    Job Description
    Ol Bolosat Conservancy is looking for rigorous, open-minded, passionate and tenacious fundraising specialists to mobilize funds for any of our projects from diversified sources (public and private donors, corporates and other relevant investors and stakeholders) ensuring financial viability of our projects and support the implementation of the Ol Bolosat Strategic Plan.
    Main responsibilities

    Develop a two-year fundraising plan.
    Research and identify new institutional funding sources to optimize the office income basket;
    Write effective fundraising applications based on existing projects or in response to calls for proposals from government and institutional donors;
    Attract, build and develop relationships with new and existing donors to secure long term funds;

    Key expected achievements

    Develop a fundraising action plan.
    Develop, finalise and submit at least 5 fund-raising proposals by July 2021.
    Raise a minimum of Euro 500,000/ year based on the fundraising plan, from new resources.

    Required Qualifications, Skills and Competencies

    Minimum University degree in Business Administration, Management, Economics, Development studies, Fundraising, Marketing, International Relations, Communication, Social Sciences or other related fields.
    At least three (3) years of progressively responsible professional work experience at national and international levels in fundraising or business development for an international organization, non-profits or companies.
    Strong capacities in writing proposals.
    Excellent experience in partnership building, especially with donors and Ol Bolosat Conservancy network.
    Strong administrative and financial management skills and excellent organizational skills.
    Good communication skills, in English.
    Excellent inter-personal skills, and proven ability to build and maintain strong relationships.

    Disability Inclusive Development
    The Disability Inclusive Development (DID) programme is a £29,247,583 programme that will run for six years. It is a UK Aid funded programme of Sightsavers and the International Disability Alliance, implemented with a Consortium of 11 organisations: ADD International, BBC Media Action, BRAC, International Disability Alliance, Institute of Development Studies, Humanity and Inclusion, Leonard Cheshire Disability, Light for the World, Sense International, Social Development Direct and Sightsavers. The programme aims to make an impact on the long-term well-being and inclusion of people with disabilities in low- and middle-income countries.
    Promoting inclusive ECDE in Kenya
    Working with government structures and with civil society, we will identify affordable, contextually appropriate, inclusive Early Childhood Development Education (IECDE) approaches for children with disabilities in selected pre-primary schools in Homa Bay and Kakuma Refugee Camp, Kenya. This will include investigating strategies for improving home-based care for children with multiple and complex disabilities, building the capacity of school managers and classroom teachers to provide IECDE and establishing parent support groups to enable primary caregivers to support their children with disabilities more effectively. Advocacy activities will be incorporated to encourage communities and relevant government and non-government organisations to develop their understanding of IECDE.
    The project will last for two years and six months, starting with a three-month inception period from January 2021. Sightsavers is leading the project working with Humanity and Inclusion, the Institute for Development Studies, UK, Leonard Cheshire International and Sense International in implementation. The partnership with Organisations of persons with disabilities (OPDs) will also be central to the development and implementation of this project as will working with relevant government ministries and officials.
    A consultant is required to complete a desk review of current international best practice in inclusive ECDE. Whilst the focus of our work will be in Kenya, we are seeking to identify international good practice in other low and middle income countries in Sub-Saharan Africa.
    Consultancy Objectives
    The consultant will:

    Complete a desk review of existing literature about inclusive approaches to early childhood development in low and middle income countries analysing:

    Relevant international literature, including teaching and learning manuals and tools and articles in peer-reviewed academic journals with a focus on contextually-based literature in East, Central and Southern Africa
    Documentation from within Kenya including documents that cover disability and inclusive education, the early years curriculum and how early years education is placed and functions within the Kenyan education system
    Documentation developed by consortium partners – Humanity and Inclusion, Leonard Cheshire International, Sense International, Sightsavers
    Other relevant documentation.

    Areas to be addressed in the review:

    The current education system in Kenya and how inclusive EDCE is placed within this.
    The identification and assessment of children with disabilities
    Effective pedagogies in inclusive ECDE in low and middle income settings
    Practices and tools used in measuring academic progress and the well-being of children in early years settings
    The training of early year practitioners
    Raising community awareness about disability and inclusion
    Relevant teaching and learning materials.
    Impact of parental/caregiver involvement in early years education
    Good practices in including children with disabilities in early years Education settings
    As the successful Consultant you will possess report-writing expertise, be committed to person-centred and context-sensitive, have excellent IT skills and be fluent in English (written and oral). A background of working in developing countries, with experience of working with children with disabilities and an understanding of international best practice in inclusive ECDE is desirable.

    Project background
    SNV Kenya/Netherlands Development Organisation (SNV) and Kenya Agriculture and Livestock Research Organisation (KALRO) – in collaboration with County Governments, are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes in Kenya’s ASAL project or action. The project’s lifetime is from 1 January 2021 – 31 December 23, and it works in the Counties of Narok, Kajiado and Taita Taveta. The project is funded by the European Union and the Government of the Kingdom of the Netherlands.
    The project’s overall objective of the project is, livelihoods of agro-pastoralists communities (including women and youth) is enhanced through improved forage production and livestock husbandry, building on commercialization of climate smart innovations and sustainable landscape management in Taita Taveta, Kajiado and Narok counties. 
    The project has three main objectives:

    To increase resilience of agro-pastoralists and SMEs against climate shocks by upscaling of appropriate grazing and feeding innovations.
    To increase capacity of county governments to implement climate resilient integrated landscape management strategies and plans to support agro-pastoralist communities.
    To improve capacity of county governments to develop local strategies/frameworks for drought resilient sector development compliant with national policies.

    Job Description
    Gender and social inclusion study.  
    The Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes in Kenya’s ASAL Project aspires to be inclusive in its delivery.  Specifically, the project seeks to realize increased women and youth participation in the fodder/forage value chain and subsequently contribute to realization of:   

    Enhanced involvement of women and youth accessing and adopting commercially viable drought resilient feeding innovations and forage value chains business models.
    Increased number of women and youth SMEs with successfully established improved forage plots, feedlots and grazing areas based on their business plans.
    Increased number of women and youth SMEs with forage value chain business plans, providing services and forage supply inputs and drought resilient technologies to the market, de-risked with an innovation matching fund and/or feeding vouchers.
    Increased capacity and participation of women and youth in county climate resilient integrated landscape management coordination and contribute to the development and engendering of landscape management plans and grazing plans.
    ·To increase participation of women and youth in the development of county government drought resilient sector development policies and regulations that offer them strategic opportunities.

    Consultancy description
    SNV is seeking a consultant to undertake a gender and social inclusion study to establish status of gender and youth engagement in the fodder/forage value chain, landscape and associated policy dialogue.    
    Objectives
    The GESI Analysis seeks to investigate attitudes and norms of gender and affecting participation of women and youth in the in the livestock sector in general and with a particular focus on the forage/fodder value chain, and their participation in decision-making structures and policy dialogue processes in the context of the selected project sites: Narok, Kajiado and Taita Taveta counties.
    The study seeks to interrogate women and youth involvement in the fodder value chain and how this can be maximized by addressing: the i) individual (agency; self-empowerment, skills knowledge); ii) addressing relations (gender power dynamics in family & business), reviewing cultural barriers (norms, stereotypes etc.) and policy, systems & structures in society. 
    Scope of work
    a)   Examine the socio-economic, cultural, relations and legal factors that underlie differential gender position in the livestock sector generally and in the fodder value chain in particular.
    b)   The study further seeks to examine the consequences gender inequalities on women and youth and their access participation and adoption of commercial drought resilient feeding innovation and forage value chain businesses. 
    The analysis will investigate the activity profiles of women and youth in the fodder value chain and the socio-cultural norms that underpin these.
    c)    Analyse the inter-personal and intra-household power relationships that are at play and how this shape the role of men, women and youth in decision-making, access to and control over productive resources, business assets, access to finance and income sharing at household level.
    d)   Examine the consequences of differential gender and age position on men, women and youth on:

    Access to skills, knowledge transfer and information (e.g. on markets, finance) and adoption of technologies in the livestock and feed/fodder value chain
    Participation and adoption of commercially viable, drought-resilient feeding innovations and forage value chain business models.
    Their participation in business/Private sector engagement  
    Participation, leadership and /or representation of women and youth in climate resilient integrated landscape management and drought resilient sector policy development and decision-making dialogues/processes.

    e)   The analysis will also investigate the constraints that affect women and youth’s agency in businesses (producer organisations, cooperatives, SMEs, markets) and their role in policy dialogue and decision-making processes and platforms related to implementation of climate resilient integrated landscape coordination and management, strategies and plans.
    The findings of this study shall be used to develop a gender and youth inclusion strategy and action plan.
    Methodology
     The study will entail interaction with diverse project stakeholders and target in the fodder/forage value chain at the county level. The consultant(s) is expected to use the following data collection methods:

    Conduct a rapid desk review of relevant documents and publications for this study.
    Stakeholder interviews and consultative meetings (including SNV and KALRO) using structures questionnaires
    Field visits and group discussion with government agencies, agro-pastoralist communities, cooperatives, conservancies, commercial forage producers, ranches, SMEs and seed suppliers and other stakeholders in the pasture and fodder value chain at county level.
    Knowledge and proficiency in the application of online data management platforms is an added advantage.
    Presentation and validation of the draft study report for each county in a multi stakeholder forum.

    Report recommendations.
    Among other areas, the report should cover:

    Key gender barriers and challenges to achieving social inclusion for women and youth (e.g social/ gender norms, legislative, institutional capacity etc) in the livestock value chain focussing on the fodder value chain.
    Identify opportunities or entry points for change or leverage for women and youth inclusion.  Give concrete and tangible gender-based recommendations and strategies for inclusion of women and youth in the fodder value chain and align them to the three project objectives above.
    Specific recommendations to increase women and youth adoption and upscaling of the appropriate grazing and feeding innovations and technologies. This will also include approaches for dissemination strategies that are effective to reach women and youth, in the adoption of new feed/forage technologies.
    Provide recommendations for increasing participation of women and youth in rangeland landscape management structures and the county multi-stakeholder platforms involved in and policy dialogue at County level.

    Consultancy deliverables
    The following deliverables will be achieved:
    (i)   A draft report with specific County sections covering the above scope of work described above – and a power point summarizing the main findings and recommendations.
    (ii)  A final-draft report or reports after incorporating feedback from SNV and KALRO on the first draft report (i).
    (iii) A multi stakeholder validation workshop in each County with presentation of the final draft report and discussions. The feedback shall be included in the final report(s) as workshop proceedings.
    (iv)A final report edited and presented as per the requirements and standards of SNV Kenya and the donors (i.e. the European Union and the Government of the Kingdom of the Netherlands).
    Qualifications

    A university degree in the field of Gender and development, Social Sciences, or agriculture/livestock production with  a focus on  gender studies.
    Minimum seven years’ experience in gender in agriculture/livestock production and familiarity with Women Empowerment in Agriculture Index and other relevant gender frameworks.
    Proven experience in research especially qualitative and analysis in the field of gender in agriculture.
    Good understanding of the economic and social context of the agro-pastoralist communities.
    Excellent interpersonal and communication skills, both written and oral.
    Good verbal and written communication skills.

    This consultancy is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The consultant reports to the Evaluation Officer managing the project and the Director of the Evaluation Office (EO).
    The Terminal Evaluation is undertaken at completion of the project to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP, UNDP, UNEP-WCMC, and the Secretariat to the Convention on Biological Diversity (SCBD) and the participating Parties. Therefore, the evaluation will identify lessons of operational relevance for future project formulation and implementation, especially where a second phase of the project is being considered.
    The Evaluation Consultant will be responsible, in close consultation with the Evaluation Office of UNEP for overall management of the evaluation and timely provision of its outputs. The Evaluation Consultant will ensure that all evaluation criteria and questions are adequately covered.
    In close consultation with the Evaluation Manager, the evaluation consultant will be responsible for the overall management of the evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:
    Inception phase of the evaluation, including:

    preliminary desk review and introductory interviews with project staff;
    draft the reconstructed Theory of Change of the project;
    prepare the evaluation framework;
    develop the desk review and interview protocols;
    draft the survey protocols (if relevant);
    plan the evaluation schedule;
    prepare the Inception Report, incorporating comments until approved by the Evaluation Manager
    Data collection and analysis phase of the evaluation, including:
    conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    interview project partners and stakeholders. Ensure independence of the evaluation and confidentiality of evaluation interviews.
    regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
    keep the Project/Task Manager informed of the evaluation progress.
    Reporting phase, including:
    draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    prepare a Response to Comments annex for the main report, listing those comments not accepted by the evaluation consultant and indicating the reason for the rejection; and
    (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)
    Managing relations, including:
    maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.

    Qualifications/special skills

    Academic Qualifications: A university degree in environmental sciences or other relevant sciences area is required and an advanced degree in the same areas is desirable.
    Experience: A minimum of 5 years of technical or evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of the Convention on Biological Diversity (CBD) and/or biodiversity and/or biosafety management is desired.
    Working knowledge of the UN system and specifically the work of UNEP and other international organizations is an added advantage. The work will be home-based with no field visits.
    Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement.

    Background

    CGIAR is a global partnership that unites organizations engaged in research for a food-secure future. The Regional Integrated Agricultural Development Project in the Great Lakes (PRDAIGL) is at the heart of the agricultural economy of Burundian households and reflects Burundi’s long-term vision to reduce poverty and stimulate economic growth. By facilitating a transformation of Burundian agriculture, the project should have significant multiplier effects: generate demand for agricultural products and associated inputs and services, create agricultural and non-agricultural jobs, improve incomes and contribute to value addition, sector revenues. These effects should: (i) promote the inclusion of largely poor smallholders in more modern and efficient value chains; (ii) increase food and nutritional security; (iii) add value to important products and help increase farmers’ incomes; and (iv) provide an effective basis for industrialization and for more and better jobs (especially for women and youth). In the medium and long term, an efficient, profitable and competitive agricultural sector will emerge, providing inputs and services to smallholder farmers and mobilizing sufficient investments for its sustainable development.

    Scope Of Work

    The objective of the proposed consultancy is to review and upgrade drafts of training manuals which are intended to be used on the ILRI-PRDAIGL project in Burundi, to provide step-by step practical knowledge on good animal husbandry practices including habitat, nutrition, reproduction, hygiene, inclusive organization of livestock producers and artificial insemination in the 5 provinces of project area. it is anticipated that the manuals will even be used as reference material by the needy people in countries where ILRI operates with similar environmental conditions.

    The Consultant will review and edit the existing copies for grammar, layout and content. He/she will be expected to provide additional information or evidence from the Eastern and Central Africa region to enrich the technical content of the Manuals. It is expected that the end-products will be well-illustrated Training Manuals, suitable for upland and lowland regions of Burundi, which will be used by Extension staff, scientists and knowledgeable livestock producers.

    Main Duties

    Well-illustrated soft copies of Training Manuals on good animal husbandry practices including habitat, nutrition, reproduction, hygiene, inclusive organization of livestock producers and the training manual for artificial insemination, suitable for upland and lowland regions of Burundi, which will be used by Extension staff, scientists of all grades and knowledgeable livestock producers.

    Requirements

    Education & Qualifications

    Minimum of 10 years’ experience in animal husbandry field either research or teaching, holder of Masters’ degree or PhD, having experience of East African environment constitutes an advantage for the work.
    Strong interpersonal, communication and network skills
    Excellent English writing skills. Knowledge of French is advantageous
    Computer literate with expertise in statistical or similar software is desirable
    Knowledge of local language is advantageous

    Experience

    Experienced animal husbandry researcher with experience in writing educational material for low education livestock keepers and agricultural extension staff
    Experience in practical and theoretical training of farmers

    Duty Station & Terms of appointment: This is a Consultant position and not a renewable contract. We estimate the effort to be around 15 days over a one-month period. This is a remote consultancy, no physical presence at ILRI offices or official travel planned.

    The College of Ophthalmology of Eastern Central and Southern Africa (COECSA) is a specialized virtual College founded in 2012 after a successful voluntary merger between the Eastern Africa College of Ophthalmologists (EACO) and Ophthalmological Society of Eastern Africa (OSEA). The College seeks to work in tandem with regional and global initiatives and to support international commitments including Sustainable Development Goals (SDGs), WHO Vision2020: the Right to Sight; WHO AFRO Road Map for scaling up HRH; 4th EAC Development Strategy; national eye care plans in the region, and national development plans.
    COECSA plays a critical role in the sector because of its mandate and available expertise in eye care at different levels. Its work augments what other partners are doing and provides a basis for further intervention in other areas that COECSA is not involved. For example, research, reviews of curricula, development of standards, quality assessments, and policy reviews provide data and information from a technical standpoint which can be used for further programmatic intervention. COECSA, therefore, places premium on partnership and collaboration in the sector because it is the synergy that is brought by working with others that produces results. This is the reason why COECSA sees itself as a catalyst for action by many actors.     Through this process, key drivers that the strategy 2017 -2020 addressed were identified below.
    There is a chronic shortage of human resources in eye health. This is in terms of the quantity, equitable distribution, and retention of trained staff.
    The quality, type of training and post training support is inadequate for ophthalmology in Eastern Central &Southern Africa.
    There is still inadequate infrastructure, equipment, guidelines / curriculum for ophthalmologists in all academic and non academic institutions in Eastern, Central and Southern Africa
    Growing demand for advanced sub-specialist training in ophthalmology
    There is inadequate integration and resourcing of eye health training and services in health systems
    The regional evidence base is inadequate, capacity low and dissemination weak on all key areas of ophthalmology education, training and practice in the region.
    Insufficient opportunities for continuing professional development for ophthalmic professionals.
    Emanating from the above strategic drivers, were four broad strategic goals that informed the COECSA 2017 -2020 strategic Plan;
    To improve the number of skilled and motivated eye health workers
    To promote evidence based standards and guidelines of practice in eye health
    To influence the inclusion of HReH in HRH policies and plans by providing leadership an relevant expertise
    To develop into a strong organization that is able to efficiently and effectively deliver on its programs sustainably.

    COECSA’s Mandate
    COECSA’s mandate is: to contribute to Human Resources for Health (HRH) through quality training in ophthalmology; set standards for professional ophthalmic practice; facilitate continuous professional development; and, promote research which advances ophthalmology in the region. The above mandate is achieved through;
    Scholarships: COECSA, in partnership with eye health partners and governments offer full and partial scholarships to students who intend to pursue ophthalmology at M.Med level and who are not able to pay for their training. They must be enrolled to study in any one of the participating universities in the region. This is in keeping with COECSA’s mandate of increasing the number of ophthalmologists in the region.
    Sub Specialty training: The purpose of sub-specialty training is to enhance technical capacity so that teaching units and the ECSA region has expertise in different sub specializations. These include: Childhood Blindness, Orbits &Occuloplastics, Vitroretinal Surgery, Public Health for Eye Care and Glaucoma among others. By having the personnel in place it will help reduce the loss of opportunities associated with blindness. Currently there are patients having to either wait for long periods of time to be attended to by subspecialists or go to hospitals outside the country at very high costs. Many of those affected end up not being able to access these services.
    South-North/South-South linkage: This is a twinning program that creates linkages between the universities in the region and other centres of excellence in other countries in the North or South to facilitate continuous learning through training and exposure to best practice and research in ophthalmology. Currently, the universities in the region have had fruitful links with universities in the United Kingdom including St Thomas Hospital, Birmingham University, Bristol University; Liverpool University, and University of Munich in Germany. COECSA also has existing links with the Royal College of Ophthalmology, UK; LV Prasad Eye Institute, India; Aravind Eye Care System, India.
    Promoting Research: COECSA supports different types of research that advance eye health care in the region in line with the college research strategy. These include policy research to enhance evidence-based policy development in eye care, clinical research to improve skills and knowledge in ophthalmology, epidemiological and operational research to enhance intervention in eye healthcare. The research will be published in reputable ophthalmic journals in the region and beyond.
    Infrastructure development: COECSA has supported development of infrastructure for eye care in teaching universities, under then EACO, to support ophthalmology training as well as service delivery. This included building new units, refurbishing existing facilities and providing equipment. This is in an effort to improve the capacities of the teaching units to provide quality training for the students.
    Public policy and advocacy: COECSA aims to be a champion of health policy reform in the region. COECSA advocates for pro-people health policy that is evidence-based and that promotes equity, access, and efficiency in eye healthcare.
    Assignment brief
    COECSA’s institutional development and programmatic direction is guided by its periodic five year strategic plans. The current Strategic Plan (2017 – 2020) has expired. In order to discharge its mandate, COECSA needs a new five-year (2021-2025) strategic plan that shall define the core business of the College, key strategic approaches and the best institutional arrangements to deliver on the core business.
    As part of defining the core business, the planning process will chart the long-term strategic direction for COECSA by reviewing the College’s vision, mission, strategic goal, objectives, and core values. These form the institutional philosophy that inspires and guides institutional excellence and superior performance.
    In preparation for the new 2021-2025 Strategic Plan, COECSA will be using the services of an independent consultant to facilitate the survey of the organizational stakeholders on the major achievements under the 2017-2020 strategic plan and receive feedback on the next key priority focus areas for the period 2021-2015.
    This will help COECSA gain insights about where it is now, gather information that identifies where it should be in the defined future, and generate decisions that will bridge the gap. The consultant is to initiate the survey, facilitate the assignment and help compile the stakeholders’ feedback in a participatory manner under the guidance of COECSA Secretariat.
    The Purpose of the assignment
    Purpose
    The purpose of the study is stated below:

    Establish feedback from the stakeholders of COECSA on the achievements under the 2017-2020 strategic plan and document the lessons learnt;
    Develop a consensus among the stakeholders of COECSA on where the organization wants to be in five years (the key priority focus areas), and the strategies to get there;

    Scope of Survey
    The project targets to survey both internal and external stakeholders as indentified in the COECSA 2017-2020 strategy. The survey is expected to make a follow-up of relevant stakeholders who are directly and indirectly affected by COECSA’s work over 2017-2020 period to achieve the study purpose as stated in section 2.2 and 2.2 above.
    Nature and Duration of the Assignment
    This is a mixed-methods survey that will be carried out in conformity with the standards and practices of any research. The consultant shall take lead of this assignment, coordinate all the survey activities, and be responsible for the deliverables of this assignment.
    The consultant shall jointly with COECSA, identify comprehensive participatory methodology for undertaking this survey. The methodology must include but not limited to the following: use of online structured questionnaires, Key Informant Interviews (KIIs) and Focused Group Discussions (FGDs) with the relevant groups of people; and any other methodology as proposed by the consultant.
    The consultant will review all the tools that will be deployed and direct this assignment. He/she will define an appropriate sample size using scientifically sound methods in a way that will avoid selection bias and ensure that the survey meets the principles of participation involving both male and female stakeholders. In addition, the consultant will develop a “Manual of Procedure” detailing the complete process of survey.
    Expected Deliverables and timelines

    Work-plan: The Consultant is expected to share a detailed work-plan as part of his/her proposal to undertake the assignment.
    Research protocols: Review the protocols and instruments necessary to operationalize the survey, to include appropriate sampling and targeting of areas and individuals and organizations that are core to COECSA’s strategy.
    Manual of Practice: Review and agree on the methodology and tools, schedule and persons to be interviewed.
    Draft Report: The Consultant will submit a draft survey report by 30th March 2021 to the Chief Executive Officer for review by COECSA Team.
    Final Report: Within one week of receiving the COECSA’s team feedback on the draft survey report, the Consultant will submit a final report on or before 10th April 2021.
    Dissemination: To effectively disseminate findings of the model for wider learning on the key achievements under 2017-2020 strategic plan and COECSA’s 2021-2015 strategic priority areas and build consensus amongst stakeholders on the next strategy focus areas.
    Logistical Support

    The College of Ophthalmology of Eastern Central &Southern Africa will make all logistical arrangements, and any travel arrangements where necessary for the Consultant.

    Required Qualifications

    Individual consultant or consultancy firm shall have a demonstrated competence in having undertaken similar work before. The consultant must demonstrate knowledge and skills in the following areas:
    Experience in conducting strategic plan development in not-for profit sector;
    Knowledge of the regional dynamics in the health sector in ECSA;
    Strong analytical, writing and presentation skills;

    Essential qualifications include:

    A Masters’ degree in the relevant field (Social Sciences, Public Health, Development Studies, Community Eye Health, or any other related field);
    Minimum 5 years proven experience in the design and development of strategic plans;
    Demonstrated evidence of having completed similar assignments;
    Working knowledge of the role of professional colleges is an added advantage.

    Other Requirements:
    The application should contain a technical and financial proposal.     Consultancy to Support Age, Gender, Disability Protection Analysis

    Project Summary
    HI is implementing a protection project in the refugee hosting locations of Dadaab, Kakuma and Nairobi, with a focus on Child Protection in Dadaab and Kakuma, and Protection of Persons with Disabilities in Nairobi. The 2-year project (September 2020 – August 2022) has been funded by the U.S. Department of State Bureau of Population, Refugees and Migration (PRM).
    The project has identified the need to assess the protection situation for person’s with disability especially children with disabilities who are disproportionately affected by violence, facing a variety of challenges: marginalization, lack of access to adapted services, and even direct targeting for violence. There is, however, variation in prevalence figures which would suggest that children with disabilities are not being properly identified or receiving needed services. Children with disabilities as well as children whose parents and/or caregivers have a disability, are not only among the most isolated, socially excluded and marginalized of all displaced populations, but also among those most vulnerable to violence and abuse. Studies show that children with disabilities are almost four times more likely to experience violence than non-disabled children, 3.7 times more likely than non-disabled children to be victims of any sort of violence, 3.6 times more likely to be victims of physical violence, and 2.9 times more likely to be victims of sexual violence. Children with mental or intellectual impairments appear to be among the most vulnerable, with 4.6 times the risk of sexual violence than their non-disabled peers. The intersection between disability gender and age make girls with disabilities in increase increased risks to face violence especially sexual abuse and exploitation and also child marriage, the population of urban refugees faces many risks as a result of multiple and complex unmet needs that cut across social, medical, and economic dimensions.
    Overall Goal of the project
    The overall goal of the project is strengthening the protection environment for refugee and host communities through the provision of community-based services including Protection, Rehabilitation, and Psychosocial Support. In addition to this, the project aims to inform on actions targeting children with disabilities through documentation.
    Justification for calling upon a Consultant to provide a service.
    To eliminate bias and ensure quality time in expedition of the activity, an external consultant will be engaged to conduct an AGD Protection Risk Analysis at refugee hosting locations in Kakuma, Dadaab and Nairobi including HI facilities that provide rehabilitation services, areas surrounding HI facilities that is from beneficiaries’ home areas to HI facilities, within the home areas of persons with disabilities and in areas where HI refers its beneficiaries to.

    DESCRIPTION OF THE REQUIRED SERVICE PROVISION

    The overall objective of the AGD Protection Risk Analysis is to ensure protection risks and potential violation of rights of persons with disabilities specifically children are identified and addressed through the consultation and coordination mechanisms in the camps. This will be done through understanding the causes and consequences of protection risks with a special focus on children with disabilities. Thereafter the causes and consequences are mitigated across all sectors through unified preparation of safety protocols incorporation of protection principles and promoting meaningful access, safety and dignity in humanitarian aid. This will also be included in the program development, planning and implementation.
    In addition, HI will use an intersectional approach to uncover the dynamics that shape the risks and resilience of persons with disabilities in humanitarian contexts and to identify persons with disabilities who face particular or multiple protection risks, their needs and the specific barriers they face. Guided by IASC guidelines on inclusion for persons with disabilities, as well as HI experience in inclusion programming, including child protection, the project will ensure meaningful access, adaptations and reasonable accommodations are put in place at the service points.
    Specific goals:
    The project seeks a mixed methodology data collection incorporating both quantitative and qualitative data and information on the protection situation (threats, capacities, vulnerabilities) at a specific time and place (as defined by the scope and scale of the assessment), providing information on:
    · Protection risks with a focus on children with disabilities.
    · Protection needs of with a focus on children with disabilities.
    · Capacities and positive and negative coping strategies
    · Barriers for access to protection services
    · Life-saving assistance or immediate support needed.
    Data collection methods used may include KII with 30 multisectoral partners across Dadaab, Kakuma and Nairobi and 70 FGDs targeting 10% of 13,831 targeted children with disabilities, single sex when relevant, across Dadaab, Kakuma and Nairobi.
    Service requested:
    The services requested from the consultant will be preparation of AGD protection analysis data collection tool, engagement and training of enumerators for quality data collection, data analysis, data interpretation and production of analysis report. In addition, data will be presented to HI project team.
    Adherence to safety and ethical principles while collecting protection data should be ensured through;

    Compliance with HI PSEAH and CP policies;
    Conducting single sex FGD when relevant;
    Ensuring that women and persons with disabilities are part of data collection team.
    Put in place C-19 IPC measures

    Service from HI:
    The services HI will provide will include; introductory induction on objectives of the protection risk analysis, mobilizing targeted persons with disabilities, introduction to key partners for the KII sessions, reviewing data collection tools and providing inputs, monitoring progress of activity, reviewing and providing inputs on the final analysis report.
    Anticipated Results and Indicators:
    Below are reported some of the key protection issues [1]to analyze, monitor and report that could be the focus of the Protection Risk Analysis.

    Violence, abuse, exploitation, coercion, and deliberate deprivation – including cases related to GBV and violence against children (VAC),
    Specific and targeted violence and abuse against boys and girls with different types of disabilities, such as forced drug use, sterilization, isolation, verbal violence, blood revenge, abduction.
    the level of social acceptance of common forms of GBV, such as child marriage, survival sex e.t.c
    self-protection strategies, (negative) coping mechanisms, and social cohesion;
    access to public health information and medical services (prevention, testing, and treatment);
    access to other essential services (WASH, shelter, food security, livelihood, psychosocial support, protection and legal services);
    Social, cultural and traditional beliefs to identify power relations and situations of discrimination, stigmatization and exclusion of specific populations (e.g. displaced persons or persons with disabilities);

    Among those key protection issues, particular attention should be paid to persons with disabilities, especially women, boys and girls with disabilities, in order to identify if they are exposed to specific protection risks (such as violence, including gender-based violence due to traditional practices, stigma, discriminatory service delivery and protection mechanisms, etc.). Specific questions should be designed to identify risks, concerns and barriers towards persons with disabilities especially children with disabilities and method of assessment should be adapted to ensure meaningful participation and their safety.
    CONSULTANT’S PROFILE
    The required background and experience of the Consultant is as follows:

    At least seven years of professional experience in the field of protection and development; **
    At least seven years of professional experience in the field of migration management, preferably behavioural change communication and awareness raising campaigns; **
    Record of publication on protection and disability studies issues is a strong asset;**
    Experience of carrying out mixed-methods baseline studies and evaluations and in producing high quality analytical reports (examples of previous work will be requested); **
    Statistical analysis skills and strong proficiency with data analysis packages**
    Knowledge of ethical and safety principles for protection data collection, GBV guiding principles; collection of disability data using the WGSQ and child protection minimum standards.**
    Excellent communication and written skills in English and knowledge of local languages and the ability to present data concisely and clearly.**

    SERVICE DURATION AND LOCATION

    Start date: 20th March 2021
    Mission end date: 20th April 2021
    Service location (s): Nairobi, Kakuma and Dadaab.

    It is anticipated that the survey will take approximately 25 days to complete including days of field work (data collection) in Dadaab, Kakuma and Nairobi, briefings with the project team and senior management team, report writing and presentation.
    On the basis of the proposed mission duration laid down in these Terms of Reference, the Consultant must set up a work schedule for the performance of the service. Which will be reviewed by HI team.
    The work schedule must clearly specify the manner in which the Consultant will approach the activities required to perform the service. (number of FGD and KIIS conducted, etc.)
    Methodology:
    The consultant will use a range of methodologies that shall be participatory, inclusive, and child-friendly and ensure the participation of all key stakeholders. Wherever possible, the data obtained should be triangulated to reach conclusions based on a thorough analysis
    The survey will amongst others consider:

    Desk review of the project documents – Proposal document including the Log Frame, M&E plans, project quality frameworks, HI AGD intersectionality etc.
    Quantitative methods including well-developed survey tools (questionnaires) to be administered to sampled beneficiaries
    Qualitative methods through a thorough analysis of information gathered from interviews, focus group discussions etc.
    Primary data and data analysis process will be disaggregated by the disability, gender and age parameters.
    Beneficiary friendly approaches and tools as per the age, gender and disability policy provisions.

    All data collected should be disaggregated by sex, age and disability
    The schedule must indicate the progress and/or the standard of service performance, including the criteria and/or indicators to check that the service provision is proceeding smoothly.
    REPORT
    HI aims at ensuring data is well captured and disaggregated in terms of representation across:

    Age: 0-11 years; 12-17 years; 18 and over
    Gender: Male and Female

    Disability: Visual impairment, Hearing impairment, Speech Impairment, Psychosocial and Cognitive disability, Physical disabilities.
    The report therefore should consider AGD analysis, how the intersectionality of Age, Gender and Disability affect individuals/community members, in terms of exacerbating their protection risks, and also to verify the causal relationship between the protection vulnerabilities and disability.
    The report is to be presented in English language, in consideration to HI branding practices that will be provided upon commencing.
    The submission date of first draft is 21st April, thereafter, the consultant will incorporate feedback from HI technical team, and a presentation to HI project team upon completion.

    Project Background: 
    The GIZ/SNV implemented project aims at supporting scalable, innovative business cases using renewable energy services and technologies for irrigation, cooling and drying to improve production and livelihoods of smallholder farmers in the dairy and horticultural value chains in Ethiopia, Kenya and Uganda. All three East African countries have comparable agroclimatic and socio-economic conditions and they share similar challenges in terms of smallholder development. However, the current status of the Productive use of energy (PUE) markets in the target countries is different. Ethiopia is a focus country and useful “test case” of the project because interventions in this country will have a high impact in terms of persons reached and poverty reduction, and because it faces “typical” challenges for developing economies and climate change resilience. There is a high potential to transfer encouraging experiences with sustainable energy applications for productive use from Kenya and Uganda to Ethiopia.
    Job Description
    The objective of the Assignment :
    During the initial inception phase of the project, the ground will be laid for an informed and targeted support of selected PUE technologies and related business cases for the horticulture and dairy value chains with high impact on smallholder farmers and their livelihoods based on a needs assessment for these value chains. The baseline study and the market assessment (hereafter the assignment)   comprises of two tasks:

    A baseline study, w

    hich will provide necessary information to measure impact and results at the end of the project; and

    A market assessment, which will provide market intelligence including gaps for possible interventions in the market.

    Scope of Work:

    Qualifications
    Consulting Team Composition & Qualification
    The Assignment will be undertaken by an international consulting firm with sound experience in conducting similar assignments in developing countries, preferably in Africa. Since it is a multi-country assignment the international consulting firm either has to showcase/prove that the firm present on the ground or show proof of collaboration with one or more local firms/ individual consultant in each country who have on the ground presence (MOU or agreements must be annexed in the proposal in the case of a local firm or consultant to be considered).
    The Consulting firm for this assignment should possess the following minimum competencies and qualifications:

    The consulting firm should have at least 5 years of proven experience in conducting development research, evaluations, and collecting and compiling data for studies and research

    National Consultants (Ethiopians/Kenyans/Ugandans)

    Development Programme Expert (60 days) – with a master’s degree in agricultural economics, the management or another relevant field and a minimum of 12 years experience in the development field, including in conducting development studies including baseline study/assessment, program evaluation, and review, in the context of international development in Ethiopia/Kenya/Uganda. English and local language proficiency is a must.
    Rural Energy Expert (60 days) – with a master’s degree in engineering, economics, management, or another relevant field and a minimum of 12 years experience in the development field in Ethiopia/Kenya/Uganda, including in conducting baseline study/assessment, development program evaluation and review, with significant hands-on experience in the
