    Background and Justification

    The East and Southern Africa Region (ESAR) is one of the most vulnerable regions in the world to the impacts of climate change with children bearing the brunt of the burden. UNICEF has an essential role to play in closing this gap and protecting children’s rights in the climate crisis. In order to deliver on the ambition of the SCAP, UNICEF plans to expand the capacity and support to Country Offices (COs) to access and explore climate finance opportunities. This aims to support children being the focus of an increased number of climate interventions at scale.

    The Climate Finance Specialist will be instrumental in driving this agenda forward. By supporting the Eastern and Southern Africa Regional Office (ESARO) Climate Hub and Partnerships team to increase capacity and experience in the support to 21 COs and key sectors. The consultant will enhance UNICEF’s ability to secure climate finance, develop proposals, and build capacity in climate finance for children efforts. The consultant will ensure that developed interventions maintain a UNICEF lens and are responsive to children’s needs whilst enhancing their climate narrative and strategic approach. By following the SCAP framework for implementation, the Climate Finance Specialist will contribute to protecting children’s rights in the climate crisis and building a sustainable future for the most vulnerable populations in the region.

    Scope of Work

    Enhance and strengthen the understanding and capacity on climate and innovate financing and partnerships in UNICEF ESARO and ESAR Country Offices.
    Increased and improved quality of climate finance concept notes and proposals especially linked to the unique profile (narrative) and positioning of UNICEF in the climate finance space.
    Capacity and understanding of climate finance improved among UNICEF ESARO and ESAR CO staff, both among climate, Partnerships, and specific sector colleagues.
    Hands-on support provided, and quality improved of climate finance and partnerships opportunities, for specific Country Offices and ESARO, to improve chances of securing climate finance for children.

    Requirements:

    Education: Master’s Degree in Environment, Sustainability or Climate Finance, Climate Change, Economics, International Development, or a related field. (A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.)
    Minimum 8 years of relevant work experience in climate finance or related fields.
    Experience in developing and managing climate finance projects.
    Demonstrated ability to formulate and submit high-quality climate finance proposals to international donors.
    Experience in designing and delivering training sessions and webinars is preferred.
    Proven track record of successfully implementing climate finance projects, including monitoring and evaluation.
    Prior experience working in the African region is strongly preferred.
    Excellent oral and written communication skills in English.
    Languages: Fluency in English is required. Knowledge of French or any of the UN languages is an asset.

    Scope of Work

    Assess and Document  Alignment with AIK’s 2024-2028 Strategic Plan: Analyze and provide insights on how well AIK’s activities align with its strategic priorities.
    Produce a Comprehensive Report Detailing the outcomes harvested, the significance of these outcomes, success stories, and recommendations for future programming.

    Key Deliverables

    Comprehensive Outcome Harvesting Report: A full report outlining the outcomes harvested, stakeholder contributions, success stories, and recommendations.
    One-Page Popular Version: A concise and visually appealing summary of the key findings for broader dissemination.

    Project Background:

    NTA in partnership with Oxfam in Kenya is implementing a project dubbed “Democracy, Climate Justice and Public Education for all”. The overall impact objective of the project is to ensure “Women, young people, and communities of Kenya live in a more equal, just, peaceful and sustainable country that leaves no one behind and provides a resilient, sustainable future through just economies, gender and climate justice.” The project seeks to strengthen democracy and fiscal justice, including increased oversight and public spending on social services such as education, health, and water and sanitation through coordinated evidence-based advocacy by civil society, women, and young people.

    Consultancy Objective:

    The primary objective of this consultancy is to conduct an online engagement on pro-poor revenue raising measures and government spending through the development of IEC materials The specific objective of the consultancy is to develop infographics and cartoons for use in increasing public awareness on revenue raising and spending measures by the government. The cartoons and infographics to be designed should be of high quality, visually appealing, readable, simplify information, easy to understand, relatable, and clearly communicate the intended message. To meet this objective, the designer will work closely with our team to ensure that the infographics align with our branding guidelines and meet the needs of our target audience. NTA is dedicated to enhancing the effectiveness and impact of our initiatives through comprehensive and well-structured reporting. Infographics are therefore essential tools for communicating project outcomes, research findings, and strategic insights to stakeholders, including funders, partners, and the general public. In order to ensure that our social media infographic materials are of the highest quality, we seek the services of a professional cartoon developer to design and conduct infographics social media postings.

    Scope of Work:
    The consultant will be responsible for the following tasks:

    Design and layout, develop a consistent and professional design for the cartoons and infographics.
    The output should effectively communicate the message to the intended users in a manner that is easy to understand and interpret.
    Create visually appealing cartoons that enhance citizen-friendly readability and better enhance civic engagement and advocacy by users.
    Incorporate graphics, charts, and infographics to effectively present data and information.
    Work with the NTA team to incorporate feedback and make necessary revisions to the designs.

    Deliverables:

    The consultant is expected to deliver completed design works incorporating graphics, charts, and infographics for the cartoons, and submit all the artwork. The infographics will be upload on the NTA’s website and digital platforms.

    Remuneration/Consultancy Fees:

    The consultancy fees will be agreed upon based on the best value for money. The fees will be inclusive of all applicable taxes and statutory deductions.

    The Staff Counsellor (P-4) will contribute towards the development of a corporate framework for Staff Well-Being and promote its implementation at the Regional level. The framework will identify activities aimed at: raising awareness about healthy work practices; improving the work-life balance of UNICEF staff; facilitating the provision of assistance to staff/family experiencing work-related and/or personal problems; and facilitating the provision of immediate support following a traumatic incident.

    ESARO currently has a cadre of three Staff Counsellors across the entire region, with one dedicated to a country office (Somalia country office). Given the high number of emergencies, there is a need for frequent support across the region, including in French and Portuguese-speaking countries. The Regional Staff Counsellor will work in coordination with the network of UN counselors globally. Frequent field and virtual missions and close collaboration with Country Offices are required. 

    How can you make a difference?

    Under the direct supervision of the Deputy Regional Director and the Technical Supervision of the Chief Staff well-being based in Istanbul (P-5), the Regional Staff Counsellor (P-4) is expected to provide expertise to the management and staff of the regional and country offices, to support the overall well-being of UNICEF staff and their families, as well as teams in UNICEF offices in the region.
    Under the technical guidance of the Chief Staff Wellbeing, and the supervision of the Deputy Regional Director, the Regional Staff Counsellor will facilitate the development, implementation, and coordination of a corporate framework aiming at improved Staff Well-Being globally.
    Facilitate the provision of effective psycho-social support to staff, leadership, managers and individual staff, prioritizing emergency locations with the aim to mitigating stress and boosting protective factors.
    Provide Critical Incident Stress Management to groups and/or individual staff following critical incidents. A holistic approach to critical incident management is used and may include services such as practical support, psycho-education, psychological first aid, strategic advice to leadership, family support and individual or group interventions.
    Training and awareness raising on Staff Well-Being related topics.
    Monitoring and oversight:  Provide on a quarterly basis, an overview of statistics and trends on issues related to staff well-being, whilst maintaining confidentiality.  Alert the Deputy Regional Director on trends that may be of concern in offices or offices requiring targeted support or Managerial intervention. Capture lessons learned and best practices for dissemination as appropriate.

    To qualify as an advocate for every child you will have…

    Advanced University degree in counseling, clinical psychology, or related mental health profession.
    Minimum eight years of international professional experience in staff support, mental health, cross-cultural communications, counseling, and related areas, preferably gained within the UN system or international development/humanitarian aid sector.
    A first university degree, or professional certification, in addition to ten years of relevant experience may be considered in lieu of an advanced university degree.
    Valid and unrestricted licenses or certifications, or registrants/members in good standing of legitimate  professional organizations, and whose continued international work outside their jurisdictions does not jeopardize their licenses, certificates, or organizational membership;
    Professionals who are presently without a license but could be eligible for licensure or registered membership in an appropriate organization with consideration to their education, training, experience, and expertise but may require extra support and/or supervision and/or further training, or work in countries where registration, licensure, and certification are not available. 
    Additional training or certification in staff support and traumatic/critical incident stress management, as well as a broad range of related fields, such as alcohol/substance abuse, family counseling, training, and remote counselling.
    Knowledge of Diversity, Equity, and Inclusion is desirable.
    Developing country work experience and/or familiarity with emergencies is considered an asset.
    Fluency in written and spoken English and French is required. Working knowledge of Portuguese or another UN language is an asset.

    The consultant will be asked to compare a conventional intervention model, where NGOs plan and execute interventions to a Youth for Change (Y4C) model for the wetland restoration use case.
    The Y4C model acknowledges that youth are a significantly underutilized resource and can contribute significantly to achieving tangible and positive impacts for themselves, their community, and the environment.
    A special emphasis of the research conducted should lie on the economic and mathematical modeling of the cost/benefit of both approaches in terms of environmental impact such as CO2 sequestered, increased biodiversity, etc. but also in terms of economic and social costs/benefits such as income generated for youth, royalties generated, cost of water purification, etc. The study would be based on previous research from South Africa and  Lesotho and other countries/regions that are comparable to South Africa/Lesotho. Where necessary the study would identify areas that require further research.
    The analysis should also include the impact on youth and society/community. The deliverable would be a concept note that clearly outlines the potential advantages of wetland restoration in Lesotho using youth as the agents of change. This concept note will then be shared with relevant key stakeholders such as the Lesotho government, South African stakeholders, GenU, and the Development Bank of Southern Africa to unlock further funding to implement such a project.

    Qualification or Specialized Knowledge and Experience Required

    Education: Doctoral degree in economics or environmental & natural resources studies with strong mathematical/economic modeling skills
    Experience in working in Southern Africa, ideally South Africa and Lesotho
    Strong analytical skills and experience in economic analysis and socio-economic studies
    Strong drafting skills

    Strong analytical and research skills for reviewing and synthesizing existing curriculum content.
