    Background
    PEN and its partners, with the support from USAID through FHI360, will be working with the Civil Society Organizations and their Networks in Six counties under a project “Strengthening Civic and Democratic Space through the Implementation of the Public Benefits Organization Act 2013.” This project seeks to secure a more robust and facilitative policy, regulatory and operational environment in which citizens and their organizations can become proactive actors in the ongoing efforts to bring about fundamental transformation of Kenya’s democratic infrastructure.
    Objectives
    The purpose of this assignment is to produce simplified and illustrated Citizens’ versions of the PBO Act (2013) and the Rules and Regulations.
    Scope of Work
    The scope of work for the Consultant will include but not be limited to:
    Producing a simplified version that is easy to read and understand.
    4.      Deliverables
    A simplified and illustrated version of the PBO Act and the Rules and Regulations;
    A validation report.
    Timeline
    This is a ten (10) day assignment that will be carried out as indicated in the table below.
    Institutional Arrangements
    The Consultant will report directly to the PEN’s Executive Director. The consultant will liaise with the Project Coordination Team (PCT) and other key stakeholders to receive input on the draft simplified and illustrated documents. The documents will be approved by FHI360 Team and PEN’s Executive Director.
    Expertise
    Academic Qualifications
    A Bachelor’s degree in Communication or any relevant fields, a higher qualification will be an added advantage.
    Experience
    7 – 10 years of experience with the Civil Society Sector, 5 years of which must be on issues of Civic Space and development communications.

    Introduction
    Immunization in Kenya remains one of the main public health intervention to control diseases. Immunization has contributed to the reduction in childhood deaths and advanced progress towards attainment of elimination of vaccine preventable diseases.
    The policy and strategic guidance remains pivotal to guide the governance and operations of the programme. Kenya has an immunization policy developed in 2013 and a comprehensive multi-year plan for immunization (cMYP) for the period 2014-2019. The term of the cMYP has elapsed whereas there significant changes in the immunization arena that necessitate revision of the current immunization policy. Going forward, Kenya immunization programme has decided to rename the cMYP as the Immunization Strategic Plan. Hence, any reference to immunization strategic plan will be understood to mean cMYP.
    Rationale for the Immunization Policy and Immunization Strategic Plan
    The Immunization Policy will provide policy direction and guide the immunization programme whereas; the Strategic Plan will articulate strategies and activities to attain universal access to immunization to all eligible population in Kenya. Universal immunization is an aspiration that is technically and programmatically feasible, building upon the gains, experiences and lessons learnt in the past decade. The strategic plan will be informed by the lessons learnt and will aim to attain sustainability. WHO is supporting Kenya Immunization Program to develop its Immunization Policy and Strategic Plan. WHO is seeking two consultants who will work together with Kenya Immunization programme to develop the Kenya Immunization policy and strategic plan.
    Tasks of the consultant
    To map all relevant stakeholders
    To coordinate with the Ministry Health and other relevant partners during the development of the immunization policy and strategic plan
    To convene all partners to improve existing drafts and finalize the immunization policy and strategic plan
    To consult with National immunization and vaccines programme (NVIP) and Division of Disease Surveillance and Response (DDSR) to develop appropriate data collection tools
    To carry out literature and desk review
    To collect relevant data and materials
    To conduct situational analysis of current immunization landscape in Kenya.
    To review the existing/current draft documents: the draft immunization strategic plan, the 2013 immunization policy
    To interview any relevant stakeholders on specific items
    To do costing of Immunization Strategic Plan
    To revise the immunization policy to incorporate new developments and finalize drafting of immunization strategic plan in conjunction with NVIP, DDSR and immunization partners
    To coordinate and facilitate convening of a stakeholder’s forum to validate the draft documents
    To present the two documents to the stakeholder’s forum and revise the draft informed by the inputs from the stakeholders

    Requirements
    Academic qualification:
    Two consultants or a consultancy firm with consultants that have a first University degree in medicine or other health sciences with a Masters degree in public Health or epidemiology or health economics or health financing.
    Experience:
    Required:
    Five years or more experience and expertise in development of health policies, strategic plans, business plans.
    Desired:
    Two Consultants or consultancy firm with at least 5 years’ experience in the field of immunization and surveillance.
    Experience in carrying out costing of plans.
    Previous work experience in the public health sector will be an added advantage.
    Advanced use of Excel or other data bases
    Good writing skills(Evidence of reports and publications)
    Language: Good command of English, written & spoken
    Skills: Good interpersonal skills, presentation skills, demonstrate ability to work under pressure
    Timeline:
    The development of the two documents will be carried out for a period of not more than 8 weeks. The immunization policy and strategic plan will be developed and submitted to the client within two weeks after the end of the contract. Proposed consultancy period 03 August 2020 to 25 September 2020.
    Administrative arrangements
    The consultants will work and collaborate on a day-to-day basis with NVIP, DDSR and MOH planning division. Further, the consultants will engage multiple immunization stakeholders in the drafting process. The consultant will enter into contractual agreement with World Health Organization (WHO) Kenya country office and will report to WHO FRH Cluster Lead and WHO Country Representative for both technical and administrative requirements or its delegated authority.

     The Government of Kenya through the Ministry of health, Division of Nutrition and Dietetics (DND) initiated the Integrated Management of Acute Malnutrition (IMAM) in 2008 and developed the National Guideline for Integrated Management of Acute Malnutrition, in the same year (final version disseminated in 2009) to assist health workers in the assessment and appropriate management of services and/or counselling for the treatment of Moderate Acute Malnutrition (MAM) and Severe Acute Malnutrition (SAM). To support the implementation of the IMAM programme, Job Aids including trainers guide, IMAM handbook, IMAM Wall charts, IMAM flip chart, IMAM reporting tools and an IMAM data base were developed in 2010.
    In 2016, revision of the National IMAM guidelines was initiated to reflect changes in the new developments in Management of Acute malnutrition. A final version of the revised guideline is in place.
    UNICEF would like to engage a consultant to develop a package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya using the using the WHO Training Course on the Management of SAM, 2009  template which provides standardized and comprehensive training course material on the management of acute malnutrition using adult learning methodology and which encompasses adequate clinical practice sessions and therefore contribute significantly to the improvement of quality of care for acute malnutrition in Kenya.  While the WHO training course on the Management of SAM, 2009 will be used as template for development of the course materials, all of the content will be taken from the updated National IMAM guideline for Kenya.
     Scope of Work:
    Goal and Objective:  Under the supervision of the Chief of Nutrition Section, the consultant will support the development of package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya taking into consideration adult learning methodology and encompass adequate practice sessions.
    Provide details/reference to RWP areas/UNDAF output covered: This assignment links with UNDAF output 3.2: By 2022, women, caregivers and community health workers in vulnerable counties have improved nutrition knowledge and skills for enhanced behavior and practices at community level and UNICEF Output 1.2: In 10 or more disadvantaged counties health workers and other service providers have improved resources and skills to provide quality service, care and counselling on maternity and common child illness, immunization, HIV, sanitation, stunting prevention, ECD, and SAM treatment.
    Activities and Tasks: 
    Hold an entrance meeting with UNICEF to receive a brief on the assignment and provide any clarifications
    In consultation with Emergency Nutrition Advisory Committee (ENAC), develop a detailed work plan to outline the approach in developing the package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM).

    Finalize and validate through ENAC the package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya.

    Incorporate inputs by UNICEF and submit final report to UNICEF
    Work relationships: 
    The consultant will work under the overall supervision of the Chief of Nutrition Section

    Job Duties and Responsibilities:
    The ET will provide in-depth operational support for our Governance projects and advisory services and analytics (ASA) in Somalia.     Background and Justification
    Since 2014, UNICEF has been conducting wide-ranging consultations on ADT as a key lever for advancing access to the learning process and inclusion in school, and has established solid partnerships to advocate, develop standards and guidelines, work on technology development to further build upon the open technical standards in accessible publishing, and is committed to maintaining a strong global advocacy and supporting national policy advancements on Inclusive Education. This project aims to strengthen technology development and application of ADTs to promote accessible learning and inclusion in schools in Africa and to promote global coordination in achieving the same as well as in prompting replication in other countries.
    Since the emergence of Covid-19, we have seen children with disabilities having more difficulty accessing the continuity of learning generally conceived for most children without thinking about specific accessibility issues. The ADP project has the responsibility to build on the existing project to advance the agenda of inclusion of children with disabilities by providing innovative ICT-based solutions and in particular HQ’s global initiative on Learning Anytime Anywhere.  The recruitment of the consultant is of particular importance to document the progress of the pilot countries and to capitalize on this initiative in the reconstruction of the systems post-Covid-19.
    Purpose of Activity/Assignment:
    To support the coordination of the UNPRPD multi-country ADT project in ESARO (Rwanda, Uganda and Kenya) in collaboration with UNESCO over the course of 11.5 months.
    The consultant will support the four-year UNPRPD pilot project aimed at increasing access to information and educational materials through accessible textbooks implemented jointly by UNICEF Uganda CO and UNESCO, in partnership with MoEs. It will also allow the UNICEF Kenya CO to continue and strengthen the current pilot and enable Rwanda to activate the publishing ecosystem and advocate for inclusive policies.
    The 3 countries are at distinct levels of implementation of inclusive education and ADTs and can mutually benefit from each other’s experience. The Regional Offices of UNICEF and UNESCO will facilitate opportunities for other countries in the region to enhance national inclusive education efforts through participation in regional activities and knowledge sharing. UNESCO coordinates 3 regional meetings over the course of 24 months (first meeting took place in July 2019). Regional capacity development, C4D campaigns, advocacy processes, and trainings between countries are also planned. UNESCO provides trainings for young persons with disabilities on innovative technologies to produce ADT and document the process and results in order to facilitate inclusive education in a range of countries. UNICEF will jointly support the activities and organize a consultation on sign language.
    The candidate will report to the Education Specialist (Equity), ESARO. The role will provide critically needed project coordinating support dedicated to managing, reporting and monitoring planned activities in all 3 piloting countries in collaboration with UNESCO for successful outcomes, and effectively support the RO in completing all planned activities. Effective implementation of the above tasks will help to contribute the needed acceleration within the workstreams toward achievement of Goal Area 2- Every Child Learns.
    Scope of Work

    Administrative issues
    The assignment will be supervised by the Education Specialist (Equity) in the Eastern and Southern Africa Regional Office, Education Section. The consultant will be able to complete the assignment remotely, no travel is expected.
    Conditions
    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
    Risks
    Given that deliverables, particularly the reports and work plans, are directly linked to the work of Country Offices, it will be important to sensitize and make deadline for COs clear.

    The SBCC component of MoreMilk focuses in approaches in dairy development projects to improve nutrition of dairy farming households, building up on two initiatives, in rural Kenya and in rural Tanzania. Specific research questions of this project are:

    What are the barriers and facilitators to optimal maternal and child nutrition in cattle keeping households?
    What elements should a behavior change communication strategy have to effectively improve optimal maternal and child nutrition in cattle keeping households?
    Which other aspects need to be considered in the implementation and evaluation of a behavior change program in these settings to ensure success in improving nutrition through dairy programs?
    What domains of women’s empowerment and how do these factors affect the nutritional status of women themselves and their children?

    Scope of Work
    The consultancy will comprise of the following activities:

    Finalise data analysis, including doer/non-doer interviews
    Use the information obtained to draft a strategy evaluation plan, by reviewing the project’s Theory of change, including gender, nutrition SBCC and hygiene components, in line with the nutrition-sensitive theoretical models
    Finalisation of the report for Kenya, including recommendations for programming and policy, and potential for innovative materials (this report is at an advanced state)
    Drafting research publication with the key results, comparing the findings from both countries (Kenya and Tanzania).
    Liaise with project team members

    Essential skills and qualifications

    Master’s degree in human nutrition or related area
    Background and experience in human nutrition or in a related discipline, but with relevant and extensive experience in human nutrition, particularly good knowledge of nutrition-sensitive principles in East Africa
    Experience in research, particularly robust knowledge and proven experience in qualitative research, as well as some understanding of quantitative research
    Previous experience in writing reports and scientific papers
    Good knowledge of gender considerations
    Good communication skills
    Strong analysis and writing skills.
    Experience with nutrition SBCC strategies
    Some knowledge in the Cost of Diet analysis

    Position Requirements
    The following are minimum qualifications for the Associate Consultants.

    Must have a relevant master’s degree and a minimum of 5 years of related experience, or bachelor’s degree and at least 8 years of relevant experience.
    Having a professional qualification is an added advantage
    Understanding of Non-Profit sector in Kenya and beyond
    Specialist knowledge and experience in diverse areas listed above
    Ability to establish and maintain effective working relations with people of different backgrounds.
    Ability to supervise, coach and mentor junior personnel as required
