    Development Pathways is currently seeking a Systems Analyst to support the design of an integrated Management Information System for a cash transfer programme. This position will be based in Kenya and will contribute to the development of an integrated cash transfer management information, with the aim of underpinning the administration and monitoring of the scheme, alongside a manual of operations for the MIS, security protocols and a policy on the management of the data.
    The systems Analyst working closely with a team leader, developers and quality assurance specialists is required with specific remit of translating the high-level requirements into detailed system requirements which will describe integrated cash transfer MIS business processes into processes maps, use case diagrams, entity relationship diagrams and data flow diagrams; document system interfaces (User Experience – UX and User Interface – UI) and develop data models.
    Responsibilities
    The Systems Analyst will be responsible for the following duties:
    Responsible for ensuring stakeholders are aligned with and aware of the strategy, vision, capability and constraints of the Integrated Cash Transfer MIS platform and operating model;
    Ensuring requirements and design adhere to scope and objectives;
    Translate the high-level requirements into detailed system requirements which will describe Integrated Cash Transfer MIS business processes into low level processes maps, use case diagrams and data flow diagrams;
    Production of wireframes, user interface specifications, creating visual prototypes, and ensuring the Integrated Cash Transfer MIS outputs have the user experience in mind;
    Documentation of the database design, data models, entity relationship diagrams;
    Communication of functional design and quality criteria to the development team;
    Focal point for queries / issues related to system functionality through all phases of the project;
    Design, development, test and maintain the integration architecture between Integrated Cash Transfer MIS and external MISs and databases;
    Support the Senior Software and Database Developer to design and implement the appropriate architecture and development framework to meet the requirements; and
    Build a pre-production environment with test harness to simulate data from external platforms to facilitate and support testing.
    Person Specifications
    The Systems Analyst must have the following qualifications, skills and competencies:
    Essential
    A degree in Computer Science, Information Technology, Information Science or related degree;
    A minimum of 10 years of technology experience working in ICT industry with at least 5 years’ hands-on expertise managing projects with strong information and communication technology component;
    5 years of experience in user interface and user experience design as well as experience with relevant tools, such as Adobe Experience Design, Macaw, Axure RP, and Balsamiq;
    Strong experience in conducting business process reviews, functional gaps and overlaps in the programs, particularly for integrated programs;
    Good interpersonal and time management skills;
    Effective communication, negotiation and relationship-building skills;
    Extensive knowledge of data processing, hardware platforms, and enterprise software applications;
    Technical experience with systems networking, databases, Web development, and user support;
    Good background in Data Base design especially relational database management systems such as Microsoft SQL Server, Oracle and Access;
    Background in fourth generational programming languages such as Java, Microsoft Visual Studio.NET, Visual Basic, PHP, Borland Delphi etc.;
    Sound knowledge of MISs or other relevant information systems; and
    Fluent in English.
    Desirable
    Experience with national level social protection programmes, cash transfer programmes, case management systems and/or child protection systems would be an added advantage; and
    International work experience in developing countries conducting similar work is an advantage.

    Context:
    The Strategic Communication and Media Consultant will be responsible for contributing to the formulation and implementation of the program’s strategic communications plan, working closely with the various SSI program teams and USAID/OTI to coordinate and plan both stand-alone activities and those integrated into broader program activities.
    Core Functions / Responsibilities:
    Develop, implement and monitor SSI strategic communication plan to meet program objectives, increase partner/government/community information about stabilization activities, and promote the transparency of SSI activities;
    Establish Strategic Communications training programs for IOM-SSI staff, Somali Government officials, local government and other partners, including methodologies of trust-building in media, event planning, among others;
    Support the design, implementation, and coordination of all strategic communication, public outreach, and media grants;
    Provide technical oversight for the programmatic implementation and monitoring of strategic communication and media activities in coordination with service providers, program staff, STTAs and in coordination with SSI Grants & Procurement team;
    Provide input to grant and procurement award processes to ensure that activity deliverables are achieved, including drafting scopes of work for service providers and implementing partners, evaluating and approving technical deliverables and setting deadlines to ensure on-time delivery of project outputs;
    Provide technical advice and support field staff in planning and developing relevant information and communications products;
    Proactively identify media opportunities and, in close liaison with SSI partners, plan and monitor media events including press releases and press conferences;
    Support the Reporting Unit in the preparation and review weekly, quarterly and annual reports in collaboration with the M&E teams;
    Undertake duty travel to Mogadishu and elsewhere as required, to support implementation of communication activities and to identify where adaptations might be needed;
    Perform such other duties as may be assigned by the SSI Chief of Party.
    Key deliverables to be performed under this contract:
    Management and monitoring of the SSI/Dalbile media and communication strategy and work plan, including but not limited to :
    Ensure identified strategies are still valid and monitor progress against the work plan- making changes/additions where necessary and guiding Senior Management Team (SMT) and staff on next steps;
    Update Senior Management Team (SMT) and field staff on media context and players in Somalia, identifying new opportunities with media where possible;
    Regularly updating the media maps and list of media operators in Somalia – working closely with OTI graphic team in Washington.
    Support all SSI/Dalbile strategic communication/media/ outreach components at the activity level through :
    Review of all cleared grants ensuring planned messaging, target audience(s), and appropriate channels are identified and outlined in implementation plan;
    Review of branding and marking plans to ensure they are appropriate and in line with grant objectives and program regulations;
    Sharing any messages developed with OTI for nonpartisan review (NPR) during grant implementation;
    Provide technical advice and support field staff in planning and developing relevant information and communications products.
    Coordinate the implementation of Stand Alone Strategic Communication and Media Grants, including but not limited to:
    In collaboration with field staff, Senior Management Team, and relevant stakeholders, develop new media and strategic communication activity ideas in line with the SSI/Dalbile Media and Communication strategy and workplan;
    Coordinate and support activity development through submission to OTI, including developing background narrative, M&E plan, and budget in the Web Based Database (WBDB);
    Provide technical oversight for the programmatic implementation in coordination with service providers, program staff, STTAs and in coordination with SSI Grants & Procurement team;
    Provide input to grant and procurement award processes to ensure that activity deliverables are achieved, including drafting scopes of work for service providers and implementing partners, evaluating and approving technical deliverables and setting deadlines to ensure on-time delivery of project outputs;
    Support project close out ensuring all reporting and M&E documentation is submitted.
    Capacity Building, Sharing Project Experiences, Lessons, and Reporting,

    Required Qualifications and Experience:
    Education
    Master’s degree in Journalism, Political Science, International Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or
    University degree in the above fields with four years of relevant professional experience.
    Experience
    Experience in Media & communications;
    Experience in preparing clear and concise reports;
    Minimum of one year experience on USAID Stabilization Program will be a distinct advantage;
    Good level of computer literacy.
    Languages
    Fluency in English and Somali is required.

    Job Description
    We are looking for an experienced and highly motivated Humanitarian Response Advisor, based in Nairobi, Kenya to provide support to Tearfund’s East Africa Crisis Response (covering Ethiopia, Kenya and Somaliland, and potentially South Sudan). This is an exciting and varied role.
    Building effective humanitarian response capacity
    Your major focus will be working closely with our country teams to improve the humanitarian response capacity of our Tearfund staff and partners. This will involve capacity assessments, and providing training and accompaniment to partners on good practice and Quality Standards, including CHS.
    Deployment to support responses
    The role will involve supporting partner-led to the crisis, to undertake assessments, guide and advise partners, help develop project design, and support monitoring and reporting, developing preparedness and contingency plans. You will work closely with UK and country based teams to assist with developing compelling funding proposals, and provide information to assist supporter communications and media releases.
    Contributing to learning
    You will make a valuable contribution to Tearfund’s learning culture, participating in evaluations, coordinating and facilitating learning reviews, ensuring learning on humanitarian good practice is disseminated and applied.
    Regional representation
    Your role will also include some representation to external networks and humanitarian funding sources, INGO/NGO coordination groups and providing support in developing partner consortiums.
    You will be educated to degree-level or equivalent and have proven and substantive field-based experience in a disaster management, with a thorough understanding of relevant good practice codes and standards and relevant sectoral experience (primarily WASH and Food Security and Livelihoods). You will have strong creative capacity building and training skills, and have a proven track record in project cycle management, effective support management (Finance, Logistics), capacity building staff and partner organisations, and successful proposal development.
    You will be a strong team player, able to influence and bring others along with you in critical settings. You will be accustomed to working unsupervised and responding to tight deadlines.

    This is a fixed term contract for 9 months from 2nd January 2018. (Possibility of extension subject to continued funding).
