    Responsibilities:

    The consultant’s responsibilities will include:
    Analysis of the Draft Version of the Bioeconomy High-Level Principles, engagement with Environmental Ministry and the provision of proposals/recommendations to improve the draft.
    Technical design, stakeholder identification, background notes, speaking points, elaboration of the agenda and analysis of results and outcome document for the G20 Initiative on Bioeconomy (‘GIB’) meetings.
    Support to the Environment and Climate Sustainability Working Group regarding technical notes and feedback to the PES Issue note.
    Elaborate report on the State of Bioeconomy in Brazil, aiming to provide the Bioeconomy Secretariat an overview of the current state and future perspectives of bioeconomy in Brazil, offering insights for the development of the National Bioeconomy Policy and its Action Plan.
    It will map the main bioeconomy sectors in Brazil, their key characteristics, challenges and perspectives, as well as compile an overview of the ongoing related policies and strategies nationally.
    This draft version will be reviewed by the main stakeholders involved in the bioeconomy agenda in Brazil, ie: Ministry of Foreign Affairs, Ministry of Science and Technology and Ministry of Environment and Climate Change from the government as well as from academia.
    Support to the internal UNEP biodiversity economy group on framing and on the how to develop bioeconomy value chains.
    Contributions to the National Bioeconomy Strategy and Plan in collaboration with the Ministry of Environment.
    Contributions to the GIB final report.
    Contributions to the GIB transition piece a handover document to the Government of South Africa which will take over the G20 Chair from Brazil in 2025

    Qualifications/special skills

    An advanced university degree in Environmental Science, Social Science, Agricultural science or Public Administration, Economics or Environmental Economics, or a related field is required.
    A first university degree with a combination of two (2) years professional and academic qualifications may be accepted in lieu of the advanced degree.
    A minimum of seven (7) years of professional working experience in programme and project planning and implementation in the field of sustainable biodiversity value chains, bioeconomy and of economic instruments for biodiversity and ecosystems conservation is required.
    Experience in stakeholder engagement at federal, state and/or municipal level is desirable.

    Duties and Responsibilities  

    Under the general supervision of the Head of the Nairobi Convention Secretariat, the consultant will be responsible for the following: 
    Develop a case for MSP in the WIO, concepts and methodology, drawing from the WIO MSP strategy, emphasizing on readiness of MSP, institutional capacities, policies, and regulations, particularly in the NMC countries, giving examples of implementation where appropriate.  
    Participate in MSP related workshops in the NMC region and provide analysis report to showcase Component 1 activities and share best practices. Include in the report some elements about all MSP related training programs in the NMC countries, partners involved, participants and any resultant national MSP roadmaps. 
    Provide finalized geo-spatial analysis outputs related to the activities regarding MSP in the NMC region 
    Design and analyze key trends and identify new or emerging issues to enrich the substantive work on the NOCAMO project and links with ongoing initiatives in the Western Indian Ocean region, to guide MSP in the NMC region. 
    Work in synergy with the project managers of WIOSAP, SAPPHIRE, SWIOFC Partnership and ACP Meas projects on the development of a common technical approach to support the Ocean Governance Strategy development process and blue economy in the WIO region. 
    Review and advise on the technical reports received from technical partners and provide guidance for activity extension. 
    Develop fundable proposals to support MSP implementation at regional and national level within the Convention area working with the regional MSP TWG and other partners

    Qualifications/special skills

    Advanced university degree (master’s degree or equivalent) is required in Marine Sciences, Environmental Sciences, Natural Resources Management or similar disciplines. 
    A first level degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    Minimum of six (6) years of relevant progressive experience in organizations with mandate or relevancy to the marine and coastal environments or a related area is required. 
    Experience working on coastal and marine environment issues in the Western Indian Ocean is required.

    SPECIFIC RESPONSIBILITIES  

    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing.

    More specifically:  

    Inception phase of the Evaluation, including: preliminary desk review and introductory interviews with project staff;  draft the reconstructed Theory of Change of the project;  prepare the evaluation framework; develop the desk review and interview protocols;  draft the survey protocols (if relevant);  develop and present criteria for country and/or site selection for the evaluation mission; plan the evaluation schedule; prepare the Inception Report, incorporating comments until approved by the Evaluation Manager  
    Data collection and analysis phase of the Evaluation, including:  conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;  (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities.
    Ensure independence of the Evaluation and confidentiality of evaluation interviews. regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and; keep the Project Manager informed of the evaluation progress.  
    Reporting phase, including:  draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style; liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)
    Managing relations, including: maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence; communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.  
    The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions.
    The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.    
    The Evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.  Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    A first level university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.  
    A minimum of 9 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach;  
    A good/broad understanding of Integrated Water Resources Management (IWRM) and/or Community-based Natural Resource Management (CBNRM) in a conflict/ post conflict setting is desired.

    SoCha is seeking a seasoned Kenyan national as an environmental law, climate change policy, and legislative drafting expert to work closely with the legal and technical team at the Ministry of Environment, Climate Change, and Forestry to support the development of standard operating procedures (SOPs), regulations, and tools for activation of the carbon markets ecosystem in Kenya. The consultant is expected to work in close consultation with the Ministry of Environment, Climate Change, and Forestry, USAID, and other stakeholders and development partners.
    The Carbon Markets Regulation Consultant will provide expertise, advice, and technical assistance to Kenya’s Ministry of Environment, Climate Change, and Forestry in the development of Kenya’s carbon markets policy framework and infrastructure, including through programs to help the government of Kenya to harmonize existing and novel initiatives, and to make informed decisions regarding engagement in various parts of the carbon market (e.g. when/how to authorize transactions for reporting under Article 6).  Support provided in the development and operationalization of regulations will enable Kenya to activate the identified potential and advance its commitment to scale carbon markets.

    Roles and Responsibilities:
    Responsibilities for the Carbon Markets Regulation Consultant will include:

    Draft standard operating procedures for the Designated National Authority (DNA) to guide the approval of new carbon projects.
    Draft regulations on carbon trading, carbon registry, and non-market mechanisms.
    Prepare regulatory impact assessment reports on carbon trading, carbon registry, and non-market mechanisms.
    Draft public participation reports on the carbon trading, carbon registry, and non-market mechanisms regulations.
    Contribute to required memoranda to facilitate consultations and decision-making of policymakers.

    Minimum Qualifications and Expertise:
    The ideal candidate must have the following qualifications and expertise:

    Post-graduate degree in environmental law, climate change policy, natural resources management, land management, environmental studies, and/or development-related subjects based on the technical requirements of the assignment in Kenya.
    At least fifteen (15) years of experience in successfully managing assessments of similar scope and scale related to climate change policy and the legal framework in Kenya.
    Demonstrated experience in legislative drafting in climate change, environment, and related sectors, for example carbon markets, Nationally Determined Contributions (NDC) implementation, and experience managing stakeholder engagement.
    Demonstrated understanding of the UNFCCC Paris Agreement mechanisms on climate change financing and reporting requirements, particularly with regards to markets and non-market mechanisms is a key advantage.
    Proven track record in drafting reports, policy papers, and/or policy briefs, formulating and carrying out evaluations/assessments of national policies and action plans by sharing samples of similar work.

    Discussion of NI specific issues that may have implications for decent work outcomes, e.g., integration of NbI with other types of infrastructure, the timeframes required for service delivery through NbI, and comparison between NbI and other types of infrastructure solutions. 
     Identification and description of the different types of work involved in planning, delivering and operating NbI across different phases of the infrastructure lifecycle.  
    Identification of the skills needed for performing the identified types of work.  
    Barriers to decent work creation through NbI and recommendations on how to address the barriers.   
    Identification of two case studies to illustrate decent work in NbI.  
    The examples and case studies provided should, to the greatest degree possible, reflect geographic diversity in the use of NbI, both in terms of the types of landscapes and ecosystems where they are deployed, as well as the socioeconomic context (i.e., examples from both the Global North and South). 
    In addition, the chapter should address the differences in the scales of NbI, both micro-scale NbI (e.g., green wall) and landscape-scale (e.g., watershed protection).

The recommendations from the CSACP and sector-specific data and information products will be used to conduct sector specific training by DNMG for the five GFCS priority.

    The data collection report which details how data was gathered and analyzed. It provides insight into the information used to inform decisions throughout the project and helps to ensure that the project is based on accurate and reliable data.
    The feasibility analysis that assesses the viability of the project, taking into account various factors such as technical feasibility, financial feasibility, and operational feasibility. It provides recommendations on whether or not the project should proceed and outlines any potential risks or challenges that need to be addressed.
    Presentation to UNICEF is required to communicate the project’s progress and outcomes. This presentation should summarize the project’s findings and conclusions and provide an opportunity for stakeholders to provide feedback and input on the project’s future direction.
