    Job Description
    The Consultant paediatrician will be responsible for the clinical care of patients in the paediatric department and will report to the Head of department-Paediatrics. Clinical areas of coverage include management of acute Paediatric illnesses and emergencies, chronic illnesses and referrals, Infant and young child feeding as well as nutrition education for older children. Well-baby/well-child clinics for growth and development monitoring, and immunization tracking.
    Key Responsibilities & Duties

    Attending and managing acute paediatric cases and emergencies as well as chronic cases and referrals in the outpatient centre.
    Facilitating inpatient admission and follow-up diagnostics, review and management of patients in the paediatric ward and newborn unit.
    Conduct well-baby/Well-child consultations for growth and development monitoring, nutrition consultation and vaccination.
    Provide Clinical education to patients and caregivers on common childhood illnesses, childhood immunization and nutrition.
    Attend Newborn deliveries in maternity/Theatre department and follow-up care for all newborns until discharge from the hospital.
    Provide breastfeeding support and clinical education regarding newborn care for mothers in the postnatal ward.
    Organize and facilitate follow-up clinics for newborn patients.
    Ensure all necessary documentation as required is done in a timely manner and recorded as per the Hospital policies.
    Keep updated patients records in regard to acute or chronic illnesses, surgical procedures and other significant clinical encounters such as allergic conditions.
    Provide supervision to junior doctors through supervised patient reviews and clinical procedures, case presentations and continuous medical education.
    Keep abreast of advancements in Paediatrics and best clinical practices by attending seminars, conferences and relevant clinical meetings/CMEs
    Actively participate in all clinical and administrative activities at departmental and institutional levels such as Hospital clinical committees, clinical drills, audits etc.

    Requirements

    A Master’s Degree in Paediatrics and Child Health from a recognized University
    A Certificate of Registration from the Medical Practitioners and Dentists Board.
    A valid practising license from the Medical Practitioners and Dentists Board.
    At least 3 years of clinical experience as a Paediatrician with in-depth knowledge and experience in clinical diagnosis and management of paediatric illnesses and emergencies.
    Valid BLS & EPLS certification.
    Demonstrated professional competence and managerial capability as reflected in work performance
    Up to date knowledge of paediatric drug prescription standards and online prescription systems
    Excellent communication and problem-solving skills, patient and calm

    Job Description
    Reporting to the Policy Advisor – Women’s Economic Empowerment within the ESARO office and working closely with the WEE Analyst/Team Lead at the Kenya Country Office, the National consultant is responsible for implementing the programme “Engendering Fiscal Stimulus Packages and Recovery Efforts” which includes coordinating relationships with national partners and stakeholders, monitoring and reporting, and managing the finances. He/she will work under the overall guidance and support of the Regional Programme Coordinator, Gender and Economics in the Regional Office.
    Duties and Responsibilities
    Objectives of the assignment:

    Conduct a gender-responsive assessment of the fiscal and economic stimulus package adopted in response to COVID-19 in Kenya;
    Coordinate the advocacy campaign through engagement with decision-makers, CSO, academia and social media work on the gender-responsive implementation of COVID-19 fiscal stimulus and social protection packages;
    Coordinate the establishment of a reference team that will provide technical backstopping and oversight.

    Management of Kenya based Project:

    Act as a focal point for the program “Engendering Fiscal Stimulus Packages and Recovery Efforts Adopted in response to the COVID-19 Health and Economic crises” in Kenya;
    In collaboration with Regional Program Coordinator and other national focal points, contribute to the development of a workplan to operationalize the project;
    Lead the implementation of work plan activities in Kenya; 
    Monitor the project progress in Kenya according to the work plan and draft Kenya focused inputs to regional monitoring and donor reports;
    Coordinate the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
    Design and implement country advocacy strategy to influence agenda of key national institutions to engender fiscal stimulus packages;
    Establish a reference group of eminent professionals that will provide technical backstopping to the process.

    Technical assistance and advice on engendering fiscal stimulus packages:

    Apply and implement the applied policy guidance tool developed by UN Women to undertake an assessment of fiscal stimulus packages implemented at the country level from a gender perspective;
    To provide ongoing technical assistance and support to Government counterparts in Kenya in implementing those strategies including, conducting gender analysis of fiscal stimulus packages, organizing events to discuss and disseminate results and recommendations, support different stakeholders in the implementation of policy dialogues and advocacy strategies to promote recommendations to engender fiscal stimulus packages, and other technical support and advice as needed;
    To design, under the oversight of the regional, strategies to integrate gender in Kenya national fiscal stimulus package and recovery policies;
    To foster partnership and ongoing liaison with women-owned businesses in Kenya and facilitate dialogue and consultations between women-owned businesses and government counterparts;
    Provide technical assistance and support to Government counterparts in the process of piloting, implementing and adapting existing Gender responsive budgeting initiatives to integrate gender priorities in post-COVID19 recovery strategies.

    Capacity Building Initiatives for partners and other stakeholders:
    Support the Regional Programme Coordinator in adapting existing tools and developing new ones to support Governments in analysing gender impact of stimulus packages and integrating gender priorities in economic recovery plans in Kenya;
    Facilitate tailored capacity-building sessions for leaders of women’s networks to facilitate their advocacy and monitoring interventions aimed at enhancing gender-responsiveness of stimulus packages;
    Design and deliver, in collaboration with the Programme Coordinator, capacity building activities for UN Women’s Kenya CO staff, Government and other key national stakeholders to enhance capacity to engender economic policies;
    Support the Regional Programme Coordinator in the delivery of one regional capacity building event for UN Women staff and Government counterparts on key economic reforms to integrate women’s needs in post-COVID19 recovery in 2021.
    Deliverables:

    Inception report detailing work plan and proposed approach to implementation of the project;
    Monthly monitoring reports on different project activities and results;
    Deliverables linked to specific project activities including national advocacy strategies, implementation of the policy guidance tool, concept notes, power point presentations, training modules, and other as necessary to support development of capacity building and policy dialogue activities;

    ABOUT THE ROLE
    The Global Ombuds mediates employee conflict and investigates DEI related employee conduct and bias complaints and resolves them, usually through recommendations or mediation sessions. The Global Ombuds also works with the Office of the CEO and the Diversity Equity and Inclusion (DEI) Council to identify systemic issues leading to poor employee conduct or culture and makes recommendations for improvement. The objective of this role would be to help One Acre Fund create a safe, supportive, inclusive workplace, and to ensure that employees can report and resolve instances of bias in a fair, transparent process free from retaliation. The Global Ombuds would report to the Office of the CEO and would manage one direct report, and would work with HR and Legal Teams.
    The Global Ombuds would:

    Create the structures and processes needed to manage cases
    Resolve cases related to bias, minor misconduct cases, and staff conflict
    Provide One Acre Fund staff support and mediation services
    Escalate cases of formal discrimination and grave misconduct to Legal
    Report aggregated trends and make recommendations to the CEO, DEI Council, Company Board and Managing Counsel

    RESPONSIBILITIES
    While the Global Ombuds will be first and foremost involved in staff mediation work, they will have a number of other responsibilities, which may take up a greater or lesser percentage of the Global Ombuds’ bandwidth, depending on case load of staff mediation cases.
    A. Staff Mediation (60%)
    Resolve cases of bias, staff conflict, micro-aggressions through mediation, training, and recommendations.
    Ensure confidentiality and fairness in resolving cases
    B. Awareness & Training (15%)
    Lead programs and communication to increase all staff awareness of and access to reporting channels.
    Shape the organizational culture we want at OAF through preventative training and other interventions.
    Ensure that staff view the Ombuds and reporting channels as accessible, trusted, and unbiased.
    C. Identify trends and support systemic solutions (10%)
    Analyze case data, draft reports, and make recommendations.

    PURPOSE OF THE CONSULTANCY
    The purpose of the consultancy will be to evaluate the needs of the Unit in terms of communicating our CSP for both internal and external audiences. The range of communication products can be varied including those that can be used in print and social media. The key uses of the products will be to;

    Share internally with COs, Members and Global teams to promote our strategy in a relatable.
    Share with current and potential donors showcasing areas of potential of support and partnerships.

    Alongside this, the consultancy will review current Fundraising products including

    ROLES AND RESPONSIBILITIES

    Responsibility of Save the Children.

    Develop the TOR and draw the contract for consultancy services for the assignment.
    Provide required technical and advisory assistance during the entire assignment including access to necessary stakeholders, holding regular briefing meeting and ensuring consultant has necessary background documentation, branding guidelines for their reference.
    Mobilize and schedule visits/meetings with various staff to participate in the activities as agreed.
    Cover the costs of the consultants as per the contractual agreement including transport and facilitation fees for the various services.
    Review and provide final approval to the Consultant’s work plans.
    Approve the final consultancy outputs.
    Process payment to consultant upon completion of all deliverables as per the agreed payment schedule outlined in the contract.

    Responsibility of the Consultant(s)
    The consultant(s) will assume the overall responsibility for designing, delivering and reporting on the assignment within the terms of reference.
    The Consultant(s) shall:

    Undertake a rapid review of the RPU’s Comms needs related to its need to communicate its CSP 2022 – 2023 Strategic and Fundraising programming. The review will provide consultant with solid understanding of the RPU’s overall objectives for the consultancy information needs, audience analysis and make a recommendation for what is most strategic.
    Develop a work plan to define how to deliver the required outcomes of the consultancy according to the schedule of the pilot activities – will include development, review and sign off of the final products.  
    Carry out an orientation session with the key stakeholders within the Unit and ESA RO.
    Develop a final report documenting the process for the consultancy and recommendations for the RPU on how to ensure uptake and use of the comms products.

    CONTRACTING AND REPORTING
    By responding to this TOR the applicant agrees to be responsible for fully understanding the requirements of the document. Save the Children International reserves the right to reject any or all responses to the TOR, to advertise for new responses, or to accept any TOR response deemed to be in the best interests of the organization and what it stands for. Acceptance of this TOR should not be construed as a contract nor shall indicate any commitment on the part of Save the Children for any future action.

    Background and Context
    Concern Kenya’s experience of working within the framework of a five-year strategic plan has been a positive one, Concern Kenya plans to design its fourth five-year plan. Through an in-depth analysis of the context, a re-examination of poverty including through the eyes of the poor, and critical analysis of strategic options taking into account Concern’s global direction, Concern Kenya will determine its niche for the next five years.
    The current strategic plan (2017-2021) provided the necessary structure to focus and guide the Kenya’s Country team in its pursuit to alleviate extreme poverty. It created a foundation for cohesive team and strong ownership throughout the organization. It was flexible enough to accommodate emergencies, both predicable and unanticipated, yet focused enough to achieve results for Kenya’s poor – as evidenced in the annual reports. A midterm review conducted at the beginning of 2020 revealed that the programme had met the vast majority of its objectives, either wholly or partly.
    The development of the 2022-2026 Country Strategy Plan (CSP) will mainly entail a review and update of the current strategic objectives, appropriate modification of basic service delivery, and governance taking into account that implementation will be in the context of 3rd term of Kenya’s devolved governance. The country programme anticipates some changes in the livelihoods sector strategies, partnership strategy as well as system strengthening approaches.
    A Country Core Steering Group that comprises of Programme Director (PD), Systems Director (SD), M&E Manager, Senior Manager Governance, Country Financial Controller (CFC), and Country Director (CD) is in place to provide oversight on the CSP development process. Additionally a Technical Heads Working Group – comprised of Sector Leads for Education, Livelihoods, Governance, Health and Nutrition, County Programme Managers for Nairobi, Marsabit, Turkana, Tana River and Isiolo, M&E team will participate in the CSP development process. The Programme Support Unit will provide secretariat support in the process. Additionally, the Regional Director (RD) for Horn of Africa and Strategy, Advocacy Learning (SAL) team and the Concern Kenya Board will contribute to this process.
    Purpose and Objective
    The consultant will assist the Concern Kenya country programme to develop its 2022-2026 CSP. The consultant will contribute updating the existing External Analysis report, undertake an internal analysis, development of options paper, make presentation during strategy development workshop that will be facilitated by the SAL, and develop first draft of the country strategic plan based on the strategy development workshop deliberations.
    Justification
    Given the time and intense nature of the development of the strategic plan, bring an external view and need for fresh objective analyses process, Concern Kenya seeks an external consultant to assist the country programme to support the process.
    Methodology and Technical Approach
    Proposed approaches are listed below. Concern will be flexible for adjustments and adaptations to ensure tasks are delivered in line with the government guidelines for the prevention of COVID 19.
    For the external analysis
    The consultant will liaise closely with Concern Kenya staff to produce an external analysis report on the external factors that are likely to influence and inform the strategic options for Concern. Sector Leads for Livelihoods, Education, Governance, Water Sanitation and Hygiene (WASH), Health and Nutrition programmes will propose to the consultant the key government policy documents, sector strategies, statistical reports as well as government implementation reports. The Sector Leads will undertake stakeholder analysis of key stakeholder including government bodies, INGOs, aid agencies and donors (with focus on Concern target areas and above sectors) and provide input to draft external analysis reports.
    The consultant will undertake the following tasks:

    Review key government policy documents, sector strategies for livelihoods, education, governance, WASH, health and nutrition, statistical reports as well as government implementation reports using How Concern Understands Extreme Poverty (HCUEP) Approach
    Source and review key international, external or other independent analyses or trends in the counties, country and the region, particularly on socio-economic, governance, extreme poverty and access to basic rights issues produced by reputable institutions
    Review the data collected to ensure it enhances the in-depth understanding of vulnerabilities of extreme poor using HCUEP approach with focus on disaggregation (gender, area/county, target group)
    Conduct and include analysis of Concern’s crosscutting themes [Disaster Risk Reduction, Gender, HIV Risk, COVID Risk, Poverty] from our intervention in last 5 years (livelihoods, education, governance, WASH, health and nutrition)
    Compile a draft external analysis report of trends and contingencies in the operating environment, as well as opportunities and possible niches for Concern
    Facilitate a one-day feedback and implications workshop on the external analysis report
    Develop final external analysis report incorporating feedback received from staff

    For the internal analysis
    The consultant will work jointly with Concern staff from Nairobi and field offices to facilitate two SWOT Analysis workshops to identify strengths and weaknesses over the past strategy period and opportunity and threats in the coming 5 years.
    The consultant will undertake the following tasks

    Facilitate two SWOT analysis workshops of Concern staff with mix of Nairobi and field teams. The workshops also to include reflection on the previous five-year CSP achievements, what was done well, and not so well, both for programmes and systems
    Desk review of internal documents – such as internal and external evaluations (focusing on lessons and recommendations); HQ Emergency Department and SAL Adviser reports; Annual Progress Reports, project evaluation reports, the Annual Review and Reporting on the delivery of Accountability Commitments, research reports, Contextual Analysis reports , partnership reviews and audit reports
    Facilitate inputs from government and non-government stakeholders and programme participants (lists to be provided by Concern) to provide external viewpoints of Concern’s strengths and weaknesses
    Compile a draft Internal Analysis report for Concern feedback
    Incorporate staff feedback and draft final Internal Analysis report**Development of Options Paper**

    The Country Core Steering Group will liaise with SAL team to produce a range of options based on the Internal and External analyses. This process will be through email correspondence and virtual meetings. The role of the consultant will include:

    Support Country Team to develop draft options paper from communication between Country Team and Strategy , Advocacy Learning (SAL) team in Dublin

    For the strategy development workshop and writing of the CSP
    The Regional Director and SAL team will facilitate the strategy development workshop. The consultant will undertake the following tasks:

    Make presentation during strategy workshop providing highlights from the External Analysis , Internal Analysis and Options Paper
    Develop draft CSP from deliberations in the Strategy Development Workshop
    Incorporate feedback from staff and produce final report

    Outputs and Deliverables:

    Inception report detailing the understanding of the assignment: i.e. Literature review drawing heavily from external and internal analysis, methodology, work plan/schedule and draft data collection tools.

    Remuneration

    Working conditions
    The Programme Director, will manage the consultancy on behalf of the Country Core Steering Group (CCSG). The consultant will treat all documents and data collected in the process of the consultancy will be treated as confidential and use them solely to facilitate the consultancy assignment. All information accessed by the consultant shall at all times be treated as the property of Concern and shall not be disclosed save for where express permission has been granted. Concern will have copy rights of all work produced under this consultancy assignment.
    In the course of work, the Consultant(s) may come into contact with vulnerable groups (women and/or children). It is expected that the Consultant(s) shall ensure the safeguarding of all programme participants and avoid involvement in any activities that are illegal, contravene human rights, or compromise the work of Concern

    Background and Rationale of the assignment **
    Resource mobilisation is a key MESPT function with the objective of facilitating the delivery of MESPT’S strategic agenda and her sustainability. In line with this MESPT is responding to a call by Danish Ministry of Foreign Affairs (DMFA) that seeks to explore approaches to further green its international development engagements including the DMDP programme.
    The focus of the call is on tangible ideas on how existing DMDP projects where MESPT is participating among other institutions could become even greener, more sustainable, and more impactful in support of the Danish Government’s green ambitions.
    The point of departure for the additional funding is the current/ ongoing DMDP projects. The additional activities should have a focus on further greening the business case of the commercial partner(s) and/or the target group to further expand and sustain the development effects of the project.
    Additional green approaches and activities could include:

    New innovative and green project elements (introduction of green technologies/approaches, circular economy in production, green skills, etc.)
    Addition of new complementary partner(s)/new product(s) that can further green the value chain/market system in which the project is operating
    Scaling and replication of the green DMDP solutions in adjacent/connected markets/countries, if well argued in terms of commercial viability and cost used efficiency

    The additional support should clearly contribute with new green elements to the DMDP project beyond continuation of existing activities. The application should include indicators and targets that are specifically linked to the green agenda at output and/or outcome level. Additional funding will be available for additional ‘green’ elements or components of the DMDP projects including activities that help address environmental challenges, contribute to improved climate conditions, have a focus on efficient use of natural resources or promote nature-based solutions. Whereas in the current DMDP projects, there is a strong focus on SDG 8 employment and income opportunities which will remain as ‘principal’ to the objective of each project all DMDP applicants will beside the existing focus on SDG 8, need to demonstrate how their additional activities contribute to one or more of SDGs 2,6,7,12,13, 14 and 15.
    The deadline for submission of the proposal is 20th September 2021.
    Objective of the consultancy
    The Consultant will take the lead, in conjunction with the MESPT consortium, in putting together a compelling, evidence-based proposal for submission in accordance with the donor guidelines.
    Scope of the assignment
    The consultant is expected to undertake the following:

    Exhaustively review the call and in the context of the call guidelines and offer technical input.
    Participate in meetings/workshops (online and physical) with MESPT team + partners for brainstorming and proposal development.
    Take lead in the actual writing of the proposal in close consultations with the MESPT consortium members.
    Submit a compelling, evidence-based proposal to MESPT and consortium members (incorporating their input) within the agreed timelines but at least 6 days to the deadline of the call i.e., 14th September 2021.

    Expected Deliverables
    Upon signing of contract, the consultant is expected to produce a detailed workplan of the activities to be undertaken with clear timelines and outputs in line with the TOR and the call.

    Write and submit to MESPT a comprehensive draft proposal plus other required documents, as per the call’s guidelines and requirements.
    Work with relevant MESPT team to edit and finalize.
    Submit a complete proposal plus other required documents to MESPT.

    Outcome of the Consultancy
    A completed, comprehensive proposal with all related documents/details as per the donor/ call requirements.
    Duration/Indicative Schedule/Level of Effort
    The level of effort for this assignment is estimated to be up to a maximum of 5 days.
    Budget
    The maximum available budget for this assignment is KES150 ,000 and the suitable candidate will be selected based on their technical proposal.
    Reporting
    The consultant will work closely with the relevant team(s) and report to the Head of Programs, MESPT.
    Resources
    The Consultant will be paid the amount mentioned in clause 8 above. MESPT will also prepare a contract for the exercise and will retain 5% Withholding Tax as required by Kenya Revenue Authority.
    Payment
    The payment plan to the Consultant will be as follows: –

    30% upon submission of an acceptable inception report and detailed activity workplan
    30% upon submission and presentation of an acceptable draft proposal with all the required details as per the call.
    40% upon incorporation of comments, completion, and submission of the final acceptable concept note with all the required details as per the call.

    Ownership and Beneficiaries of the proposals
    All documents produced under this assignment shall be the sole property of MESPT and may be used for any purpose whatsoever without the need to consult with the author.
    Qualification and Competencies
    The consultant will bring to the concept development process previous experience from developing and writing successful integrated, multi-sectoral, proposals and concept notes. In addition, the consultant must possess the following: –

    An advanced university degree (preferably master’s degree) in natural resources management, development studies and other related social sciences/ disciplines.
    Minimum of 5-10 years’ experience in proposal + concept note development and/or project management in Sub-Saharan Africa.
    Strong program design skills, including capacity to prepare logical, coherent, and consistent documents such as log frames and budgets.
    Ability to work efficiently and effectively with project members in various locations and from multiple organizations.
    Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.
    Excellent English speaking/writing skills required; prior experience of facilitating multi-stakeholder proposal writing sessions.
    The applicant whose technical proposal has highest technical evaluation score will be considered for award of a contract at the set budget for this assignment.
