    Duties and Responsibilities
    An officer at this level may be based at the Headquarters as the Head of Technical Division and will assist the Chief Officer in charge of Environment, Energy, Natural Resources and Climate Change in the day to day administration and management of the department. Reporting to the Chief Officer, Director Environment, Energy and Natural Resources will be responsible for the following:

    Spearhead Policy formulation, interpretation and implementation negotiation, legislation and domestication of the relevant Multilateral Environment Agreements (MEAs) to the county and other relevant agreements in the field of environment;
    Supervising, guiding and developing staff working under him or her.

    Requirements for Appointment
    For appointment to this grade, an officer must have:-

    Be a Kenyan citizen;
    Served in the position of a Principal Environmental officer or in a comparable position (public or private sector) for a minimum period of three (3) years;
    Bachelor’s degree in any of the following disciplines; Environmental Sciences, Environmental Planning and Management, Environmental Engineering, Natural Resource Sciences/Management, Climate Change, Waste Management, Forestry, Geology, Hydrology, Geo-Information gceience, | Chemistry, relevant/Equivalent qualification from a recognized Institution
    Knowledge and general understanding Biology; or any other recognized institution; disciplines; Environmental management, Environmental field from a recognized Institution

    Post Graduate qualification in Environmental management field EIA/ Audits or its equivalent

    The Country Manager, Kenya plays a key role in Solidaridad East & Central Africa’s comprehensive and solutions-based approach to deployment through a high level of strategic leadership, innovation and effective advocacy.     Engage and build strong relationships with key stakeholders in the agricultural sectors, such as producers, associations, traders, NGOs, research institutes, government, and private companies.
    Relay feedback from Solidaridad’s partners, especially the government and development partners to other parts of the organization.

    Program Management Project Portfolio

    Ensure that new program initiatives are being established in the country in an effective and professional manner, in close collaboration with relevant stakeholders.
    Overall coordination of projects, including steering project commodity teams and main communication towards relevant donors.
    Support in the preparation of annual plans, project proposals and reports to be submitted to Solidaridad Eastern and Central Africa Expertise Centre, REC Europe, and international donors.
    Ensure that professional (result chain led) M&E systems are in place to effectively monitor the performance and indicators of all supply chain initiatives.
    Advise and report to the regional management of Solidaridad Eastern and Central Africa Expertise Centre on further design and development of the country strategy, direction, ambitions and vision in line with the Multi-Annual Strategy Plans (MASP).

    Knowledge and experience

    Relevant academic level education, Master or higher – in relevant fields e.g. Agriculture, Public Policy, Development Studies, Project Management, Strategic Management, etc.
    Eight (8) years’ experience – managing sustainability projects at a senior level in the region.
    An understanding of the policy environment, issues, and stakeholders in the agriculture and/or agribusiness sector in East and Central Africa.
    Experience of leading and managing small teams.
    Experience setting up new projects and programmes
    Fluent in spoken and written English, other language skills proficiencies desirable.

    Position Description 
    The FEWS NET EWT maintains field offices in Africa, Central America, Asia, and the Caribbean. These offices are organized into various regions to facilitate technical and administrative management. Each regional office is composed of a cadre of technical experts and administrative staff led by a Regional Representative (RR), who serves as the technical and administrative head of that office. In addition, the RR is responsible for supporting and supervising field offices in their respective region in the following activities:

    Efficient, focused food security monitoring, data collection, assessment, and early warning analysis
    Effective communication of early warning analysis to partners and decision-makers though high-quality reports and participation in briefings and formal and informal meetings
    Close collaboration with key partners, such as host government ministries, UN agencies, and international and local NGOs, among others
    Supporting network development by addressing identified gaps in effective early warning systems
    Project administration and management at the regional level
    Representation of FEWS NET EWT senior management in the region
    The RR provides quality control for regional- and national-level project deliverables and ensures that activities and products for the region are delivered in a timely manner.

    Responsibilities 
    The main responsibilities of the East Africa Regional Representative include, but are not limited to:

    Supporting field offices in the region in maintaining a knowledge base composed of, at a minimum, livelihood zone profiles, commodity trade flow maps, sub-national seasonal monitoring calendars, commodity price data, nutrition data, and other technical data covering rainfall, agricultural production, population, historical assistance flows, etc., in collaboration with other FEWS NET 7 implementing partners, as applicable
    Ensuring maintenance of relevant regional technical databases built from inputs from national offices and regional partners, including through inputs entered into the FEWS NET Data Warehouse
    Developing and updating regional seasonal monitoring plans and participating in regional acute food insecurity monitoring, as applicable
    Providing high quality and effective early warning of acute threats to food security in the region and supporting efforts to mitigate acute food insecurity and prevent food crises through effective communication of actionable food security analysis
    Providing strategic leadership in the planning and execution of technical activities in the region, including early warning analysis, livelihoods and vulnerability assessments, monitoring tools and methods development, capacity strengthening, markets and trade analysis, and network development/strengthening
    Overseeing remote monitoring of non-presence countries in the region, including supervising remote monitors, as applicable, and directly carrying out remote monitoring activities when needed
    Collaborating with regional and international partners in food security monitoring and analysis in the region, including through implementation of the Integrated Food Security Phase Classification (IPC) or Cadre Harmonisé (CH) protocols
    Developing and maintaining strong collaborative regional relations, both formal and informal, with USAID Mission representatives, US Embassy technical contacts, UN agency representatives, government ministry staff, and key international, regional, and local NGO counterparts to facilitate technical exchanges, promote consensus-building, work to resolve technical disagreements, and facilitate joint, coordinated actions to mitigate food insecurity

    Collaborating with and coordinating FEWS NET EWT field offices in the region to conduct regular independent and joint field assessments of food security conditions in areas of most concern
    Fulfilling monthly reporting requirements, including writing and/or supporting the development of Food Security Outlooks (FSOs), FSO Updates, and key messages; contributing to Food Assistance Outlook Brief reports; and providing regular briefings to the US Government and other partners

    Ensuring information on the relevant regional page of the FEWS NET website is current and accurate
    Reinforcing network development, capacity strengthening, and management at the regional level and supporting similar efforts at the national level

    Supervising, mentoring, and supporting the professional development and performance of Country Representatives (CRs) in the FEWS NET field offices in the region, as well as technical and administrative staff in the regional office

    Qualifications

    Proficiency in written and spoken English is required; other local language skills relevant to the region are desirable.
    Bachelor’s degree in a discipline relevant to the work of FEWS NET, such as economics, agricultural economics, agronomy, nutrition, climatology, anthropology, or social geography is required; advanced university degree (Master’s degree or higher) is desirable
    At least six years of relevant experience (with PhD), ten years of relevant experience (with Master’s degree), or 15 years of relevant experience (with Bachelor’s degree) is required. Relevant experience includes working on food security information systems, food security analysis, early warning, or other related fields; experience working with UN agencies and/or NGOs is desirable
    Demonstrated experience setting the strategic direction for or otherwise leading and managing a team of colleagues, including an ability to mentor and coach staff

    About the Project
    Animals, plants and microorganisms harvested and grown in water play a significant role in sustainably feeding and nourishing the world. Globally, 800 million people depend on small-scale fisheries and aquaculture for their livelihoods. But these vital aquatic food systems are hindered by the insecure livelihoods of those in related jobs, their low capacity to adapt to climate change, and the loss of marine nature. 
    The Asia-Africa BlueTech Superhighway project, supported through the UK’s Climate and Ocean Adaptation and Sustainable Transition (COAST) program under the umbrella of the Blue Planet Fund (BPF), will focus on enabling communities to adapt to and mitigate against climate change as well as responsibly and sustainably manage marine and coastal nature and resources resulting in improved food and nutritional security as well as employment and income opportunities.  The project will be implemented in two phases over seven years, starting with Phase 1 in Bangladesh, Kenya, Mozambique, Nigeria, and Tanzania.
    Key Responsibilities
    This role provides leadership in the strategic development and management of the AABS portfolio in country, engagement with new and existing partners, fostering collaborations with national and local partners and serves as the WorldFish contact for the AABS project to the donor (FCDO and BPF). 
    Country Project Management and Implementation:

    Lead the management of the AABS project in the country across all work packages, knowledge management and communications, actively contributing to work planning, budgeting, partner engagement and implementation, ensuring it aligns with FCDO’s Blue Planet Fund and COAST priorities.  
    Ensure strong linkages between the country project and the overall global program, providing necessary data, reports, and inputs to ensure alignment, knowledge sharing and timely delivery.
    Oversee the delivery, monitoring, and reporting of the project in Kenya and ensure that the country-level activities feed into the program outcome and MEL system.
    Support country-based scientist and sub-partners to ensure work is implemented in a coordinated way across technical areas.

    Identify the best practices and lessons learned experienced and achieved during the implementation of the project. The below learnings will be incorporated with case studies and videography led by Oxfam, PACIDA and ASAL Humanitarian Network communications team.

    Learning gender-transformative approaches and impact on gender equality related to food security at household and community level

    Recommend suggestions that will improve similar future projects based on what went well/did not go well.

    Methodology

    The consultant should propose the appropriate study design and data collection techniques for the evaluation. The identified approach should facilitate data validation, reduce likelihood of bias, and enrich the findings based on the evaluation questions and objectives. The tools may include household surveys, Key Informant Interviews (KII) and FGDs. In each case a detailed description of the tools should be provided and the relevance in the data collection process. Other areas of interest would include sampling design, data collection and analysis procedures, quality assurance and ethical considerations.

    Qualifications of the consultant
    Oxfam seeks to engage the services of qualified and experienced consultant with adequate experience in research and appraisal of development and humanitarian programmes especially food security, nutrition, climate resilient food production systems, wash and protection or any similar value chains to undertake the assignment. The Consultant(s) must have the following qualifications and experience: –

    Demonstrated experience in conducting evaluation studies and participatory rural appraisal methods.
    A minimum of five (5) years working experience in community development work is desired.
    An advanced degree (master’s and above) in Development Studies or Social Sciences, M&E, Sociology or Agriculture.
    Demonstrated practical and recent working experience on similar work will be an added advantage preferably in ASAL counties.
    Ability to prepare factual and well-articulated reports. Attach a sample report summary (with client consent)
    Excellent drafting and communication skills in English

    About you

    The successful candidate will have strong knowledge and demonstrated practical experience in community development involving application of sustainable development methodologies, knowledge in extension services delivery, experience in developing effective plans, implementing, and monitoring the plans and working in youth support programmes. They must be an experienced motorcycle rider.
    The Project Facilitator is responsible for effectively implement Ripple Effect’s activities in the field according to objectives of the Boresha Mazingira West Pokot Project. The role will be at the forefront of project implementation, working daily with farmers and other stakeholders.

    Project implementation

    Be responsible for the overall implementation of project activities in the allocated project area.
    Assist in farm planning, especially during identification and preparation of new groups/farmers
    Work with farmers’ self-help groups’ in different matters concerning group management and leadership and general project management
    Formulate detailed work plans to implement activities which address identified development needs of project participants, families and communities.

    Stakeholder engagement

    Support farmers with various advisory services in areas of Farm systems (including Livestock management and development activities; Sustainable agriculture, and Natural Resources Management), Gender and Social Inclusion, and enterprise development activities for their social economic development.
    Ensure selection, establishment and functioning of community volunteers’ and their forums.
    Organise field visits with project stakeholders during the donor visits.
    Ensure good working relations with all stakeholders (beneficiaries, group leaders, community opinion leaders and government officials) and maintain Ripple Effect’s profile.

    Monitoring and evaluation    

    Participate in data collection and documentation of success stories and case studies where required for continuous updates of project progress.
    Ensure farmers are followed up regularly and retrained in areas unclear to them.
    Work closely with Project Coordinator to establish local project’s steering committees and with government technicians and local leaders to ensure sustainability of farmer groups and their activities after graduation.

    Capacity building

    Train farmers in Ripple Effect’s integrated approach.

    Reporting and documentation

    Support farmers and ensure that the appropriate simple farm records are in place and are in use among all project participants.
    Write and submit monthly reports and support Project Coordinator to prepare quarterly, semester, and annual project progress reports and any other reports when required.

    Other duties    

    Ensure compliance with Ripple Effect policies and all relevant legislation.
    Act at all times according to Ripple Effect’s values and in support of its Africa Forward Together approach.
    To undertake other duties of a similar nature as reasonably required by the line manager.

    Qualifications
    Essential:

    Bachelor of Agriculture with a specialty in any of these fields’ agronomy, extension services, environmental science, soil and water management, rural development, or other related fields. or Diploma in the same field.

    Experience and knowledge
    Essential:

    Strong field development experience involving application of sustainable methodologies.
    Knowledge in extension services delivery.
    Experience of monitoring and managing budgets and work plans.

    Desirable:

    Experience in NGO work.
