    Main Responsibilities

    The consultant will, in support of the communications teams, undertake the following tasks:
    Develop a social media strategy with steps, milestones, deliverables and dates, to track communication efforts.
    Develop relevant content topics to build awareness, improve the image of Switzerland and our online reputation.
    Adapt content generated from Switzerland to suit the Kenyan audience (content localization).
    Together with the communications team, create and implement a regular publishing schedule and content calendar, to promote and manage content on our social media platforms.
    Engage with the Embassy’s audience and key stakeholders online.
    Use analytics to measure and identify the Embassy’s audience growth, engagement, profile, content reach and leads.
    Identify best practice and trends with regard to social media.
    Inform, plan and execute specific and timely campaigns through social advertising.
    Establish and maintain a network of influential and relevant social media personalities.
    Identify new digital tools and best practices, and how these can be most effectively applied to deepen outreach and engagement with the audience.

    Professional Qualifications and Experience
    The ideal candidate views the internet as her/his playground, is curious about best practise, savvy and creative about brand and content management. A passionate communicator who genuinely enjoys and thrives operating and strategizing in the digital space. In particular, we are looking for candidates with:

    Bachelor Degree, ideally in digital marketing, communication, journalism, or other related field;
    In depth knowledge and understanding of the Kenyan Social Media environment, systems and culture;
    Demonstrated experience (3+ years) developing and implementing social media strategies, digital marketing, creating and managing content and social media engagement, preferably with an Embassy, international NGO, UN agency or other similar organizations;
    Ability to research diverse topics, figure out best practice and outline/propose a digital plan to execute;
    Ability to experiment on social media placement, test alternatives and make data driven recommendations on the right mix for our audience;
    Solid understanding of web practices, digital platforms, SEO, channel analytics and content development;
    Excellent critical thinking skills and the ability to exercise good judgment and solve problems quickly and effectively;
    An ability to work with and inspire people from a variety of cultures, backgrounds, and experiences;
    Perfectly fluent in English language, written and spoken;
    Knowledge of a Swiss national language an asset (German, French or Italian);

    Compliance with local law on taxation
    Withholding tax (WHT)
    Taxes, charges and social security contributions will be applicable in conformity with local legislation. The Embassy is obligated to deduct and submit Withholding Tax (WHT) to the Kenyan Revenue Authority (KRA). WHT is a percentage of the earnings and will vary depending on the country of origin of the consultant. For residents the maximum WHT is 5% for this type of consultancy.
    Value Added Tax (VAT)

    The Embassy is exempt from VAT. The service if subject to VAT according to the local law, the resident corporate person will within 30 days reimburse the VAT amount to the Embassy as soon as the exemption certificate is availed by the Embassy.
    Legal status of the consultant in the country of engagement

    The consultant must have a valid work permit or its equivalent.

    Country Context

    Somalia has emerged from a thirty-year conflict with a new Federal Government of Somalia based in Mogadishu and a vibrant economy driven by remittances, telecommunications and livestock. 

    Years of conflict and fragility have left Somalia’s economy with a range of challenges, including population growth outstripping economic growth, acute poverty and vulnerability, recurrent external trade and climate shocks. Weak fiscal space and institutions, active insurgency and an incomplete political settlement have also affected the country’s economic strength.

    The External Affairs Officer to be employed on an Extended Term Consultant (ETC) appointment for one year, subject to renewal for another maximum second year, will be based in the Somalia World Bank Office in Nairobi, strengthening the country communications program, with particular attention to providing strategic communications support to complex development projects the Bank supports in Somalia. Working with AFREC professionals in the region and in Washington, the External Affairs Officer will also support corporate communications priorities, including dissemination of World Bank flagship publications, executive visits to the region, and the Bank’s Annual and Spring meetings. 

    As part of the larger AFREC team, the External Affairs Consultant will interact regularly with colleagues in Headquarters and in other field offices, as well as with operational teams in the Nairobi office. A willingness to share knowledge, draw on expertise and help create a supportive work environment is critical.

    AFREC is seeking an experienced and hands-on External Affairs Consultant whose primary role is to support the communications to implement effective communications and outreach strategies to support the Bank’s priorities in Somalia. This is a locally recruited extended term consultant staff position based in Nairobi, Kenya.

    Roles & Responsibilities: –

    The External Affairs Extended Consultant plans, develops, and implements effective communications and outreach strategies to support the WBG’s corporate, internal, and operational priorities, using the full range of modern communications tools including social media, digital publishing, and multi-media production. It is critical that the External Affairs Consultant be equipped to gauge risks associated with complex projects and to design and implement strategies to minimize those risks. The External Affairs Consultant will jointly report to the Country Manager, Somalia based in Nairobi and the Africa External Affairs Manager based in Washington, D.C.

    His/her specific duties and accountabilities include:

    Strategies: Responsible for significant portions of planning, design, and implementation of strategies to promote effective communications with external and internal audiences on Bank-financed operations, research products, and campaigns. Helps determine the most effective content and communications interventions to address challenges.
    Risk management: Must monitor perceptions, track shifts in opinion, and respond to inquiries, while publishing and updating key facts about overall country program and specific operations. Must be able to interact with operations staff and project teams, organizing meetings with media and civil society as appropriate. Must be able to take the pulse of the country and advise country teams, with analyses on the political economy, especially during election years, and regular monitoring of the media. 
    Relationships: Must be prepared to identify opinion leaders and influential organizations in Somalia and guide a strategy of engagement with these various stakeholders, which might range from parliamentarians to faith-based organizations to business associations to social media influencers. Must maintain a current database of these stakeholders including civil society organizations.  Responsible for convening stakeholder groups for consultations and structured dialogues around projects, knowledge outputs, and country development priorities.
    Products: Responsible for planning and delivering a range of written products on the Bank’s operational goals, results and knowledge. Outputs range from traditional press releases and Op-Eds to web features, brochures, Q&As, briefing notes, and speeches. Responsible for updating the World Bank’s internal and external websites for the country.
    Events: Coordinates communications activities and events ranging from press conferences to large seminars and town hall meetings, involving external and/or internal audiences.
    Representation: Must be prepared to represent the Bank, and Somalia office, before external and internal audiences, explaining WBG policies and operational goals.
    Technical and advisory support: Advises Bank managers and project teams on trends, news developments, or changing circumstances that may impact the WBG and its work and helps determine strategic responses. Provides regular communication support to WBG operational teams and government implementing agencies to assure that project goals are well-explained and that affected stakeholders are engaged at all stages.
    Resource management: Employs appropriate methodologies for handling simple and complex procurement tasks and/or issues. Manages specific line items of unit budget.
    Mentoring, leadership: May provide technical coaching to staff members or guidance and support to junior staff. May serve as a team leader, responsible for managing performance of team members.

    Selection Criteria

    Master’s degree with 5 years of relevant experience or Bachelor’s degree with 10 years of relevant experience, in a relevant discipline (communication, journalism, international relations or other related fields)
    Excellent written and spoken command of English (mandatory) and Somali (highly desired), and the ability to convey complex ideas in a creative, clear, direct, and lively style.
    Proven knowledge of visual communications principles and fluency with design software.
    Strong understanding and experience with digital content and social media analytics.
    Strong writing skills; ability with minimum supervision to prepare and edit simple online communication products and develop drafts of moderately complex products in a clear, concise, and web-friendly style.
    Acute eye for detail.
    Understands project management concepts sufficiently to propose and develop drafts of online communications plans and strategies with minimal supervision; can apply standard project management tools, methodologies, and processes; is able to identify and mitigate project risks as well as manage project issues.
     Experience working in an international organization and on conservation and sustainable development issues.
    In-depth knowledge of international trends and political/economic issues related to development
    Strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural environment.

    The candidate will also be expected to have the following competencies:

    Communication Strategy and Execution in International Development: Demonstrates a working proficiency to lead the planning, development, and execution of a communication strategy for moderately complex projects. Leads research efforts to identify and map project stakeholders or intended audiences; leads media and audience outreach, identifying audience needs. Independently implements communication strategies for moderately complex projects and can use feedback from evaluation tools to strengthen programs. Helps others develop this competency. A key skill in this area will be the adoption of digital strategies and marshalling of social marketing techniques to respond to the online communications environment that is increasingly embraced by Somali audiences.

However, there is currently no system in place to measure progress in meeting these commitments and their impact on aid delivery. In 2018, NEAR worked on developing a multidimensional framework for measuring performance against the objectives of the localization agenda which proposes a set of key performance indicators (KPIs).
    To ensure a broad dissemination of the framework, NEAR would like to engage a consultant to design an online version of the framework to be published on the NEAR website.

    Design a user-friendly web-version of the Localization Performance Measurement Framework and its related tools
    Design promo materials for the official launch of the framework including social media content materials

    JOB PURPOSE
    Implement the regional communication strategy, and liaise with the media to support NRC’s advocacy and promote the organization’s work.
    Promote, advocate and raise awareness around NRC’s activities, results and initiatives through a variety of communication vehicles.
    Support the media work at NRC’s country offices in the region and NRC’s global communications work.
    TASKS AND RESPONSIBILITIES
    Implement the regional communications strategy. Monitor the impact of the strategy and adjust accordingly.
    Develop and implement regional and country-based advocacy campaigns.
    Travel to country offices to support with advocacy and communications activities.
    Develop and maintain a strong media network for the regional office, including building relations with journalists in all countries in the portfolio. Follow up with media requests in a timely manner and keep the regional media contact list up-to-date.
    Proactively pitch interviews with international and local media outlets on NRC’s work in the region. Act as the regional spokesperson for NRC, as well as managing interviews for other senior management.
    Initiate, produce and support the production of strong communications and media products, including photos and video.
    Produce regular talking points on relevant issues, and support NRC’s contingency communications plans.
    Mentor, train and support NRC staff in the region on media and communications.
    Manage NRC’s regional social media platforms, and utilize innovative and emerging tools to produce audio-visual material on those platforms. Be prepared to establish the region on new platforms, if necessary.
    Establish good working relations with communication counterparts in other UN and NGO organizations in the region, with a view to doing joint communication work to amplify humanitarian issues. Actively participate in regional communication and media groups.
    Liaise with the communications section at headquarters and participate in the internal NRC global communications network.
    Ensure that communication and media documents are archived in an easily retrievable electronic based filing system, including filing photos in line with existing guidelines. Prepare periodic reports and summaries for the management on regional media activities.
    Supervision of the Media and Communication Officer
    Any other communication and media work as arises.
    Qualifications
    Bachelor degree in related field, such as journalism or communication or Bachelor degree in other relevant fields such as international relations, development, human rights, combined with substantial media experience
    Five years’ work experience as a media/communications adviser or journalist – preferably related to development/humanitarian crises/foreign affairs.
    Experience doing live TV and radio interviews. Spokesperson experience is desirable.
    Demonstrated ability in finding new creative media angles.
    Experience in producing photos and videos, and in editing is an advantage.
    Experience in managing a variety of social media platforms.
    Experience in training, coaching, management is an advantage.
    Field experience from complex emergencies is desirable.
    Fluency in English, written and verbal.
    French and/or Arabic an asset.
    Personal qualities
    Good communicator and strong networking skills.
    Ability to handle a large workload, to cope with stress and work under pressure, independently and with limited supervision.
    Well-structured and with an ability to deliver on short deadlines.
