    Job Duties and Responsibilities
    The aim of Sahel+ Group and movement partners, which have the ambition to set up a long-term program complementary to the global migration route based program in the Sahel region, will revolve around the following elements:

    Strengthening and expanding the existing global route-based program to ensure continuity of services for people on the move, and to promote, protect and uphold their dignity and rights, with evidence-based humanitarian diplomacy and advocacy in favour of migrants. Support National Societies capacity strengthening to better manage, and always respond to the needs of migrants and displaced people and stages of their journey.
    Socio Economic empowerment: Provide migrants and returnees with livelihood skills, resources and opportunities to create sustainable livelihoods in their host and origin communities.
    3 Integration and reintegration: Facilitate the successful integration of migrants into host communities and the reintegration of those who return to their communities of origin, to reduce their vulnerabilities.

    Purpose of the consultancy
    The Sahel+ Group with the support of movement partners is seeking to:

    Develop a multi-country migration assistance programme focused on returnees in the Sahel with a primary focus on livelihoods and linked to the broader Global Route Based Programme.
    This ambitious program is looking at 10 countries from the Sahel, know as the Sahel Plus Group.
    Develop a proposal with PNS targeting donors (including French, German Government) to mobilise resources with key donors, including key donor Governments. It is key that the potential partners are included in the co-creation of the programs at country and sub regional level (probably Dakar). The proposal should as well target International Financial Institutions and regional.

    Tasks

    Review of relevant background documentation and materials, including:

    The Global Migration Route-Based Programme in Africa with focus on the Sahel NS,
    Relevant migration programmes developed by NS and partners NS in the Sahel region.
    NS plans expressed through the unified planning process
    Secondary data and analysis of migration needs in the Sahel, including focused on returning migrants and livelihoods.
    Key programmes and plans by external stakeholders in the Sahel region, eg UNHCR, IOM, civil society, African Union and ECOWAS.

    Development of templates for National Societies´ input of narrative and financial information, and logical framework
    Liaison with IFRC M&D department, Ops, health, CEA, communications, PMER, PRD and finance to gather inputs for the proposal.
    Structured consultations with National Societies, Government, and relevant partners
    Consolidation of inputs into a coherent proposal following steering committee’s guidance
    Ensure the proposal, budget and annexes align with the IFRC’s plans and priorities.
    Ensure proposal, budget and annexes are internally approved and submitted in an appropriate format and to the highest possible quality in time for the deadline.
    Inclusion of inputs from Sahel+ Resilience Platform, Sahel+ TWG on Migration, and EUNS as needed.
    Coordination with ICRC and relevant partners to ensure complementarity of proposals as needed.
    Other related tasks as necessary and agreed with the IFRC Head of PRD Africa

    Job Duties and Responsibilities (continued)
    Roles and Responsibilities

    The consultant will lead the proposal consolidation and writing process until the final submission to the steering committee.
    IFRC Heads of Delegations are overall responsible to support the consultant for the proposal development with support from the Regional Migration and Displacement Coordinator and PRD/SPRM.
    The IFRC Regional Migration and Displacement Coordinator will be the technical focal person for the proposal development.
    IFRC Regional Migration and Displacement Coordinator will be responsible for liaison with African National Societies, IFRC country delegations and EU National Societies
    The consultant will closely work with IFRC Africa RO PRD, IFRC country delegations in the Sahel region, and other IFRC regional or global technical experts as required.
    The IFRC Head of PRD and Regional Migration and Displacement Coordinator will provide the necessary access to IFRC units, offices, staff and resources to complete the proposal, including any needs assessments or financial information needy.

    Working modality
    The consultant will work remotely. If needed the consultant can be located in the Dakar Cluster Delegation.
    Deliverables

    First draft of the multi-country migration assistance programme for returnees in the Sahel with a primary focus on livelihoods, annexes, and budget and First draft of the proposal with the French Red Cross targeting the French Government for support to the Sahel part of the Global Route Based Migration Programme, annexes and budget submitted to the steering committee by 20 December 2023
    Following feedback from the steering committee, revised draft the multi-country migration assistance programme for returnees in the Sahel with a primary focus on livelihoods, annexes, and budget and draft of the proposal with the French Red Cross targeting the French Government for support to the Sahel part of the Global Route Based Migration Programme, annexes and budget in time for the new deadline for submission.
    Framework for series of national consultations/co-creation workshops for further development of national/regional proposal(s)

    Timeframe
    The consultancy will be for up to 30 days, to be delivered by 31 December 2023 or until final submission is completed if earlier.

    Project Introduction
    The Health Systems team takes a systems and cross-technical approach to ensure delivery of equitable primary health care. VillageReach is seeking a Consultant to lead efforts to strategically grow the portfolio around waste management for vaccines and vaccine forecasting, with a focus on environment and equity.
    Scope of Work
    The position will focus on improving vaccine forecasting using innovative methods and tools, and collaborating with external partners in sharing country-level learning. The Consultant will be responsible for growing VillageReach’s portfolio on waste management practices in immunization, especially from a perspective that minimizes impact to the environment. Ideal candidates will have strong stakeholder management skills, project management skills, and technical understanding of immunization supply chain in low and middle-income countries (LMICs). 
    Essential Duties and Responsibilities include the following.
    Waste Management (30%):

    Develop waste management playbook from a practical perspective in collaboration with partners. Consider learnings from VillageReach’s implementation of high volume sites or vaccinodromes in the Democratic Republic of Congo (DRC) and Cote d’Ivoire.
    Review Gavi’s vaccine waste management maturity model and explore opportunities to
    Lead business development around vaccine waste management to reduce the impact on climate and carbon emissions, and grow into a strategic supply chain area.
    Develop areas of work to reduce greenhouse gas emissions from vaccine waste management practices, in collaboration with Gavi, UNICEF, and other partners.
    Work collaboratively with Gavi, UNICEF, PATH and other technical partners to develop and disseminate waste management best practices and learning.

    Vaccine Forecasting (20%):
    Work with partners on the implementation of Immunization Collaborative Supply Chain in DRC and Mozambique to improve data availability, improve data analysis and strengthen capacity. The initiative will generate evidence to influence country and global practices. The goals it to enable country EPI to more accurately forecast vaccine demand using data.

    Support DRC and Mozambique in implementing forecasting approaches and managing data. Collate lessons learned from country implementation to share with global partners and to modify approaches used in vaccine forecasting.
    Support iSC partners to socialize and build capacity for the forecasting toolbox in countries where VillageReach operates and for VillageReach staff using internal community of practice

    Program Management:

    Working closely with the Immunization Lead to share learnings and tools from the Immunization Supply Chain Steering Committee (iSC2) and the VillageReach supply chain community of practice
    Participate in external Immunization Supply Chain (iSC) technical working groups, and report back takeaways to Immunization Lead, Immunization Advisory Group, and Country Teams. Collate feedback from VillageReach country offices to share globally, as requested

    General Timeline of Contract Work

    In the context of the WHO Health Emergencies, the Nairobi Emergency Response Hub has been established to provide a better response by being closer to the countries supported in times of health emergency. The Nairobi hub has seen significant gains since its inception. However, the Hub requires strong warehouse support when consolidating and coordinating orders and supplies through effective and efficient warehousing and distribution activities to improve emergency response to countries. Equally, warehouse, inventory and distribution management expertise need to be built into the operations capacity in the Nairobi’s supply chain management component. 
    Background  
    The mission of WHO’s Emergency Preparedness and Response (EPR) Programme aims to help countries coordinate international action, prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
    Deliverables

    Within the Hub, the Logistics Officer will report to the Regional Supply Chain Lead (1st level supervisor) while under the overall guidance of the Regional Operations and Logistics Support Lead, who will also be the 2nd level supervisor. The logistics officer, in his role of generalist will have as primary role to support the Nairobi Hub with the warehouse management and distribution operations ensuring a well-rounded logistics and operations support services to successfully implement a rapid, fully functional response to Health emergencies. 
    Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

    Stock chain management:

    Immunization Supply Chain Assessment Consultant

    Purpose:
    The purpose of this consultancy is to conduct a comprehensive assessment of the immunization supply chain (iSC) in four GAVI REACH countries (humanitarian settings) namely Ethiopia, Somalia, South Sudan, and Sudan. The assessment will cover various aspects, including quantification, procurement, warehousing, distribution, cold chain logistics, quality assurance, stock management and last mile delivery. The assessment aims to identify gaps, challenges, and opportunities for improving the efficiency and effectiveness of the immunization supply chain in the given contexts and make recommendations to strengthen immunization chain (iSC) to ensure last mile delivery within the project locations. The assessment will specifically be done for the national level, regional level (where the project is implements), and the subnational level REACH locations.
    The consultant will work under direct supervision of the IRC Pharmacy adviser and technical the REACH project Immunization Adviser.
    Objectives:
    The consultant will be responsible for achieving the following objectives:

    Assess the existing immunization supply chain system, including all relevant processes, stakeholders, and infrastructure.
    Identify strengths, weaknesses, and bottlenecks in the supply chain, from quantification and procurement to last mile delivery of vaccines.
    Evaluate the effectiveness of cold chain logistics, including storage, transportation, and maintenance of vaccines and related supplies.
    Review the quality assurance mechanisms and practices in place for vaccine storage, handling, and distribution.
    Identify capacity building needs and training requirements for supply chain personnel especially on cold chain management.
    Provide recommendations for improving the efficiency, reliability, and accountability of the immunization supply chain.
    Develop a comprehensive report outlining the assessment findings, recommendations, and an action plan for implementation.

    Roles and Responsibilities:
    The consultant will be responsible for the following tasks:

    Review relevant documentation, policies, and guidelines related to the immunization supply chain.

    Engage in discussions with stakeholders to identify challenges, gaps, and potential solutions for improving the immunization supply chain, particularly for hard-to-reach areas.
    Develop an action plan with specific recommendations for addressing identified gaps and challenges.
    Present the assessment findings, recommendations, and action plan to key stakeholders.

    Deliverables:
    The consultant will be expected to deliver the following:

    Inception report: Outline the consultant’s understanding of the assignment, proposed methodology, and work plan.
    Assessment methodology: Develop a comprehensive immunization supply chain assessment methodology.
    Assessment report: A comprehensive report highlighting the assessment findings, including strengths, weaknesses, and recommendations for improving the immunization supply chain. The report should include a clear action plan for implementation and recommend the lead & dependencies for each action. The report must mention risks and blockages that may impact the success of any intervention.
    Presentation: A presentation summarizing the assessment findings, recommendations, and action plan, to be delivered to key stakeholders.
    Dissemination: Disseminate the finding to key stakeholders across the four countries.
    Capacity building plan: A detailed plan outlining the training and capacity building needs identified during the assessment, with recommendations for implementation.
    Final report: A final report incorporating feedback received during the presentation and including any additional information or adjustments deemed necessary.

    Key Aspects of the Assessment:
    Effective Vaccine Management
    In addition to the main objectives and responsibilities outlined above, the consultant will also explore relevant aspects of effective vaccine management during the assessment (at national, relevant Regional/ subnational, and REACH locations). This will ensure a comprehensive understanding of the entire supply chain and focus on achieving last mile delivery of vaccine products, from the national level to the REACH locations. The consultant will specifically address the following areas:

    Vaccine storage and handling: Assess the storage facilities at health facilities and warehouses, including temperature monitoring, stock rotation, and adherence to recommended storage conditions. Identify any gaps or challenges in vaccine storage and handling practices.
    Cold chain equipment: Evaluate the functionality, maintenance, and availability of cold chain equipment such as refrigerators, freezers, and temperature monitoring devices. Identify any issues related to equipment performance, maintenance protocols, reliable sources of power and availability of spare parts.
    Vaccine transportation: Assess the transportation methods used for vaccine distribution, including cold chain requirements during transit. Identify any challenges related to transportation logistics, including capacity, reliability, and temperature control.
    Data management: Review the systems and processes for vaccine data management, including stock management, consumption tracking, and reporting mechanisms. Assess the availability and accuracy of data for informed decision-making and accountability.
    Vaccine wastage: Analyze vaccine wastage rates related to the GAVI-REACH program and identify factors contributing to wastage at various levels of the supply chain. Provide recommendations for reducing vaccine wastage and improving efficiency in vaccine utilization.

    Remote or Hard-to-Reach Areas
    In the context of remote or hard-to-reach areas (REACH locations), the assessment should consider the unique challenges and considerations associated with supply chain management in such locations. The consultant should incorporate the following aspects into the assessment:

    Accessibility and Transportation: Evaluate transportation infrastructure and modes available for delivering vaccines and supplies to remote areas. Assess logistical challenges related to limited access, adverse weather conditions, or seasonal restrictions.
    Cold Chain Capacity: Assess availability, functionality, and maintenance of cold chain equipment in remote areas. Evaluate the capacity to maintain temperature requirements during transportation and storage.
    Stock Management and Resupply: Assess stock management practices, including inventory control and resupply mechanisms in remote areas. Identify challenges related to monitoring, order placement, and timely resupply.
    Communication and Information Systems: Evaluate communication systems and information exchange between remote areas and central supply chain entities. Assess data visibility and communication challenges.

    Objective:
    Oxfam America is seeking a consultant to support the implementation of Oxfam’s advocacy and public campaign efforts implemented under the TAP 2 project, with a particular focus on leading the communications work. This includes taking a lead role in developing and implementing comprehensive communications, dissemination and influencing strategies and implementation plans for different key advocacy moments – this ranges from global meetings and events to the launch of Oxfam research and policy papers and other products. The approach to developing and implementing the communications strategies and plans will be both participatory and consultative. Key stakeholders, including internal Oxfam staff and external partners, will be engaged in the process.
    Responsibilities:

    Support Oxfam’s global TAP 2 project team and Oxfam regional / country teams to develop project and campaigns communication strategy and implementation plans for key advocacy moments. Specific tasks include: identification of the target audiences; identification of the communication objective for each targeted audience; development of key messages; identification of main communication channels and strategies to reach the different audiences; identification of the communication products and activities tailored to each audience; development of work plans; and event planning and management.
    Manage, plan and produce high-quality communication print and digital communication content and products and follow Oxfam’s sign-off protocols.
    Lead TAP 2 engagement plans at key national, regional and global in-person events.
    Liaise with different Oxfam affiliates, regional and country teams to confederation members to deliver high-quality media projects and compelling story-gathering materials for national, regional and global media markets, and wider social media and communications needs.
    Advise on media and communication as part of advocacy issues together with relevant TAP 2 project staff.
    Ensure the use of brand tools including logos, fonts, writing style, templates and artwork is line with Oxfam regulation.

    Required Qualifications:
    Education:
    A degree or post graduate qualification in media, communications, sociology, digital marketing, or social change related disciplines; or an equivalent combination of education, experience, and training.
    Experience and Core Competencies:

    Five to seven years of work experience in public relations / communications field at national, regional or international level with specific experience in Africa required. At least five years spent in a similar role / doing similar work for an international organization.
    Direct experience with or demonstrated understanding of NGO global media / advocacy work in the context of international development.
    Demonstrated understanding of policy issues and global policy environment for aid effectiveness, agriculture development and climate justice issues.
    Ability to work effectively across different Oxfam teams from different country, regional and global offices, utilizing prioritization and multi-tasking skills.
    High level interpersonal and diplomatic skills along with awareness of political sensitivities in different settings.
    Creative thinking, developing, designing, or creating new ideas, relationships, systems, or products.
    Excellent written and verbal communications skills, fluency in English essential. French languages skills are desired.
    Some graphic design skills and ability to develop simple infographics is desirable.
