    Background
    Across low- and middle-income countries, the rural poor, who make up 75 percent of the 2.6 billion people living on less than $2 a day, are marginalized from the formal economy. Most depend on agriculture as their primary source of income. Without viable markets for their crops, millions of small-scale farmers remain trapped in enduring poverty.
    Agricultural enterprises such as farmer cooperatives and agro processing businesses play an important role in improving farmer livelihoods by linking farmers to more reliable and better-paying markets than they can access on their own, and often providing essential auxiliary services to those farmers such as technical training and access to agricultural inputs and credit. Root Capital invests in the growth of these agricultural enterprises so that they can catalyze economic growth and transform rural communities.
    One of the ways Root Capital measures its impact on agricultural enterprises and the impact of these enterprises on farmers, communities and the environment is through deep dive impact studies. We have conducted impact studies to measure the likely impact of our lending with over 30 clients to date. We are now launching our first study to assess the impact of our Youth Talent Partnerships and Digital Business Intelligence (DBI) Advisory services in EA on the knowledge, practices, growth, and resilience of rural agricultural enterprises.
    Description of the Consultancy
    Specifically, this evaluation will focus on 11 Root Capital Advisory clients (agricultural enterprises that are participating in the Youth Talent Partnership and DBI program in the East African coffee sector. It will include both a 1) process evaluation to help us understand whether the services were implemented as planned and identify successes and challenges to inform future programming; and 2) a mixed-method impact assessment to identify whether businesses participating in the program gain new knowledge and skills that leads to 1) the program contributing to closing the talent gap by fostering talent through improving workers technical and soft skills, attracting fresh talent to the industry and promoting new technologies and improving productivity, job satisfaction and increasing opportunities for future career and  professional growth; and 2) improved business-level decision-making and performance and strengthened relationships with external partners.
    Proposed Methodology
    The study will focus on the following cohorts of businesses in the coffee value chain:

    5 businesses that benefited from the talent partnership and  DBI in 2020/2021 in Rwanda
    3 businesses that will benefit from a talent partnership and DBI in 2022 in Rwanda
    3 businesses that will benefit from a talent partnership and DBI in 2022 in Uganda

    . Data collection will mainly include four rounds spanning this approximately 15-month period:

    October-November 2021 – Baseline data collection  for 2022  DBI and Talent Partnerships cohort
    March- April 2022 – Endline-Post internship placement assessment of  2020/2021 Talent Partnership cohort
    July 2022 – Endline-Post evaluation of the 2020/2021 DBI cohort
    November- 2022 – Endline Assessment of 2022 DBI and Talent Partnership cohort

    Additional data collection over the 15-month period may be required to monitor service delivery or conduct short surveys, requiring an additional 1-2 days of work per month, and visits to each of the four enterprises.
    The consultant will perform the following functions:

    Review and advise on the development of survey instruments (baseline and endline);
    Coordinate translation of survey tools, interview guides and FGDs
    Travel to each enterprise/coordinate enumerators in Rwanda and Uganda for data collection (Based on prevailing Covid19 restrictions, to consider mix of remote and in person interviews).
    Coordinate assessments and interviews done by enumerators with relevant personnel, leadership and program beneficiaries at each enterprise
    Enter and code any data not collected electronically
    Translate and transcribe interviews
    Submit a debriefing memo following each round of data collection that describes the data collection process, challenges, and outcomes
    Depending on consultant interest and qualifications, there may be an opportunity to participate in data analysis as well
    Work in close collaboration with Advisory implementing teams (based in the Kenya, Rwanda and Uganda) and Impact study team (based in Kenya and the US).

    Deliverables will include:

    Feedback on the design approach, methodology and data collection tools
    Cleaned data following each phase of data collection
    Debriefing memo following each phase of data collection (4 memos)
    Translated and transcribed interviews following each phase of data collection

    Qualifications & Experience
    The ideal candidate will possess the following qualifications:

    Minimum of Bachelor’s degree in Economics, Statistics, Sociology or related field.
    At least 3-5 years of experience conducting qualitative and quantitative data collection, ideally in the three East African Countries (Kenya, Uganda and Rwanda).
    Strong familiarity with monitoring and evaluation methodologies and study designs
    Extensive experience conducting studies focused on SMEs targeting youth employment and technical assistance programs, digital innovations in the agricultural space, standards and certification programs and climate resilience programs in East Africa.
    Experience of using in person and remote data collection methodologies.
    Knowledge of agricultural enterprises, small and growing enterprises (SMEs), and/or enterprise-level technical assistance provision
    Strong data entry and coding skills
    Ability to conduct interviews or recruit a team of qualified enumerators to conduct interviews in the respective countries and language.
    Available full time during the tentative data collection dates: October- November 2021, March- April 2022, July 2022 and November- December 2022.

    Salary
    Commensurate with experience; and reimbursement of qualifying expenses (transport, accommodation, meals and communication).

    Duties and Responsibilities
    The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. A consultant’s assistance is needed to provide technical oversight to the Green Climate Fund (GCF) portfolio of Climate Change Mitigation related projects, both on-going and potential new readiness projects and upcoming mitigation projects (including Approval Processes Projects (SAP)). This will involve providing technical guidance to project development and implementation in the areas of climate finance, energy efficiency, renewable energy, electric mobility, and other mitigation areas.

    Roles and Responsibilities
    COVAW

    All COVAW understand and support the benefits of monitoring and evaluation in an organisation hence they participate in the trainings and in developing of the monitoring and evaluation framework.
    COVAW Staff will provide guidance where required to the consultant, they will also participate in the consultations, review and analysis sessions.
    COVAW staff will share the relevant program documents and participate in related activities as agreed upon.
    The COVAW staff will receive and review the draft report of the review process in a session with the consultant.
    The COVAW staff will participate in the trainings and in developing of the monitoring and evaluation framework.

    The Consultant

    The Consultant (s) will be responsible for preparation of an inception report and a work plan with clear timelines, undertaking consultations with COVAW staff
    They will assess and analyse data to identify gaps and critical issues, actively engaging with staff, Board members and other stakeholders through the use of participatory processes,
    Review and validation of the midterm review document together with COVAW Staff
    Develop M&E training materials, curricula and guides. These materials will include power point slides, workshop group activity work sheets and others
    Facilitate monitoring and evaluation training workshops
    Participate in planning meetings with COVAW before training implementation.
    Prepare the workshop pre-and post-tests and feedback questionnaires.

    Duration of Assignment and Key Deliverables

    Relevant Qualifications and Experience

    At least six (6) years of experience in Monitoring & Evaluation in the Development / Gender Based Violence (GBV) Sector.
    Previous experience conducting monitoring and evaluation training workshops.
    Previous experience in developing capacity building trainings around M&E
    Proven skills in Monitoring, Evaluation, Accountability and Learning, including experience with developing M&E tools and experience in collecting and analysing qualitative and quantitative data;
    Excellent group facilitation skills with the ability to conduct a highly participatory training sessions
    Good understanding of research methodologies, program evaluation and data collection approaches

    Supporting clients on filing of tax and annual returns;
    Introducing clients to leading banks in Kenya for opening and operating of bank accounts;
    Business introduction and provision of guidance on trade and finance opportunities;
    Providing of Share Registration advice and services;
    Company re-organisation services and Liquidation services;
    Assisting clients on compliance with the Company’s memorandum of incorporation; and
    Preparing of any circulars and other documentation to be sent to shareholders by the company.

    Experience and Personal Qualities
    Previous experience in a similar role;

    Qualifications

    Graduate from a recognised university preferably with a Bachelor of Laws (LLB) or any other business-related discipline.
    Three to four years’ experience in a listed corporate environment.
    Registered with the Institute of Certified Public Secretaries.
    Should be well versed with the various provisions of Companies Act as well as all filing requirements at the Company Registry.
    The role will be based Kenya, with potential travel within East Africa.

    Job Description
    LWF is currently looking for a talented handicraft consultant with skills in beadwork and basket weaving. The consultant will conduct training, product design and production of sample products together with the artisans; show them how to cut the materials to size, stich and weave quality products for the market.
    About the Project
    Women in Kakuma and Kalobeyei have a low economic status and are affected by violence and other risks due to lack of decision making power and access to resources. Skills in basketry and weaving and product marketing will provide an essential source of disposable income for women. The project aims at improving livelihoods and resilience for women and girls in Kakuma and Kalobeyei through skills training and capacity building in handicrafts. Specific activities will include training on product design, product development, production and marketing.
    Objectives of the training

    Select refugee and host community women and girls have skills in beadwork, basket weaving and increased access to income.

    Specific training objectives include;

    Train 50 women artisans on basket weaving and beadwork
    Train the women artisans on costing and pricing of the handicraft products for different market segments and preparation of a catalogue.
    Produce a guide for beadwork and basketry product development
    Train the artisan women on marketing of the handicraft products.

    Approach and Methodology
    The assignment will involve group based training for 50 women (25) on basketry and 25 on weaving. The consultant is expected to provide hands on training to ensure assignment is completed within the specified time line. The trainings will be delivered to the women in their communities – so delivery methods should be appropriate. The training should be highly interactive and the 50 women should be able to demonstrate skills in basket weaving, beadwork at the end of the training.
    Location of the training

    The training will take place at the LWF centers in Kalobeyei and Kakuma

    Duration of the training
    The duration of the training shall be 10 working days as stipulated below:

    Training on weaving and beadwork, Quality assurance and pricing from 18th October to 29th October 2021

    Deliverables and responsibilities of the consultant
    The consultant is expected to submit;
    During quotation.

    Consultancy budget/estimated cost
    Training plan and training content, together with a detailed timetable for delivery of the trainings
    A list of equipment and materials needed for each of the selected activities.

    After awarding & completion of work.

    Delivery of trainings over a period of 10 days on the complete cycle of basket weaving, bead work
    Produce a guide for beadwork and basketry product development
    Final training report within 5 working days of completion of the training, with all relevant annexes in soft copies. The training report will be discussed and agreed upon with LWF project team.
    Liaise with LWF focal person on any problems arising from the training to provide solutions
    The consultant shall not share or disseminate information to any other person or organization as regards this contract prior to authorization by LWF.

    Reporting

     The Consultancy Team Leader will report directly to LWF livelihoods Officer. However, s/he will also be expected to work closely with the Protection and Social cohesion manager.  

    Deliverables and responsibilities of LWF

    Mobilize and ensure participants attend the training  according to the timetable provided by the consultancy team
    Provide for the location and space of training;
    Provide necessary materials and tools for training;
    Guidance and technical support as required throughout the training.
    Comments and feedback on, and approval of, all deliverables within agreed timeline.
    Payment in accordance with the contract.
    Airport pick up from Lodwar- If travelling from outside Turkana County.

    Payment

     LWF shall pay for the consultant fee who will in turn pay his/her assistant (if any), pay for air tickets, meals and accommodation. Budget to include travel, meals and accommodation costs and consultancy fee

    Competencies and skills and qualifications

    The consultants should have experience with similar assignments in the areas of focus, handicraft works, fashion and design etc. for at least 3 years.
    Having linkage to local and international market for handicrafts is an added advantage
    Evidence of work done previously needed.
