    Background

    Oxfam is collaborating with FEMRITE Ugandan Women Writers’ Association to publish an anthology of writing by South Sudanese women. The anthology includes poetry and short stories, as well as visual artwork. Oxfam and Femrite hope to launch the anthology during a series of online events.

    As part of the launch, we would like to produce a graphic video, using the words from one of the poems included in the anthology (see poem below). We are looking for an illustrator to produce graphics to accompany the poem and work with Oxfam staff to adapt them into a video.

    Specific Deliverables

    Approximately 20 illustrations to illustrate the poem
    Collaboration with video producer for production of graphic video

    Terms of Reference to Conduct a Baseline Survey.

    Baseline survey for the “Increasing Protection for Vulnerable Refugees and Host Communities in Nairobi” Project.

    THE PURPOSE

    The baseline study is intended to provide program staff with detailed baseline data on key project indicators that will be used as a basis to measure changes in refugees and host communities through the course of the project. The data collected will be both qualitative and quantitative in nature, and will include information gathered on the outcome indicators. All data will be collected in a COVID-19-safe manner as per HIAS’ COVID-19 safety policies and as aligned with all Government of Kenya directives and guidelines.

    OBJECTIVES OF THE ASSIGNMENT:

    The main objective of the baseline study is to establish baseline values and validate anticipated target figures for the indicators established to measure the outcome-level results that indicate progress toward project objectives and goal. In particular, the project baseline study will be shaped by the following specific study objectives:

     To set up benchmarks against the key outcome indicators of the project, including

    outcome indicators supporting each of the following objectives:

    To improve the safety and well-being of survivors of women and girls vulnerable to GBV through risk reduction, and response services.

    To strengthen the safety of unaccompanied and separated children (UASC) and other children-at-risk by facilitating access to community based safe living arrangements and appropriate support services.
    To improve mental health and psychosocial well-being of vulnerable refugees through provision of integrated MHPSS interventions.

    Note that, as much as possible, indicators related to the targeted refugee populations shall be disaggregated by sex, age, nationality, disability, and vulnerability as defined in the project document.
    To identify changes in key project assumptions, including changes in protection concerns, vulnerabilities, and level of awareness of rights and services among various refugee groups in the current COVID-19 context
    To validate project assumption on refugees existing knowledge, attitudes and practices regarding GBV, safe spaces by refugee women and girls in Nairobi.
    To validate project assumptions on refugee help seeking behaviors, including reporting of GBV, seeking for MHPSS services and protection services by refugee communities in Nairobi.
    To validate and/or identify changes in HIAS’ mapping of existing GBV, Protection and MHPSS service providers supporting vulnerable refugees in Nairobi to refine intervention planning and the referral mechanism.

    SCOPE OF THE EVALUATION

    The geographical scope of the study will be within Nairobi County. The design and implementation of the baseline will ensure ethical consideration are put in place, e.g., principles of gender equality, inclusion and non-discrimination are considered and acted upon throughout, and that the meaningful participation of the most vulnerable groups and other key stakeholders is promoted in the design and implementation of the baseline.

    NOTE: The baseline study will be undertaken while strictly adhering to the Government of Kenya’s directives and guidelines on preventive measures against the COVID-19 pandemic.

    METHODOLOGY OF THE STUDY

    The baseline consultant will submit the proposed study methodology to HIAS upon the inception of the consultancy. Methodologies may include, but not be limited to, the below:

    Secondary documentation: Desk review of project documents and assumptions affecting protection outcomes for vulnerable refugees and host communities in Nairobi.
    Quantitative approaches to collect data, including survey data collection as required to provide information on the baseline status of select outcome indicators.
    Qualitative approaches, such as focus group discussions, document review and key informant interviews, as needed.
    Triangulation of information gathered during the quantitative and qualitative research is crucial in this study, with reflection on how the findings relate to the secondary documentation The assessment is to be consistent with SPHERE standards through its emphasis on a rights-based and participatory approach in conducting of monitoring and evaluation; the baseline survey will be organized in a participatory way, including HIAS staff, Partner agency staff, refugee community leaders and project beneficiaries.

    EXPECTED OUTPUTS AND DELIVERABLES:

    The expected key outputs and deliverables are:

    Work plan and Inception Report (with key parameters and indicators to be considered for the baseline survey including the methodologies for data collection and dissemination).
    Data Collection tools/instruments based on the three (3) key outcome areas of the project as elaborated in the project document
    Draft report for stakeholder review—clearly identifying information relevant to the three (3) outcome areas of the project framework; as well as data gaps and areas that may require further assessment
    Cleaned final dataset(s) containing all data collected for the baseline, including survey responses and KII/FGD transcriptions
    Final Report (incorporating inputs from the review) will include:
    A comprehensive and well organized Final Report complete with standard reporting formats (main body of the report should be a maximum of 20 pages in length, excluding Table of Content, tables and annexes). The report must be in English and must address both the overall and specific objectives of the survey. The following survey report structure will be adopted:

    An executive summary. It should include the major findings of the baseline and summarize conclusions and recommendations.
    The objectives of the baseline. iii. The main question or central survey question.
    Methods and techniques used (including relevant underlying values and assumptions, theories) with a justification of the selections made (of persons interviewed). Eventual limitations of the survey.
    Analysis and findings, to address status of outcome indicators and changes to project assumptions
    Conclusions vii. Recommendations

    The findings will be presented in a meeting organized for key HIAS staff:

    TIME FRAME

    Probable date for the baseline survey to commence will be mid-November 2020 and is expected to take a maximum of 18 working days, which includes desk-review, preparation, and implementation, report-writing.

    INSTITUTIONAL ARRANGEMENT

    HIAS will establish an evaluation team to oversee all the related tasks. The HIAS Kenya and Regional M&E officers will be responsible for the overall coordination of all the evaluation tasks with the Consultant. In addition, the Program Managers, Head of Programmes and Country Director will provide all the necessary technical and operational support required throughout the evaluation process.

    HIAS will provide:

    Relevant documentation and background information.
    Contacts of relevant stakeholders and set up meeting(s).
    Staff to conduct the survey.
    Consolidated feedback/guidance on draft reports and strategy.

    REQUIRED EXPERIENCE AND QUALIFICATIONS

    We are looking for a Consultant/team with the following skills and qualifications;

    Demonstrable expertise on refugee operations especially in Kenya
    An individual with demonstrable experience in qualitative & quantitative researches, data analysis and reporting with a focus on Social research and evaluation, preferably in the region.
    The team leader should preferably possess a post graduate degree in research-oriented social science or related discipline with extensive knowledge of and experience in leading (designing and undertaking) large scale quantitative social surveys as well as qualitative research
    Experience in managing and coordinating evaluation/research exercises, delivering agreed outputs on time and on budget
    Experience in data collection and analysis using participatory methodologies
    Excellent and demonstrated understanding of ethical issues in research, including child protection
    Ability to respond to comments and questions in a timely, appropriate manner.
    Capacity to use mobile data collection for data collection, and analysis of survey results.
    Excellent verbal and written communication in English required.

    Final evaluation of a project entitled Strengthening Human Resources for Eye Health Initiative in Tanzania, Malawi, Uganda, Rwanda and Kenya

    Background:

    In 2010 Sub Saharan Africa had an estimated 4.8 million people that were blind and a further 16.6 million had moderate to severe visual impairment. A major barrier to providing eye health for all is the critical shortage of eye health workers. There is a severe shortage of Human Resources in the health sector globally, with 57 countries facing a crisis. 36 of these countries are situated in Sub-Saharan Africa, including Tanzania, Kenya, Rwanda, Malawi and Uganda. Training more eye health workers alone will not ensure access to high-quality eye health services. There are systemic challenges within the health care training systems limiting their capacity to successfully produce broadly trained, skilled ophthalmologists capable of independent high-quality patient care, including faculty with limited subspecialty training, leadership and management skills.

    Inspired and informed by the IAPB Africa HREH strategy, Orbis identified elements of the strategy that it could support and developed the ‘Human Resources for Eye Health Initiative’. It developed a collaborative partnership with the College of Ophthalmology of Eastern, Central and Southern Africa (COECSA) and IAPB Africa to effectively roll out HREH strengthening in the Eastern and Southern Africa region.

    In partnership with COECSA, and other key training partners, Orbis is leading the implementation of the project to enable quality eye health education for ophthalmic professionals, by focusing on two essential training tracks. The goal of the HREH Initiative is to strengthen the institutional capacity of key ophthalmic training institutions in East Africa to graduate quality eye health professionals. This project started in January 2016 in Tanzania, Kenya, Rwanda, Malawi and Uganda and will end in December 2020. Orbis International is seeking an external consultant to lead the final evaluation of this project.

     

    Project goal: To strengthen the institutional capacity of key ophthalmic training institutions in East Africa to graduate quality eye health professionals.

    Project Objectives:

    To strengthen the structure of the residency training programs at five training institutions in line with the COESCA competency curriculum.

    To develop and strengthen five sub-specialty training centers in East Africa to provide continual medical education to ophthalmic professionals in East Africa.

    Purpose of the final evaluation:

    The purpose of the final evaluation is to document the process of project design, implementation, and monitoring, and also to assess the effectiveness of the project and document best practices and lessons learned.

    Key Evaluation Questions:

        To what extent has the project succeeded in meeting each of its objectives?
        How effectively and efficiently has the project been designed, implemented, monitored?
        What have been the strengths, gaps/challenges, best practices and lessons learned of the project?
        Has the project had other notable effects on institutions and individuals? These may be positive or negative, planned or not planned
        Are there recommendations for scaling up this initiative (as a whole or portions of) to other countries or regions?

    Evaluation Methodology:

    The consultant is expected to design an appropriate methodology to answer the evaluation questions. The methodology and data collection tools will be finalized in consultation with relevant colleagues of Orbis International. Typically, the consultant is required to travel to project sites and have face-to-face discussions with various project stakeholders to gather required information. Due to COVID 19 related travel restrictions , the consultant will connect with stakeholders and project beneficiaries virtually. However, the proposed methodology and approach should include:

    Review of Secondary data including but not limited to: the project proposal; performance monitoring plan, quarterly and annual progress reports; financial reports; medical/hospital data; event reports, case studies, mid-term review report, special assessments/surveys conducted and any other relevant documents.

    Collect primary data via methods such as the following:

    Key Informant Interviews with partners focal points and management staff.
    In-depth interviews with the hospital staff (clinical and non-clinical) who received training under this project.
    Consultative meeting with Orbis staff who are related to this project.

    Scope of work:

    This evaluation will cover the period January 2017 to December 2020, and the evaluator is expected to:
    • Prepare inception report outlining evaluation design and methodology (including data collection instruments, data organization and analysis, quality assurance…), detailed work plan, proposed report structure
    • Lead the evaluation team and collect, compile, and analyze the data
    • Produce draft and final evaluation reports not exceeding 40 pages, excluding annexes but including an Executive Summary of max 3 pages
    • Present findings to Orbis
    • Maintain regular communication with key contact person of Orbis International throughout the contract period
    • Prepare a power-point presentation of the main findings, conclusions and recommendations suitable for Orbis to use in presentations of the evaluation results to stakeholders

    Proposed Timeline:

    This evaluation will take place during October 2020 – February 2021. Below are the milestones of this evaluation:
    Proposals received from interested consultants – by November 5, 2020
    Complete selection of consultant – by November 18, 2020
    Evaluation design and tools development – by November 30, 2020
    Complete data collection – by December 31, 2020
    Data analysis and processing and draft report submission – January 20, 2020
    Presentation of findings by consultant – by January 22, 2020
    Feedback on draft report from Orbis – by February 5, 2021
    Submission of final report – by February 15, 2021
     
    Expected competencies of consultant:
    The consultant should have at least a master’s degree in the field of public health/medical professional/development studies/social science/other relevant discipline
    Experience in research and evaluation in health systems, public health, community health, community development and eye health care services
    Professional familiarity with hospital settings
    Strong methodological skills in the development and implementation of data collection tools, data management, and analysis and interpretation of results
    Excellent spoken English and report writing skills

    About AgriFI Programme

     
    AGRIFI programme is an EU-Danida funded Programme whose objective is to support production initiatives for smallholder farmers that are adaptive to the changing climate and market requirements. The 6-year programme runs from 2018 to 2023 where MESPT is the Implementing Partner of two (Result Areas II and III) of the four overall programme Results Areas.

    Result area II of the project seeks to strengthen the capacities of actors along selected value chains through the Agricultural Technical and Vocational Education Training (ATVET) system approach. To ensure compliance of Sanitary and Phytosanitary Standards (SPS) measures by the country, the responsible inspectors and certifiers need to be empowered and equipped with the proper knowledge and tools to regulate SPS compliance of Horticulture(with special focus on beans, mango and avocado), Aquaculture and Dairy produce. Activities under the result area inter alia include supporting upgrading, development, and upscaling of agricultural value chain-based training curriculums under the ATVETs.

    Under result area III the project seeks to increase the capacity of the private sector and the selected counties to implement and enforce standards on animal health, food safety and plant health. Activities under the result area III will include translation of sanitary and phytosanitary regulations for value-chains supported under result area II into user-friendly SPS, food and animal product safety requirements and supporting the development of quality management systems.

    Counties will also be supported in testing, surveillance, and enforcement of SPS regulations. Broadly, the project will strengthen the capacities of value chain actors, bolstering commercial farming and improving food security.

    Generally, it is expected that the programme will demonstrate the existing potential in the enhancement of food safety systems as well as the ATVET model in order to trigger investment from both the public (especially the counties) and the private sector.

    PURPOSE OF THE ASSIGNMENT

    In reference to Result area III of the project that seeks to increase the capacity of the private sector and the selected counties to implement and enforce standards on animal health, food safety and plant health, the programme is working with Central Competent Authorities(CCAs) in carrying out sampling and testing for food safety. One of the CCAs the programme is working with is KEPHIS where their Analytical Chemistry Laboratory and Food Safety department is conducting sampling and testing of produce in the selected value chains.

    Currently, KEPHIS laboratory utilizes a manual paperwork system to manage information. This process is susceptible to human error due to manual data transfer and limited data access during evaluation. Loss of information and the physical movement of paper across offices slows down flow of information and credibility of final results delivered to the client. Tracking of samples movement and access to data when needed is physical and leads to delayed response to client or preparation of transitory reports. Thus, the introduction of lab information management systems will address the aforementioned impediments and subsequently enhance effectiveness and efficiency in managing the operations and data management as well as meeting the requirements of ISO/IEC 17025 in data management. Besides, it will enable the client to track the progress of the tests being carried out on the samples.

    It is against this background that AgriFi programme is supporting KEPHIS acquire a Laboratory Information Management System (LIMS) for its Analytical chemistry Laboratory and Food Safety (ACL & FS).

    In this regard the project is seeking the services of an experienced LIMS development/deployment firm to deploy a Web-based Laboratory information System (LIMS) that provides effective and efficient management of laboratory workflow and information in the KEPHIS Analytical chemistry Laboratory and Food Safety.

    The project now invites eligible firms to indicate their interest in deploying a web-based Laboratory Information System (LIMS) as per the ToR described in this document.

    BRIEF DESCRIPTION OF THE WORK.

    Generally, the consultant will be expected to automate the ACL Laboratory Information Management System and integrate the LIMS with the requisite equipment, processes and other internal systems (i.e. Finance, Export, payment system etc.)

    Specifically, the consultants will be required to carry out the following tasks:

    Carry out analysis of KEPHIS Laboratory operations.
    Undertake a detailed requirement study including Process Re-engineering wherever possible, which will result in formulation of a Software Requirement Specification (SRS) document, Software Design document and associated AS-IS and TO-BE workflows.
    Implement/deploy a Laboratory Management System (LIMS) in accordance with the user requirements User Requirements Specifications and the Software design specifications by use of best practice in software acquisitions/development that may involve: prototyping, agile deployment of module by module, etc.
    Implementation systems testing and user training.
    The vendor shall propose a suitable method for transfer of knowledge to the ICT personnel of the client for the sustainability of the system.
    The proposed system would use the web and the existing KEPHIS network infrastructure.

    Context and Project Rationale

    In developing countries, more than 90% of food animals are raised by small and subsistence farmers. These small-scale livestock producers, the majority of whom are women, have very limited access to animal health services and remain extremely vulnerable as they lack the necessary support to prevent, or cure diseases in their livestock, leading to a loss of their livelihoods and keeping them in the cycle of poverty. The agricultural sector is underperforming in part because women, who are often a crucial resource in agriculture and the rural economy, face constraints that reduce their productivity. Although women comprise about 43 percent of the agricultural labor force globally and in developing countries, one in three has no control over major household purchases such as livestock, limiting their influence over decision-making and financial planning. A number of country-specific gender equality challenges are but not limited to: competing government priorities, socio-cultural traditional beliefs; limited access to land and other productive resources for agriculture and livestock. Consequently, the social responsibilities of women are often restricted to unpaid work, and women are often responsible for family decisions with respect to household expenses. Women and girls in rural households carry out at least two and a half times more unpaid household work than men.

    The Volunteers Engaged In Gender Responsive Technical Solutions (VETS) Project will directly improve the economic and social well-being of the poorest, most marginalized people, particularly women and girls, in six countries in Africa and Asia, through support to animal, human and environmental health (One Health) initiatives. The Project will use the skills of Canadian volunteers to support smallholder farmers, primarily women, to reduce poverty by improving family income and nutrition principally through improved production of livestock and crops. By working with local women’s organizations and associations, as well as local partners that work with and support the identified women’s groups, the Project will also help women assume greater leadership and control over their livelihoods. The Project is built around the One Health (OH) concept which recognizes that the health of people, animals and the natural environment are interconnected. It promotes the production of more and better food and increased incomes from livestock, all the while promoting land rehabilitation and conservation for sustainable development. Between 2020 and 2027, 190 Canadian volunteers will work with ten selected country partners in Cambodia, Ghana, Kenya, Laos, Senegal and Vietnam to help create integrated animal health systems that benefit small scale farmers.

    The VETS Project will contribute to the Ultimate Outcome of Improved economic and social well-being of the poorest, most marginalized people, particularly women and girls, in 6 countries in Africa and Asia, through animal, human and environmental health (One Health) contributing to the SDGs. As indicated by the Intermediate Outcomes, the primary resources involved are the expertise and time of Canadian volunteers who will provide technical assistance to local partners and target communities to advance gender equality, through One Health programming and organizational systems, processes and policies. Upon return from their placements, Canadian volunteers will build and sustain Canadian capacity to help internationally through the education they gain through their own participation, and by encouraging other Canadians to support international development efforts.

    To achieve the Immediate Outcomes, project staff and Canadian volunteers will build partnerships with local organizations and undertake capacity and needs assessment activities to identify priorities for capacity development. Canadian volunteers will undertake a range of technical assistance activities, including delivering formal training workshops, providing informal mentoring, on-the-job accompaniment and skills modeling designed to reduce the prevalence of disease among livestock, and improve the capacity of partners to deal successfully with animal disease and production issues. Knowledge-sharing activities will be supported by the project to allow partners to undertake research and come together to exchange good practice and support the development of innovative policy for gender equality and environmentally sustainable/climate-resilient solutions. Canadian volunteers will also help strengthen the organizational systems, practices and policies needed to sustain strong programming in animal health. Lastly, Canadian volunteers and local gender consultants will support partners and communities to identify the gender equality barriers facing small-scale farmers and design locally-relevant action plans to overcome these gender barriers. During and after their missions, volunteers will communicate with other Canadians – primarily people with an interest in livestock and animal health – illustrating the value of the work through social media, public speaking, articles for various publications, and media interviews.

    Period and Duration of the Consultancy

    The assignment is expected to commence 4th of November 2020 until November 20th 2020. The final gender assessment and gender action plan would need to be completed and submitted to VWB/VSF HQ on the last day of the assignment (November 20th). ****

    Objectives

    The main objective is to conduct gender assessments with each partner organization and major project communities in Kenya within the VETS project. Following these assessments, the consultant will utilize findings to develop a Gender Action Plan (GEAP) with each partner aligning to VETS project objectives.

    Responsibilities and tasks

    As part of the Project Implementation Plan (PIP) of the GAC funded project for ‘Volunteers Engaged In Gender Responsive Technical Solutions (VETS)’, the Gender Consultant will support our two local partners Meru Dairy Co-operative Union LTD and Wakulima Dairy in developing Gender Equality Action Plans (GEAPs) by conducting participatory gender equality assessments of the organization project communities. Further details are described below:

    Research and preparation

    Contact local partners (Meru and Wakulima) for general briefing and initial response framework;
    Review all the guidelines from the VETS project and ensure the activities planned by the local partners corresponds to the communities needs in terms of gender equality and are gender-sensitive;
    Prepare key gender background notes for local partners: include known gender features of the population and guidance on gender issues in this type of context (e.g. different physical needs & capabilities to access aid, gendered roles & responsibilities in the communities, security & exploitation);
    Organizational gender audit: To work collaboratively with partner staff and VWB/VSF local coordinator to review partner’s existing processes for encouraging the equal participation of men and women among students, trainers and staff members;
    Review human resources & administration issues: balanced recruitment and deployment of staff; appropriate working conditions provided for both male & female staff; staff aware of gender equality principles (Gender Policy) and PSEA policies and codes of conduct duly signed; personal needs, security & risk considerations of staff;
    Review organizations’ budgets to ensure that adequate attention is paid (and resources allocated) to the promotion of gender equality across sectors;
    Establish key internal and external contacts with understanding of the social/gender dynamics and trends in the communities where the local partners work, local leaders and organizations/networks known to promote the interests of women.

    Development of necessary tools

    Create tools to collect data for the gender assessment and to monitor progress of the gender action plan;

    Gender Assessment

    Community gender analysis: To work with partner staff at the community level to identify barriers to gender equality facing small-scale farmers;
    In collaboration with local partners and the VWB/VSF local coordinator, support the collection and analysis of sex disaggregated data (quantitative and qualitative) as well as streamlining the needs assessment, collection and analysis so that it can be more effective in meeting beneficiary needs;
    To analyse the organizational and community level gender context and provide other technical supports to build knowledge and skills relating to gender equality;

    Gender Action Plan

    To hold key informant interviews and focus groups with staff of both partner organizations and selected beneficiary communities.
    To work with partners’ staff to prepare a Gender Equality Action Plan for the VETS Project that will guide the GE priorities for future incoming Canadian volunteers
    To provide feedback/recommendations on the plan and adjust accordingly

    Methodology

    The consultant will be expected to propose the most appropriate consultative and participatory approaches for this assignment following initial consultations with VWB/VSF’s Program Director, Africa Program Officer and local partners Meru Dairy and Wakulima Dairy.

    Output of the Assignment

    The consultant is expected to provide a draft/preliminary Gender Action Plan by November 20th 2020. The Gender Action Plan will address the objectives and topics described in the paragraphs above, giving special attention to the overall data analysis and recommendations for current and future gender equality activities. The consultant will complement electronic Gender Action Plan with visual images from the training sessions in the communities, field assessment tools (focus groups, interviews etc), working sessions with the local partners, and any other visuals and materials that visually illustrate gender equality issues.

    9. Qualifications and Experience of the Gender Consultant

    Education

    A university degree in a related field (political science, international development, women’s studies) **
    Relevant post-graduate degree and formal training in gender considered an asset**

    Experience

    A minimum of five years (5) experience in program management/program development in an international development/humanitarian organization;
    A minimum of three (3) years international development experience in the Global South, especially in Kenya is required;
    A strong understanding of women’s rights is required, as well as demonstrated experience incorporating gender and feminist approaches into the design, monitoring, learning, and evaluation of programs;
    Experience in applying participatory methods and tools, including the promotion of gender equality, good governance, and environmental sustainability;
    Strong knowledge and experience in conducting gender assessment and gender Action Plan in a developing country context;
    Knowledge of multi-stakeholder program development processes including coordination and learning;
    Knowledge of training tools and methods and proven experience delivering training on gender responsive programs. Experience in coaching and mentoring in rural and agricultural communities is considered an asset.

    Background and Context of Recognition of Prior Learning & Certification

    Recognition of Prior Learning (RPL) is a process used to identify, assess and certify a person’s knowledge, skills and competencies – regardless of how, when or where the learning occurred – against prescribed standards for a part (modular) or full qualification (NSW DET, 2009; MQA, 2009; VETA, 2014). It is an official or formal recognition of one’s knowledge, and skill acquired or learned on the job or informal training or via life experience or any combination of these three. The RPL system focusses on the outcomes rather than how, when or where the learning occurred. It gives a person credit for skills and knowledge acquired at school, work, home, jua kali (informal) sector or through clubs, hobbies, and work experiences. Therefore, RPL has the potential to address the needs of disadvantaged groups and have a positive impact on entry into formal training. In addition, it can bring benefits to the workplace by enhancing employability and a better matching of skills, demand, and supply.

    In Kenya, the mandate to implement RPL is under the Kenya National Qualifications Authority (KNQA). The Authority was established in 2015 through the Kenya National Qualifications Framework (KNQF) Act No. 22 of 2014 (and KNQF Regulations, 2018). The Authority was set up to coordinate and harmonize; education, training, assessment and quality assurance to all qualifications awarded in the country, with the view to improving quality and international comparability.

    The structure of the colonial education system left many Kenyans with large gaps in their education, training, and development, leading to inequalities of opportunity, illiteracy and unemployment. Despite the concerted efforts to address inequalities since independence, skills development outcomes have not matched with market needs. Most skilled youth in Kenya get their training through the informal apprenticeship under the instruction of Master Crafts Person (MCP). Enrolment in vocational training schemes remains low, at the same time the institutions experience massive dropout rates. This is because formal skills training is costly for households; leaving informal apprenticeships to provide the technical skills needed by the Kenyan youth. On the other hand, youth going through informal apprenticeship do not get certificates upon completion of training, which impedes the recognition of their learning by third parties especially formal learning institutions, employers and business opportunities where professional certificates are a requirement. This makes it difficult for the youth to transition into formal learning systems, employment in the formal sector or grow their enterprises.

    It is therefore with this realisation that the RPL process is being used as a means to address the inequalities of the past, facilitating mobility, progression and access within education, training and development career paths. RPL systems makes it possible for people with informal experiences to gain formal recognition of their skills and competencies in order to advance their academic careers or training.

    RPL Support under “PROSPECTS” Partnership

    The PROSPECTS partnership is a collaboration of the ILO, UNICEF, UNHCR, IFC and the World Bank, with support from the Ministry of Foreign Affairs (MFA) of the Netherlands, which aims to complement humanitarian assistance with a development approach focusing on the nexuses between education (including skills development and training), protection and employment. This is significant given the displacement trends with UNHCR projecting that Kenya is likely to continue to be amongst the top refugee hosting countries in Africa.

    Under the partnership, the ILO intends to increase the number of refugees and host communities’ members with quality education and skills training and help transform the way governments and other stakeholders including the private sector, respond to forced displacement. The ILO interventions will serve to make refugees and members of the host communities more attractive in the labour market, by ensuring that they have skills that are in demand, and that these skills are recognised and certified. By so doing, the project will mitigate their plight during years of exile and best prepare them for their return through socio-economic inclusion and strengthen the resilience of host communities through inclusive socio-economic development.

    Among the key intervention areas identified by KNQA and other stakeholders during ILO consultations, is the need for support towards digitization of RPL system (RPL IMS), awareness creation and sensitization of stakeholders on RPL policy 2020, capacity strengthening and field testing/piloting of the existing guidelines.

    Objectives of the Consultancy

    The objectives of this assignment is to provide on- site technical support through an action plan aimed at strengthening the capacities of KNQA in the implementation of RPL including the roll out of an Information Management System (IMS) and advocacy on RPL. The consultant will also coordinate piloting of RPL IMS for identified occupational profiles in Turkana, Garissa and other selected Counties.

    Scope of Work and Tasks

    Under the general direction of the KNQA Director General and technical support from ILO Chief Technical Advisor and Skills & Employment Specialists the consultants will aim to:
    Coordinate the development of the RPL Information Management System in line with KNQA requirements.
    Develop activity road map for piloting of RPL IMS for identified occupational profiles in Turkana and Garissa Counties and other selected areas.
    Review and ensure the quality of concepts regarding the steps to be taken to implement the RPL pilot assessment and to the accompanying trainings and orientations to be done to assessors and facilitators.
    Develop an awareness and publicity plan to guide KNQA create awareness and interest about RPL to examination bodies, potential MCPs, employers and other stakeholders.
    Coordinate review of RPL policy, guidelines, and integrate the revisions into policy document to enhance inclusion of marginalized groups including refugee Submit monthly reports to KNQA and ILO on the progress of the assigned activities.
    Maintain regular constant consultation with ILO Chief Technical Advisor on the overall implementation of all assigned and approved by KQA regarding this assignment.
    Develop and implement a training and capacity building workplan for various actors within the RPL value chain.
    Document all capacity building activities including list of all beneficiaries during coordination and include them in your reports as per above.
    Coordinate all meetings that are scheduled as part of the implementation of this assignment convened by the KQNA.
    Carry out any other activities that will support implementation of the RPL process in Kenya.

    Competence and Expertise Requirement

    The consultant should meet the following requirements.

    Education:

    University Degree in Education Technology or any other social sciences with focus on training and education, economics, or related field. Advanced degree/ postgraduate training in Education Assessment, Measurements and Evaluation is desirable.

    Skills

    Must possess good communication skills both oral and written. Excellent writing/editing command of English required.

    Experience

    At least ten year of experience working in Technical, Vocational Education, and Training.
    Three years’ experience in quality assurance, quality audits and/or assessment management.
    Experience in writing of standards and guidelines and regulations of higher education.
    Five years’ experience in project management.

    Professional Training and Certification:

    KNQA registered assessor of Prior Learning, and either registered/ accredited as an examiner/assessor with NITA, TVETA CDACC or any other RPL certification or accreditation will be an added advantage

    Deliverables

    The main deliverable of the assignment will be:
    A detailed work-plan for the assignment
    An operational and tested RPL IMS
    Monthly reports and quarterly reports on the implementation of RPL assessment Pilot ,trainings or orientations done, meetings conducted
    Documented lesson learnt and recommendations including best practices

    Consultancy Duration

    The tasks set out in section 4 of these TOR will be completed in a total of 365 day (1 year) upon signing of contract.

    The context of the Assignment

    KANCO current strategic plan expires in December 2020, hence the need to finalize the development process of the new strategy and prioritization of our next strategic direction. KANCO has undertaken some key steps in evaluating the implementation of the current strategy, SWOT analysis and stakeholders engagement.

    The health sector environment is constantly changing and is characterized by an evolving policy and political environment, shifting donor focus/commitments, growing stakeholder numbers and expectations.

    There are key global development including the UNAIDS new strategy, the Global Fund to Fight AIDS, TB, and Malaria business plan, GAVI the Vaccine Alliance Strategy, the STOP TB Strategy and the UHC national and global agenda that align with SDGs and influences KANCO business focus and model.

    COVID 19 provides a trigger and an opportunity to reflect on emerging epidemics; health sector emergency preparedness and the silent non communicable diseases. COVID 19 pandemic provides a new challenge that requires rethinking and repositioning of our response.

    The new paradigm of business acumen with focus on effectiveness, risk management, resilience and sustainability compels strategic thinking hence KANCO will be keen on strengthening her institutional capacity/structures and governance as building blocks for stronger organization.

    KANCO will need to focus more towards strengthening and fast tracking its sustainability in the midst of new challenges.

    Scope of assignment

    The main objective of this consultancy is to develop a new five year strategic plan that takes into account the current internal and external operating environment in order to enhance KANCO effectiveness, resilience and sustainability.

    At the end of this consultancy, we expect to adopt the new strategic framework, building on the achievements brought forward as part of the implementation of 2016 – 2020 strategic plan and cognizant of its ever-changing operating environment.

    To achieve this, the consultant will review and guide KANCO: –

    Through a consultative process and application of an appropriate analysis tools (SWOT, PESTEL and other relevant analysis) undertake a comprehensive situational and contextual analysis, and stakeholders mapping;
    Facilitate a process to develop a Vision, Mission, identify priority focus areas and develop strategic objectives and key result areas;
    Develop a Results and Learning Framework for the plan (M&E Plan);
    Risk analysis and mitigation approaches;
    Facilitate development of organizational management & leadership structure;
    Facilitate Costing and development of financing/sustainability plan;
    Facilitate development of an implementation plan including relevant human resource requirement;
    Hold stakeholder meeting(s) to validate the draft Strategic Plan;
    Finalize Strategic plan and submit to KANCO (hard and soft copy)

    Process

    This assignment will involve close engagement with the KANCO Board of Governance, management team and the strategic planning team with the leadership of the Executive Director through a participatory process, including, but not limited to:

    A review of key global and national documents in the health/development sector; internal documents and benchmark with affiliated organizations and similar institutions/ organizations;
    Consultations with governance board, members, staff and partners/ stakeholders;
    Review on the existing documentation on the achievements of the current plan;
    Review of the COVId – 19 opportunities and challenges
    Facilitation of a strategic planning workshop for staff, board members and selected stakeholders to further build on the Strategic plan;
    Drafting of Strategic Plan incorporating input from staff, Board and selected stakeholders and partners.

    Expected deliverables

    An inception report detailing the methodology/ approaches and timelines associated with this consultancy assignment;
    A needs assessment report highlighting the current status and gaps in KANCO strategic direction, covering both internal and external factors relevant to the organizational operating environment;
    A strategic planning workshop for the KANCO staff, Board and selected partners
    Strategic plan;
    An MEL and detailed implementation plan
    A process report that includes the major activities of the consultancy, the highlights of the strategic planning workshop and an evaluation of the workshop.

    Qualifications and experience

    The consultant is expected to possess the following among other academic qualifications and experience: –

    At least a master’s degree in a relevant field in the area of planning, public health, public policy, development studies;
    At least five years professional experience in strategic planning and management;
    Prior working experience in the health sector is an added advantage;
    Demonstrated experience in working with Non State Actors, Government, Development Partners and other stakeholders in Health and public sector development programs;
    Evidence of having undertaken similar assignments;
    Experience in research, policy development, management and programming-related work.
    Ability to work with minimal supervision;
    High level written and oral communications skills in English;
    Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity;
    Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;

    Supervision: This consultancy assignment will be supervised by KANCO Executive Director
