    Roles and Responsibilities:
     
    Provide strategic leadership and support collaborative partnership engagements in Naivasha landscape in consultation with the ARL Manager;
    Responsible for program growth and development (development of proposals, resource mobilization, implementation and sustainability of current initiatives in the Lake Naivasha landscape)
    Jointly with the ARL Program Manager, support the development of short and long term plans for programs, monitor progress, assure adherence and evaluate performance to meet desired outcomes;
    Supervise line staff by articulating expectations, displaying model behaviour, maintaining open lines of communication and being clear about roles and relationships;
    Lead in the management of fiscal operations including budget development, modifications, tracking expenditures and continually monitor the program’s financial health and make recommendations;
    Ensure effective and efficient implementation of programs in the Lake Naivasha landscape including the development of annual workplans and budgets ;
    Lead the preparation of technical and financial reports;
    Ensure accountability and transparency within the Programme;
    Assist with the development communications strategies to support program goals and increase community awareness within the basin to promote WWF Kenya brand;
    Support the development of content to assist the WWF communication unit in the compilation of news and the production of conservation communication materials and bulletins for the ARL landscape;
    Under the direction of ARL Programme Manager provide support where necessary to the WWF Kenya and other ARL programme activities;

    Qualification and Experience
     
    An advanced University degree in a relevant field: Natural Resource Management, Environment Sciences, Development Studies, Conservation Biology or any related relevant field;
    At least 6 years of experience in conservation, natural resource management, environmental science / forest / freshwater / hydrology / terrestrial ecology or related field.
    At least 3 years progressive management experience

    Program / Department Summary
    Mercy Corps seeks to implement a multi-year, 12 million GBP program funded by the UK Foreign and Commonwealth Office through the Conflict, Stability and Security Fund (CSSF). Building Resilience in Civil Society (BRICS II) will engage local and national government, local civil society organizations and communities to mitigate the drivers, enablers and narratives of violent extremism in East Africa through support to policy initiatives, community engagement, and support to national civil society organizations in order to prevent the recruitment of vulnerable individuals by violent extremist organizations. The program will work primarily in Kenya, Tanzania, Ethiopia, Mozambique and Uganda, through strategies adapted to the context and opportunities in each country to advance research, legislation and field implementation of activities.
    General Position Summary
    The Director of Policy and Advocacy will be responsible for leading policy influencing initiatives across the 5 target countries. S/he will conduct a deep political and policy analysis for each country to understand the policy framework relevant to P/CVE and related issues, identify potential policy changes that could support a more holistic and comprehensive approach to P/CVE, and will support policy makers with resources and technical guidance to support the policy process. S/he will engage closely with policy-makers across the 5 target countries at different levels to support policy and legislative reforms, and will build the capacity of civil society actors within the target countries to undertake advocacy and policy engagement. S/he will drive the policy and advocacy strategy for the programs, linking policy initiatives to the overall strategic framework and theory of change of the program. The Director of Policy and Advocacy will be a key member of the program management team, and will work with other technical sector leads to ensure that community-level interventions, government policies, and research are delivered in a complementary and mutually-reinforcing way to achieve maximum impact.
    Essential Job ResponsibilitiesSTRATEGY AND VISION

    Lead development of the program’s policy and advocacy strategy by leading a deep political and policy assessment of each target country and identifying key legislative and policy interventions that could strengthen the government’s capacity to prevent and respond to VE at the local and national level.
    Contribute to shaping the project’s research and influencing agenda, working with the Research Lead to integrate and advance research, learning and advocacy in order to deepen the contextual understanding of VE drivers in the target countries and effective strategies to prevent the recruitment of vulnerable individuals into violent extremist organizations.
    Stay abreast of the policy and political environment and emerging challenges, and be ready to engage with policymakers in each context to represent the program’s recommendations on how to tackle evolving dynamics.     Develop winning proposals. You will drive proposals for funding from donor identification to submission and stewardship.     Carrying out administrative follow-up of all staff: attendance, duty travels and leave management, appraisal forms preparation, personal record keeping (such as individual sheet, compiled with health history and emergency contacts)
    Covering and supporting duties of the accountant, as instructed by the East Africa Director
    Maintaining a database of all project grants, following up on partner grant reporting when requested
    Managing a database of potential partners and proposals received
    Keeping updated information on donor profiles/mapping, donor pipelines, fundraising opportunities

    Qualifications and Skills:

    Minimum qualification of bachelor’s degree in human resource management or a related field from any recognized institution

    OR

    Professional qualification in related field e.g. finance and accounting (CPA(K), ACCA).
    Working experience of at least 3 year working in a similar position.
    Good working knowledge of office management software like MS Office (MS Excel and MS Word)
    Excellent written and verbal communication skills

    Conditions:
     Start date: 1st December 2018 or earlier

    Duration of cntract: 10 months (renewable)
