    THE ROLE:

    CABI is committed to increasing the use of climate-smart agriculture (CSA) practices, tools, and technologies among smallholder farmers. This will be delivered through improved training opportunities, bespoke communications campaigns, digital advisory, and decision-support tools, technological innovation in plant health products, and entrepreneurship support for women and youth.
    The Climate Change Expert, Africa, will work to develop and implement CSA-focused activities in Africa, for instance, through the PlantwisePlus programme. The job holder must have strong experience in delivering CSA projects with low-income communities in Africa and support the uptake of CSA practices and technologies among risk-averse and low-income stakeholders.
    The job holder will work in the Climate Change Department and with other CABI colleagues around the world, to support the technical implementation of CSA interventions, building on CABI’s core skills in pest and disease management, natural sciences research, development communications, and ecosystem management. The Change Expert will also support the Climate Change Manager and regional teams to implement the CABI MTS goal on climate change and support the Monitoring, Evaluation, and Learning Team to track climate impacts across the organization.

    WHAT YOU’LL DO:

     Support the implementation of the CABI MTS goal on climate change and support the Monitoring, Evaluation, and Learning
    Team to track climate impacts in Africa-related projects/programmes;
     Lead the in-country stakeholder engagement processes in Africa (such as CABI member countries, but not only) and identify country needs for the implementation of the Nationally Determined Contributions (NDCs);
     Lead the technical implementation of CSA objectives and related activities in the PlantwisePlus global programme, across Africa;
     Engage and collaborate with a wide range of in-country stakeholders, including policymakers, researchers, public & private sector advisory services, agro-input suppliers, and smallholder farmers to identify practices for implementation;
     Contribute to developing new partnerships to help CABI deliver its climate resilience and adaptation aims in its 2023-2025 MTS, and engagement in relevant networks and alliances
     Support the identification of climate funding mechanisms and support the development of new climate change projects and programmes across CABI’s international development teams, in close collaboration with CABI’s Project Development Group
     Provide technical input and support in exploring under-analyzed and; emerging areas of adaptation, and support robust adaptation monitoring, evaluation, research, and learning;
     Contribute to the publication of scientific research on climate adaptation and resilience in scientific, peer-reviewed journals;
     Collaborate with CABI’s communications team to highlight key successes and highlights from project/programme implementation in Africa;
     Ensure adherence to CABI policies and procedures, including HR and health and safety requirements, financial and project management procedures, and IPR procedures.

    ABOUT YOU:

     Master’s degree related to climate change mitigation and adaption
     At least 5 years of experience in climate change adaptation, food security, sustainable development, or other relevant technical experience;
     Demonstrated technical knowledge in climate smart agriculture; digital advisory tools; and extension/advisory communications campaigns;
     Demonstrated understanding of project-level monitoring, evaluation, and learning methodologies for CSA;
     Experience working with agricultural stakeholders in Africa;
     Ability to communicate key findings and insight to project partners;
     Experience conducting business development and project proposals;
     Fluency in English is essential.
     Fluency in at least one other language would be an advantage.
     Excellent understanding of adaptation and resilience options in smallholder agriculture value chains in Africa;
     Strong experience in delivering CSA interventions and communication campaigns with smallholder farmers and supporting services;
     Experience of working with agricultural SMEs, farm cooperatives, and community-based organisations in Africa;
     Experience in supporting CSA technology adoption by agricultural SMEs;
     Experience in digital innovation and human-centered design principles;
     Understanding of integrated pest management approaches and interlinkagesbetween climate change and biodiversity;
     Experience in developing proposals for CSA projects is desirable.
     Willingness to travel to project implementation locations, international meetings, or stakeholder events, and to CABI projects, programmes, and offices worldwide.

    Duties and Responsibilities
    This position is responsible for the implementation of the Climate change and adaptation project in Tharaka Nithi County.

    Leading the implementation of Climate Change adaptation Project.
    Training farmers as well as Community members on Climate Change, Climate resilient agriculture and early warning systems.
    Strengthening key institutions involved in catchment management and multi-stakeholder approach in solving water-related challenges in different catchment areas.
    Building Water Resilient Communities and improving community knowledge in application of IWRM strategies,
    Training communities on appropriate conservation agriculture technologies
    Organizing linkage meetings between the community, the Kenya meteorological department and the ministry of agriculture to undertake climate smart agriculture and use of indigenous knowledge and sharing of the developed advisories
    Training farmers on smart agricultural practices including crisis transformation for Climate-Related Preparedness in the event of natural disasters due to climate change and weather unpredictability.
    Training the target groups on financial literacy and review VSLA record keeping from time to time
    Participating in the development of concept notes, project proposals and submission to potential donors.
    Preparing and submitting quality, accurate ,complete weekly, monthly biannual and annual reports
    Perform any other duties as assigned by management.

    Qualifications:

    Bachelors in Agricultural Sciences/Agronomy/Horticulture/Agricultural Economics, Food Security, Natural Resource management Social Sciences or related field from a recognized University.
    Minimum three years proven experience in working/programming in either relief or development and preferably in an NGO.
    Proven knowledge of the Kenyan climate, food security, water and/or renewable energy sectors, including climate, biodiversity and gender mainstreaming
    Proven knowledge of working in or on programmes pertaining the ASAL areas of Kenya.
    Demonstrated experience with the implementation of donor funded projects;
    Knowledge of devolved governance structures and systems;
    Good understanding of gender mainstreaming in Climate Change and livelihoods projects
    Excellent computer skills, including proficiency in MS office suites.

    Duties and Responsibilities
    Strategic Management and Technical Support

    Knowledge, Skills and Qualification

    Minimum of a Bachelor’s degree in Agronomy, Horticulture, Agricultural Economics, Agriculture Extension, Dryland Agriculture or a closely related field from a recognized University
    Minimum 8 years’ experience in community development work implementing Livelihoods & Resilience programs. At least 3 years should be at managerial level. Familiarity with Economic development and specifically Local Value Chain Development is an added advantage
    Thorough understanding of all areas of project management cycles in a complex, international development organization especially in development or Relief Projects.
    A good understanding of International, Regional and National framework on economic development, Community Based Disaster Risk
    Experience in program design, implementation, monitoring and evaluation and reporting.
    Demonstrate ability to influence, network and collaborate with national and county level government, NGO and UN Agency on child protection and economic development

    To support the tobacco control programme in the WHO Country Office for Kenya in its work on various activities such as:

    Mercy Corps has been a leader in the drylands of the Horn of Africa for the last decade, supporting households affected by climate change, drought, conflict and other challenges to adapt and thrive in the face of increasing shocks. Our programming focuses on strengthening livestock production and markets, enhancing food and water security, addressing gender inequality and youth opportunities, and strengthening devolved governance outcomes to support dryland communities to break from the cycle of humanitarian need and lay the foundations for a more food secure, resilient future. Working across Kenya, Ethiopia and Somalia, Mercy Corps will soon be launching our 12-year Regional Livestock Program (RLP), which looks to leverage the significant potential for livestock production and trade within the region by building vibrant regional livestock markets, strengthening livestock production and trade, supporting climate adaptation and enhanced regeneration and governance of rangeland in order to enhance household food security and livelihoods.  

    General Position Summary

    Mercy Corps is seeking a Program Director for our Regional Livestock Market Systems Program, a senior level position with overall responsibility and oversight of program strategy, delivery and resource mobilization across the targeted livestock corridors in Kenya, Ethiopia and Somalia. Working closely with matrixed teams across the three countries, the Program Director will supervise program and support staff based within the regional and country teams and build strong partnerships with Mercy Corps country-level leadership to ensure that the program meets its targets and deliverables on-time and within budget while ensuring accountability to Mercy Corps’ policies and donor rules and regulations. A senior level expert on livestock systems in the region and an experienced Market Systems Development practitioner, the Program Director will be the primary program representative to donors, relevant government entities, partners, other implementors and stakeholders. 

    Essential Job Responsibilities
    STRATEGY & VISION

    Provide overall technical leadership and oversight of program strategy development and delivery adhering to sound principles of Market Systems Development.
    Lead the development of detailed intervention plans and partner engagement approach, working closely with techncial support teams and in-country experts to ensure that program activities are technically sound and contribute to the program’s overall strategic outcomes.
    Play an active role in identifying and developing new initiatives that foster and/or improve strategic outcomes of the program and the country offices, including identifying additional interventions or partnership opportunities to deepen program impact.

    PROGRAM MANAGEMENT

    Oversee program start-up, management and administration. Ensure program implementation is on time, scope and budget, using effective M&E systems to reach desired impact.
    Oversee consortium governance structures including establishment of a steering committee, donor advisory group, and development of MOUs, decision-making and coordination structures, reporting systems, etc.
    Lead the development of detailed implementation plans, flowing from strategic annual work plans and ensure delivery of the interventions is based on Mercy Corps best practices for Market Systems Development programs.
    Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.

    Minimum Qualifications & Transferable Skills

    BA/S in agriculture, business, economics, public policy, international development or other relevant field, MA/S is strongly preferred.
    Experience leading large, complex programs required, with relevant previous experience, such as a Chief of Party, highly beneficial.
    A minimum of 10 years’ experience, including 5 years in a senior management position.

    The Position Summary
    Reporting to the Country Manager- Kenya, Program Officer- Agriculture and Water Nexus, Kenya, will manage programs and provide technical direction on water management in agriculture landscapes, climate smart agriculture, natural resources management or agroecology and the programming of integrated approaches in agriculture and food systems transformation in Kenya. This will be undertaken through the management of programs and projects, provision of policy advice, strategy development, policy implementation support and institutional strengthening solutions, risk management, creating partnerships and managing grants making at the local level. He/she will work with government at local and national level and partners to design and implement agricultural transformation initiatives, particularly as they relate to agriculture, water management, natural resources management, climate change, value chain development, market and finance access by smallholder farmers and other stakeholders. The Program Officer will particularly be responsible for provision of technical leadership and support in water management, agro-pastoralist practices, resilience, and climate smart agriculture.
    Key Duties and Responsibilities

    Build resilience into agriculture and food systems.
    Integrate water development and management in agriculture landscapes.
    Oversee programming in arid and semi-arid areas.
    Identify opportunities for collaboration with small, medium, and large agribusinesses in the geography at sub-national and national levels.
    Create road maps documenting the resources and constraints to agricultural transformation, especially in the areas for fertilizer systems, resilience, and CSA development.
    Perform situation analysis and problem tree development and identification.
    Generate evidence and documentation on CSA practices, resilience building and fertilizer systems in agriculture transformation.
    Identify opportunities for investments via competitive grants for interventions aimed at upgrading fertilizer systems, resilience systems and CSA practices.

    Contribute to Soil Fertility and Fertilizer Systems, CSA and resilience Unit strategic documents and knowledge products development.
    Participate at Soil Fertility and Fertilizer Systems, CSA and resilience Unit strategic meetings when and where required.
    Support and manage the development and implementation of AGRA projects and programs in support of the agriculture transformation agenda through CSA and resilience building.
    Showcase AGRA’s success stories, best practices, and lessons.
    Organize for capacity building of grantees in data capturing, management and reporting.
    Coordinate for effective climate-proofing and de-risking of promising Climate-Smart business models.
    Assess, evaluate, and supervise grantee activities.
    Assess and adapt tools developed by partners for introducing and scaling resilience and CSA practices.
    Engagement in policy conversations around fertilizer, CSA, and resilience issues.
    Ensure integration of nutrition, gender equity, social inclusion, youth, and environmental & social risk systems into the agriculture resilience strategy and activities. 
    Engagement in gender and youth programs for scaling up CSA and mainstreaming of resilience/CCA issues in agriculture transformation. 
    Deliver regular periodic reports as may be required.
    Deliver on administrative functions such as coordination of periodic audit, stakeholder forums etc.
    Participate in fund raising for interventions that contribute to agriculture transformation in Kenya.
    Identification of technical solutions
    Definition of technical and operational inputs for workplan implementation.

    Relevant Experience & Professional Qualifications

    A Master’s degree in Environmental Management, Agriculture, Development planning and Implementation related disciplines with deep knowledge in Seed systems, Fertilizer systems, Policy Market access, Resilience, FSL, Climate change, Gender, Youth, Water management, agropastoral systems or other relevant areas of the agriculture value chain. 
    Minimum of 7 years’ experience in agri-business and climate smart technologies, agriculture, food systems, livestock development, project development and management in arid and semi-arid areas in Africa.
    Experience in managing multinational initiatives in the private and/or public sector with a sound knowledge of, and experience in climate change adaptation, mitigation and / OR agricultural trade development at national, regional and/or international level.
    Excellent analytical and report writing skills.
    Experience in project operational management, prioritization, sequencing, and execution.
    Excellent verbal and written communication skills with a team orientation and strong collaborative skills.

    THE POSITION:
    The Director, Agricultural Finance and Rural Development Department, reports to the Vice President, Agriculture, Human and Social Capital and works closely with sister Director of Agriculture and Agribusiness.
     The job of the Director includes:

    Supporting Regional Directorates/Business Development Units with investments around innovative business models, specifically in disaster risk financing, risk sharing facilities, NSO transactions, public private partnership, private sector-led management and operation to implement the special agro-industrial processing zones (SAPZs);
    Carrying out policy dialogue for a business enabling environment for private sector-led agricultural transformation, value addition and access to markets, which includes the legal, regulatory and institutional framework;
    Working with the Innovative Financing and Small Medium Enterprises (SME) team, to design and establish appropriate innovative solutions for derisking finance for SMEs, with a focus on solutions that target climate adaptation, women and youth;
    Working with the agribusiness NSO team to identify transactions from a commercial, developmental and gender perspective, providing expertise during transaction design for lending and equity investments, also having a secondary responsibility to the water, health and education NSO teams to participate in quality assurance;
    Working with the SAPZ team, to provide design and implementation support of the SAPZs to ensure effective contribution to the goals of the Feed Africa Strategy, impact poverty, enhance competitiveness and transform agriculture, in close collaboration with Technologies for African Agriculture Transformation (TAAT);
    Mobilizing resources for Africa Disaster Risk Financing Program (ADRiFi), Agri-SME Catalytic Financing Mechanism (ACFM), SAPZs, agribusinesses from other Development Partners, Development Financial institutions and Non-Traditional sources including climate financing, sovereign wealth funds and pension funds;
    Developing a knowledge base, communication and sharing lessons for the Department;
    Relationship building and management with both internal clients (Regional and Country teams) and external clients (corporates, investors, commercial banks, private project participants, project sponsors, etc.) and co-financing partners including DFIs, multinationals, African financial institutions.

    KEY FUNCTIONS:
    The Director, Agricultural Finance & Rural Development Department, is responsible for the following:
    Technical oversight and strategic vision:
    Design and Establishment of Risk Sharing Facilities

    Identify derisking instruments to catalyse private sector investment in agri-SMEs focusing on gender inclusion, climate resilience, and jobs for youth and establish risk sharing facilities in countries based on the key value chains as identified in the DAKAR Food and Agriculture Delivery Compacts;
    Support resource mobilisation and the expansion of the Agri-SME Catalytic Financing Mechanism and Africa Disaster Risk Financing Program and other derisking mechanisms;
    Support RMCs and agribusiness to enhance resilience and response to climate shocks and understand insurance and risk financing instruments increasingly protect African economies and agricultural value chains from climate disasters

    Expand Volume and Lead Innovation in Agribusiness NSO Investments

    Supervise and expand an active business pipeline of agriculture / agribusiness NSO transactions that are commercially viable, technically robust, and have additionality;
    Review and actively participate in quality assurance for health, education and water NSO transactions;
    Identify and manage potential client relationships to develop a strong pipeline of relevant private sector transactions. This includes participation in planning, preparation, fact-finding  and project identification missions;
    Oversee and lead the execution of agribusiness investments and structuring of transactions using debt, guarantee and equity components in line with Bank guidelines and policies to meet the needs of the clients;
    Provide expertise in the agribusiness sector and support policy dialogue around the development, structuring and implementation of agribusiness transactions; 
    Position private sector agribusinesses within the DAKAR2 food and agriculture delivery compact value chain and country priorities and promote linkages with the production and SAPZs;
    Work with the Africa Investment Forum  (AIF) team on mobilising financing and submitting transformational Agribusiness projects.

    Promote Public and Private Partnerships (PPP) and private sector-led Special Agro-Industrial Processing Zones (SAPZs)

    Developing the strategy for SAPZ 2.0, which would be a combination of retaining elements of public infrastructure but focussing on private sector led business model, with variants of PPPs;
    Guiding team in development of functional and technical specifications, project designs and feasibility studies for commercially viable and socially inclusive SAPZs;
    Capacity building of regional and country staff and implementing partners to apply and adapt private sector led infrastructure models for Bank designs, tailored to the local conditions, environment and country priorities;
    Ensuring close collaboration with the TAAT team to accelerate production in the SAPZ and providing a holistic solution from production to processing to access to markets;
    Providing deep sector expertise for design, implementation, and supervision of projects by gathering experts for projects and work with a network of consultants, transaction advisors, service providers, implementing partners and private sector developers.

    Knowledge Sharing on the importance of private sector in the agriculture transformation (Disaster Risk Financing, Derisking Facilities, Agri-SMEs, NSO transactions Special Agro-Industrial Processing Zones)

    Monitoring implementation around a set of impact indicators around development impact and job creation for women and youth and share best practices, and share lessons learnt;
    Developing guidelines, toolkits and other knowledge products based on best practice emanating from empirical evidence during project implementation;
    Actively communicating around the work of the Department (Disaster Risk Financing, Derisking Facilities, Agri-SMEs, NSO transactions Special Agro-Industrial Processing Zones).

    Partnerships with Public and Private Stakeholders

    Maintaining key private sector engagement or partnerships with African agribusiness champions, i.e. large private sector and commodity associations;
    Developing and carrying out an alliance strategy with financial institutions at the country level to support small medium size enterprises;
    Maintain and expand a diversified network of co-financing partners including DFIs, multinationals, international commercial banks, African financial institutions, and private sector clients to promote the objectives of the Department;
    Carry out stakeholder engagement and increased private sector participation in SAPZs and convene global leaders to generate support for and commitment for the SAPZs.

    Teamwork:

    Managing a team of professional level and support staff in providing efficient and high quality services that support the business. Set realistic performance goals and motivate team members to meet them, both for individual staff and for the team as whole;
    Managing team’s staffing and resources competently and responsibly to achieve the Department’s objectives;
    Assessing the training needs of staff in the Department, monitor and evaluate their performance;
    Being a collaborative member of the AHVP Management Team, contribute and share expertise and input and foster a collegial environment;
    Building strong relationship management and understand the business needs to assist in developing practical and effective solutions.

    Leadership:

    Managing the efficient use of the financial and human resources of the Department, including the career development of staff.  On the technical front the work requires analytical and strategic skills, as well as personal knowledge and practical experience in the main areas of Bank intervention;
    Ensuring that the Department produces a high-quality output with available resources, by making the best use of its human, financial and technological assets, and by monitoring and enforcing efficiency targets;
    Supervising complex project identification, preparation and appraisal for Bank Group financing and verify quality of the projects.

    COMPETENCIES (skills, experience and knowledge):

    Hold at least a Master’s degree in Agriculture, Agriculture Economics, Finance, or closely related disciplines;
    Have a minimum of ten (10) years of relevant professional experience in private sector financing with seven (7) years working with a private sector company or an international multilateral institution at a managerial level;
    Sound experience with International Development Financing Institutions in developing countries including a satisfactory knowledge of their operational policies and procedures;
    Proven leadership in matters relating to rural development such as policy dialogue, technical review of reports and consultation with other financiers, among others;
    Knowledge of Africa and the rural development needs, opportunities, development challenges and possible solutions;
