    Job Purpose: 

    To provide agronomic knowledge and skills to growers in their assigned market while performing job duties such as field scouting, integrated fertility soil management, market analysis, pests, and disease control.

     Key Duties and Responsibilities

    Planning, implementing and reporting of program activities on a weekly, monthly, and quarterly basis;
    Coordinating program meetings between Community Resource Persons (CRPs) and other stakeholders at the grassroots level;
    Reporting of the activities implemented in the duty station;
    Organizing and presenting training, and demonstrations to lead farmers, principal farmers, and farmers in field schools;
    Carrying out monitoring and evaluation data collection in the target wards using questionnaires, and taking success stories. The data collated helps to build reports from the accomplished field activities;
    Coordinating the agricultural extension officers and Community extension design at ward and County levels;
    Conducting situation assessment, end-of-project evaluation, and writing of concept notes;
    Recruiting and training farmers in farmer’s field schools on conservation agriculture and ensuring they receive quality extension services;
    Conducting follow-ups and farm visits to farmers to advise on good agronomic practices, post-harvest management, agroforestry, and farming as a business;
    Collecting household data of farmers in assigned stations to be compiled in a database system for ease of procurement and accountability.

    Key Qualifications / Skills / Competencies / Experience Required

    Bachelor’s Degree in Agriculture or a relevant field from a recognized university;
    Minimum of (3) three years’ demonstrable working experience in the field of Agriculture and Agronomy;
    Excellent ICT skills;
    Excellent communication skills;
    Ability to ride a motorbike with a valid driving license endorsed for riding a motorbike.

    Job summary
    Working closely with the Business Competitiveness, West Africa & AfCFTA, and Inclusive Trade Director, the Programme Manager Inclusive Trade- Fisheries will be responsible for the implementation of Women and Youth Economic Empowerment in Fisheries through Inclusive Market Access project funded by the Master Card Foundation in line with TMA’s corporate strategy. He/she is responsible for design and implementation of the Fisheries project using a market systems approach. He/she shall manage partner and donor relationships for results delivery and facilitate cross-learning and knowledge generation in relation to the inclusive trade strategic priorities across the organisation. This role requires close collaboration with other units in TMA such as Market Access, Programme Delivery Unit, Regional and Country Programme teams and implementing partners.
    Roles and responsibilities
    Programmes and Outcomes Delivery

    Design and implementation of market based solutions across TMA’s areas of programming to facilitate programme delivery and achievement of targeted results.
    Ensures good practice during project design, terms of reference and technical specifications development, mobilisation, procurement and contract management, outcome/output-based planning, implementation, timely and quality reporting, project sustainability, and results-oriented monitoring, evaluation, and learning.
    Ensure compliance with programme/project cycle management (PCM) guidelines throughout the project design and implementation cycle, including robust project planning, reporting and closure; adherence to donor requirements as stipulated in contribution agreements.
    Manages relationships and communicates with internal and external stakeholders including donors, partners and service providers and clearly articulates project and programme scope, timeline, budget, risks, and deliverables.
    Understands funding sources for projects, the implementation timelines agreed with funders, monitors implementation and delivery to ensure that projects are within budget, scope, and time.     Participate in regular informal and formal reflection, knowledge sharing and learning events on gender and inclusion as related to the Fisheries sector across Africa.

    Academic and professional qualifications

    Work experience

    Proven abilities to conceptualise and design market systems/value chain development projects with strong gender and inclusion components, project implementation, results measurement, reporting, and stakeholder engagement gained through working experience in Africa.
    At least 5 years ‘experience in managing complex and diverse projects in the fisheries value chain, facilitating economic empowerment of women and youth, mainstream and integrate gender and safeguards in agriculture value chains in Africa.
    Ability to integrate cross-cutting themes such as logistics, public-private dialogue, environment and climate change in programming.
    Experience implementing projects across multiple countries and engagement with both public and private sector implementing partners.
    Demonstrable experience in training, mentorship and capacity building of direct reports and programme teams to ensure a broad understanding of gender and inclusion concepts within the organisation.
    Experience in strategic and programmatic interventions in the Fish value chain will be an added advantage.

    JOB PURPOSE
    To support in the timely community mobilization and successful planning, implementation, monitoring and reporting of the Restore Africa Pogram interventions and outcomes in the respective county aimed at contributing to the program’s goal of sustained improvement in eco-system restoration, livelihoods, and resilience to climate change for 250,000 smallholder farmers and pastoralists (men, women and youth) in Four Target Counties in Kenya by 2052.

    MAJOR RESPONSIBILITIES
    Project Planning & Implementation

    Ensure that the Annual, Quarterly, Monthly & Weekly plans and budgets are in place to guide effective project delivery
    In Liaison with Project Accountant, track project implementation expenditure levels and manage work plans and budgets within the expected thresholds
    Mobilize communities to take up Restore Africa program activities as per the joint execution schedules
    Conduct community sensitization meetings on FMNR, Tree growing, S4T and other livelihood interventions for enhanced adoption.
    Develop criteria for identification of FMNR and S4T champions and Lead farmers respectively within their communities and beyond.
    Train and support the champions/Lead farmers on the FMNR and S4T / LVCD models to effectively spread the same within and beyond their communities.
    Work with the various households and various community structures to develop community rules and regulations for landscape protection, improved farming methods / CSF and management within the target areas.
    Work with community structures to establish FMNR resource centres to enhance adoption
    Support local FMNR practice campaigns at the local level
    Ensure adherence to WVK and donor guidelines and standards during the project implementation

    Quality Assurance – Monitoring, Reporting and Documentation and Learning

    In consultation with the MEAL team agree on field monitoring tools for use to collect data
    Support in data capture, validation and update on the other approved project and WVK DM&E system using the approved tools
    Build the capacity of the FMNR  champions on the monitoring tools and reporting expectations
    Provide Households participation data for all the project activities segregated by RC, non-RC, gender and age.
    Ensure quality Monthly, Quarterly, Semi- Annual and Annual reports prepared and submitted on timely basis using the provided guidelines
    Work with champions, communities and partners to develop joint monitoring plans for FMNR uptake
    Together with partners, conduct regular monitoring, reflection and learning events
    Identify and document best practices and lessons learned from mainstreaming FMNR through Regreening Communities
    Support project assessment processes: Baseline, Other assessments, endline

    Advocacy, Engagement, Networking and Partnerships

    Forge strong networking relationship with the county government and other partners with same objectives
    Engage with KFS, county department of environment and agriculture to work on joint execution plans for synergy building and higher impact
    Organize and conduct regular review meetings with champions, community, government and other local partners/stakeholders on the FMNR uptake and implementation
    Closely work with the local administration and communities to develop local community rules and regulations for landscape protection and management as well as enforce the same
    Actively participate in the quarterly technical working groups
    Participate in the Annual County Government’s Planning and Budgeting process and influence resource allocation to the priority needs of the most vulnerable groups within the Program Area
    Ensure that project participants are kept informed of all the Government laws and policies in respect to FMNR and environmental management

    Required professional experience

    Overall Purpose
    The Project Officer is responsible for providing support in planning, implementation and monitoring of key project activities in close coordination with the Regional Program Coordinator, different stakeholders and service providers.     Duties and Responsibilities
    Leadership:

    In liaison with the Regional Program Coordinator, support management, monitoring and coordination of the FSL project activities.
    Promote FSL programing and mainstreaming within the county government through capacity building and mentorship.
    Conduct awareness and training sessions to build capacity in target communities.

    Support in designing of capacity building programs to effectively prepare communities to respond to disasters as well as put in place systems for community reconstruction and environmental conservation. 

    Minimum Qualifications

    Bachelor’s degree in Community development, Agriculture, Social Science or other related field with an in-depth understanding of livelihoods programing
    Demonstrated experience in livelihood programming with a specific focus on community engagement and accountability
    Demonstrated ability to work closely and effectively with administrative and community structures in development context;
    Proficient and experienced in planning, monitoring and reporting of project activities in relevant field in multi-stakeholder partnerships and collaborations
    Possess skills in proposal and report writing, project cycle management and participatory monitoring and evaluation of projects.

    Knowledge, skills and languages

    Reporting Lines

    The FAO Representative (FAOR) manages and is accountable for the FAO country programme, office, resources and staff. He/she reports to and works under the overall guidance and supervision of the Assistant Director-General/Regional Representative (ADG/RR) and, where applicable, under the technical supervision of the Subregional Coordinator. The FAOR works closely with the Regional Leadership Team and is supported by the Regional/Subregional Office and headquarters’ technical, administrative and operational staff, as appropriate.
    The FAOR also reports periodically to the Resident Coordinator (RC) on his/her respective contributions to the United Nations Country Team (UNCT) work towards the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF), and is an active and accountable member of the UNCT as defined in the approved ‘Management and Accountability Framework’ that operationalizes the RC/UNCT relationships, in accordance with the General Assembly resolution 72/279, and is also an active member of the Humanitarian Country Team, where relevant.

    The FAOR leads FAO’s response to national priorities and sustainable development challenges to advance the 2030 Agenda, as well as to advocate for action aimed at accelerating the realization of the Sustainable Development Goals (SDGs), as established in FAO’s Country Programming Framework (CPF) and in line with the FAO Strategic Framework, with particular focus on the Programmatic Priorities Areas (PPAs). The FAOR is entrusted in addition with leading FAO’s contributions to the United Nations Sustainable Development Cooperation Frameworks (UNSDCFs).

    Key Results

    The FAOR successfully leads and manages the FAO Country Office and effectively represents FAO in his/her country(ies) of accreditation, developing, maintaining and enhancing collaboration with the host government and other key stakeholders on development and humanitarian issues.

    Key Functions
    Represent and advocate the work of the Organization:

    R epresent FAO towards national authorities, partners and stakeholders;
    Advocate FAO’s policy positions in the relevant national fora, represent FAO in the national media and implement a proactive communications strategy to raise awareness of FAO with the general public;
    Support UN joint communication efforts and speak with ‘one voice’ in delivering the 2030 Agenda;
    Facilitate timely access by national stakeholders to FAO’s knowledge resources and global public goods;
    P rovide leadership on food security and agriculture policy, as well as operational matters within the Resident and Humanitarian Coordinator System;
    Lead the overall emergency response preparedness, coordination and response at the country level, in cooperation with government, UN Country Team/Humanitarian Country Team and Cluster/sector activities and related resource mobilization efforts.

    Develop And Operationalize The CPF Derived From UNSDCF

    Support the country’s efforts towards the achievement of the Sustainable Development Goals (SDGs), in line with FAO’s mandate and Strategic Framework;
    Lead, in line with national priorities and in consultation with national stakeholders and partners, the timely development of the CPF and the Country Work Plan (CWP) in accordance with, and as derived from, the UNSDCF process and related FAO programmes, projects and/or other activities (such as normative and policy functions);
    Lead the analysis of the country situation, providing, when necessary, updates and alerts on key events and trends, including for the UN Common Country Analysis (CCA);
    Lead FAO’s contribution to the UN common planning and programming frameworks, i.e. CCAs, UNSDCFs (former UNDAFs), Consolidated Appeals Processes ( CAPs), Humanitarian Action Plans, Flash Appeals, Joint Programmes, etc.;
    Advise and collaborate with internal partners to raise awareness of country priorities and needs and support their inclusion in corporate and regional policies;
    Lead the dialogue and liaise with national government authorities on issues of FAO’s mandate.

    Build Partnerships And Mobilize Resources

    Support the operationalization of the CPF and the UNSDCF;
    Support the establishment of effective partnerships and collaborations with governments, donors, civil societies, non-governmental organizations (NGOs), the UN, and other international organizations;
    Lead country-level mobilization of extrabudgetary resources, making maximum use of the expertise available in the Decentralized Offices;
    Support the Resident/Humanitarian Coordinator in strategically positioning the UN in the country and in joint UN resource mobilization efforts.

    Programme Implementation And Monitoring

    Ensure that programmes are managed and monitored effectively and in compliance with corporate policies, as well as procedures;
    Mobilize technical backstopping to FAO projects, in line with corporate norms, standards and procedures;
    Provide (when requested) technical support services in FAO’s areas of competence in the country(ies) of assignment, as well as other countries of the subregion;
    Operate as budget holder for national projects entrusted to him/her;
    Oversee the effective implementation of FAO programmes and projects, lead periodic reviews, monitor the CPF and FAO components in the UN Sustainable Cooperation Frameworks and Joint Programmes and ensure timely reporting, including to the Resident/Humanitarian Coordinator, as well as the UN Country Team on jointly agreed results;
    Report results as per corporate reporting requirements in a timely manner;
    Address issues in real time to minimize reputational and financial risks for FAO.

    Effectively Manage The Office, Personnel And Financial Resources

    Lead and manage the Country Office and ensure effective, as well as efficient use of human and financial resources, in line with corporate policies and administrative procedures, ensuring that internal control mechanisms are in place and enforced;
    Manage all matters related to the security and safety of FAO personnel and their eligible dependents whilst ensuring full adherence to the UN Security Policy, rules and regulations, as well as to security-related instructions issued by FAO;
    Improve the observance of legal, statutory or regulatory obligations, FAO’s ethical standards and its internal Human Resources rules and policies, including the application of FAO zero tolerance policies on prevention of sexual abuse and harassment and gender parity; promote and nurture staff development in addition to welfare;
    Identify and implement effective and efficient controls that better respond to operational risks faced in achieving FAO’s objectives, including preparation and implementation of Anti-Fraud Control plans;
    Maintain and improve the reliability, appropriateness and timeliness of financial and non-financial information;
    Reduce losses and waste of assets, as well as resources, whether through misdirected effort, avoidable errors, mismanagement, abuse or fraud;
    Ensure that a gender focal point is designated as required by the FAO Gender Equality Policy;
    Sustain and increase the confidence among Members and other stakeholders in the reliability, resilience and efficiency of FAO’s management systems.

    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
    Minimum Requirements

    Advanced university degree in an area related to the activities of the Organization, e.g. agriculture, forestry, fishery or rural development, etc.
    Twelve (12) years of relevant experience in planning, formulation, implementation, monitoring and evaluation of field programmes.
    Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

    Technical/Functional Skills

    Work experience in more than one location or area of work, particularly in field positions is essential, in both programmatic areas and fostering government relationships.
    Extent and relevance of experience in developing and managing country field programmes from design to delivery (programme/project identification, formulation, analysis, planning, implementation, monitoring and evaluation).
    Extent and relevance of experience in the coordination and/or management of technical cooperation projects and programmes, including emergency, recovery and rehabilitation related programmes.
    Demonstrated experience in resource mobilization.
    Extent and relevance of experience in negotiating and cooperating with national governments, intergovernmental organizations and other institutions, as well as in designing collaborative networks and joint programmes.
