    OBJECTIVES & DELIVERABLES:
    The Objectives of the consultant will be.

    Facilitate monthly group psychological debriefing and intervention of the MHPSS teams (Counselling Psychologists, Social workers, Community workers) and GBV teams (Caseworkers) and Protection teams (Case workers)
    Facilitate clinical supervision of the MHPSS supervisors
    On a needs basis facilitate group psychological debriefing and intervention for all HIAS staff

    EXPECTED OUTPUTS
           The expected key outputs are.

    Facilitate HIAS staff group counselling at workplace sessions that may be arranged as requested by HIAS Kenya. The group sessions are meant to assist in achieving improved stress management, dealing with burnout, peer support, personal development, and professional resilience.
    Upon request, carry out periodic HIAS staff needs assessment to inform on the support they need with a view to enhancing self-care practices to prevent vicarious trauma and burnout.
    On needs basis, facilitate group psychological debriefing and intervention for all HIAS staff.
    Produce well-written and comprehensive reports after facilitating group counselling sessions highlighting thematic issues that emerged and recommendations

    QUALIFICATIONS & REQUIREMENTS:

    Master’s degree in clinical or Counselling Psychology
    Formal training in clinical supervision (Certificate or diploma in supervision)
    3 years’ experience in providing counsellor supervision and support
    3 years’ experience in providing staff support (counselling at the workplace and employee assistance program)
    Demonstrated experience and skills in facilitating group interventions
    Relevant regional and international experience providing services to NGO’s similar to HIAS

    To better influence and engage with the private sector in Kenya, Oxfam in Kenya is seeking the services of a consultant to:

    Explore and analyse the current trends of the private sector work in Kenya, which helps facilitate co-creation of private sector engagement strategies and innovative programme ideas including but not limited to the global and national challenge and workstreams – valuing women’s work (VWW), climate justice and recovery, renewal and resilience (RRR).
    Identify scopes and key areas of programme design, secure funding, and manage risks within the important sectors/areas and selected value chains, including opportunities and approaches to build partnership with the private sector, leveraging their investment
    Identify the linkage, the ability and the opportunity to influence UK Government and UK based multinational businesses to take action to respect human rights and the planet, in-line with international standards and commitments, and to empower women and marginalised communities across their global supply chains.

    The objective of the SAFE STEPs program is to help communities protect themselves from disasters by providing lifesaving information. As part of the program’s implementation, SAFE STEPs has partnered with National Media Group (NMG) for their outreach campaign.
    The evaluation will use a mixed methods approach to answer the evaluation questions outlined above by employing a mobile survey and interviews for data collection.
    The evaluation questions are as follows:

    Who is receiving SAFE STEPs messaging?
    What are the population characteristics of those who are receiving SAFE STEPs messaging?
    To what extent are beneficiaries retaining the lessons from the awareness campaigns?
    Do recipients of the campaign report improved awareness of safe driving, motorcycle, and pedestrian practices?
    Are beneficiaries changing behaviors in response to messages?
    To what extent do beneficiaries apply relevant behaviors in their everyday life?
    Is the SAFE STEPs messaging associated with improved behaviors conveyed in the awareness campaign?

    Position Description:
    SI is seeking a Mid-level National Evaluation Specialist who will work with the Senior Evaluation Specialist/Team Leader and Social Impact evaluation team. The Specialist will conduct qualitative interviews of beneficiaries of the SAFE STEPs campaign in Kenya while ensuring the evaluation is contextually appropriate. Responsibilities are listed below. The estimated period of performance is four months, with work taking place remotely and in up to four states in Kenya, including Nairobi. Only candidates with Kenyan citizenship will be considered.
    The Evaluation Specialist will be expected to travel to up to four states to conduct qualitative interviews with beneficiaries of the SAFE STEPs campaign. The Specialist will also be expected to support the qualitative coding, analysis, and potentially report writing portions of the evaluation. Finally, there is the possibility of the evaluation being followed by a sense-making workshop, which the Specialist may be expected to attend and contribute to, based on the evaluation findings.

    Responsibilities:

    Provide evaluation and contextual expertise during evaluation planning, data collection, analysis and reporting processes in support of the Team Leader.

    Travel with evaluation team to evaluation sites (determined during work planning) and provide logistical support as needed
    Lead key informant interviews and/or focus group discussions
    Take and type interview notes
    Support the preparation and presentation of the key findings and recommendations to Prudence
    Complete data analysis, including qualitative coding, and summary tasks of qualitative and quantitative data as requested by the SI Evaluation Team.

    Qualifications:

    Reporting directly to the SMLP-2 Senior Monitoring Advisor, the Instrument Development Consultant – Qualitative will support the development of qualitative data collection instruments for third-party monitoring activities for the USAID/Bureau for Humanitarian Assistance (BHA) projects in Somalia. Instruments, by sector, will be developed to collect data from assistance beneficiaries and key stakeholders. The consultant will work closely with the Instrument Development Consultant – Quantitative.
    Terms of Reference
    The consultancy is for one month (11 days LOE total) from 1-31 January 2023 and will produce Qualitative data collection instruments necessary to conduct third-party monitoring of BHA activities in Somalia, across all relevant sectors as detailed below:
    Document Review

    Review the TPM strategy and design documents guiding the overall SMLP-2 project, including the Data Collection, Verification and Analysis Plan (DCVAP), and the Monitoring Plan and Schedule (MPS).
    Review a collection of pre-existing data collection instruments and assess suitability for SMLP-2.

    Instrument Development

    Develop/refine qualitative data collection tools, including Key Informant Interviews (KII) and Focus Group Discussions (FGDs), and Structured Observation Checklists for each of the sectors listed above.
    Collaborate with the Instrument Development Consultant – Quantitative to develop an organizing structure and naming convention for instruments.
    Collaborate with the Senior Monitoring Analyst to digitize data collection instruments into mobile data collection formats.

    Your Experience and Expertise
    The Instrument Development Consultant – Qualitative must have:

    A Master’s degree in international affairs/development and social science with practical research experience is required.
    More than five years of demonstrated experience in qualitative research and/or monitoring, evaluation and learning in the humanitarian or development sectors of Somalia.
    Strong working knowledge of written and spoken English (must submit examples of written work).
    Practical knowledge of remote third-party management methodologies.
    Exceptional organizational skills, attention to detail and follow through.
    High levels of proficiency with Microsoft Excel.
    Experience working with data collection software such as Fulcrum preferred.

    Consultancy: Perceptions of Land Tenure Security in Pastoral Areas and Related Issues a Study in Kenya

    Scope of Work:
    The consultant will hold responsibility for the case study research in Kenya [or Burkina Faso or Sudan]  working under the supervision and guidance of the project ILRI research leads. The consultant will be responsible for the following:

    Undertaking a literature view and key informant interviews at national level on the status, trends and dynamics of collective tenure in pastoral areas in Kenya [or Burkina Faso or Sudan].
    Refinement of case study research protocol to fit the Kenyan [or Burkina Faso or Sudan] context including checklist of questions and supporting participatory tools for focus group discussions and key informant interviews.
    Identification of potential case study research sites, to be agreed with ILRI and partner research leads.
    Undertaking the research including organising local logistics equipment and local supporting research team. This will include training in research methodologies as required. An important element of the research should be the inclusion of women and youth.
    Analysis and writing up of the research results according to an agreed outline.
    Present the findings of the research at a small meeting of key stakeholders for feedback and approval.
    Present the findings to the research partners and project advisory group members as part of a reflection process on identifying cross-country characteristics of perceived tenure security and ways to measure these.
    Finalisation of report based on feedback.

    Duration:  January to 31st March 2023
    Essential skills and qualifications

    A Master or PhD degree in natural resource management, agriculture, drylands, sociology, geography or other relevant disciplines
    At least ten years’ experience working in research in land tenure and governance in pastoral areas of the case study country of focus
    At least five years’ experience managing small research teams for field work using qualitative and participatory research tools
    Proven significant practical knowledge of pastoral areas of the case study country of focus with at least five years field work experience
    Fluent written and spoken English as well as working language of the case study country of focus
    Some experience of monitoring tools for land tenure security and advantage

    The Market Description consultant will work with FHM Engage’s Technical Director, Market Description Advisor, Family Planning (FP) Advisor, and others to develop two market descriptions for Kenya: one for FP and one for maternal, newborn, health (MNH). The consultancy will result in an FP market description report and slide deck, and an MNH market description report and slide deck. The consultant will work in collaboration with several STTA including Market Description Advisors and FP/MNCH Technical Advisors. A high level of interaction with USAID AOR team is expected.

    Responsibilities

    Apply the FHM Engage market description methodology, supporting guidance and tools to gather comprehensive information on supply, demand, and consumer uptake of FP in Kenya
    Develop a market description report and slide deck (5 to 7 concise slides) to present the findings
    Liaise with USAID/Washington and USAID/Kenya to make any necessary revisions to the FP report slide deck
    Apply the FHM Engage market description methodology, supporting guidance, and tools to gather comprehensive information on the supply, demand, and consumers of MNH in Kenya
    Develop a market description report and slide deck (5 to 7 concise slides) to present the findings
    Liaise with USAID/Washington and USAID/Kenya to make any necessary revisions to the MNCH report slide deck.
    Align with Market Description teams in other countries for cross – learning and knowledge sharing

    Qualifications

    Experience in health markets (family planning and MNCH)
    At least 10 years of professional experience in providing technical assistance to FP and MNH programs
    Proven analytical and research skills (both quantitative and qualitative)
    Strong technical writing and presentation skills, and ability to communicate effectively to diverse audiences
    Ability to engage and coordinate with a wide range of stakeholders
    Fluency in English written and spoken
    Demonstrated leadership, versatility, and integrity
