    Function

    Under the leadership of the Project Manager, the Livestock Officer will be responsible for providing technical support and coordination in implementing training and promoting the adoption of biosecurity, antimicrobial use, and good farm management practices among smallholder farmers in the dairy and poultry value chains.
    The Livestock Officer will also support Social and Behaviour Change (SBCC) campaigns to increase farmer knowledge on biosecurity, antimicrobial use, and good farm management practices as well as support efforts to ensure farmer and value chain actors access to financing to implement biosecurity practices.
    The Officer will also support farmer-producer organizations to offer quality and reliable services to their members, through a robust extension system which will facilitate easy access to inputs and services, all of which will ultimately contribute to increased production and productivity. The Officer will also support partnerships with Global Health Security Agenda (GHSA) partners in Kenya, Government (both at the National and County Levels), and other stakeholders implementing similar projects under the one health approach.
    This position is contingent upon donor approval and funding.

    RESPONSIBILITIES & DELIVERABLES

    Training and Technical Support in Biosecurity, Antimicrobial Use, and Good Farm Management Practices (45%)

    Responsible for leading the review, preparation, and development of training curriculum and materials on biosecurity, antimicrobial use, and farm management as well as animal health and nutrition-related issues.
    Mobilize Community Agrovet Entrepreneurs (CAVES) and technical experts as appropriate, and arrange their training on biosecurity, antimicrobial use stewardship, and farm management practices in collaboration with county governments engaged by the Project.
    Support deployment of farmer training and promote the adoption of biosecurity, antimicrobial use stewardship, and good farm management practices.
    Support research on the Return on Investment (ROI) on the adoption of biosecurity, antimicrobial use, and farm management practices as well as holistic nutrition in poultry and dairy value chains.
    Provide technical support to farmer-producer organizations to offer quality and reliable services to their members, through a robust extension system which will facilitate easy access to inputs and services to increase production and productivity and promote adoption of biosecurity, antimicrobial use, and good farm management practices.
    Engage with National, County, and Sub County veterinary technical personnel and other stakeholders (as required) in disease surveillance and reporting as well as the design and field implementation of livestock treatments and vaccination campaigns.

    Project Planning, Administrative Management, Budgeting & Reporting (30%)

    Support the development and implementation of project work plans and budgets in line with the donor and Heifer’s regulations, guidelines, and requirements.
    Support implementation of approved work plans and budgets to achieve project objectives and targets as set out in the Cooperative Agreement, Results Framework, and approved work plans and budgets in line with the donor and Heifer’s policies, guidelines, and requirements.
    Support the development and timely submission of high-quality reports, budgets, and other contractual project deliverables in line with the donor and Heifer’s policies, guidelines, and requirements.
    Provide advice and support monitoring of project activities for results, keeping track of project progress and actual or potential problems, and recommending remedial options.

    Technical Support to Social and Behaviour Change Campaigns (SBCC), Access to Finance and Project Monitoring and Evaluation (20%)

    Provide technical input in the development of SBCC messaging and communication campaign materials.
    Ensure that technically sound social behavioral change messaging is deployed to communities in the target counties where the project is implemented.
    Support the development of Access to Finance biosecurity-focused products and farmer access to financing to implement biosecurity, antimicrobial use, and good farm management practices.
    Provide technical support in the development of monitoring and evaluation tools, conducting MLE activities, and reporting.
    Support periodic reporting of project results in line with the donor and Heifer’s results framework and reporting guidelines and requirements.

    May perform other job-specific duties as may be deemed necessary and as assigned. (5%)

    Minimum Requirements

    Bachelor’s degree in veterinary medicine, Animal Science, or Animal Health from a recognized institution.
    At least five (5) years in animal production, epidemiology research, and monitoring of zoonotic and transboundary diseases, livestock value chain competitiveness, or project management.
    Experience and ability to manage training programs targeted at farmers, farmer producer organizations, and other value chain players in animal health & husbandry, biosecurity, antimicrobial use, nutrition, and farm management.
    Considerable experience building public/private partnerships, preferably in the Agriculture/ Veterinary/Animal Health sector.
    Experience in the delivery of animal extension services and influencing policy formulation and decisions in the livestock/animal health industry.
    Demonstrated knowledge of the latest developments in advancing good/best practices in One Health, antimicrobial use stewardship principles, farm management/ animal production, and veterinary practice.
    Substantial technical experience in implementing animal health intervention and managing projects funded by USAID and or other donors.
    Demonstrated ability to design and implement strategies aimed at providing institutional capacity building to Producer Organizations to build more efficient, competitive, and sustainable animal/livestock value chains.

    Preferred Requirements

    Master’s degree or equivalent in Veterinary Medicine, Animal Science or Animal Health from a recognized institution.
    Kenya Veterinary Board Registered.
    Complementary experience in biosecurity, antimicrobial use industry principles and standards, launching campaigns, and integrated development issues under the one health approach.

    Job Purpose: The project involves supporting farmers, pastoralists and agro-pastoralists to increase the tree cover on their land through appropriate approaches, including planting agroforestry species on farmland; establishing/ extending/ restoring woodlots, plantations and natural forests; working with pastoralists and the Conservancies to increase tree cover through Farmer Managed Natural Regeneration (FMNR); and restoring gullies and eroded land through tree planting and physical structures (bio-engineering).

    The project supports farmers, pastoralists and agro pastoralists to develop enterprises linked to trees: honey, handicrafts, gum Arabic, fruit, etc., and will link the project participants to microfinance opportunities. The project aims to improve the dietary diversity of the participants and, eventually, to create income for the participants through the sale of carbon credits.

    SHA seeks to recruit one Project Officer with technical experience in community dryland forestry and agroforestry to implement the project in Baringo county.

    Key Responsibilities of the Project Officer:

    This position carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.     Qualifications: 

    MSc in Agriculture, natural resources management, development, business administration, project management or any related field;
    At least 15 years’ experience in the development and execution of market-based conservation initiatives, landscape management, community-based forestry, climate smart agriculture, climate change and value chains transformation;
    At least 5 years of direct experience leading a team of staff and in preparing and implementing grants funded by bi-lateral and multi-lateral organizations and companies;
    Strong organizational skills to manage multiple priorities in a time sensitive manner;
    Experience with country strategy development and implementation;
    Knowledge and understanding of Rainforest Alliance’s Theory of Change, Rainforest Alliance certification and/or other certification and verification standards and systems;
    Strong knowledge and network of philanthropic landscape for institutional funders and demonstrated track-record securing large grants;
    Demonstrated success building partnerships and business with the private sector strongly preferred;
    Ability to develop and maintain strong relationships of trust and confidence with national and international stakeholders and relevant platforms;
    Outstanding interpersonal and communication skills, both written and verbal in English; Kiswahili is added advantage;
    Ability and willingness to travel at least 20% of the time nationally and internationally;

    Specific duties:

    Technical Focus

    Oversee the implementation of the project and ensure that CIMMYT procedures are adhered to.
    Develop the strategic direction of the project including conceptual frameworks and communication strategies in line with the principles of sustainable agrifood systems development.
    Ensure effective coordination put in place for effective project management, through the Technical and Management Steering Committees.
    Liaise with the donor to ensure adequate communication, coordination with other projects, timely progress reporting and fund disbursements.
    Develop partnerships with relevant actors including national and local authorities as well as implementing partners.
    Support the resource mobilization strategy of CIMMYT by producing knowledge management and materials on project achievements that can be shared with resource partners, government, and other key stakeholders.

    Specific Functions

    Review the project budgets and prepare a procurement plan for the project in close collaboration with the relevant CIMMYT administration staff, including overseeing expenditure and staffing plans.
    Prepare quarterly and semi-annual project progress reports, review and monitor the outputs and results of the project against agreed work plans and to identify constraints and issues that require timely resolution and corrective actions.
    Work with the relevant scientific and administrative staff and collaborating partners to ensure high quality programming with periodic adjustments for improving the performance of interventions based on M&E findings and lessons learned.
    Prepare detailed project annual work plan in collaboration with relevant stakeholders and make necessary arrangements for the successful implementation of the work plan in a timely manner.
    Oversee designing and implementation of capacity development training programme that will assist in achieving project results.
    Oversee the development of manuals, guidelines, and checklists for documenting, institutionalizing, and sustaining the outputs and results of the project.
    Ensure coherence, synergies, and complementarities of the project with other USAID funded projects, and with IFDC, WFP, IFAD, and UNDP projects operating within the same geographic locations.
    Identify opportunities for CIMMYT to expand its portfolio in the area of sustainable agriculture in particular increasing agricultural production, livelihood diversification and NRM.
    Oversee cost benefit analysis of various key deliverables.
    Ensure that project interventions consider goals around inclusive development, including gender differentiated needs of beneficiaries and accountability to affected populations commitments, working with gender scientists as needed.
    Prepare the project terminal report in accordance with the USAID requirements.
    Supervise the recruitment, appraise the performance, and provide guidance to the project staff.
    Supervise the implementation of the project activities and outputs.
    Supervise conducting of project reviews, assessments, and studies.
    Monitor letters of agreement signed with partner organizations.
    Perform other duties as requested.

    Requirements

    Advanced university degree in agriculture/agronomy/rural economy/rural development or related field, with post-graduate qualifications preferred.
    At least 10 years of relevant experience in management of complex projects on sustainable agriculture, livelihood diversification, and natural resources management, preferably in fragile or conflict affected states.
    Demonstrated experience in sustainable agriculture and livelihoods resilience programming.
    Relevant work experience in complex environments, and protracted crises.
    Demonstrated ability to liaise and build partnerships with UN, NGO, and government institutions.
    Thorough understanding of project cycle management, donor reporting requirements and managing donor relations.
    Experience in management of multi-disciplinary teams.
    Have a high degree of integrity and accountability.
    Relevant prior experience of managing USAID funded projects.
    Excellent communication skills, including high level fora and media, as well as writing and presentation skills in English. Conversant with Arabic a plus.
    Experience in working in a multi-cultural, politically sensitive environment, such as in a CGIAR, UN, or international NGO organization, working with bilateral and multilateral donors.
    Willingness to travel frequently, both internationally as well as to rural Sudan.

    Overview

    The Resource Mobilization Coordinator will contribute to CIFOR-ICRAF’s global resource mobilization goal to achieve significant, predictable, multi-year funding to enable, flexible support for CIFOR-ICRAF Key Performance Areas (KPA’s). To do so, the coordinator will ensure CIFOR-ICRAF staff benefit from funder profiles and contacts, funding opportunities (Call for Proposals (RfPs)), standardized RM processes, tools and more strategic, coordinated, efficient and high quality, compelling solicited and unsolicited submissions. Primary objectives for the position include: Reviewing identified funding opportunities; coordinate and support the development of strategic grant applications, timely review and submission of concept notes and proposals; facilitate donor intelligence and assurance of strategic alignment of CIFOR-ICRAF’s objectives with donor priorities and objectives; assisting and supporting other relevant units with outreach and stewardship of major global donors and prospects; and building standardized processes, tools and resources for unsolicited fundraising.

    Duties and responsibilities
    Summary of responsibilities 

    Improved development and submission of high-quality concept notes and proposals to donors. Performance will be measured against the number of submitted grant applications. 
    Improved CIFOR/ICRAF-wide proposal-writing capacity – measured by the quality of drafts produced by science teams and increase in overall quantity of grant applications in the pipeline.

    Other Responsibilities Develop institutional infrastructure for unsolicited fundraising

    A standardized process (RM Strategy) for program development linked to CIFOR- ICRAF Key Performance Areas (KPAs) support the development and submission of high quality programs and coordinated planning with the RM, Q4I, communications and other relevant units;
    Relevant guidance notes, standard operating procedures, tools, templates, best practices, lessons learned, and ensure consistent use of required tools by scientists
    Funder Profiles in MyTree enable scientists to present programs in coordination with RMU and funder focal points;
    Tools and processes that support “go/ no go” decisions and the monitoring of progress with unsolicited progress support management decisions in relation to unsolicited fundraising;

    Proposal/ Program Development and Coordination

    Coordinate the research and verification of new funding opportunities for relevant global campaigns and/or initiatives;
    Support global Research teams in all stages of pre-award functions (concept note/proposal development, planning, drafting, editing, internal clearances and submission of high value solicitation documents) and efficient transfer of approved awards to Programme/Grant Management;

    Strategy, Analysis and Reporting

    Maintain efficient knowledge sharing and information portal in MyTree system for capturing and sharing information and managing donor intelligence to enable successful funding approaches and institutional understanding of CIFOR-ICRAF’s resource development activities;
    Support the RM team on reporting progress in key areas of the funding strategy and preparation of briefing materials for donor presentations and/or meetings;

    Funding Partner Relations

    Coordinate with the RM Team and other corporate units on donor stewardship, communications and cultivation of major global donors and prospects;

    Education, knowledge and experience

    Master’s degree in International Relations, Conservation/Environmental Sciences, or Agricultural Development (an undergraduate degree with 5 years’ relevant work experience will be considered).
    Knowledge of national/global development agendas and goals;
    Minimum 5 years’ experience in resource mobilization with proven track record of raising substantial funds for international organizations, UN agencies, and/or international non-governmental organizations;
    Understanding of project cycle management;
    Above average written and presentation skills.
    Experience with fundraising databases.
    Fluency in English (French and/or Spanish desirable)
    Highly organized, detail oriented, “door opener” with reliable timely and high-quality delivery of assignments.
