    Scope of Short-Term Consultancy Work
    The Remote Monitoring and Management of Medical Equipment (RMX3) Project has been implemented for nearly three years, and the government needs to consolidate all the information through a cost benefit analysis to assess the viability of investing in the national roll out of this system by evaluating the effectiveness and costs for national scale-up.
    A Cost Benefit Analysis Technical Working Group has been convened comprising the Ministry of Health, UNICEF, and Philips Foundation to complete this assessment. The consultant will support the working group to assess the total costs of the pilot (both direct and indirect, including set up costs); evaluate the effectiveness of the pilot, to identify key reasons for success & risks; and examine the feasibility of scaling up the pilot (including determining associated scale up costs), with a focus on affordability, capacity to roll out, stakeholder buy-in and National Budget
    The TWG has articulated the specific questions that need to be addressed to inform the final decision-makers deliberation’s, as Follows

    Assess the effectiveness of the Remote Monitoring (RM) Solution in improving the availability and functionality of medical
    equipment and articulate the success factors and risks of implementing the system
    Assess the costs of implementing the RM solution for medical equipment management and develop a profile of scale up costs
    Determine the financial viability or impact of scaling up the RM solution for medical equipment management across the country
    Determine an affordable cost for the Government of Kenya to consider adaptation and scale up of the RM solution

    Specific Tasks And Deliverables

    Refine the draft methodology developed by a former Economics Consultant to address the articulated questions, and to fit the country context in terms of system improvement objectives and monitoring framework to support data collection
    Report on refined/ finalized methodology
    Preliminary meeting to discuss context and methodological concerns Refine methodology and tool and have consensus meeting to guide data collection (remote) Primary data collection anticipated to take 3 weeks and will be done by government leads. Weekly meetings with consultant to review data collection required. Consultant will conduct secondary data collection (remote)

    To Complete The Deliverables, The Consultant Will

    Conduct a Cost Benefit Analysis to evaluate the value of the RMS for medical equipment management system to the overall health system
    Conduct a Budget Impact Analysis to predict and understand the potential financial impact of introducing the system at the proposed cost
    Determine the financial viability of scaling up the medical equipment asset management tool in consultation with the planning and budgeting department facilitated by the MOH Economists
    Conduct a Cost Comparison of Similar Solutions across the country to determine an affordable cost for the Government of Kenya to consider adaptation and scale up of the solution.

    Work relationships

    The individual consultant will work under the overall guidance of the UNICEF Health Specialist (Innovations) based at the Kisumu Zonal Office with specialized technical oversight/support from the UNICEF Regional Office Heath Economist(Health).
    The consultancy will be for a period of 50 days
    The consultancy will employ a hybrid approach comprising remote and field-level work (further outlined in bullet 4 below and in the table on specific tasks and deliverables) to ensure the assignment is implemented as per the scope of work. This will require the consultant’s daily check ins with the UNICEF’s consultancy lead (the health specialist innovation), bi-weekly check ins with both the Health specialist Innovations and the UNICEF Regional Office Heath Economist , and participation in the virtual CBA TWG meetings.

    Method of work:
    The consultant will be required to refine the CBA tool, which will guide the data collection needs. This will be done remotely. Once the methodology and tool are agreed upon, primary data collection will be conducted by the government leads while the consultant will be required to conduct secondary data collection. There will be a two-week window for data collection anticipated, with one additional week for data completion. However, weekly calls will be organized to ensure any bottlenecks in data capture are addressed, and additional data needs required for the analysis are collected during the same data collection
    Essential

    Desired Competencies, technical background, and experience
    Advanced university degree in Health Economics, Health Policy, Economics, Financing, or a related field.
    A minimum of 5 years in relevant field including cost benefit and cost effectiveness analysis.
    Experience with designing and implementing financial and economics modelling in developing countries.
    Experience and or knowledge in economic evaluation of public health interventions, including for health innovations
    Experience pricing health interventions
    Strong communications, analytical, writing, and interpersonal skills to coherently present results.
    Experience collecting economic data (in any setting) and/or working with costing tools.
    Experience working with large analytic datasets and prior experience with data management.
    Demonstrated experience with data analysis, including techniques necessary for data derived from surveys using complex sampling.
    Demonstrated comfort and fluency in quantitative analysis, and proficient with statistical analysis and data presentation software programs
    Professional proficiency in written and spoken English (required).
    Self-driven and able to work independently with minimal supervision

    Position summary
    The PPP approach adopted by 2SCALE puts the private sector in the lead by facilitating and co-financing joint interventions that drive inclusiveness. Inclusiveness in the context of 2SCALE entails empowering youth, women, and low-income communities to be fairly integrated in agri value chains by ensuring their ownership and voice are visible and that risks and rewards are fairly shared by the stakeholders. To ensure this, the program supports grassroot actors’ empowerment through developing Agribusiness Clusters (ABCs). Further enhance youth economic inclusion and skills matching in partnerships.
    Agribusiness clusters are local networks of business that complement each other and function around common opportunities and challenges. These ABCs are supported by business support service providers and ABC coaches. The capacity building includes various “hard” and “soft” skills identified as gaps hindering the performance of the Agribusiness Clusters (ABCs).
    2SCALE is looking for a junior consultant who will provide support to develop Agribusiness Clusters and youth inclusion activities under PPPs in Kenya. The junior consultant will support the country team by actively engage in youth inclusion and agribusiness cluster development strategy implementations.
    In terms of the ABC development and strengthening the consultant is responsible to compile database of ABCs and the Coaches; support the organization and delivery of capacity buildings, field level coaching; and facilitate relationship building to enable actors plan and take joint actions based on their common constraints and opportunities. For youth inclusion activities the consultant is expected to review youth mapping and need assessments; facilitate youth mobilization and selection, facilitate market relevant and youth-friendly skills training; document best practices and lessons learned in youth inclusion and agro enterprise development. This consultancy will be for an initial period of six months with a possibility for renewal based on satisfactory performance, priorities of the partnership and availability of funds.
    Tasks
    The specific tasks that the junior consultant is expected to deliver include:

    Compile ABC and ABC coach’s database as per the template for PPPs in Kenya
    Facilitate needs assessment and prioritisation of capacity development for ABC coaches.
    Support ABC coaches, Business Support Service (BSS) providers, rural entrepreneurs, and other grassroots actors to set clear vision and to understand their roles in the ABCs.
    Co-organize capacity building sessions for all ABC coaches and youths selected for inclusion.
    Provide regular field support to ABC coaches, Business champions, and other grassroots actors to strengthen the functioning of the ABCs and field level governance system. ABC functions include but not limited to:
    enhances access to agro-inputs and services
    encourages coordinated action, collective learning, co-innovation and co-investment
    facilitates empowerment (youth and Gender), more voice and better bargaining power of the grassroot actors
    Document the ABC actors strategies to embed the cost of coaching and other paid advisory services within the partnership cost structure.
    Provide support to the ABC coaches network (Community of Practice) in Kenya and facilitate cross learning among coaches.
    Support (through the ABC coaches) Producer Organisations (POs), micro, small and medium sized enterprises to perform in a professional and well accepted standard to improve their business performance.
    Support ABC coaches to implement all interventions to strengthen the ABCs.
    Collaborate with other 2SCALE thematic experts and consultants to align and draw synergies for optimum impact.
    Participate and support country team in youth identification and mobilization based on PPP work plan and impact pathways to join the program in coordination with the Business Champion(s).
    Support country team for youth employment value chain opportunity mapping and need assessment under PPP.
    Support country teams to facilitate market relevant and youth-friendly skills training / youth social, business development and employability skills including remote training.
    Support in the documentation (monitoring and reporting) of ABC & Youth Inclusion interventions/activities in designated partnerships and facilitate development of field stories.

    Supervision and team collaboration

    The consultant is supervised by and reports to the 2SCALE country team leader in Kenya. He/She will receive technical guidance and support from the ABC development and Youth inclusion specialists. He/she will work in close collaboration with all other 2SCALE colleagues, including Partnership Facilitators, thematic experts, interns, and other consultants.

    Position and duty station / Location

    This consultancy is a national position and requires intensive travels (up to 50% of the time) in the target ABCs in-country

    Qualifications and experience

    Advanced degree in agricultural economics, agribusiness, extension, or rural development.
    Experience in agribusiness, organizing of training programs preferably at the grassroots level including technical, business, marketing, management, organizational etc.
    At least 2 years working experience in agriculture or rural development.

    Duties and Responsibilities
    UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations System and serves as an authoritative advocate for the global environment UNEP’s mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
    The Minamata Convention on Mercury was adopted in January 2013 and will come into force once the required number of countries ratifies the Convention. The GEF project “Development of Minamata Convention on Mercury Initial Assessment in Africa (MIA)” is aimed at facilitating the ratification and early implementation of the Minamata Convention by providing key national stakeholders in participating countries with the scientific and technical knowledge and tools needed for that purpose. Participating countries will benefit from new and updated information about the mercury situation in the country and from increased capacity in managing the risks of mercury. The sharing of experiences and lessons learned throughout the project is also expected to be an important contribution to other similar countries.
    UNEP’s Africa Office is the Executing Agency of the MIA regional project for Angola, Malawi, and Zimbabwe (MIA II).
    An international consultant will be hired to carry out the activities under the project component 3 “Development of a mercury inventory using the UNEP mercury tool kit and strategies to identify and assess mercury contaminated sites” related to execution of the project in Angola
    The requirements of the Job Opening will be carried out online thus home-based. The Consultant will provide operational support and will play a critical role in the implementation of UN Environment Programme related activities.
    The Consultant shall work under the direct supervision of the Acting Regional Sub-programme Coordinator for Chemicals, Waste and Air Quality of UNEP Africa Office (UNEP ODED ROA).
    Specific tasks and responsibilities of the consultant include the following:

    Conduct an inventory of mercury in Angola utilizing the most current Level II version of the UNEP Toolkit for Identification and Quantification of Mercury Releases, which is a comprehensive description of all mercury sources, as well as a quantitative analysis of mercury;

    Qualifications/special skills

    Academic Qualifications: A Master’s degree in environmental protection or another field is required. A degree in Health and Environment Science will be an asset
    Experience: A minimum of 5 year of experience in the field of environment and health and/or other relevant disciplines, preferably in governmental institutions, NGOs or the United Nations, is required. Specific experience in mercury or other pollutant inventories is also required. Knowledge of the UNEP Mercury Inventory Toolkit is desirable. The candidate should have excellent analytical skills and attention to detail.
    Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of Portuguese is desirable

    You will be based in our South African office as part of ERM’s Corporate Sustainability & Climate Change Europe & Middle East & Africa (EMEA) team. This is a team of management consultants focused on helping companies to create long-term value by managing the opportunities and mitigate the risks tied to ESG.
    Responsibilities

    As a Consulting Director joining our team, your key focus will be on helping our clients to define strategies to address climate change as part of their corporate sustainability journeys. Technically, the consultant should have experience in some or all of the following areas, for example:
    Ability to complete GHG assessments and carbon accounting in line with good international practice, e.g., ISO 14064 and the GHG Protocol Corporate Standard
    Exposure to various climate change disclosures such as the Carbon Disclosure Project (CDP) or Task Force on Climate-related Financial Disclosures (TCFD), and potentially experience in assurance of climate change related sustainability data as part of company’s annual reporting in line with GRI/SABS
    Understanding of the South African regulatory regime for climate change, including carbon tax, pollution prevention plans, energy management plans, carbon offsets, carbon budgets and energy reporting
    Other potential skills related to Life-cycle assessment (LCA) and related cradle to grave assessment tools, energy (resource) efficiency assessments and management systems in line with ISO 50001, Science Based Targets development, and Marginal Abatement Cost Curves (MACC)
    The role is likely to be focused on mitigation though additional experience in terms of adaptation and physical risks resulting from climate change will be beneficial, as well as experience in relation to renewable energy/ hydrogen development processes from strategy, opportunity identification and assessment to development.
    As a Consulting Director within the team, you will be responsible for:
    Managing or coordinating medium to large size projects or whole elements of larger multidisciplinary or global projects – as ERM works closely with some of the world’s largest organisations, we anticipate that this role will require close collaboration with our European Corporate Sustainability and Climate Change team
    Delivering multiple project tasks or components, including proposals
    Supervising project team(s) and coaching and mentoring more junior staff
    Understanding the interrelationships between ERM services and policies and how these are applied within the clients’ business model
    Establishing strong working relationships with clients through project delivery
    Developing Corporate Sustainability and Climate Change services in South Africa and Sub-Saharan Africa
    Advising our key local, regional and global clients and finding solutions for their ESG and climate change related challenges
    Making use of effective working relationships with business unit and participate in global technical communities to ensure strong network of resources
    Remaining up to date with external market and client industry trends
    Sharing expertise and knowledge within the business unit and/or global practice area
    Understanding how work of the project team and or practice community contributes to ERM’s success
    You will be part of our interdisciplinary and international team and will collaborate with ERM offices in the Americas, Asia-Pacific, and Europe, Middle East and Africa regions.

    Requirements

    Postgraduate degree (preferably a Master’s-level degree) in a technical climate change field (e.g., environmental management, energy engineering, climate change), as well as experience and/or qualifications in a business management-related field (e.g. financial, legal, change management, strategy etc.)
    Minimum of 8 – 10 years of experience in ESG/ climate change consulting
    Strong technical climate change experience linking to ESG management
    Experience in climate change aspects of mergers and acquisitions, divestment, project finance, private equity, liability assessment and transaction advisory, is also desired
    Commercial acumen, business development and project management skills
    Commitment to excellence, and to health and safety
    Excellent leadership and communication (both verbal and written) skills
    Experience with using data and technology to solve clients climate change and ESG challenges
    Willingness to travel
    Ability to work under pressure
