    Introduction

    Building on the insights from the Food Systems Vision Prize, Oxfam’s first-hand experience, and data indicating urban populations will increase to between 70 – 80% of the entire global population by 2050, SecondMuse and Oxfam came together to create the Urban Food Hives Initiative to address the systemic economic, gender and climate related inequalities and challenges in global food systems. Our challenge is to build a future food system capable of nourishing people in an era of increased risk, from climate shocks to conflict to growing inequality. The joint initiative will leverage Oxfam’s presence and capabilities in food policy, addressing inequality and advancing gender and climate justice in over 60 countries, and SecondMuse’s design and programming expertise in creating regional entrepreneurial ecosystems across the globe. Together, the two organizations will support individuals and communities to live up to their highest potential to co-create a more regenerative and equitable future. This initiative will build on the Food System Vision Prize funded by the Rockefeller Foundation. SecondMuse and Oxfam are partnering to capitalize on the hundreds of other innovative submissions from entrepreneurs and visionaries around the world.

    Oxfam in Kenya’s vision of the food hives is to have a transformative, inclusive and sustainable food system where women and youth are represented in, have access to equal opportunities across the food systems value chains; earn a decent living and households in the informal settlements of Nairobi have a sustained access to affordable and sufficient nutritious foods. The project will be built on the gains made in the Urban Early Warning and Early Action pilot project which was focusing on monitoring and responding to food security situation in the informal settlements of Nairobi through county government led mechanisms. To achieve the vision, the project will focus on the following across the Food Systems Value chains: –

    Entrepreneur Support: The project will work towards strengthening the capacity of socially and environmentally focused women and youth food entrepreneurs across the value chain to improve their access to financial and business advisory services, strengthen their skills, and have improved incomes and assets. The project will also promote equitable market access and strengthen women led/owned and youth led/owned small and medium size enterprises across the food systems value chains.
    WORKFORCE: We will leverage on our partnerships with academic institutions to collaborate with workforce to support students, in particular young girls, youth, and other marginalized groups, and propel them into socially and environmentally responsible food careers through education, work experiences, and community building.
    POLICY: Partner with the National and County government of Nairobi to shape institutional, policy reform and support for sustainable food systems for urban and peri urban areas through strengthening government capacity, understanding and relationships required to inform supportive policies and initiatives for urban food producers and other actors.

    The primary objective of the consultancy is to manage a consultative programme design process involving multiple stakeholders and to produce a comprehensive final project proposal, results framework, theory of change, budget and a brief report on the outcome of the exercise.

    KANCO is a regional membership network of NGOs, CBOs, FBOs, Private Sector actors, Research and Learning Institutions as well as associate membership that includes individuals and International Non‐Governmental Organizations involved in or that have interest in HIV& AIDS, Tuberculosis (TB) and other public health care concerns.
    Established in the early 1990s, KANCO is the largest network of Civil Society Organizations (CSOs) in Kenya with a membership of over 1,200 organisations that are networking, collaborating and are bound together by a common cause of response to HIV&AIDS, Tuberculosis (TB) and other public health conditions of national significance. KANCO supports its members spread across Kenya’s 47 counties to respond to health challenges in line with the existing health policies, legislative and institutional frameworks. KANCO further partners with different regional and global advocacy networks such as ACTION and RESULTS towards realization of health equality and equity.
    KANCO has worked with various partners and government agencies including GAVI, the Vaccine Alliance, The Global Fund to fight HIV, TB and Malaria (Including the GF Harm Reduction projects in 8 countries in Eastern Africa Region) , USAID, European Union, CDC, UNAIDS, UNODC, PEPFAR COMIC Relief, among others.     Amref Health Africa Global Fund Tuberculosis Project
    Amref Health Africa in Kenya has been the non‐state Principal Recipient (PR) for Global Fund (GF) Tuberculosis and Malaria grants in Kenya since 2011 and 2012 respectively. In 2020, Amref Health Africa in Kenya was again competitively selected by the Kenya Coordinating Mechanism (KCM), as the non‐state PR for the Global Fund TB and Malaria grants 2021 ‐ 2024.
    Resilient and sustainable systems for health (RSSH) are essential to ending HIV, TB, and malaria as epidemics. They also yield broader outcomes, delivering healthcare in a sustainable, equitable and effective way, accelerating progress toward universal health coverage, and helping countries prepare for emerging threats to global health security. Community systems strengthening (CSS) is an integral component of RSSH which is essential to achieving progress against the three diseases and to fulfill their principles of promoting human rights and gender equity. According to the Community systems strengthening (CSS) Framework by the Global Fund, CSS is an approach that promotes the advancement of informed, capable and coordinated communities, community‐based organizations, groups and structures. The community actors are enabled to contribute as equal partners alongside other actors to the long‐term sustainability of health and other interventions at the community level, including an enabling and responsive environment in which these contributions can be effective.
    The Global Fund designates most funding to country allocations. The countries apply for funding through a multistep process. The funding is available in three‐year periods, known as allocation periods or funding periods, and the application process is repeated each period. Applying for funding allocated to countries is the responsibility of the Country Coordinating Mechanism (CCM), which is a national committee that includes representatives of all sectors. Through the Country Coordinating Mechanism, each country that receives an allocation submits funding requests for eligible disease components on behalf of the country as a whole. Application by CCM is done through a process that entails; funding request, prioritized above allocation request, Country
    Coordinating Mechanism eligibility, Review, Grant‐making and Approval. Details of the process can be found in the Global Fund website.
    The Global Fund grant application process requires meaningful engagement of all key stakeholders to ensure the voices and the needs of the key and vulnerable populations are reflected in the application. The key stakeholders include Communities, Principle Recipients, national and county governments to ensure. In Kenya, there has been concerns overtime in ensuring meaningful stakeholders engagement throughout the grant application process. In view of this, it is important to review the application process and document the gaps and emerging issues to ensure meaningful engagement that will guide the next cycle appropriately.
    PURPOSE, OBJECTIVES AND SCOPE OF WORK
    Purpose
    The purpose of this consultancy is to work with the Principal Recipient, KANCO and the Community System Strengthening Technical Working Group to conduct a post‐funding request audit and document lesson learnt to improve future funding requests and country dialogue.
    Overall Objective
    To identify and document lessons learnt from the Global Fund 2021 – 2024 grant application process to improve future funding requests and country dialogue.
    Scope of work
    Under the supervision of the Principal Recipient, KANCO and Community System Strengthening Technical Working Group, the consultant will be responsible for conducting a post‐funding request audit and document lessons learnt.
    Specifically, the consultant will be responsible for:

    Undertake desk review and data collection through KII, FGDs and other relevant methodologies.
    Document the country process in responding to the Global Fund application request including gaps, opportunities and lessons learnt
    Disseminate findings to the various stakeholder.
    Develop recommendations to be adopted in the next funding cycle

    DELIVERABLES
    1.
    An inception report
    2.
    A draft report on the findings of the post‐funding request audit.
    3.
    A final report.
    4.
    Report documenting the process undertaken in the development of the frameworks

    REQUIREMENTS
    The Consultant will be required to:

    Possess at least a post graduate degree in public health, community development, financing, business administration, economics, resource mobilization, financing, or other relevant discipline.
    The lead consultant to have at least 10 years’ experience working in the health sector including national and county governments in Kenya.
    Experience working with communities, CSOs, key and vulnerable population groups in HIV, TB and Malaria response in Africa.
    Demonstrated understanding of the Global Fund mechanisms and processes
    Excellent problem‐solving skills and ability to work within tight deadlines.
    Ability to work independently with minimal supervision
    Excellent written and oral communication skills.
    Evidence of at least (3) consultancies of similar scope

    DURATION OF ASSIGNMENT
    The Consultancy will be executed over a period of 20 days.

    THE ROLE

    Responsibilities

    Mentor junior-level and mid-level consulting staff (including those with introductory levels of impact assessment experience) to develop their skill sets in the IAP/ESMP/DD service areas.
    Contribute to proposal development, including development of technical scopes and cost estimates. Maintain client relationships to support repeat business. Note: This role will have a sales based KPI in addition to project delivery KPIs.
    Work with other global ERM resources to deepen relationships with ERM key clients to expand ERM’s profile and market share in the global IAP market (through a combination of excellence in technical delivery and business development support).

    Requirements

    Bachelors Degree in environmental science/engineering or similar; Masters or PhD beneficial.
    8-10 years of environmental and social consulting experience, including successfully managing projects and teams on ESIAs/ESMPs and due diligence activities in sub-Saharan Africa.
    Registration with relevant government authorities as lead practitioner (i.e NEMA/NEMC) is beneficial but not compulsory to the successful candidate.
    Strong technical E&S experience linking to priority sectors including energy, infrastructure and extractives.
    Understanding of relevant international E&S Safeguards and Standards, i.e. IFC Performance Standards, Equator Principles, World Bank ESS.

    About the Spotlight Initiative
     
    The Spotlight Initiative is a global partnership between the European Union (EU) and the United Nations (UN) to eliminate all forms of violence against women and girls. The Spotlight Initiative Africa Regional Program aims to address regional bottlenecks and support regional commitments towards Ending Violence against Women and Girls (EVAWG) including strengthening existing strategies and initiatives. The project contributes towards the achievements of gender equality and women’s empowerment as a precondition and driver for the achievement of the African Union Agenda 2063 Goal 17, and Sustainable Development Goal 5, and prioritizes strengthening existing strategies and initiatives, such as the AU Gender Strategy, the Gender Observatory, and the AU Campaign to end Child Marriage and AU Initiative on the Elimination of Female Genital Mutilation (FGM).

    The Spotlight Initiative adopts a strategy of harnessing the respective strengths of multi-sectoral, multilevel partnerships which will support the acceleration of transformative change. This will be achieved through working with individual member states, the African Union (AU), the Regional Economic Communities (RECs) and the Pan-African Women Organization.
    Rationale for the Development of the Regional Action Plan for Africa on EVAWG.
    The development and rollout of a Regional Action Plan on Ending Violence Against Women and Girls (EVAWG) including Sexual and Gender Based Violence/ Harmful Practices (SGBV/HP) and Sexual and Reproductive Health and Reproductive Rights (SRH&RR) has as its purpose redressing the factors that have impeded progression towards the elimination of violence against women and girls on the African continent. The need for the Regional Action Plan is therefore pre

With only 26 countries out of 55 AU member states with NAPs on EVAWG, there is a need to have a regional framework to boost member states’ efforts to EVAWG. The proposed Regional Action Plan will serve as a regional framework that will guide regional partners and member states to translate global and regional commitments into strategies and actions to be undertaken at regional and national levels on ending violence against women and girls through the development of a Regional Action Plan with a Monitoring and Evaluation framework on EVAWG including SGBV/HP and SRH&RR.
    The Process for the Development of the Regional Action Plan for Africa on EVAWG
    The development of the Regional Action Plan is led by UNDP in collaboration with Equality Now. UNDP has recruited a team of consultants who are currently developing the Regional Action Plan for Africa on EVAWG. This process will involve a number of actions/ sub-activities:

    Regional consultations with different stakeholders including AU Member States, RECs, the AUC and CSOs
    Data collection and analysis
    Validation workshops for the Regional Action Plan at the regional level d. Rollout of the Regional Action Plan with an M&E Framework in collaboration with AUC, Regional Partners and Members States
    Responsibilities of the Consultant(s)

    The consultant(s) shall have the overall responsibility of supporting Equality Now in offering technical expertise in the development of the Regional Action Plan and related activity actions including the regional consultations, review of the inception reports, draft action plan, regional validation reports and rollout of the Regional Action Plan and training manual.

    Scope of Work and Deliverables

    The Consultant shall be expected to do the following in support of the development of the RAP:

    Review and give input to related documents – concept notes, agenda, regional action plan, training manual, training needs assessment tools etc
    Support the regional consultations – this entails offering technical support and guidance towards ensuring that the training manual and action plan are comprehensive, responsive to the needs and gaps and serves its intended purpose.
    Giving written comments, submissions on the different aspects above, in addition to attending meetings with Equality Now, UNDP, AUC and UNDP’s consultant(s)
    Reviewing the inception reports, training needs assessment tools and training manual and give technical and comprehensive input on these
    Participating in the validation workshops – and identify areas of the training manual that may need to be revised, strengthened and also give technical advice on how to ensure buy in/ownership of the document by the different actors.
    Supporting the development of clear action plans reflected by different regional bodies during the consultation and validation workshops.
    Supporting the rollout of the Regional Action Plan and the Training Manual particularly to CSOs.
    Time Allocation

    The consultant(s) is prescribed a timeline as follows:

    Onboarding and review of related documents- 3 days
    CSOs Regional pre- Consultative meeting in preparation for the Regional Consultative meeting – virtual, 2 December 2021
    Regional Consultative meeting with AU,RECs, Member States and CSOs on the Development of a Regional Action Plan on EVAWG- virtual, 6-8th December 2021
    Feedback from Consultative Meeting-3 days
    Review of regional action plan, training manual, training needs assessment tools etc-5 days
    Validation Workshop- 2022
    Rollout of Training Manual- 2022

    It is estimated that the consultant (s) will offer support to Equality Now for an approximated 25- 30 days spread out over a period of not more than 5 months, from December 2021. As such, the estimated timelines above are indicative and meant for guidance only. Indicated dates may change.
    Competencies
    The following are required expertise and qualification of the Consultant(s):

    A postgraduate degree or other advanced university degree (a minimum of a master’s degree or equivalent) in law, gender or social sciences or any other relevant field. (In the case of a team of consultants, the lead consultant must have this minimum requirement)
    At least 7 years of professional experience in legal/ policy research and analysis related to international human rights law and/or gender equality in Africa. (Mandatory for the lead consultant in the case of a team of consultants)
    Prior experience in development of national or regional action plans on human rights as well as training manual development.
    Demonstrable experience in human rights, and particularly, the rights of women and girls in Africa. Experience working with women’s rights organisations is especially desirable.
    Demonstrable experience and ability to develop highly specialised analytical writing
    Excellent written and verbal communication skills in English, a working knowledge of French would be an added advantage.
    Experience undertaking projects and related activity using a gender sensitive approach.

    THE ROLE

    Key Responsibilities
     

    Undertake Solution Consultancy activities with prospects to understand the Technology needs and drivers for change and position TEMENOS’ solutions and Technology differentiators.
    Collaborate with sales team to promote TEMENOS products and services through presentations of Temenos technology and architecture to win qualified deals.

    Engage in the Pre-Sales phase by introducing technical aspects of TEMENOS product/services offering and provide product demonstrations – functionality, technical requirements etc. – by interfacing with prospective and current clients, distributors and partners and recommend system solutions that ensure the optimum usage and utilization of TEMENOS products and services.
     

    Serves as the contact point for all prospect Technology queries as well as internal partner groups (i.e., Product, Model Bank team, etc.)
     

    Excellent knowledge and deep familiarity with most current release of Temenos product suites.
    Perform such other duties, functions and services, consistent with status or vocational ability, as may from time to time be required by management.
    Fully proficient and knowledgeable as an expert in the tools, systems, and procedures required to accomplish the job.
