinate activities in the field, as well as activities and consultations with other experts and the implementing partner – TNC, including workshops with the communities. ii. Conduct field trips, hold expert interviews and focus group discussions to gather and update (if applicable) the necessary information on habitats.
    Identify, locate, and map the major threats, vulnerabilities and pressures to the ecosystem and biodiversity by anthropogenic and natural phenomena (including climate change) within the three identified communities. The causes, sources, effects and impacts as well as the actors related (if applicable). iv. Conduct a participatory vulnerability assessment and socio-economic survey (including a high level gender analysis) to identify factors across the four areas of vulnerability: Social, economic, physical and environmental, factors that will most likely affect well-being of local communities, including population growth, planned economic activities, livelihood activities, urban development plans, disaster risk and land-use change.
    Provide an analysis of climate trajectories at the conservancy level and associated impacts on the villages and communities located within the Northern and Southern Kenyan Rangelands
    Conduct an inventory of the socio-economic and natural resource data
    Undertake analysis to determine the best, middle and worst case scenarios related to climate-related risks and resource availability under conditions of climate change,
    Develop recommendations for the protection, restoration, and conservation actions to increase the ecosystem services provided by the studied habitats, to abate threats, especially as they relate to climate change adaptation, disaster risk reduction, and livelihood provision.
    Propose at least five Nature based Solutions (NbS), and or Ecosystem based Adaptation (EbA) actions for the relevant villages and conservancies. We know that to reduce climate impacts, some solutions are socioeconomic, some hard infrastructure, some at the governance level and as such we encourage you to include other recommendations beyond NbS and EbA.
    Produce a draft, final and summary technical report of the assessments incorporating listed items above.
    Assist TNC in the design of a workshop and present the results of the combined report to local experts and key community groups for review and feedback. (TNC will host and facilitate the workshop.)

    Phase I – Desk research

    Based on guidance provided by the ILO, compile a draft report on enterprise registration and compliance procedures for micro and small enterprises and own-account workers. The report should cover all regulations and procedures that apply to registered enterprises and workers in Kenya in terms of bookkeeping, taxation, social security, labour laws and sectoral regulations, at both national and local levels.
    The report should also include information on the institutions that support business formalization, the support services available, the costs, timeframes and documentation required for each procedure, and useful links. The report can also include some key documents (registration forms, sample contracts, etc.) that can be added as annexes. In addition, the report should include registration options and benefits provided through digital platforms like the Kenya Financial Inclusion programme (Hustler Fund).
    The desk research will be submitted to the ILO for review and approval.

    Phase II – Interviews with the relevant agencies, institutions and entrepreneurs

    On the basis of the draft report revised by the ILO, adapt and finalise the list of key topics and guiding questions (orientation guide) for information collection, and develop a list of relevant institutions and agencies to contact during the information gathering process. The two lists will be submitted to the ILO for review and approval.
    Conduct interviews with identified institutions, agencies and entrepreneurs in order to:
    Gather missing information on enterprise and worker registration and compliance requirements and procedures.
    Verify, validate and expand the information collected through the desk research.
    Obtain practical advice from formalized and formalizing entrepreneurs for their peers regarding registration and compliance procedures.
    The information gathering process will be supported by the ILO, for example through a letter introducing the consultant and his or her assignment to the relevant agencies.
    Produce a second version of the draft report, revised and enriched based on the information gathered during the interviews.

    Required profile

    A good understanding of the informal economy in Kenya.
    A sound knowledge of the laws, regulations and procedures for the formalization of micro and small enterprises in Kenya, as well as of the institutions/agencies that support them.
    Proven experience in supporting enterprises in their development and/or formalization.
    Evidence of previous research related to MSMEs and the informal economy.
    A capacity to communicate effectively with the representatives of the institutions/agencies involved in formalization.
    Excellent spoken and written English language skills.
    Excellent ability to synthesise and organise information.

    Scope of Work
    Goal and objective:

    Under the supervision of the Partnerships Specialist in the PPP section in ESARO, the consultant will manage an oversight on proposals, grant implementation, donor visibility and reports for LDSC and potentially one more donor to:
    Ensure a smooth coordination with Country offices implementing the partnership
    Ensure a coordination with programme team in RO
    Coordinate with UNICEF USA on concept notes, proposals and reports
    RO & CO staff have the tools and skills necessary to engage both public & private sector actors to secure high-impact financial & non-financial partnerships to further regional priorities.
    Most of private sector incomes for RO and CO’s in the region are through NatComs and global donors. We are seeing a trend in some donors localizing their engagement with UNICEF. LDSC is one such donor where we work with 2 area offices and have multiple grants. We have recently secured a $6 million commitment for 2024-2025 with a potential to extend for 2 more years. Stressing on the need for us to have a strong donor stewardship.
    The consultant will work closely with partnerships specialist and the 13 country offices being supported in 2024 to help create processes and build coordination tools to help us manage the donor well.

    Activities and Tasks: 

    Support Country Offices and programme teams on the implementation of the grant, basis the donor proposal and communication guidelines,  ensuring all countries count with relevant and updated information for a successful implementation
    Align on timelines of implementation with Country Offices in line with delivery proposed by COs in the proposal
    Support Country Offices on their implementation of donor communication plans and creating updates for the donor
    Support Country Offices on coordinating meetings and field visits with the donor
    Maintain oversight on grant expenditure and programme progress. Flag any delays and issues with partnership management
    Ensure timely and quality reports from CO’s to UNICEF USA
