    OBJECTIVES OF THE POSITION
    The Nairobi Branch office has identified a new Office Location, and intends to move the current office by end of March 2018, and handing over the current premises back to the owner by/before 30th April 2018.
    The main objective for this position will be to ensure that the change/move of office is done effectively and efficiently, and that all processes and activities linked to moving of the office and hand over of the current premises are done within the defined timelines.
    She/he will be working closely with local suppliers, constructors, designers and together with the technical expertise from Barcelona to ensure that the project is delivered within the time required and with the expected quality.
    The post is located in the Nairobi Branch office under supervision of the Office & HR Coordinator, and functionally supported/managed by the Facilities Management Coordinator in Barcelona.
    RESPONSIBILITIES AND TASKS

    Carry out the review of the current service contracts, and identify needs for new contracts of supply for various services, activity license, etc. that are necessary for a proper operation.
    Engage with the service providers to ensure that smooth transition occurs for all activities, and guaranteed support after completion of the works.
    Review the inventory of office materials to ensure proper orders as per the specific needs identified.
    Engage with various departments/staff to ensure specifications and requirements are met.
    Carry out the procurement of (new/additional) furniture and fittings to meet and address the needs of the office.
    Validate all invoices and ensure compliance with the supply/procurement policies.
    Coordinate with the Barcelona unit of ITC together with the service providers for the installation of network services and IP telephony to the required standards.
    Implement and foresee mitigation interventions for any damage that may arise to get compensation in the shortest possible time, either with direct intervention or through third parties.
    Manage maintenance and repairs out sourced to outside firms so that they meet the requirements of MSF and quality standards established in contracts.
    Contract and deal with the company responsible for security and intrusion and fire alarm.
    Periodically review the facilities to ensure works are ongoing without delays as stipulated in the contract.
    Support the heads of departments and coordinator of the unit with the space management tasks.
    Prepare for and manage storage requirements.
    Optimize the management of material resources of the office.
    Supervise the activities of outside firms to ensure compliance with the contract conditions and the success thereof, in accordance with procedures defined by the Procurement and Supply.
    Report to the supervisor on regular basis and transmitting all necessary and relevant information to facilitate decision-making. Provide updates to the team on progress made and adjust timelines where necessary.
    Oversee the transfer/movement of the office to the new location, engaging the team, and working directly/closely with the service providers to ensure that operations of the Branch office are not adversely affected.
    Work closely with the contractors involved in the renovations of the current office to ensure that works are completed as specified, and ensure a proper hand over of the property.

    EDUCATION AND EXPERIENCE

    Training related to the position (engineer, architect, technical architect)
    Experience in project management will be an added advantage
    Fluency in English. Knowledge of Swahili Language is a plus
    Experience with use of Autocad
    Computer user level (Windows environment).

    Advise and provide guidance, oversight and direction to the Regional Office and all offices within ESAR on Logistics and Supply Chain matters for essential supplies in support of the Country Offices’ programme management, including both Programme, Emergency and Procurement Services supplies.
    How can you make a difference?
    Summary of key functions/accountabilities:
     

    Provide leadership, technical advice, support and guidance to Country Offices on strategic planning and applications of logistics, regulations, systems and practices. Identify logistics operationalweaknesses and develop training activities for the ESAR countries.
    In support to the emergency programming process provides expert advice in the field of logistics and ensures that logistics programme input is appropriate, cost effective and timely. Provide surge capacity and country support, sometimes through extended visits.
    Responsible for interagency logistics coordination at the regional level. Participate in interagency rapid emergency assessment missions, as required, and actively participates in common logistics efforts.
    Advises government counterparts, non-governmental organizations, UN agencies on all aspects on in-country logistics in order to build and/or improve the national capacity in commodity handling, distribution and monitoring.
    Conduct special management reviews (peer reviews) and/or follow-up on audit observations to assist in the improvement of supply chain mattes and logistics procedures and practices. Resolve supply chain and logistics issues and problems. Assist country offices with contracting for in country services.
    Analyse policy directives and changes from Supply Division and advice on their applicability in the region. Provide recommendations to the Regional Supply Chief and the Regional Director on policy adjustments/improvements based on regional perspectives and experience. Participate in strategic planning and policy formulation meetings in the areas of supply and logistics. Ensure the implementation, monitoring and evaluation of organizational initiatives, e.g. IPSAS.
    Undertakes visits to targeted countries to review the status of their supply chains of essential commodities (e.g. vaccine and nutrition supply chains) in collaboration with relevant programme sections.

    Advanced university degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or specialization in directly related areas including credited courses in supply, logistics, purchasing or contracting. Equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.)
    Eight years of relevant professional work experience. Both national and international work experience in supply, logistics, purchasing, contracting, administration and/or other related fields. Work experience in emergency duty station.
    Fluency in English required, and proficiency in another UN working language an asset. Knowledge of local working language of the duty station desirable.

    Duties and Responsibilities
    Under the direct and overall supervision of the Head of IT, the incumbent will be responsible for the following duties:

    Participate in the development and implementation of WFP Country Office IT/TC plans, processes and procedures aligned with regional and wider WFP strategies and policies to facilitate efficient and effective Information Technology services;
    Draft IT related budgets, including Annual Procurement Plan in consultation with stakeholders at the Country Office & Area Offices; participate in preparation of budget revisions as necessitated by operational circumstances;

    Minimum Qualifications
    Education:

    Experience:

    At least three or more years of postgraduate professional experience in the development of IT governance strategies, policies and system architecture.
    Experience in acting in an IT advisory capacity to Country/Sub Office leadership, coordinating and managing small or medium size projects, assisting in change management procedures, activities and processes, and successful installation or testing of new hardware for improving or upgrading ICT systems performance.
    Candidates should have ground-level experience implementing IT/TC systems in emergencies, proven experience analyzing ICT service management results and developing service enhancement recommendations and has participated in the negotiation, evaluation and management of IT contracts with service providers at HQ and field office.

    Brief Description
