    Job Summary:

    The job holder will be responsible for quality programme delivery at the Sub County level through technical leadership in food security, livelihoods and community engagement in Moyale sub-County in close collaboration with Manager, ASAL Livelihoods. Responsible for timely implementation of program activities guided by the annual work plan and informed by program technical approaches.

    S/he will also offer technical guidance in the county in the areas of Disaster Risk Reduction, market systems development, resilience modelling, and climate change adaptation.

    Main Duties and Responsibilities

    Provide technical support to the community resource persons, local partners and Sub-county government line officers in charge of key sectors including department of agriculture livestock and fisheries, Water environment and Natural resources, trade, industry and enterprise development amongst others to establish a collaborative working environment; implement high impact and evidence informed interventions
    Lead in the day-to-day livelihoods program implementation and prudent utilization of resources towards meeting the program mandate in line with the approved work plan, organization policies, and standard operating procedures.
    Foster linkages with partners and other stakeholders in public and private sector in the Sub-county to enhance synergy, collaboration and learning.
    Represent Concern Worldwide at sub-county level livelihoods related technical and coordination forums in: Natural Resources Management, livestock sector forums, agriculture sector forums, WESCOORD, contingency planning and early warning systems, social protection systems and cash transfer programming, and others as will be specified by the line manager.
    Play an active role in generation of new knowledge through documentation of informal interactions and feedback sessions with communities and through participating/supporting surveys and other assessments; and documenting lessons learnt and success stories.
    Contribute to the development of the annual work plan and quarterly costed work plan and support in tracking implementation and reporting.
    Support in the implementation of Concern integrated approaches in education, livelihoods, health and nutrition at community level liaising closely with Technical Managers Health & Nutrition, Livelihoods, and Education and government service providers to ensure organized community groups have adequate technical support to develop and implement their action plans that address barriers to basic service delivery.
    Conduct regular field visits to monitor to monitor progress, receive community feedback, check on the quality and impact of activities approved in the annual program proposal, and quarterly costed work plans.

    Person Specification

    Minimum Education, Qualifications & Experience Required:

    A Bachelor’s Degree in Agriculture (Agriculture Production, Agriculture Economics, or Agronomics) or a related field.
    At least three (3) years’ experience in a similar role
    Proven experience in community engagement and facilitation.
    Must have a working knowledge of Project Cycle Management, Climate Smart Agriculture, Community Managed Disaster Risk Reduction, Animal health, Water supply systems, Natural Resource Management, Pastoral Field Schools, Making Markets work for the Poor and Value Chains Development.
    Demonstrated experience in implementing livelihoods programs in ASAL areas.
    Fluency in spoken and written language in English and Swahili
    Knowledge of local language(s) is an added advantage.
    Computer literate with good MS Office skills

    In 2022, One Acre Fund was awarded $18m in funding from Co-Impact to implement a systems change programme in Rwanda, Kenya, and Ethiopia over a 5 year period. In every country we aggregate sufficient mass of farmers to enable private and public actors to serve them, inject productive interventions of seed, trees, and land through these aggregators, and ensure equitable gender norms to make the system truly pro-women and pro-poor. By the end of 2026, together with our public and private-sector partners, we will deliver millions in cumulative new farm profits for 3.5+ million farm families. 

    We are seeking an experienced grant manager with strong project and stakeholder management skills to steward a complex grant focused on strengthening our Kenya, Rwanda and Ethiopia country programs to advance agricultural systems change. You will lead the coordination and monitoring of main activities associated with the grant delivered through multiple internal departments and external partners. You will report to a leader on our Global Business Development & Partnerships team while also working with Kenya, Rwanda and Ethiopia country program team members.

    Responsibilities

    Program strategy and implementation – You will work closely with country and program leads in the 3 countries to ensure successful tracking and delivery of program goals and grant milestones. You are expected to work with our internal teams, monitor potential risks and project implementation challenges, and work towards seeking solutions in collaboration with all project staff and consortium members.

    Grant Writer & Management – You will be responsible for writing narrative and financial reports in collaboration with the Business Development team. You will partner with our frontend fundraisers to design and draft original writing through a collaborative process and monitor budget and associated milestones alongside our internal Grants Finance team.
    Sub-grantee Management – You will also be working closely with our sub-grantee partner staff, ensuring grant milestones are achieved and program interventions are in alignment with the overall grant objective.

    Program Management

    Coordinate with the livelihoods officer to develop activities work plans, directly implement and report for each activity undertaken
    Mobilize communities and support SBC initiatives for transformed practices at household level
    Coordinate with public and private service providers (crop husbandry, inputs suppliers, aggregators, local financial institutions etc) to reach USAID Nawiri participants.
    Collaborate with Nawiri health and nutrition staff to integrate messaging into crop and livestock production training curriculum.

    COMMUNITY AND COUNTY ENGAGEMENT 

    Mobilize sub-county and ward level meetings with relevant stakeholders.
    Lead community engagement and mobilization activities within the Ward(s) of operation 
    Support the facilitation of planning meetings and workshops with government, NGO, private sector, and community partners to revise and customize implementation plans.
    Conduct community mobilization and sensitization meetings with ward and community-level leaders to enhance investment in crop production. 

    INFLUENCE & REPRESENTATION 

    Assist livelihoods and food security officers in activity coordination with local government and other implementers at the Subcounty level.
    Participate in planning meetings and workshops with government, NGO, private sector, and community partners to develop and deliver capacity building of farmers 
    Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

    OTHER

    Promote and adhere to the principle and objectives of the project and Mercy Corps.
    Participate in other USAID Nawiri livelihoods program activities (Livestock and NRM)

    The Candidate

    Suitable candidates should have the following:

    12+ years of relevant experience in Agribusiness, Agricultural Economics, private sector Agribusiness management, international trade or another relevant field, with at least 5 years at a senior management level.
    Demonstrated rigorous understanding of the sub-Sahara Africa and global agribusiness context and ability to interact with key stakeholders from both public and private sectors.
    Working knowledge of agriculture value chains, agribusiness finance, agribusiness-energy nexus, and Climate Smart Agriculture in sub-Saharan Africa.

    Demonstrate some experience in agriculture or agribusiness & interactions with farmers.
    Must own a smart phone & be computer literate.
    Must be able to communicate in Kiswahili, English & the local dialect in their locality.
    Ability & willingness to remain personally involved & committed on full time basis.
    Strong past experience in community mobilization & training farmers on agricultural value chains

    The agri-prenuers will undertake baseline and routine data collection
