    Objectives of the Assignment
    This assignment is intended to support business champions (also referred to as grantees) that are already contracted by CRAFT to roll out and implement interventions contributing towards effective adoption of Climate smart agriculture practises and technologies. The consultant should provide lead / mentoring & coaching approach, where s/he will be part of the business case champion’s implementing team engaging in the day-to-day activities and ensuring that activities are carried out on schedule & promptly. In this period, it is anticipated that the grantee will have improved knowledge and skills towards implementation and successful completion of the agreed-on milestones.
    The specific objectives of the assignment are:

    To support the Business champion to define and implement quarterly workplans to achieve the set milestones.
    To support the Business champion to adhere to the grant agreement – regulations for implementation and (technical and financial) reporting.
    Support the staff and ToTs in farmer training, demo garden set up and organising farmer field events.
    To support the Business champion by monitoring, reporting, and uploading of the business case activities on the CRAFT MIS platform.
    Support farmer linkages to CSA services, inputs and market with the respective service providers
    Support the business champion grain aggregation and marketing.

    Scope of Work
    The consultant will be assigned to a business case and will be hosted and operate from the business champion premises (Igambang’ombe Multipurpose Cooperative Society – IMCOS). The consultant will have a dual responsibility – to the business champion and to the CRAFT project. The consultant will be expected to champion the interests of the business champion and those of the CRAFT project as delimited by the grant agreement.
    Deliverables
    The expected outputs of this assignment are as stipulated in the business plan and includes but not limited to:

    Timely submission as per grant agreement of quarterly progress (quarterly and annual financial and technical) reports signed-off by the business champion
    Completion of the quarterly activities as per plan
    3 New demonstration gardens set up to provide training grounds
    Remaining 200 profiled SHFs trained in green gram climate smart production practices and technologies and weather information
    700 selected SHFs contracted to produce, with fair price developed as part of the contract with the SHFs
    700 selected SHFs linked to CSA service and input providers
    50 women and youth entrepreneurs trained in business skills
    Aggregation and marketing of 534T of greengram
    Location and duration of Assignment

    The consultant will be attached to IMCOS and shall work from their offices at Kanjuki with travel within  the areas of operation. SNV will pay the professional fees for the consultant, while the business champion through the grant budget will provide transport and logistics to facilitate travel.  It is anticipated that the assignment shall take 100 effective working days.
    Qualifications
    A Kenya-based consultant (s) with the following skills and experience: preferably from Tharakanithi/meru area

    At least 5 years’ experience in Agri-business development of SME’s, service provision, financial services or cooperatives using an inclusive business approach.
    Experience in climate smart agriculture practises and access to finance for climate smart technologies.
    Evidence of experience in implementing value chain activities in agricultural value chains of, common beans, green gram and sorghum.
    An understanding of marketing systems development

    Duties and Responsibilities
    Scope of work and expected outputs:
    Consultation & Mapping: 

    Complete a desk review of all relevant internal materials to build a comprehensive understanding of MPAS’ scope of work and role within UN Women. This will include a thorough review of documents leading to initial establishment of MPAS as a section in SPD, UN Women’s new strategic plan, objectives & resource mobilization strategy.
    Prepare an evaluation framework to structure and inform the interviews with all relevant UN Women staff, knowledge gathering activities and future recommendations
    Facilitate a consultation with the Chief of MPAS and other key stakeholders in the department to align on goals, answer questions related to the document desk review, discuss/approve the framework, and agree on next steps for interviews & benchmarking.

    Data Collection and Strategic Benchmarking: 

    Document benchmarking objectives and scope and consult with Chief of MPAS to agree on primary metrics of the benchmarking evaluation
    Conduct a benchmark analysis of the staffing structures of up to 3 similar organizations to determine the relationship between MPAS’ structure, that of the current “state of play” and as relevant MPAS goals and objectives.
    Conduct interviews with MPAS team members and senior level staff across UN Women for information gathering related to staffing requirements
    Draft a short paper to formalize the benchmark analysis including how data was collected, which metrics and what sources were used for benchmarking

    Evaluation and Recommendations

    Review and synthesize all findings from the interview & benchmarking process, to arrive at key strategic recommendations for MPAS’ workflow, relevant functions, and proposed structure
    Produce a deck with recommendations on the ideal workflow, functions needed and workflow structure (aligning with the UN’s seniority protocol). This deliverable should include the following: 
    an illustration of the recommended workflow, functions required and subsequent staffing organigram for MPAS; 
    a high-level description of relationship between skills & capacity needed in the current MPAS structure, and how  to address any potential gaps;
     high level descriptions of what each function in the recommended organigram should achieve
    recommendations on how to phase and prioritize potential realignment/s, alongside high-level change management guidance.    
    Feedback, Iteration & Presentations 
    Consultant will present recommendations to MPAS Chief and other key stakeholders/senior management individuals as required
    Update the recommendations deck following presentations and based on internal discussions
    Consultant will present the recommendations to any final audiences as needed and finalize per comments received

    Objective of the consultancy
    The Consultant will take the lead, in conjunction with the resource mobilization function and other identified stakeholders, in developing a compelling, evidence-based concept note for submission in accordance with request for concept note guidelines.
    Scope of the assignment
    The consultant is expected to undertake the following:

    Exhaustively review the call and guide MESPT select the most relevant thematic area of focus.
    Facilitate identification and engagement of potential and relevant partner(s) as per the call’s guidelines in close consultation with MESPT.
    Organize meetings/workshops (online and physical) with MESPT team + partners for brainstorming and concept development.
    Set the framework of geographical areas / activities / target groups / approach, in collaboration with MESPT’s team.
    Take lead during the development of the concept note.
    Submit a compelling, evidence-based concept note to MESPT’s management and partner(s) within the agreed timelines but at least 7 days to the deadline of the call.
    Incorporate feedback from MESPT team and partners and submit a final copy.

    Expected Deliverables

    Upon signing of contract, the consultant is expected to produce an inception report and a detailed workplan of the activities to be undertaken with clear timelines, in line with the TOR and the call.
    Write and submit to MESPT a comprehensive draft concept note, as per the call’s guidelines and requirement but also include a theory of change, log frame and budget.
    Work with relevant MESPT team to edit and finalize.
    Submit a complete concept note to MESPT.

    Outcome of the Consultancy

    A completed, comprehensive concept note with all related documents/details as per the donor/ call requirements.
    Duration/Indicative Schedule/Level of Effort
    The level of effort for this assignment is estimated to be up to a maximum of 10 days.

    Budget

    The maximum available budget for this assignment is Ksh.300,000/= inclusive of all taxes and the suitable candidate will be selected based on their technical proposal.

    Reporting

    The consultant will work closely with the relevant team(s) and report to the Head of Programs, MESPT.

    Resources:

    The Consultant will be paid a negotiated amount in accordance with MESPT guidelines. MESPT will also prepare a detailed contract for the exercise and will retain 5% Withholding Tax as required by Kenya Revenue Authority.

    Payment: The payment plan to the Consultant will be as follows: –

    30% upon submission of an acceptable inception report and detailed activity workplan
    30% upon submission and presentation of an acceptable concept note with all the required details as per the call.
    40% upon incorporation of comments, completion, and submission of the final acceptable concept note with all the required details as per the call.

    Ownership and Beneficiaries of the proposals

    All documents produced under this assignment shall be the sole property of MESPT and may be used for any purpose whatsoever without the need to consult with the author.

    Qualification and Competencies
    The consultant will bring to the concept development process previous experience from developing and writing successful integrated, multi-sectoral, proposals and concept notes. In addition, the consultant must possess the following: –

    An advanced university degree (preferably master’s degree) in natural resources management, Food Safety, Chemistry, development studies and other related social sciences/ disciplines.
    Minimum of 5-10 years’ experience in proposal + concept note development and/or project management in Sub-Saharan Africa.
    Strong program design skills, including capacity to prepare logical, coherent, and consistent documents such as log frames and budgets.
    Ability to work efficiently and effectively with project members in various locations and from multiple organizations.
    Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.
    Excellent English speaking/writing skills required; prior experience of facilitating multi-stakeholder proposal writing sessions.

    Tender Evaluation (Technical)

    The applicant whose technical proposal has highest technical evaluation score will be considered for award of a contract at the set budget for this assignment.
