    Roles and responsibilities
    This will include:
    Conducting a quick desk review of key regional policy instruments,available documentation on countries’ progress towards UHC with integration of SRHR and any other relevant written documents on UHC and SRHR, including the IPPF policy papers on the same.
    Organizing meetings with key stakeholders from global, regional and national organizations and coalitions advocating for SRHR/UHC, including relevant UN Organizations (technical experts from the Ministries of Heath, WHO/ PMCH secretariat), UNFPA, AFOG focal persons in identified countries, UHC 2030 coalition etc), to understand implementation of UHC in the focus countries, identify gaps, opportunities and priorities for CSO engagement to advance the GLC recommendations in UHC
    Writing a policy brief using the above, outlining recommendations for advocacy to advance GLC recommendations in UHC at regional, sub-regional and national levels. The policy brief will include relevant country examples from at least one anglophone and one francophone country.

    The milestones and specific tasks will be discussed and agreed with the selected Consultant.

    About the project:
    FilmAid Kenya has been training media students on basic skills in journalism, Film production, photography among others. In 2020, FilmAid Kenya established Youth Media Hubs. The hubs were designed as a low-cost and sustainable intervention to address the breakdown in social cohesion, the increase in vulnerability among members of the community, and the marginalization in the media that is both a contributing factor to and a result of social breakdown. The hubs have provided a physical point of convergence for a network of support and opportunity for aspiring visual storytellers in target communities, additionally, the media Hubs have given the youth a sustained opportunity to develop their skills and their voices as creative storytellers while expanding their access to audiences and markets. Several FilmAid Kenya’s Multimedia alumni currently run their own production houses, and often FilmAid Kenya, partners and local CBOs recruit them to work on productions. Given the increasing demand for these young entrepreneurs’ services, there is a need to strengthen their skills in screenwriting to enable them to produce high-quality films.
    It is against this background that this TOR has been developed to outsource the services of a consultant to “**Train 30 Multimedia Alumni on Screenwriting”**
    Expected deliverables:

    Training for Scripting for Fiction and documentary for 30 mentees for 14 days
    Story structures.
    Story arc and outlining.
    Dialogue writing.
    Development of characters.
    Screenplay formatting.

    Output:

    2 Short film scripts of 5 – 7 minutes.
    2 Documentary scripts of 5 – 7 minutes.

    Accountabilities and Responsibilities:

    Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. 
    Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. 
    The consultant shall report to Associate Expert in Marine and Freshwater Branch, Ecosystems Division.

    Responsibilities:
    The main objective of the consultancy is to lead the formulation of a fully developed proposal for the SIDS Flagship, ensuring cohesion between the 3 project components/outcomes in its design, as well as including experiences of developing project proposals for multilateral funds such as the GEF and GCF. The consultant will be responsible for the preparation of the final project proposal with contribution from the team members from FAO, UNEP, DESA as well as national consultants. Proposal development will be done in consultation with national and international partners to ensure ownership by the Governments of the pilot countries as well as by the Alliance of Small Islands States (AOSIS). National consultants in each of the SIDS countries will be the main focal points for national consultations, and the international consultant will coordinate between them.

    Experience in working with multi-disciplinary teams, including local and expatriate technical experts is required;
    Demonstrated experience in project development, implementation and management is an asset
    Language: English and French are the working languages of the Authority. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

    Identify potential LEAF buyers for the country,
    Assess buyers’ appetite to invest in Uganda though consultations, meetings or other identified processes,
    Assess country’s concerns to access these carbon markets, scale of implementation (national or jurisdictional), key factors needed (economic, socio-political, technological) and barriers to be overcame to generate emissions reductions and contribute to the forests and land-use targets of Uganda’s NDC,
    Identify key areas of institutional capacity (for example, national registry, legal title, safeguards requirements) that Uganda should focus on to access different kinds of RBPs,
    Identify clear technical contributions from the UN-REDD programme and UNEP based on their respective signature and offering.

    Qualifications/special skills

    Responsibilities: 

    The consultant will be required to develop an inception report detailing how the advocacy situational analysis will be conducted. 
    The situation analysis forms the foundation for the ALM’s Global Advocacy Strategy. It scans the landscape of the Social movement to End FGM/C at multiple levels, analyses the advocacy environment, monitors trends and collects evidence to determine the advocacy issues that can be addressed by the ALM’s Global Advocacy Strategy. By creating a solid evidence base, the situation analysis provides a starting point for setting advocacy priorities and a baseline against which to measure progress for the ALM Programme.
    The consultant will also be required to conduct an advocacy situational analysis on ending FGM/C at global, regional, national and local levels,
    Facilitate a workshop with consortium members and external partners to better understand the needs, capacities and perceptions that are critical to the Global ALM Advocacy Strategy and Develop advocacy tools.

    To support the operational work at HQ, the Flagship Programme Initiative seeks to bring a consultant onboard to provide temporary operational, finance and budget support, under the overall supervision of the Programme Management Specialist.

    Duties And Responsibilities

    Support on administrative and operational tasks as needed for project closure and second phase of the programme.
    Generate and monitor the expenditure reports HQ to ensure the projected delivery rate is on track.

The Knowledge & Innovation Branch (K&I) of UN-Habitat has the mandate to promote local capabilities of local governments to develop innovative instruments in a variety of areas to keep pace with the demands of rapid urbanization. For UN-Habitat, innovation means embracing new ideas, up-to-date means, and fresh approaches to our work. It is based on horizontal and collaborative working practices that consider diverse contexts and perspectives. Innovation can be digital or non-digital, and take shape as a process, a practical tool or application or as a culture.
    Over the last year, UN-Habitat, the UN agency for cities; and Viable Cities, the Swedish national city innovation programme, have established a strong partnership of more than 15 public and private organizations working closely with the cities of Bogotá, Bristol, Curitiba and Makindye Ssabagabo. The Innovation Unit hosts the Climate Smart Cities Challenge which is an open innovation competition to identify climate smart solutions to reduce the climate impact of Bogotá, Colombia; Bristol, United Kingdom; Curitiba, Brazil; and Makindye Ssabagabo, Uganda, while creating a better future for all. The climate ambitions of these cities are impressive and addressing them will have a powerful impact in shaping how city leaders, innovators and local communities respond to the climate emergency. The competition asked innovators – technologists, SMEs, start-ups, developers, finance experts and more – to submit their best ideas and solutions to one of the unique challenges identified by the four partner cities. We are looking for organizations that can play a role in implementing transformative, real-world projects. The following challenges were selected for each city;

    Bogotá – Improve freight mobility and reduce congestion-based greenhouse gas emissions in Bogotá
    Bristol – New model for delivering affordable zero carbon homes in Bristol
    Curitiba – New solutions for creating zero carbon neighborhoods
    Makindye Ssabagabo – Develop zero-carbon, energy efficient affordable homes

    The Innovation unit is looking to hire four (4) consultants, one for each city. The consultants will be reporting to the Programme Management Officer, Technology, and Innovation.
