    Qualifications

    Undergraduate or master’s degree and at least 3–5 years of work experience after completing your undergraduate degree

    About Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes Kenya’s ASAL project
    SNV Kenya (SNV) and Kenya Agriculture and Livestock Research Organisation (KALRO) – in collaboration with County Governments – are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes Kenya’s ASAL project (ICSIAPL) project which is implemented under the EU Development Smart Innovation through Research in Agriculture (DeSIRA) action. The project’s lifetime is from 1 January 2021 – 31 December 2023. The project works in the Counties of Narok, Kajiado and Taita Taveta and is funded by the European Union and the Embassy of the Kingdom of the Netherlands.
    The project’s overall objective is to improve livelihoods of agro-pastoralists communities (including women and youth) is enhanced through improved forage production and livestock husbandry, building on commercialization of climate smart innovations and sustainable landscape management in Taita Taveta, Kajiado and Narok counties.
    The project has three main objectives:

    To increase resilience of agro-pastoralists and SMEs against climate shocks by upscaling of appropriate grazing and feeding innovations.
    To increase capacity of county governments to implement climate resilient integrated landscape management strategies and plans to support agro-pastoralist communities.
    To improve capacity of county governments to develop local strategies/frameworks for drought resilient sector development compliant with national policies.

    Job Description
    This assignment  will contribute to the  realization of Strategic Objective 3 highlighted below: :
    Increased capacity of county governments to implement climate resilient integrated landscape management strategies and plans to support agro-pastoralist communities.
    Outputs:
    Output 3.1. County governments create capabilities to solve gaps in coordination and joint implementation
    Output 3.2 Counties coordinate on harmonized grazing arrangements based on feed inventories and common strategies for herd mobility
    Output 3.3. County governments and communities able to develop landscape management plans and grazing agreements that are agreed, accepted and enforced by all stakeholders through participatory decision-making and targeted communication.
    The  project recently studied the status of the landscapes  including  capacity gap assessment of coordination of  implementation of integrated landscape management and drought resilience feeding strategies in Narok, Kajiado and Taita Taveta Counties. The study has identified various gaps  related to Integrated Landscape Management. In this regard, the  project  seeks to engage  engage  consul-ants with landscape expertise to build capacity of  the county technical teams and landscape organizations (group ranches, conservancies, land owners associations, Water Resources  Users Associations) in the rangeland eco- systems in the 3 Counties.. The support will focus on development of inclusive landscape strategies and capacity building action plans including implementation of proven sustainable intervention models that will  address existing gaps  identified in the landscape study, and priorities proposed by echo-system actors during the stakeholder validation consultation sessions.
    Purpose of the Assignment
    Based on the  findings and recommendations of the capacity gap assessment study and validation workshops, the consultant will  support landscape actors in the counties to prepare an inclusive capacity development interventions that:

    Strengthen the county governments’ capabilities to address gaps in coordination and joint implementation
    Strengthen county governments and communities’ capabilities to develop landscape management plans and grazing agreements that are agreed, accepted, and enforced by all stakeholders through participatory decision making and targeted communication.
    Support integration of landscape management approaches into relevant county government plans and policies such as the CIDPs and cross -border plans.
    Enhance adoption of gender equitable practices that allow for inclusivity of women and youth in the coordination and joint implementation of integrated landscape and grazing management.
    Enhance adoption of participatory approaches in landscape and grazing management and drought resilient feeding strategies by county governments, communities, and other stakeholders.
    Serve as a continuous monitoring and evaluation of progress against relevant project indicators and help create a solid foundation for long-term planning, implementation, and sustainable results.

    Scope of work
    The consultants will facilitate the development of county specific inclusive landscape strategy and capacity building action plans informed by  findings and recommendations from gap analysis   study and  stakeholder validation  with a deliberate focus on gender and social inclusion and climate change resilience building. The region-specific action plans will include strategies of implementation drawn from recommendations, best practice and lessons learned elsewhere. The specific actions will target identified the rangelands of Taita Taveta, Kajiado and Narok and will include but not limited to:

      Review  the county gap analysis report and  consult with the  stakeholders on identified priority areas of intervention for the specified region.
    Jointly with county government facilitate the initial coordination agenda setting session to activate   joint planning in the implementation of  Integrated Landscape and Grazing Management (ILGM) and Drought Resilient Feeding Strategies (DRFS) for the specified region.
    Facilitate  participatory ILM strategy and capacity building action plan workshops involving both County government and stakeholders.  
    Conduct capacity development workshops of County and community landscape actors on  the development of landscape management plans and grazing agreements that will be  agreed and enforced by all stakeholders through participatory decision making.
    Build capacity of TOTs drawn from County technical teams & landscape organizations, community organizations in the development of Land use and grazing plans.
    Facilitate actors in developing targeted communication strategies  to promote adoption and ownership of agreed upon land use plans and grazing agreements
    Initiate interventions strategies with identified project partners; (conservation organizations, group ranches, WRUA,) on landscape use plans and grazing agreements.
     Facilitate agenda setting for key policy issue for intervention for the landscape.

    Deliverables

     Specific County integrated landscape management strategy
     Capacity building action plan with a clear road map of implementation strategies with specific relevant and achievable interventions for the region
     Capacity development program and training materials
     Report of the landscape actors multi-stakeholder forum for agenda setting and validation of landscape strategies and ecosystem capacity building plan.
     Templates of relevant tools used in the development of grazing and land use plans for adoption by participating actors
     Prioritized policy issue for landscape actors dialogue with policy makers.

    Qualifications
    Education
    Landscape based organizations with a diverse team with expertise/advanced degree from recognized university education in the fields of Natural resource management, Range management,Dry land resource Management, Environmental science, and conservation.
    Work experience

    Minimum ten (10) years of experience in Range-land Management, Natural Resource Management interventions and development of inclusive landscape management strategies and capacity building action plans.
    Experience working in Arid and semi-Arid areas in assignments related to integrated Landscape Management.
    Proven work experience and/or knowledge in the implementation of proven sustainable landscape management interventions models in Narok, Kajiado and Taita Taveta counties or similar semi-arid environments.
    Good understanding of and experience with the participatory approaches in landscape & grazing management and drought resilient feeding strategies in the context of pastoralist societies, herd mobility, resilience building, and sustainable utilization of natural resource.
    Proven expertise and experience in carrying out participatory capacity building to technical teams and landscape organizations/actors as TOTs within the range-land ecosystem.
    Proven expertise and Experience in working  with County government and Community organisations in agenda setting for key policy issues for interventions    on natural resources and Landscape Management with a focus in ASALs,
    Experience in facilitating the development of targeted communication strategies that promote adoption and ownership of land use plans and grazing agreements
    Experience and understanding of the role of women and youth in integrated landscape management
    Experience in facilitation of multi stakeholder engagement.

    International Consultancy on Implementation of Care Reform Strategy

    Background and Justification
    In 2020, the Ministry of Labour and Social Protection (MoLSP), led by one of its agencies, the National Council for Children Services (NCCS), embarked on the process of developing a care reform strategy that will guide the country in implementing a Care Reform Agenda. The strategy is developed through a process of consultation with wide range of stakeholders and has been informed by learnings from other countries that are successfully implementing the care reform. The development of the Kenya National Care Reform Strategy for Children is a result of an over 10-year efforts by the Government of Kenya to put in place laws, policies and regulatory framework that will promote the shift in practice from over-reliance on institutionalized care of children without parental care or at risk of separation to more use of family-based and community-based care for such children.
    Kenya’s population is estimated to be 49.6 million with children between 0-18 years accounting for 49 per cent, and adolescent 10-19 years constituting up to 24 per cent. The 2012 Social Protection Sector Review Report indicates that there are 3.2 million orphans and vulnerable children (OVC). The official number of children in private residential care known as Charitable Children Institutions (CCIs) is 45,000 as of 2015 with an estimated 1,500 children in the 29 government statutory institutions (SCIs). The government statutory institutions include remand homes, rehabilitation homes and rescue centres. Important to note is that there is no mechanism in Kenya to capture real-time data of children in these institutions and therefore the official number keep fluctuating and the actual number of children in these institutions is not known. Efforts are currently being made by the government and partners to have these institutions use the Child Protection Information Management System (CPIMS) to capture real-time data of children in the institutions including when they are admitted and exited.
    At the onset of the COVID19 in Kenya in March 2020, a directive from the Ministry saw about 13,000 of these children being released back to their families or alternative families leaving an estimated 26,000 children in both CCIs and SCIs. During this time, a total of 1,351 were estimated to be with some forms of disabilities with 757 (416 girls, 341 girls) being released to families while 594 (303 boys, 291 girls) remained in either CCIs or SCIs. With the opening of schools for some students in November 2020 and all children in January 2021, many of the children that were released back to their families or alternative family care arrangements have returned back to these institutions in order to access education. As such the current number of children in both CCIs and SCI is currently not available.
    Over the last years, Kenya has put a lot of efforts and has shown commitment to embracing family-based care for children including orphans and vulnerable children moving away from residential care of children. For instance, in 2004, the Government of Kenya initiated a Cash Transfer programme for OVC (CT-OVC) to support families to cope with the increased burden of caring for OVC as part of efforts to prevent separation of children from their families and communities. As of 2018, the CT-OVC programme was reaching an estimated 1.2 million OVC. In 2005, the Government of Kenya developed Regulations on Adoptions and also for Charitable Children Institutions (CCI). Other recent programmes include the Presidential Bursary programme for children whose families are unable to pay for their school fees, the universal health care services including expansion of National Hospital Insurance Fund coverage, the free/subsidized primary and secondary education, among others. Funds and personnel in government agencies such as Department of Children Services (DCS), National Council of Children Services (NCCS), Child Welfare Society of Kenya (CWSK) and Street Families Rehabilitation Trust Fund (SFRF) have also been increased for better protection and care of children including those without parental care.
    Along with these national level efforts, the government, with support of partners has been implementing care reform in four demonstration counties (Kilifi, Kisumu, Murang’a and Nyamira) with an established learning agenda to demonstrate, document, share and model for other counties as well as to develop additional implementation tools where gaps are identified.
    In early 2020, the government with support of UNICEF and a number of Civil Society Organizations (CSO) also started the process of developing a National Care Reform Strategy. The strategy recommends a 3-phased approach running across 10 years. It also recommends a clear national management structure to oversee the implementation of the recommendations in the Strategy which includes (i) a National Steering Committee, (ii) a Technical Advisory Committee, (iii) a Care Reform Coordination Division within the Ministry of Labour and Social Protection and (iv) a Children and Young Persons Advisory Group. The Care Reform Strategy is almost finalized and the government is preparing to roll it out.
    UNICEF seeks the support of a technical expert to be seconded to the Ministry to support the government to roll out the implementation of the recommendations provided in the Care Reform Strategy.
    Scope of Work
    The consultancy contributes to UNDAF Strategic Results Area 2, Outcome 2.6. By 2022, marginalized and vulnerable people have increased access to and utilize social protection, and services for prevention and response to gender-based violence and violence against children.
    In the UNICEF Country Program Document, the assignment contributes to: Outcome 3 (Child Protection): Children and adolescents are increasingly protected from exposure to HIV and AIDS, violence, abuse, exploitation and harmful cultural practices, and benefit from increased access to prevention, care, treatment, support, justice and other services needed to ensure their physical, mental and social wellbeing. Output 3.3. Output 3.3: Increased number of sites offer birth registration services in target counties
    The proposed individual consultant will be seconded in the MoLSP to support the actual roll-out and implementation of the recommendations in the National Care Reform for Children Strategy, focusing on the recommendations outlined for Phase 1 of the implementation of the Strategy.
    Work relationships:
    On the UNICEF side, the consultant will work under the direct supervision of Child Protection Specialist with the overall technical guidance of Chief of Child Protection Section. The consultant will have direct technical discussions with C4D Section on the communication component and with Social Policy Section on social protection components required in this assignment
    Since the consultant will be seconded to the Ministry of Labour and Social Protection at the Care Reform Coordination Division, the consultant will be guided in his/her day-to-day work by the Head of the Coordination Division. Until such a Coordination Division is established, the day-to-day guidance will be provided by the Chief Executive Officer of NCCS based on a three-month rolling workplan jointly developed and agreed upon by SDSP, NCCS and UNICEF.

    Job Description

    Background Information
    The current consultancy is to carry out a Participatory Evaluation using the Most Significant Change (MSC) methodology to evaluate the impact of the Early Childhood Development (ECD) Parenting Project implemented by ChildFund International and its implementing partner , Kisumu Development Programme in Siaya County, Kenya titled “A Strengthened Partnership for Nurturing Care” from August 2018 to October 2021.
    Rationale for the Participatory Evaluation:
    The evaluation will employ a participatory approach to facilitate an ongoing process of empowerment and capacity development of intended beneficiaries (both parents/ caregivers and ECD practitioners) beyond the life of the project. The approaches provide an opportunity for stakeholders and beneficiaries to reflect on project progress, generate lessons learned and plan future priorities for ECD their relevant programs.
    Early Childhood Development is an evolving field of practice, varying between individual, context, and type of programming. As such, standardized indicators of progress or success often carry significant limitations in reflecting full and effective programing with young children and families. Participatory approaches allow us to engage stakeholders and beneficiaries in the evaluation process as partners, not only in data collection and analysis of change, but also in determining what kind of change matters most. Participatory evaluation findings will therefore be more valid as they are contextually appropriate and verified or endorsed with key stakeholders.
    Objectives
    The purpose of this assignment is to work in close coordination and consultation with ChildFund Kenya and implementing partner Kisumu Development Program to undertake the project’s participatory evaluation from the design and conduct of the data collection, as well as the generation of a the final Most Significant Change stories.
    The national consultant’s main roles will be to:

    Draft a plan for the participatory evaluation including the overall methodology design, tools, MSC story templates.
    Lead the technical coordination and facilitate the in-person data collection for six focus group discussions and one stakeholder workshop.
    Conduct data analysis and subsequent drafting of the MSC stories (no more than 1.5-pages each)

    Expected Deliverables
    The following are the main activities of the consultant:

    Review key internal and external documents to inform finalizing of methodology from, ChildFund’s Responsive and Protective Parenting Program model’s past project reports and evaluations, and Hilton’s program strategy, etc. 2 days
    Finalize the evaluation’s methodology. 1 day
    Data tools development and translation 2 days
    Participant Selection and preparation (facilitated by ChildFund Kenya staff) 3 days
    Training of enumerators on data collection methodology, tools, tools pre-testing, and finalization 3 days
    Lead Data Collection & Focus Group Facilitation 3 days
    Analyze Focus Group data and produce draft Stories of Change (6 stories) 4 days
    Lead Stakeholder Workshop to present Focus Group Findings 1 day
    Analyze Stakeholder Workshop data and incorporate findings into draft Stories of Change (6 final stories) 1 day
    Finalize Stories of Change at a maximum of 1.5 pages per story. 4 days

    This is a deliverables-based consulting agreement. The estimated number of days for the consultancy is 24 full days (excluding two days of travel).
    Payment process
    The consultant shall be paid for the successful completion of the deliverables in accordance with the following payment schedule.

    The Consultant’s compensation shall be paid within 30 days from receipt of a proper invoice unless otherwise specified.
    Payment will be made by electronic transfer unless otherwise specified. The payment shall be subjected to 5% withholding tax as required by the Law at the time of payment. The full costs include consultancy/professional fees, enumerators professional fees, field logistical costs (enumerators training, field data collection, transport, accommodation, and meals) for the entire assignment.
    Proposed Time Frame
    The participatory evaluation should take place between July 15th and August 15th, 2021, with the final stories submitted no later than August 16th, 2021.
    Scope of Evaluation
    The participatory evaluation will be undertaken in the 3 wards (Ugunja, Sidindi and Sigomre wards) of Ugunja Sub- County located in Siaya County.
    Evaluation Approach
    The evaluation will be done in line with participatory evaluation plan that will be developed in consultation with ChildFund Kenya and ChildFund International.
    Management and Coordination
    The key people that the consultant will be working closely with at ChildFund include:
    ChildFund Kenya team namely Technical Advisor-ECD, Child Protection Advisor, Communications Specialist, Monitoring and Evaluation Manager, Project Monitoring and Evaluation Officer, Project Coordinator and Kisumu Development Project staff. ChildFund International team specifically the Senior ECD Advisor, Senior Advisor Child Protection and Partnership and Grants Manager. The day-to-day management of the consultants is the responsibility of the Project M&E Officer in consultation with the Project Coordinator.
    ChildFund Kenya will support in the following:

    Provide access to documents and information needed to undertake the survey,
    Mobilization of respondents
    Provide day to day coordination of activities and as need arise,
    Pay the agreed costs for the assignments and as per the deliverables completed.

    Selection of Consultant
    Interested individuals and/or institutions are requested to provide, at a minimum:

    Their CV and CVs of all team members (if institution or team) highlighting relevant experience in documenting Most Significant Change Stories,
    Highlighting 5 or more years’ experience evaluating projects (baseline, endline, mid-term, participatory research) on Early Childhood Development, Education, parenting education, infant and young child nutrition, responsive caregiving, child rights and protection,
    A past writing sample of Most Significant Change stories (may include methodology applied) or a final assessment report,
    A financial proposal showing a detailed breakdown of all the costs involved for the entire assignment including logistical costs that include enumerators professional fees and field costs (enumerators training, field data collection, transport, accommodation, and meals) for the entire assignment, and
    Reference contact information of at least 2 individuals or institutions that have conducted research with the individual or institution in the past.

    The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally-driven efforts to increase the availability and utilization of high-quality health and education services. In line with USAID’s Journey to Self-Reliance (J2SR) framework, NPI EXPAND invests in new and underutilized local partners (NUPs) and strengthens their capacity to strategize, plan, and implement programs with USAID funds. Enhanced participation of capable local organizations to increase demand for and to deliver high-quality, high impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND will also catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.
    NPI EXPAND in Kenya
    In Kenya, NPI EXPAND will support locally driven solutions to increase access to and use of health services in Narok County. Specifically, the program will provide grants and tailored assistance to local organizations to implement context-specific approaches aimed at removing barriers to family planning. The activities will also promote continuity of services and mitigate the COVID-19 pandemic’s impact on routine health services. The primary beneficiaries of the program include adolescents and youth who are in- and out-of-school, women, men, and couples. While the NPI EXPAND program focuses on the health sector, this activity forms part of an integrated program that also advances livelihoods, food security, sustainable livestock raising, and conservation in the Mara Landscape.
    Purpose and Description of Consultancy:
    NPI EXPAND is seeking an accomplished consultant to facilitate participatory sessions with county government officials, USAID, implementing partners, nongovernmental organizations, and other key stakeholders to introduce them to NPI EXPAND and to elicit information on needs, gaps, and opportunities in health and family planning. This information will be used to refine project plans in grant making, capacity strengthening, and ongoing stakeholder engagement. The consultant will advise on the design of these sessions and will review session discussion guides, presentations, and other content. The project will provide technological, note-taking, logistical/administrative, and other support for these sessions. This consultancy will entail working closely with NPI EXPAND global and Kenya staff (hiring presently underway), USAID Kenya, and HQ personnel, government, and other stakeholders.
    Only applicants currently eligible to work in Kenya will be considered. Location for this consultancy is in Narok County or willingness to travel to Narok County is expected. While some facilitation will occur through online means, in-person meetings are also likely to be required, in line with COVID-19 and other safety and security protocols. The Facilitator Consultant will report to the NPI EXPAND Field Support Director and the NPI EXPAND Country Activity Manager, both based in Washington, D.C. This may shift when the project hires a Kenya team lead.
     Primary Duties and Responsibilities: 

    Design agendas, facilitation guides, presentation materials, and other meeting details in collaboration with NPI EXPAND team and USAID
    Facilitate participatory sessions with key stakeholders through online or virtual platforms and in-person meetings
    Review and provide inputs on meeting notes and other documentation
    Liaise with NPI EXPAND’s HQ staff, USAID personnel, implementing partners, and government personnel as needed

    Required Qualifications:

    Bachelor’s degree required, Master’s degree preferred
    Strong experience facilitating participatory sessions with officials and senior staff of government, donors, non-governmental organizations, and others preferred
    Adept facilitating online or virtual sessions as well as in-person meetings
    Strong experience designing interactive, participatory workshops
    Knowledge of health and gender issues a strong plus
    Familiarity with health, family planning, and development challenges in Narok County
    Fluency in written and spoken Kiswahili and English is required
    Experience working on USAID-funded or donor-funded projects strongly preferred
