    Main Purpose

    Carrying out specific technical and logistics works according to MSF procedures and his/her Supervisor’s instructions, in order to contribute to the construction, smooth functioning, cleanliness and repairs within MSF premises of the MSF activities within Kenya. 

    Accountabilities:

    Storekeeper Assistant: Carrying out tasks of checking, recording, storing goods and preparing goods according to the storekeeper’s instructions 
    Assist the warehouse Team in Carrying out Inventory by: 
    Counting systematically from one point to another, count every article present in stock, count quantity per item per expiry date/batch no. Count twice before encoding. Item in stock not in the list should be added to the list at the end. 
    Count systematically quantity inside all boxes in a particular stock 
    Write down the quantity counted (+ expiry date and batch nb if applicable) in the right column of the inventory sheet (Physical Qty) 
    Mechanic Assistant: Assisting mechanics in performing all necessary servicing, repair and maintenance works of MSF vehicle fleet and motorized engines 
    Driver Assistant: Assisting the driver in performing his duties 
    Maintenance Agent: Performing repairs, maintenance and construction works, according to the supervisor’s instructions 
    Hygiene Agent: Carrying out cleaning activities in the mission 
    Taking all necessary safety measures for each work done and ensuring the same for all his/her assistants. 
    Ensuring cleanliness of common working areas. 
    Ensuring proper use, storage and maintenance of the equipment and tools provided.

  • Consultant: Costing Refugee Teacher Inclusion in National Education Systems

    General Background of Project or Assignment, Operational Context:

    The Djibouti Declaration emphasizes the importance of providing equal opportunities for refugee teachers as part of the broader goal of integrating refugees into national education systems. Specifically, it calls for the recognition and upgrading of refugee teachers’ qualifications to meet national professional standards and facilitate their recruitment, it also stresses the need to build the capacity of refugee teachers by equipping them with the skills required to teach the national curriculum, providing them with the same training and development opportunities as their national counterparts. Furthermore, the Declaration advocates for the harmonization of pay scales and employment conditions between refugee and national teachers.
    However, a recently published evaluation of progress against the Djibouti Declaration in all IGAD Member States finds that refugee teachers have yet to be fully included into national education systems across the region. This commitment is documented in the Evaluation as one of the most contentious by both member states and the international community. Key reasons include the absence of, or non-recognition of qualifications, lack of clarity regarding the additional costs of integrating refugee teachers, and potential resistance from national populations and teacher unions, particularly in contexts with high unemployment rates.

    Purpose and Scope of Assignment:

    Concise and detailed description of activities, including measurable outputs and delivery date, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:
    The primary objective of this consultancy is to conduct a detailed costing analysis and develop financial projections related to the inclusion of teachers with refugee status in national education systems.

    The projections should address the following:

    Refugee teacher qualifications and training, and alignment with the requirements for professional registration and deployment in the country of asylum.
    The extension of national teacher professional development with consideration of mandatory trainings for compliance with national standards; and specific trainings based on the characteristics of refugee schools.
    Development of bridging modules:modules tailored to the specific needs of refugee teachers to deliver the national curriculum.
    Harmonization of refugee teacher payments with national schemes of service (salaries, benefits, and allowance), noting that these may have contextual differences within a country.
    Costs related to work permits, legal documentation, or other administrative fees.

    Scope or Work

    The consultant is expected to perform the following tasks focusing on three country contexts to be jointly identified with UNHCR:

    Develop country briefs on the political economy of refugee teacher inclusion in national education systems.

    This work should include focused work on:

    Mapping of refugee teacher qualifications and training, and years of experience.
    Teacher payment structures in refugee schools (compared to national schools).
    Recruitment, deployment, and management arrangements for teachers of refugees versus nationals.
    Governance/stakeholder mapping for refugee teacher inclusion.
    Identify and analyse the specific costs associated with integrating refugee teachers into national systems, based on the eight areas outlined in the objectives. Develop detailed financial projections for each country context, with short-term and long-term scenarios (to be developed jointly with UNHCR).
    Develop policy briefs for each country context, and for regional economic communities, providing clear and actionable recommendations for managing these costs sustainably, including potential funding sources, cost-saving strategies, and policy considerations.

    Deliverables

    The consultant is expected to produce the following:

    Inception Report outlining the methodology and work plan, with confirmed country selection and costing scenarios (submitted in digital format 2 weeks after the start date)
    Country Briefs (submitted in digital format 6 weeks after the start date).
    Simulation model and detailed financial protection for selected countries (Submitted in digital format 8 weeks after the start date).

    Required qualifications, language(s) and work experience: Degree

    Reqired Advanced degree (Master’s or PhD) in education, economics, public policy, international development, or a related field.
    The ideal consultant or team of consultants should possess the following qualifications:
    Strong expertise in education sector costing methodologies, including knowledge of tools such as simulation models, cost-benefit analysis and multi-year financial frameworks.
    Proficiency in data analysis software (e.g., Excel, STATA, or R) and the ability to interpret large datasets for financial forecasting.
    Experience working in East and Horn of Africa and Great Lakes with a deep understanding of standards, teacher professional development frameworks, and workforce management in low-rescue settings.

    Program Management Support 

    Provide comprehensive in-person and remote guidance and support with the implementation of sound project cycle management in accordance with RI’s Program Management Framework (PMF)
    Support timely project mobilization for all new projects in the region, as well as close out for existing projects, involving relevant country program, regional and GSO departments and ensuring follow-up and appropriate documentation is in place
    Participate in project review meetings with Program Managers for on-going projects  and provide regular project progress updates to the Regional Programs Team

    Grants Reporting and Management Support 

    Take a lead role in monthly Portfolio/BVA review meetings with country teams, ensuring documentation of program implementation status, challenges, achievement and risks and follow-up on action items in a timely fashion, flagging risks and issues for under or overspending of budgets, under-achievements and other implementation challenges. Liaise with country teams on issues that need support from GSO or RSO units (HR, Ops, Security, AMU, Finance, etc.)
    Provide support for grant mobilization and close out,  engage country teams in delivering mandatory mobilization and close out tools, and flagging relevant reporting information to country teams 
    Work with the Regional Reporting Officer,  and Program Director to ensure quality and timeliness of all donor reports. 
    Ensure high quality content and compliance with guidelines and requirement for donor reports. Review reports and supporting documentation and annexes for accuracy and compliance with donor regulations as required.
    Provide final copy  editing and/or support in writing assigned sections of reports, upon request.  When needed, deploy to country programs to assist in writing reports. 
    Collaborate with the Regional Program Officer (RPO) to maintain and update the Regional Awards Matrix, which includes awards, and reporting trackers, as well as donor contact information.
    Ensure that online SmartSheet grant reporting tracker is regularly updated in coordination with the Country Office Grants Focal Persons.
    Support overall coordination of grant modifications by taking a leading role in coordinating amendment of projects between country offices and RSO facilitating reviews/input from regional and global departments as needed. 
    Write, review, and edit proposal narratives, budgets, and other project amendment documents in close collaboration with country offices and the Regional Management Team.
    Provide other grant management and compliance tasks as needed

    Communications and Representation Support  

    In collaboration with the Regional Program Director, serve as a focal point with selected donors (i.e. USAID, BHA, GAC, ECHO), coordinating with appropriate RI colleagues to ensure accurate and timely communication. Lead and coordinate on program related meetings and calls with donors, providing program updates and facilitating information sharing between country program teams and donors
    Attend and participate in external meetings, workshops, conferences etc. and brief the Asia/Africa team as needed
    Coordinate and participate in regular management meetings with field, RSO and GSO colleagues, including the documentation and sharing of the minutes and action items, encourage overall program cohesion through coordination and information sharing with and between program teams, RSO and GSO
    Work with the RPO  to produce regular programmatic updates/briefing materials/capacity statements/country profiles for business development purposes
    Work closely with the Communications Team to gather content and stories for use on RI connect and for donor engagements and updates.  , social media and other channels.     Responsibilities

    The Programmes and Grants Officer has four key areas of responsibility:

    Project, Programme and Grant Management

    Support project leads with project, programme and grant management, including contracting, payment processing, and monitoring and reviewing reports and budgets;
    Support the development of new projects and programmes, in collaboration with Womankind partners and colleagues;
    Support fund managers with administration, management and coordination of Womankind’s flexible funds, particularly the Movement Strengthening Fund and Strategic Partner Support Grants;
    Support the organisation of in-person and online events and convenings, including managing logistics and travel arrangements.

    Administration and Compliance

    Maintain accurate and up to date records related to Womankind partners, projects, programmes and grants, including managing and updating the contact database/CRM;
