    The IRC Kenya was registered in Kenya in 1992 and has been implementing refugee assistance projects in Kakuma and Hagadera refugee camps focusing on providing primary healthcare services, targeted nutritional services, quality reproductive health, and HIV related services, as well as the protection and empowerment of women and girls. 
    IRC Kenya works is situated in Nairobi (with sub offices in Pangani, Kawangware and Rongai), Kakuma refugee camp, Hagadera refugee camp and Lodwar. With a staffing base of 355 national staff and 1053 auxiliary staff.
    For the last 5 years, the funding that the Country program has been receiving has reduced significantly, while the needs of our clients have increased, hence the country program has had to maintain quality service delivery with a minimal staffing base.  This has therefore necessitated the need to conduct a workforce/functional assessment in order to determine the staffing needs of the organization.
    2. PURPOSE OF CONSULTANCY  
    The purpose of the consultancy is to conduct a workforce assessment, and use the results of the assessment to provide strategies that can help the IRC close the gap between the current workforce and the workforce needed to support IRC’s mission and vision and to facilitate decision making of IRC Kenya senior management team in regards to the workforce gaps of the country program. The Consultant will be expected to complete a series of deliverables outlined in the Terms of Reference. This document defines the overall objective of the consultancy, the expected outcome and activities, timelines and reporting for the workforce assessment consultant.
    3. OVERALL OBJECTIVE OF THE CONSULTANCY
    Analyze the current workforce, business processes and forecast our present and future workforce needs based on the current client demands, recommend a fit for purpose and an optimal structure and ways of working/culture for IRC Kenya in alignment with IRC’s vision and within budget parameters.
    Specific Objectives
    a) Review expectations of IRC Kenya and make recommendations about priority functional focus.
    b)Review all current roles and look at the optimum way these can be organized to be more effective and efficient.
    c) Review Diversity in the Country office and across various departments
    d) Recommend proposed new ways of working including essential behaviors and approaches, and communication mechanisms to support the structure.
    e)Recommend structural options within clear budget parameters including reporting lines.
    f) Review the current skill mix and staffing complement based on the perspective of the Roadmap/ Strategic Framework to determine if there are gaps between the required and available workforce.
    g) Develop an implementation plan for the suggested changes.
    4. Expected outputs
    The consultant will be expected to deliver a concise and action-oriented report, detailing the findings and recommendations of this exercise, including:

    The scope of the exercise and process followed (inc. criteria, methodology, information and data sources, supporting and reference documentation)
    An overview of the existing organizational structure, its challenges and any proposed changes
    An implementation plan for the proposed changes.

    5. Activities
    The consultant will conduct the review in coordination with IRC Kenya’s Senior Management Team and the Human Resources department. Activities will include but will not necessarily be limited to the following:

    Review of IRC strategies at the global and Kenya levels
    Discussions with the SMT to understand and decide on current strengths and weaknesses and  urgent areas for review
    Prepare a work plan within two weeks of deployment
    Review information on the existing structure and functions of each department
    Interview current a sample of role holders, supervisors, managers to understand the practical application of the responsibilities
    Analyze and evaluate the current roles and determine the need as regards to demand

    6. Location of the review
    Nairobi with visits to the field offices in Lodwar, Kakuma and Dadaab where possible due to travel restrictions in the camps locations.
    7. Timeline of the review
    A reasonable review timeline will be agreed upon with the consultant, as per workplan that will be agreed upon.  
    8 Reporting
    The consultant will produce and present to the Country Director and the HR Coordinator, a final report detailing the findings, recommendations and an implementation plan.
    Qualifications

    Masters/Degree in human resources, organization development, or similar from a recognized institution.
    Evidenced experience in conducting a functional/organizational review and/or workforce assessments for a similar organization (Integrated programming with significant health interventions).
    Ability to undertake activities in a participative and consultative manner, ensuring counterparts and stakeholders actively participate and develop understanding and ownership
    Experience in, and knowledge of IRC programs would be an added advantage
    Advanced certification in development of pay and benefits structures would be an added advantage

    Objectives
    The objectives of this assignment are:

    To carry out assessment detailed tax audit of COVAW’s accounting, operational and administrative functions and identify ALL tax and legal obligations in line with Kenya’s tax legislation that COVAW as an NGO should be adhering to;
    To address and mitigate any non-compliance to tax legislation within an agreed time period.
    To identify gaps in practice, develop systems and procedures to ensure compliance on required interventions in addition to developing day to day procedures, aimed at ensuring COVAW’s tax compliance at all times;
    Undertake the process to obtain any applicable tax waivers including tax exemption certificate for COVAW from the Kenya Revenue Authority(KRA).

    KEY DELIVERABLES
    The tax consultant is expected to deliver three (3) key deliverables, at the end of the assignment:

    A report on the findings of the tax assessment, as well as a tax compliance certificate from KRA;
    A handbook on accounting and administrative processes that require tax compliance based on recommendations from the assessment and how this should be applied;
    A tax exemption certificate for any applicable waivers or exemptions that may be available to COVAW.

    GENERAL
    The tax consultant will be given access to all legal documents, correspondence and any other information that may reasonably be deemed necessary to enable him/her to carry out the assignment. This should include, but not be limited to, copies of all organisational policies, copies of the previous annual audit reports, and the relevant finance management and procurement guidelines.
    Duration of the assignment
    The assignment shall be completed within one (1) month from the date of commencement, as well as ongoing support for one year.
    Qualifications of the consultant/firm
    The individual/firm MUST meet the following qualifications to be considered;

    Demonstrate that the firm holds the requisite knowledge, skills and competencies required to perform its responsibilities with due professional care.
    The firm must have been in operation continuously for the last seven years carrying out taxation duties in Kenya. **
    The firm must be registered in Kenya and adhere to all legal requirements to operate in Kenya. **
    The firm must be registered by the relevant regulating body registered in Kenya. **
    The firm and staff must be independent of COVAW.**

    Key Deliverables
    The consultant will complete and submit the final report and simplified version of the report capturing an in-depth analysis of the findings from the study. The study is expected to (but not limited).

    Review legislation, regulations, and policies relating to public order management in Kenya, to establish compliance with regional and international human rights treaties and standards
    Outline, establish and compare public order management in other jurisdictions with a view to establishing comparative best practices in public order management

    Review complaints handling mechanisms at IPOA, IAU and KNCHR on policing misconduct in public order management
    Appraise the legal framework on the right to protest and assembly online.
    Document case studies on patterns of police restrictions to the right to protest

    Main tasks:
    The consultant shall be required to:

    Develop a table of contents (template) for the research report and its simplified version
    Conduct interviews with key informants i.e., justice centres, human rights defenders, enforcement agencies, police, journalists, and other relevant organisations
    Develop and submit a draft report indicating findings from the study
    Participate in the report validation workshop with stakeholders

    Time Frame
    The assignment should be completed within 4 weeks. The consultant shall be engaged for a period of 20 working days in accordance with the research and work plan for this project.
    Required Qualifications
    Essential

    Bachelor’s degree in law, human rights, or any other relevant social science
    Demonstrated knowledge of national, regional, and international human rights legal frameworks and right to protest.

    Scope Of Work

    Background and Justification
    The Government of Kenya is in the process of developing an integrated civil registration, vital statistics and identity management system as conceptualized under the National Integrated Identity Management System (NIIMS). The United Nations Legal Identity Agenda (UN LIA) Taskforce, led by UNICEF Kenya, is working closely with the Government to ensure the integrated identity management system in Kenya is aligned to the UN LIA and that it complies with international standards, principles and recommendations including: article 6 of the Universal Declaration of Human Rights states that “Everyone has the right to be recognized as a person under the law”, article 7 of the Convention on the Rights of the Child which states that the child shall be registered immediately after birth and shall have the right from birth to a name and a nationality and the Sustainable Development Goal target 16.9 – “legal identity for all, including birth registration, by 2030”.
    In Kenya, under 1 birth registration coverage has been on the rise from 66.5% in 2017, to 73.4% in 2018 (Kenya Vital Statistics Report). The under 5 birth registration rate is reported in the 2014 Kenya Demographic and Health Survey (KDHS) as 66.9%, while the 2019 Kenya Population. Lapses in registration often mean that certificates, including birth certificates, are not issued by civil registration authorities in a timely manner. This, in turn, can deprive children of the opportunity to exercise their civil rights and access to services. There is notably a huge gap between birth registration and the number of persons actually having a birth certificate. The 2014 KDHS reported birth certificate coverage of 24%.

    Additionally, simply raising birth registration levels is not sufficient. There is need for concerted effort to enhance the quality of the civil registration systems to achieve universal coverage along with continuity, confidentiality and regular analysis dissemination of data. Universality of birth registration should also be considered with regional and county disparity in birth registration reported and 10 counties in Kenya having below 50 percent birth registration coverage therefore creating gaps in planning and inequity in service provision. At the same time, the registration process itself must be client friendly, easily available and accessible to all. Parents continue to face challenges of distance to the civil registration offices and repeat visits for application and collection of birth certificates. This results in additional costs and time wastage contributing to reluctance to seek these services.

    SDG Target 17.9 calls for support in building the statistical capacity needed for strong national civil registration systems. Such systems produce vital statistics, including those on birth registration, which are foundational for achieving sustained human and economic development. In Kenya, the department of civil registration has made effort to ensure annual production of the Kenya Vital Statistics Reports. However, the country still has a challenge of completeness of data and data quality concerns, coupled with conflicting birth and death registration and certification coverages from different data sources.

    Automation of birth registration and issuance of birth certificates is one of the internationally recommended practices that ensures an increase in certification of birth, and has been noted to increase the number of children, especially newborn babies, being issued with birth certificates. While discussions on automation of these services in Kenya started around 2017, Kenya is yet to fully automate the birth registration and certification processes, a critical strategy to enable integration and interoperability of the CRVS system with other registration of person’s and identity management systems. The Department of Civil Registration Services has digitized and uploaded 48 million civil registration records with the process of uploading into the Civil Registration and Vital Statistics Systems (CRVSS) ongoing. UNICEF supported the review of business processes of birth registration in 2017, which contributed to increased effort in digitizing and establishment of electronic database for civil registration data.

    It is within this context that UNICEF Kenya plans to support the Government of Kenya to fulfill the promise of universal birth registration, and a legal identity for every child in Kenya, by 2030 through accelerating effort at national and sub-national level, to not only increase birth registration coverage, but also certification through advocating for birth registration and certification as foundational to identity management in Kenya.

    Goal And Objectives

    The ultimate goal of the consultancy is to support the Government of Kenya ministries, departments and agencies in establishing an integrated identity management system guided by the UN LIA framework and to facilitate a coordinated UN response.

    More specifically, the consultant will provide technical and coordination support to UNICEF Kenya in its role as the lead and chair of the inter-agency UN legal identity agenda taskforce. Additional technical support will be provided to the Department of Civil Registration Services (CRS) to strengthen its system and policy framework to enable it to play its key role as the source of foundational data for implementation of the integrated identity management system (NIIMS) and to support UNICEF in delivering results for children in the area of birth registration.

    Specific Objectives

    To support UNICEF in implementing the Country Programme document priorities, as outlined in the annual Child Protection section workplan in relation to civil registration, within the broader framework of the UN LIA
    To coordinate the implementation of the UN legal identity agenda by providing the UN agencies, funds and programmes with technical support to implement the UN LIA workplan and projects.
    To provide regular liaison with the Government of Kenya ministries, departments and agencies involved in the implementation of the integrated identity management system, with particular regular contact with the Department of Civil Registration Services (CRS) and the National Integrated Identification System (NIIMS).
    To provide technical support to on civil registration in strengthen the enabling environment (policy, strategy and financial) for accelerated effort towards realizing universal coverage of births and death registration and certification and the implementation of a national identity management agenda guided by the UN LIA principles and recommendations and in a collaborative manner.
    Contribute to resource mobilization efforts for the country’s implementation of the UN legal identity agenda.

    Overall, the consultancy will contribute to the below strategic objetives for the UN and UNICEF Kenya:

    UNDAF Outcome 2.7.1 – Strengthen civil registration, vital statistics and identity management systems

    UNICEF Kenya Country Programme document – Output 3.3. Strengthen CRVS system to offer universal birth registration in Kenya
    Activities and Tasks

    Provide technical and coordination support to UN LIA Taskforce in the implementation of the UN legal identity agenda in Kenya and implementation of the taskforce workplan
    Act as a liaison between key civil registration and identity management stakeholder institutions and the UN to facilitate collaboration in the implementation of UN LIA , ensure implementation and follow up on agreed activities and action points.
    Provide technical support to the UN LIA taskforce and ensuring finalization of the work UN – Government of Kenya UN LIA Operational Framework
    Support resource mobilization and donor engagement for UN LIA in Kenya (e.g. donor roundtable) and for the UNICEF child protection programme; identify new opportunities for resource mobilization and contribute to donor reports
    Technical assistance to UNICEF in implementation of UNICEF supported civil registration initiatives at national or county level, including provision of technical support for Zonal Offices
    Development of training material for capacity building of CRS and other stakeholder institutions technical and functional staff on accelerating birth and death registration services and deliver trainings as needed
    Provide technical inputs, review reports, facilitate meetings and consultations at national and county level for the KAP study on birth and death registration
    Provide technical support for the development of the communication material on the implementation of an integrated civil registration, vital statistics and identity management system
    Contribute to strengthening the UN LIA legal framework through support to CRS and stakeholder institutions (those working closely with CRS) in the development/review of policies, regulations, guideline, standard operating practices (SOPs) or strategic plans
    Contribute to the legal review of Huduma Bill 2020 and/or the Huduma Bill regulations (as part of the support to the legal review sub-committee) and the public participation process
    Provide technical input into the mid-term review of CRS Strategic Plan 2018 to 2022 – based on the capacity assessment report
    Contribute to the analysis of the KVSR to ensure analysis of UNICEF key monitoring indicators of Under 5 birth registration and certification coverages
    Contribute to UNICEF mid-year/year end reports (RAM, SMQ etc.) and UNDAF planning and reporting processes relating to Civil Registration/UNLIA and contribute to the Situation Analysis and the preparation of new Country Programme
    Contribute to the implementation of the Child Protection annual workplan, in areas as per mutual agreement.

    Work Relationships

    The individual contractor will work under the direct supervision of the Child Protection Specialist but under the overall technical guidance of the Chief of Child Protection Section. H/She will work in close cooperation with the communications for development (C4D) team in supporting the KAP study on birth and death registration and the development of the communications materials. Social Protection team will provide support with contribution to the KDHS and review of the development of the budget briefs. The function will require close cooperation with several other UN agencies who are part of the UN Legal Identity agenda task force and engagement with the UN Economic Commission for Africa UNLIA team.

    Deliverables

    The Deliverables For The Consultancy Are

    Development of a workplans (for entire period and a more detailed 3 month workplan; UNLIA workplan)
    Monthly for UNICEF and bi-monthly UNCT updates
    Minutes and reports for the UNLIA TF and other coordination meetings. Specifically, the below minutes/reports:
    Report on the review of business processes and linkages between the registration of persons and identity management systems
    Donor round table meeting report
    UN LIA Operational Framework approved by the UN LIA Taskforce
    Multi-year resource mobilization plan for the implementation of the UN LIA operational framework and resource mobilization and donor reporting documents
    Capacity building materials including a module for accelerating birth registration for children with disabilities and children in institutions, and deliver/coordinate virtual/face to face training sessions as needed for government, UN and CSO staff as required
    Communications materials and key messages approved by the UN LIA Taskforce and the Ministry of Interior and Coordination of National Government
    CRVS Advocacy and Communications Strategy approved by the National CRVS Technical Working Group (to be annexed to the mid-term review of the CRS strategic plan)

    The mid-term review of the CRS Strategic Plan

    APHRC invites applications on consultancy to conduct public speaking training to a group of APHRC staff.
    The purpose of the training is to equip a group of APHRC staff with public speaking skills to enhance their capacity to effectively deliver ideas as they engage with different stakeholders (partners, donors, policy makers, conference participants, colleagues) in diverse settings.
    The training is intended to take four days, of 3-4 hours each.
    Scope of Work

    The organization is implementing a social economic and civic empowerment project which is a Human Rights Based Approach (HRBA) project funded by ForumCiv, whose overall goal of this is to contribute to the reduction of poverty through socially and economically empowering poor and vulnerable women and girls to access and claim their rights for sustainable change at an individual, community and national level.
    The project is implemented in Kajiado County, but also targeting to strengthen one Community Based Organization (CBO) in Nairobi County.
    It aims at strengthening civil societies by focusing on the CBOs that had already been created in the previous phase. This is to facilitate them to develop advocacy messages, Action Plans and memoranda which they can present in public participation forums and to duty bearers for action. The CBOs are expected to carry out advocacy activities to ensure their priority needs within their areas and other human rights issues affecting them are addressed.
    In order to ensure the CBOs, have the capacity to carry out the advocacy activities, HiH EA wishes to develop an advocacy strategy for the project.
    Objectives of the Assignment
    This call therefore seeks to attract the services of a consultant to develop an advocacy strategy for the project. The consultant will also carry out a training on the advocacy strategy developed, for 5 days to 15 staff and 15 Community Based Organizations (CBOs) leaders.
    The advocacy Strategy should consist of the following:
    Background and situational analysis: An assessment of the rights issues and use them to develop the strategy i.e. what the problem is; why advocate on the issue.
    Goal: long term aims to contribute towards like SDG 4

The program adopted new approaches to monitoring and documentation during the election cycle, focusing on public participation at the county level.

    PROJECT NAME: Empowering Communities for Accountable Governance and Expansion of Democratic Space- The goal of the project was to develop an empowered citizenry base at the grassroots, who actively act as oversight watchdogs over the performance of their leaders. The project aimed at educating the ordinary citizens on their rights such as rights to social services, participation in the formulation of county budgets and plans among other things as contained in the constitution and other relevant statutes to empower them with the knowledge base to hold their leaders to account for their actions, for example, giving a progress card in relation to planned activities as outlined in the County Integrated Development Plan, identify undemocratic actions from state actors for example, clamping down on protests thus impeding on freedom of association and expression, and resist attempts to curtail their democratic space. This resistance could be through community action teams’ (CATs) peaceful demonstrations, and public petitions among other homegrown solutions.

    APPROACH AND METHODOLOGY
    The consultant shall gather information from a variety of stakeholders, including, but not limited to management and staff at IFA and beneficiaries of the project. Other donors funding the organizations and other national and international organizations with knowledge of IFA will also be contacted.
    1. DATA COLLECTION AND ANALYSIS:
    The organization of the fieldwork and methods of data collection and analysis will be informed by the Terms of Reference and more specifically by the specific objectives of the review. The general evaluation approach shall be hinged on triangulation of data sources, methods, and tools in obtaining data that form the basis of the findings to be presented in the report. Primary data shall be collected from a wide spectrum of project stakeholders.
    2. QUALITY STANDARDS
    The consultant shall strive to back findings and conclusions by reference to evidence. The representativeness of findings will be commented on
    IFA will be allowed to comment on factual errors in the report before the final submission. The consultant shall apply ethical standards related to matters such as confidentiality of informants, sensitivity regarding the handling of information and respect towards staff and beneficiaries of the program.CONSULTANT TERMS
    IFA shall be responsible for selecting the consultant in line with procurement guidelines in part III of the agreement and submit to the embassy for approval. The formal contract shall be between IFA and the consultant.
    The consultant is expected to quote for professional fee. IFA shall cover all costs for travel and meetings pertaining to this research.

    Proven experience in evaluation of NGO donor funded projects. Experience in evaluation of Norwegian funded projects is an added advantage.
    At least five years of working experience in M&E related issues and/or development context

    Desirable attributes:

    Formal training in monitoring and evaluation will be an added advantage
    Good management and co-ordination skills, and experience on technical project implementation

    Project background
    SNV Kenya/Netherlands Development Organisation (SNV) and Kenya Agriculture and Livestock Research Organisation (KALRO) – in collaboration with County Governments, are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes in Kenya’s ASAL project or action. The project’s lifetime is from 1 January 2021 – 31 December 23, and it works in the Counties of Narok, Kajiado and Taita Taveta. The project is funded by the European Union and the Government of the Kingdom of the Netherlands.
    The project’s overall objective of the project is, livelihoods of agro-pastoralists communities (including women and youth) is enhanced through improved forage production and livestock husbandry, building on commercialization of climate smart innovations and sustainable landscape management in Taita Taveta, Kajiado and Narok counties. 
    The project has three main objectives:

    To increase resilience of agro-pastoralists and SMEs against climate shocks by upscaling of appropriate grazing and feeding innovations.
    To increase capacity of county governments to implement climate resilient integrated landscape management strategies and plans to support agro-pastoralist communities.
    To improve capacity of county governments to develop local strategies/frameworks for drought resilient sector development compliant with national policies.

    A key objective of the IFAL-Malisho project is to increase the capacity of County Governments involved in the projects and actors to implement climate resilient integrated landscape management strategies and plans, to enhance resilience of Agro-pastoralist communities. This requires amongst other things, improving the enabling environment, sustainable use of strategic resources at landscape level, strengthening joint planning and knowledge base of the various actors such as the County Government, community landowner associations, conservancies and group ranches, civil society, and private sector players. The project aims at working towards sustainability of the interventions by strengthening integrated landscape and grazing management, drought resilient feeding policies and strategies.
    Job Description
    Scope of Work 
    Purpose of the study:
    The project is seeking a consultant to undertake a reconnaissance study into the status of landscape management and drought resilience feeding/grazing strategies in selected sites of rangelands in the project areas. It is expected to identify the associated support structures, best practices, and assess the existing gaps in the capacities of County Governments and stakeholders to implement jointly and coordinate climate resilience integrated landscapes management strategies and plans to support Agro-pastoralist communities.
    The study findings will guide the project in the development of planned capacity development interventions aimed at

    Strengthening the County Governments’ and stakeholders’ capabilities to solve gaps in coordination and joint implementation. 
    Strengthening County Governments and communities’ capabilities to develop landscape management plans and grazing agreements that are owned, accepted, and enforced by all stakeholders through participatory decision making and targeted communication.
    Support integration of landscape management approaches into relevant County Government plans and policies such as the CIDPs and cross -border plans.
    Adoption of gender equitable practices that allow for inclusion of women and youth in landscape   management.
    Support the adoption of participatory approaches in landscape and grazing management and drought resilient feeding strategies by County Governments, communities, and other stakeholders.
    Provide the baseline for continuous monitoring and evaluation of progress and help create a solid foundation for planning, implementation, and sustainable results.

    The Objectives of the Study

    Establish the context of landscapes management and drought resilience feeding systems in selected rangelands in the IFAL Malisho project sites in Taita, Kajiado, and Narok.
    Find out the status of county government and community based harmonized grazing arrangements and herd mobility strategies and identify prevailing gaps and any best practice for benchmarking and upscaling.
    Establish the duty bearers, and status of management systems and structure responsible for the oversight, and technical support for landscape management and their functionality. Undertake an analysis of existing gaps of actors’ capacities in the coordination of integrated landscape and grazing management in the three counties.
    Identify the existing County policy and legal frameworks responsible for safeguarding an enabling environment for harmonized integrated landscape and grazing management systems, including drought resilience feeding systems. Identify existing policy gaps and propose a strategic entry point for policy interventions to contribute to sustainable landscape management systems and structures.
    Assess the status of the inclusion of women and youth, identify their roles, and make recommendations on ways to enhance their role in landscape management strategies.

    Deliverables
    The following deliverables will be achieved:

    A draft gap analysis report with specific County sections covering the scope of work described above and a power point summarizing the main findings and recommendations and capacity building plan.
    A final-draft report or reports after incorporating feedback from SNV and KALRO on the first draft report
    A multi-stakeholder validation workshop in each County for presentation of the final draft report and discussions. The discussion feedback shall be included in the final report(s) as workshop proceedings.
    A final report or reports edited and presented as per the requirements and standards of SNV Kenya.

    Qualifications

    At least a master’s degree in any of the following disciplines: Environmental studies, Rangeland Management, Agricultural sciences, Climate Change, or land-use Planning.
    Preferably a minimum of ten (10) years relevant professional experience in the studies on Natural Resource Management programmes, policy formulation, and capacity development.
    Prior demonstrated experience in undertaking similar studies and evidence of reports of the studies undertaken.
    Extensive knowledge on the principles, and practices of sustainable range and landscape management in the context of pastoralist societies, herd mobility, resilience building, and sustainable utilization of natural resource.
    Knowledge and experience of instruments applied in integrated landscape/rangeland management such as the development of land use plans and grazing/herding agreements.
    Knowledge and hands-on experience of working with county governments as well as participatory approaches for engaging communities with a focus on ASALs.
    Knowledge/hands on experience in undertaking studies on collaborative approaches for the management of shared natural resources, such as trans-boundary grazing resources and water bodies.
    Experience in gender mainstreaming and youth inclusion in landscape management.
    Experience in capacity assessments and development of capacity development plans
    Proven ability for teamwork, facilitation, presentation, communication, and client orientation.

    Practical and hands-on attitude/experience as regards implementation of good rangeland-oriented landscape management practices in ASALs.
