    Objectives
    The primary objectives of this consultancy are as follows:

    Scope of Work
    The overarching objective of this consultancy task is to provide guidance to the Re:BUiLD program in effectively measuring the impact of their policy and advocacy endeavors and thus , facilitating informed decision-making. The tasks at hand encompass advising on policy and advocacy measurement strategies, furnishing expert recommendations to IRC on adept methods to gauge the impact and success of the Re: BUiLD program’s policy and advocacy initiatives. This entails an assessment of existing measurement tools, an analysis of their efficacy, and the proposition of the most efficacious measurement approaches for day to day monitoring, as well as the endline evaluation, in close coordination with Re:BUiLD measurement and influence & adoption colleagues.
    Assignment Objectives

    Review and strengthen the intended outcomes and proposed key performance indicators (KPIs) that correlate with identified outcomes, outputs, and proposed activities. Identify any gaps, limitations, and propose areas for improvement in the current measurement methods.
    Collaborate with the program team to review and strengthen the Influence and adoption M&E Framework, particularly:

    Review and strengthen goals, sub-outcomes, and milestones.
    Review and strengthen all indicators and their related means of verification to ensure they are pertinent, quantifiable, and harmonious with the objectives of their policy and advocacy influencing. These indicators should encompass both quantitative metrics (such as alterations in policies or regulations) and qualitative gauges (such as shifts in public perception or awareness).
    Review and strengthen process and outcome targets to ensure feasibility and effectiveness.
    Review and strengthen the indicators’ means of verification indicating where and in what form information on the achievement of the overall objective, the specific objective, and the results can be found.

    Design, develop and test data collection tools as required for indicators tracking and program monitoring.
    Establish baseline guidance for each chosen indicator prior to the full implementation of policy and advocacy initiatives. This foundational data will serve as a reference point for evaluating the impact of these initiatives over time.
    Develop a comprehensive framework detailing how each indicator will be assessed, encompassing data sources, methodologies for data collection and measurement frequency. This framework must uphold data precision and uniformity.
    Set up a methodology for how the endline program evaluation should be conducted and recommend tools and systems that could be used for ongoing monitoring and reporting.

    Deliverables

    An inception report encompassing the consultant’s interpretation of the task and the proposed methodology delineating how the assignment will unfold. The inception report will be subject to discussion and approval by IRC before the commencement of the assignment.

    Background and context
    Launched in 2016 by the United Nations Children’s Fund (UNICEF) and the World Bank Group, the Early Childhood Development Action Network (ECDAN) is a global platform to catalyze collective action so that so that every young child is safe, well-nourished, healthy, happy, and learning. ECDANs strives to bring together hundreds of members of the early childhood development (ECD) community as well as stakeholders in other sectors to advocate for the needs of young children and their caregivers to be centered in policy and implementation discussions. Stakeholders are connected across regions and sectors to share promising practices, tools, and other resources that benefit the youngest children, creating a global community that learns and shares together. ECDAN also encourages stakeholders to collaborate and undertake joint initiatives, maximizing the impact of limited resources by connecting and aligning.
    In 2020, ECDAN launched its first strategic plan, which included intentions to transition to a new governance structure and a new hosting entity. ECDAN is currently hosted by PATH who handles all financial transactions securely and legally on behalf of ECDAN. The hosting institution has three primary roles and responsibilities vis-à-vis ECDAN: financial, human resources, and operational services. The operational components include procurement, contracting, IT support, travel, and more. To support these services and as ECDAN’s fiscal sponsor, PATH collects overhead on the funds ECDAN receives and charges program support as appropriate.
    ECDAN’s Secretariat currently has 7 full-time staff and several consultants that are based in the United States, Kenya, Senegal, and Bangladesh. Three PATH staff support ECDAN part-time.
    PATH is seeking a consultant to evaluate ECDAN’s potential as an independent non-profit organization. ECDAN’s Executive Leadership Council (ELC) would like to prepare for ECDAN’s sustainability and believe that independent legal registration may be an important component of long-term success. ECDAN’s leadership requested that the Secretariat undertake an analysis to examine different options for legal registration, including the possibility of becoming a 501(c)3 in the United States but not limited to this geography or legal status, and including other options for registration in Europe or Kenya. The analysis should examine multiple elements beyond just the financial cost of doing business in each scenario. The legal implications, strategic leverage, and staffing required should also be outlined for comparison. ECDAN would like the analysis to compare these different options against one another and against ECDAN’s current situation as an entity hosted by PATH, outlining the realities of each option. In particular, ECDAN would like to have an idea of the real costs and likely complications of setting up and maintaining each option, including estimating the amount of funding that would be required to ensure running a successful non-profit entity.
    Timeline
    The consultancy is expected to start in October 2023 and take approximately two months to complete. The final report is expected to be delivered by mid-December.
    Specific activities
    Elements of the consultancy will include but are not limited to:

    Describe the process of independent legal registration options, including registering a 501(c)3 organization incorporated in Washington, DC, and other legal statuses in Europe and Kenya
    Quantify the cost and process of initial registration, including the length of time it takes to register, in each scenario
    Describe the costs of creating operational, financial and IT systems to run a successful nonprofit in each scenario, considering the following:

    The current contract and benefits package offered to the 8 full-time ECDAN staff who are PATH employees in the United States and in Kenya
    Annual expenditure of $2-$3 million and growing, and costs of an annual external audit
    Legal and contracting needs, financial management and reporting to 10+ foundation donors which require regular (annual, bi-annual, or quarterly) reports and 20+ outgoing agreements per year

    Describe and cost the policies that ECDAN would need to develop to be independent related to human resources, financial management, travel, IT, governance (by-laws), and more, and how they differ per each location
    Calculate the cost of renting office space or meeting space, noting any rules that apply for legal entities to have a physical address
    Fully outline the services PATH provides and real costs ECDAN has paid within PATH’s cost structure
    Describe and cost any other operational, administrative, or financial needs to sustain a successful nonprofit not listed above

    Project Overview and Role:

    The Challenge Fund for Youth Employment (CFYE) is a 7-year and €134 million programme funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa, and Horn of Africa regions. The Fund will be supporting initiatives in 12 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection.
    The portfolio of projects is selected from business cases that were proposed by private sector, civil society, and knowledge institutions. Each business case has outlined scalable solutions for creating more and better jobs and income generating opportunities for youth. Solutions in particular focus on an integrated approach that addresses the shortcomings on the demand side (jobs) and supply side (skills) and bridging the mismatch between these two in the labour market.
    One of our portfolios (IPs) in Kenya, FUNDIS has mostly self-financed its growth to date. FUNDIS was established in 2019 and enables homes and organizations to digitally find and hire competent, vetted, and accredited professionals for their repairs, maintenance, larger projects, and construction needs. Through the FUNDIS mobile application, Artisans and Builders digitize their business transactions while accessing loans, insurance, and upskilling opportunities.
    As part of its current expansion plans, FUNDIS is looking to attract external investments into the company. This document outlines an assignment for interested and qualified consultant to support FUNDIS in their effort, to build their capacity to and achieve investment readiness. The consultant will report directly to the CFYE Kenya Country Lead and work closely, on a day-to-day basis with the FUNDIS management team.

    Primary Duties and Responsibilities: 
    The main objective of this assignment is to:
    Support FUNDIS prepare for investor engagements: 

    FUNDIS has advanced quite actively in getting their company ready for engagements with investors. So far, the company developed first versions of a pitch deck, financial models and projections and a business plan. The consultant contracted for this assignment will be required to support FUNDIS in:
    Refining FUNDIS investment ask: finetune the exact investment request in terms of amount and type of capital requested and (better) link this to growth strategy.
    Improving FUNDIS pitch deck, including overall review of the pitch deck and further expansion on the current concepts and approaches presented in the pitch deck, especially around articulating problem statement/value proposition, revenue model, growth projections and growth milestones.
    Reviewing FUNDIS financial projections: Pulse-check on current financial modelling and financial projections and challenge existing assumptions. Where necessary make revisions together with FUNDIS team (CEO & CFO)
    Expanding FUNDIS the business plan: together with FUNDIS CEO rework existing strategy documents and thoughts into a high-level business plan that better outlines the think about the medium-term growth strategy for FUNDIS.

    Introduce FUNDIS to new investors’ contacts:

     FUNDIS has been in touch with several investors with some of them already in advanced discussions but so far this has not yet led to securing an investment or detailed term sheet from any investor. The Consultant will support the in the identification of and initial engagement of newadditional potential investor contacts.
     New means that FUNDIS has not yet been in touch with this investor. Introduction means that the CEO of FUNDIS is personally introduced to a (senior) investment manager and/or C-suite executive at the investment firms’ /fund managers organization, and that this introduction is returned with an invitation to FUNDIS by the investment firm/fund manager for a first conversation.

    Deliverables:

    High-level investment strategy based on existing ideas of FUNDIS. Consisting of a more detailed breakdown of the targeted investment amount related to the main elements of the growth strategy, structuring of the preferred funding modalities (debt/equity/mezzanine) and a shortlist (minimum of 5) potentially interesting investors whose criteria match with the FUNDIS business model.
    Revised version of existing financial model, including at least 2 different financial scenarios’.
    Revised version of existing pitch deck.
    High-level business plan (min 8 – max 12 pages) outlining main growth strategy and underlying business activities/revenue models, along with “conventional” components of business plan, such as team composition, summary of financial model, competitor analysis, etc.
    Introductions to at least 3 new investors/fund managers (that meet the requirements of both FUNDIS and the investor/fund manager) for FUNDIS.

    Level of Effort and Reporting:

    Required Qualifications:

    Timeline:

    The consultancy is expected to span approximately 10 weeks, starting from 20th September 2023. A detailed timeline, including milestones and deadlines, will be collaboratively established prior to the project’s commencement.

    Ethical Standards and Safeguarding

    The consultant must conscientiously abide by AKF safeguarding Manual, and all members of the Consultant team must sign AKF/MECP-K’s Safeguarding Statement of Commitment upon contracting. The design and implementation of the studies must be in line with the research ethical standards including protection of participants from potential research-related harms, confidentiality, informed consent, beneficence, and safeguarding principles to protect respondents from potential harms such as sexual exploitation and abuse, sexual harassment, and bullying.

    Rights to Deliverables

    Upon successful completion of the consultancy, all deliverables, including evaluation tools, reports, visualizations, and findings, will become the exclusive property of MECP-K.

    Qualifications and Expertise:
    The ideal candidate for this consultancy should possess the following qualifications:

    Minimum of 5 years of experience in conducting evaluations, collecting data, and producing quality mixed-methods baseline/end line education focused study reports, preferably for non-profit organizations.
    Demonstrated experience in designing baseline and end line studies including proven experience in sound sampling, mixed methods approaches (quantitative and qualitative), tool development, enumerator training, etc.
    Proficiency in statistical analysis tools (e.g., SPSS, STATA) and qualitative analysis software (e.g., NVivo, MAXQDA, ATLAS.ti).

    Expected outcomes
    AAIK is seeking a qualified Consultant (team of consultants) to facilitate a culture analysis and make recommendations to correct any gaps that may exist to ensure the culture is aligned to its strategic objectives, ensure employee engagement through embedment of localized best practices, supportive to staff and creates an environment conducive for staff to deliver on their mandates. Some of key areas to pay attention to are:

    Assessment of organizational culture through a validated culture assessment methodology.
    The assessment methodology and tools should have digital capabilities to allow for data cuts and ease of analysis of sub-cultures where necessary.
    Gauge leadership capabilities to support the new culture as well as suggest interventions on the identified gaps.
    Assess the levels of employee engagement and draw strategies to bridge any identified gaps
    Be able to draw both short- and long-term strategies of implementation of the new culture using proven change management systems and methodologies.
    Ensure the culture that is agreed on is supportive of the existing strategic objectives.
    Train and certify a team of internal culture champions and change agents to ensure continuity post the project period.

    The consultant (s) or organization should possess the following knowledge and skills:

    Proven track record of extensive consultancy experience in conducting organization Culture analysis and knowledge sharing workshops.
    Demonstrated knowledge of conducting digitally enabled with validated organizational culture assessments tools.
    Ability to analyze big data and extract insights that support strategic and operational decision-making.
