    The Country Director position provides a unique opportunity to be closely involved in cutting-edge policy-relevant research and work with top academics.  The Country Director will work with IPA senior Global, Regional, and Program leadership, as well as key stakeholders to set the strategic direction and oversee multiple simultaneous impact projects.  The position requires close interaction with academic researchers, donors, local government agencies, and other NGOs. The Country Director, assisted by the IPA Kenya Senior Management Team, will provide oversight of all project and office operations. 

    Responsibilities 

    Country Office Planning and Management

    Collaborate with Chief Global Programs Officer and Regional Director to develop IPA Kenya’s strategic plan;
    Collaborate with Regional Director to develop sub-initiative priorities, strategies and application plans;
    Lead strategic project management, financial management, external relations, business development, fundraising, Human Resources, and operational aspects of research projects;
    Develop and execute project management plan to support strategic planning, resource allocation, and policy engagement;
    Develop and lead project strategy metrics, goal and target setting, data collection, data management, data analysis, and reporting;
    Lead IPA’s policy impact in Kenya  including evidence dialogue, dissemination, and research collaborations;
    Ensure data collection is complaint  with IPA’s research protocols and data quality standards;
    Oversee internal and external project audits.

    Financial Management

    Oversee project budgets management and reporting, financial risk control procedures, projections for multiple grants, and contracts;
    Ensure compliance to donor reporting, rules, regulations, and requirements (e.g. USAID and DFID);
    Ensure financial compliance to Kenya Government and NGO board statutory requirements;
    Oversee internal and external financial audits.

    External Relations

    Manage, maintain and deepen relationships with core external academic researchers/ principal investigators (PIs) who work and partner with IPA in Kenya and expand this network of PIs;
    Develop and maintain high-level relationships with Government of Kenya, national and international NGO partners;
    Identify and cultivate relationships with new partnerships in sectors that are prioritized by IPA Kenya’s policy engagement;
    Represent IPA Kenya on a  global, national, and local level;
    Represent IPA Kenya with government and NGO partners;
    Oversee capacity building of local development partners in evidence-based policy making and impact evaluations;
    Manage relationships with and provide services to external academic researchers.

    Business Development and Fundraising

    Collaborate with Regional Director and program teams project resources, financial management, human resources, and operations for proposal development;
    Engage government partners to identify potential research projects;
    Identify and cultivate fundraising opportunities;
    Identify and cultivate research project opportunities, particularly through proactive reach out to external academic researchers/ principle investigators.

    Human Resources and Operations

    Manage Deputy Country Director, Senior Policy Manager, Finance Manager, and Human Resources Manager;
    Oversee Research Managers, Senior Research Associates and Field Managers;
    Oversee office operations, human resources, and information technology functions;
    Ensure compliance to Kenyan labor and immigration laws;
    Act as primary point of contract for emergency and crisis management;
    Ensure Nairobi and field offices safety and security protocols are maintained;
    Develop systems to strengthen staff capacity.

    Qualifications 

    Master’s degree in international affairs, international public policy, development economics, or field work related to international economic development with a minimum of 8 year relevant work experience; or
    Bachelor’s degree in international affairs, international public policy, development economics, or field work related to international economic development with a minimum of 10 year relevant work experience;
    Project Management Professional training certificate, strongly desirable.

    CONTEXT
    Kenya Supply Unit is the intersectional regional supply unit in Eastern Africa. KSU is currently supplying 4 out of the 5 MSF Operational Centres (exception Operational Centre Amsterdam). At KSU we procure, store, and distribute medical and logistic items to the various MSF missions in the East African region. Our services include also clearing and forwarding (import, export, goods in transit) and handling of international freights coming from MSF Supply (in Belgium) and MSF Logistique (in France).
    The OCB Supply Chain director is the direct line manager for all managerial and supply related activity and development, as OCB is the budget holder. The OCB Supply chain director is the chairman of the stewardship committee for KSU. This is a multidisciplinary advisory body, composed of members with different technical backgrounds, that guides KSU in its strategy definition and the follow up of the execution.
    The MSF OCB Kenya country director is the referral point and final responsible for all administrative and HR decisions. For security related matters the country director has the ultimate and final say.
    MAIN OBJECTIVES

    Contribute to a positive and productive work environment that encourages individual well-being.
    Providing strategic & tactical leadership of the long term supply chain function (materials planning, scheduling, purchasing, inventory control and management), coordinating and developing personnel.

    RESPONSIBILITIES
    The General Manager will be responsible for a wide range of specific activities including:
    Coordination

    Develop and roll out the strategy for KSU in collaboration with all stakeholders and assure this strategy is aligned with the Organization wide Supply chain Strategy (OSS) and with the objectives of the missions which are supplied through KSU.
    Maintain a good overall strategic view of the projects, in collaboration with the different KSU -managers and evaluate on a quarterly basis.
    Report on the achievements in the strategy plan to the multidisciplinary Stewardship Committee.
    With Financial coordinator prepares KSU’s budget on a yearly basis, in line with the strategy and action plan and monitor the monthly budget follow up
    Disseminate information from the field, European Supply centers and Operational Centers to the KSU team.
    Follow all security issues in liaison with MSF OCB Kenya country director and maintain a high level of awareness of the general security situation within Nairobi. Inform staff of any security updates as issued by the MSF OCB Kenya country director.
    Intervenes in the prevention and/or resolving of conflicts within the team. Informs, in case required, OCB Supply chain department and OCB Kenya HR department/ country director for legal advice).
    Responsible for the timely drawing-up of job-profiles, together with the team, for new positions or replacements in KSU.
    Assure conformity and compatibility of the IT/IS systems within the supply chain of MSF

    Direct management

    Responsible for managing the supply chain manager to ensure supply chain management activities in KSU follow MSF policies and Standard.
    Responsible for managing the procurement manager to ensure all procurement related activities in KSU follow MSF policies and Standard.
    Responsible for managing the pharmacist to ensure GDP and QA activities in KSU follow MSF policies and Standard.
    Responsible for managing the HR and Admin officer to ensure all HR/admin activities in KSU follow MSF policies and Standard.

    Representation

    Establish and maintain contact with all MSF sections and other agencies (ICRC, etc) for a potential collaboration and exchange of information and resources on supply.
    Represents KSU and organizes the KSU Stewardship Committee meetings.
    Develop and maintain effective collaborative relationships with government authorities, supplier and humanitarian partners as needed.
    Network, develop and maintain strong relationships with all key partners in MSF.
    Present KSU to visitors, including donors and press when need be.

    Job Description
    Global Communities is seeking a qualified and experienced Cooperative Specialist and Team Lead for the USAID/Kenya Cooperative Development Program (CDP). The program will be designed to support three pillars 1) promote the adoption and implementation of cooperative legislation and policies that support and strengthen cooperative businesses in 25 counties; 2) strengthen the business acumen and performance of cooperative businesses while integrating and empowering youth and women within cooperative business structures in targeted urban and peri-urban markets to increase economic participation and county revenue growth; and 3) improve understanding of the psychosocial behavioral impacts associated with membership in cooperative businesses and determine whether those behaviors contribute positively to household and community resilience strategies.
    The Cooperative Specialist will report to the USAID/Kenya CDP Chief of Party at Global Communities Headquarters in Silver Spring, Maryland. S/he will be responsible for the management and leadership of program operations in Kenya, and will serve as the Country Program Representative.
    ESSENTIAL DUTIES AND RESPONSIBILITIES
    The Cooperative Specialist and Team Lead will be responsible for providing strategic leadership to the CDP program in Kenya in collaboration with the Chief of Party (COP). The Cooperative Specialist and Team Lead shall be responsible for the management and implementation of in-country operations. The Cooperative Specialist and Team Lead will work with key stakeholders and cooperative partners to develop capacity of cooperatives in the service sectors in collaboration with the CDP Kenya team. S/he will also be responsible for management and oversight of the program’s three core objectives, monitoring the progress, milestones and achievements of the cooperatives over the life of the program, and be responsible for oversight and delivery of program administration including annual and monthly budgets in coordination with the team Finance team. The CDP Cooperative Specialist and Team Lead will be expected to work locally with the Kenya Country Director, and will supervise a team of at least three (3) in-country staff and local consultants to accomplish the work plan. This position will have at least two direct reports and oversee a team of up to five individuals.

    Critical to this position is a strong functional understanding of the cooperative business model and have a background in working with cooperatives to strengthen their operations, management, financial and governance systems. The successful candidate should be open to working in a nontraditional working environment with remote management and have good communication and cooperation skills. Specific responsibilities include, but are not limited to:
    Serving as the primary in-country representative for Global Communities’ CDP Kenya program;
    Providing day to day team management and have a flexible schedule for working with HQ Management team and COP;
    Designing, implementing and monitoring work plan for all three pillars in collaboration with HQ Management team

    EDUCATION AND QUALIFICATIONS

    Summary of Responsibilities

    Organize paperwork and electronic files, manage projects, arrange meetings, conduct research and communicate through phone, mail and e-mail
    Creating spreadsheets, developing presentations or reports, composing correspondence and managing databases
    Purchasing supplies, managing stockrooms, greeting visitors and handling travel arrangements

    Required Qualifications:

    Advanced Diploma in Secretarial studies. Applicants with a Degree in Secretarial Science will have an added advantage
