    In order to be able to access police information classified as “INTERPOL For official use only” or “INTERPOL RESTRICTED”, the individual has to obtain “INTERPOL Restricted” security clearance. This clearance is granted after Basic security screening.
    For seconded or other officials assigned to work or assist at the General Secretariat by a member country, in lieu of Basic security screening, the respective NCB shall attest that the equivalent of the INTERPOL Basic security screening has been satisfactorily completed. This means that the following verifications will not be performed by the General Secretariat but are considered to have been taken care of by the respective NCB.
    In order to be able to access police information classified as “INTERPOL  CONFIDENTIAL”, the individual has to obtain “INTERPOL Confidential” security clearance. This clearance is granted after Enhanced security screening.
    Under no circumstances should clearance be granted simply because of an official’s rank, post held, or length of service. Staff may only gain access to General Secretariat premises and to police information if the appropriate INTERPOL security clearance has been obtained. In order to reduce the secondment timeline, and as the Enhanced security screening may take some time, the seconded Official requiring INTERPOL Confidential security clearance may be authorized to start the secondment if the NCB can confirm that the equivalent to Basic security screening has been performed. Access to INTERPOL CONFIDENTIAL information will not be authorized until Enhanced security screening is confirmed.

    Job description

    Responsibilities

    TECHNICAL LEADERSHIP AND STRATEGY **

    Develop future FSL programme strategy in close coordination with the FSL national teams, and create and refine operational planning and supportive budget. .**
    Provide technical expertise and knowledge to ensure that food security and livelihoods interventions, including cash based interventions, voucher programming, and in-kind food basket distribution and economic strengthening interventions meets appropriate minimum and technical quality standards. **
    Coordinate and/or lead relevant assessments including the Household Economic Assessment (HEA) approach (needs and baseline assessments) and emergency market assessments. **
    Contribute to situational analysis for identifying livelihoods protection and recovery needs, with due consideration for cross cutting issues within all interventions.

    PROGRAMME IMPLEMENTATION AND MANAGEMENT

    Oversee the implementation of the Livelihood & Food Security projects in in East Africa countries, ensuring timeliness and delivery according to the activity plan and results frameworks.
    Manage the Livelihoods and Food Security activities ensuring that it is meeting its intended aims and objectives and achieving impact.
    Assure full compliance of operations with IRW’s principles, rules, regulations and policies, operational strategies and relevant reference documents and policies (Sphere, Do no harm).

    MONITORING, EVALUATION, LEARNING AND ACCOUNTABILITY

    Conduct need assessments, baseline surveys, feasibility studies ensuring that sound methodologies are employed and that the findings inform the formulation of winning grant applications.
    Conduct real-time evaluation and impact assessment in relation to food security and livelihoods programmes in conjunction with the Country Programme M&E Coordinators and Global Monitoring and Evaluation, Accountability and Learning unit
    Spearhead innovations in the field of food security and livelihoods including introducing technologies and new ways of working in order to deliver lasting impact on the people the organisation serves.

    FUNDRAISING, REPRESENTATION AND NETWORKING

    In collaboration with country-based sector specialist, lead the development of competitive, long-term and impactful resilience building, food security and livelihood proposals
    Develop skills and capacity of IR staff who work in food security and livelihoods projects in East Africa
    Represent IR to regional and global relevant networks, high level meetings and working groups
    Contribute to research, policy development and advocacy at a regional and global level

    CAPACITY DEVELOPMENT

    Develop skills and capacity of IR staff who work in food security and livelihoods projects in East Africa
    Provide leadership, coaching and mentoring to staff under indirect management, ensuring that they have clear objectives and receive meaningful feedback on their performance and development.
    To be successful in this role you will have strong specific technical/professional knowledge from formal training and/or work experience, an in-depth understanding of supporting potential sustainable livelihoods options through market-led interventions for different livelihoods groups, especially promoting economic leadership as well as proven skills in emergency food security and livelihoods interventions and policy issues.

    Program / Department Summary
    USAID’s Office of Food For Peace recently awarded funding to a Mercy Corps-led consortium of Kenyan and international partners for a 5-year Development Food Security Activity (DFSA) in Turkana and Samburu Counties. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties.
    The Mercy Corps’ NAWIRI consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. The program requires a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.
    General Position Summary
    The Climate Smart Agriculture Advisor will provide overall technical leadership and vision for agriculture-based livelihoods for improved nutrition in Turkana and Samburu. S/He will provide in-depth technical guidance and mentoring in climate-smart agriculture (fruits, vegetables, field crops, livestock) and natural resources management (namely rangelands) approaches for NAWIRI activities in Samburu and Turkana. The Climate Smart Agriculture Advisor will partner closely with program leadership, other technical leads, research and learning leads and field teams to ensure climate-smart approaches are integrated into the design and implementation of program activities. S/He will work closely with relevant county government officials to prioritise activities and investments.
    This position requires a technical lead that understands the tightly interconnected relationship between natural resources management, agriculture-based (crops & livestock) livelihoods, seasonality, risk and resilience and the sustained nutrition of women and children in the arid and semi-arid lands in Turkana and Samburu. S/He will be responsible for the development of high quality implementation strategies and plans for the agricultural sector. The strategies and plans will include tools for participatory planning, implementation and monitoring of the sector strategies and plans. The Climate Smart Agriculture Advisor will be responsible for providing technical support and strategic direction to Field Directors and field-based livelihoods staff who oversee programme implementation.
    Essential Job Functions
    VISION AND STRATEGY

    Support the Deputy Chief of Party (DCoP) by providing vision and strategy to the program’s agriculture (crop & livestock) and natural resources management approach and how it integrates into the overall technical direction and implementation.
    Forge strong, institutional linkages and maintain a productive working relationship with USAID, Government of Kenya, the CRS consortium, PREG Partners, and other relevant partners in agriculture and NRM-related activities.
    Assist in defining and analyzing NAWIRI practices and priorities across all partners; identifying opportunities for integration and synergies within other sectors such as nutrition, health, alternative livelihoods, and governance.
    Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed; promote and model a culture of learning and adaptive management.
    Ensure that cross-cutting aspects of the program such as nutrition, gender equity, social inclusion, youth, and water systems are included and well integrated into the agriculture resilience strategy and activities.

    TECHNICAL LEADERSHIP

    Upon start-up, review all program documents and relevant literature including county plans and priorities.
    Lead agriculture resilience thinking and collaborate with learning and technical leads to finalize a learning agenda and design pilot activities. Design will be based on technical expertise, county priorities, and evidence gaps in knowledge and understanding.
    Participate in the value chains and climate risk assessments to prioritise climate-smart livelihoods
    Coordinate the provision of tailor-made information to producers on crop/livestock suitability, climate risks and cost effectiveness/viability of interventions;
    Identify and analyse the barriers for the uptake of climate smart technologies and formulate recommendations to government and CBO implementation partners.
    Co-design climate smart interventions based on farming systems approaches and farmer typology and profiling.
    Partner with the Alternative Livelihoods and Inclusive Markets Advisor to develop and train in the use of household economies analysis tools and templates that include season risk and recovery costs and opportunities.
    Support the testing of profitable climate smart innovations with smallholder farmers in collaboration with the research partners;
    Contribute technical expertise that feeds into a dynamic community of practice of NAWIRI staff and partners; sharing best practices across all NAWIRI areas and workstreams, while seeking opportunities to build NAWIRI staff’s capabilities.
    Where need is identified, recruit and manage internal MC or external technical experts to provided added depth of knowledge in climate smart crop husbandry and livestock technologies and techniques, rangeland management, post harvest handling and food preservation, or similar issues that may require greater technical understanding.
    Collaborate closely with NAWIRI Research and Learning teams to adapt as needed based on incoming information.
    Use learning to develop and scale up implementation strategy, approaches and activities; integrating agriculture resilience into additional technical areas as needed.
    Assist in activity budgeting and target setting.
    Provide direct training and other capacity-building assistance to NAWIRI staff, field teams and partners.
    Work with Partnership for Resilience and Economic Growth (PREG) partners to strengthen linkages with other actors to enhance organizational learning which directly impacts staff performance and productivity. In the event of a natural disaster, lead design and budgeting of livelihood protection and recovery emergency response activities

    PROGRAM MANAGEMENT AND IMPLEMENTATION

    Coordinate with the NAWIRI team in the Nairobi and counties to build systems that promote participant accountability by ensuring that those most impacted by ag-based livelihood issues are represented during program-facilitated community dialogue events, assessments and activities.
    Collaborate with county leadership and lead county-based agriculture, livestock and natural resources staff to ensure that communities are informed about our programs and what we do, are comfortable giving feedback and that feedback is used to improve the quality of our programs.
    Coordinate closely with Institutional Strengthening Lead to strengthen the technical knowledge, information analysis, prioritization, budgeting and cross-sectoral integration of relevant county government officials and local organizations.

    Knowledge and Experience

    Advanced degree in a drylands agriculture, livestock production, agro-ecology, environment, natural resources management, or resilience program.
    A minimum of 5 years experience in a technical role on an international development program related to food security and nutrition.
    3 or more years experience working in rural economies in the ASAL counties highly required.
    Experience on a USAID-funded program preferred
    Demonstrated expertise and ability to investigate and provide consultative services on a broad range of technical questions and policy issues including natural resource management, sustainable agriculture, extensive livestock production, pastoralism and policy reform.
    Demonstrable familiarity with Kenya’s ASAL, agriculture, livestock and natural resources sectors political and policy environment.

    Main Duties and Responsibilities

    Master of Science in agronomy, plant science, plant breeding, agriculture, or related field from a reputable academic institution
    At least 5 years’ biological research experience at an academic institution, agriculture-related business, or government agency
    Technical literacy with Email, Whatsapp, Microsoft Excel and Word
    Fluent verbal and written language skills in Kiswahili and English
    Demonstrated ability to manage a team of employees, especially in laboratory or farm management
    An excellent understanding of crop production systems, preferably in hydroponics

    WHAT YOU’LL DO
     
    You’ll take the reins of our growing production operation. This is a key management and leadership role which will oversee all critical production functions and advance them to the next level. The Factory Manager will also work closely with various teams to ensure timely delivery to our customers.

    THE ROLE IN BRIEF

    Production Planning

    Work with the supply chain department to forecast and plan for the present and future consumption of raw materials to ensure that materials are always available
    Evaluate production schedules and labor requirements to plan team structure and development
    Develop and maintain production metrics for quality, delivery, and safety

    Team Management

    Build strong rapport with our 100-person-strong production team through open communication; promote a positive, safe, productive and efficient work environment
    Continually analyze, identify and set expectations to motivate team members to achieve objectives and goals
    Manage employee training and required documentation to ensure effective training methods that are in compliance with current procedures and quality standards

    Quality Assurance

    Ensure that goods produced by your team always meet quality standards
    Monitor product standards at various levels of production and at the point of release so that the cost of rework is reduced

    Continuous Improvement

    Monitor and recommend necessary changes to the layout of plant, machinery and production processes and methods for any new equipment, materials or components
    Continuously work to improve the cost of products by optimizing raw materials, labour and utilities
    Review and recommend appropriate measures to control and minimize waste levels
    Review production practices and equipment; make proposals for improvements to ensure that they are maximally effective
    Support research and development to keep our production team up to date and working with the latest technology and using the most efficient manufacturing practices
