    The ICT Infrastructure at UN Gigiri Complex in Nairobi, consists of 45 blocks, 14 conference rooms, and two server rooms and distribution switches spread over 145 acres of land. The network has more than 8,000 nodes, covers the Local Area Network, IP Telephony, ISPs and Telecom links, Communication Tower and Satellite Dishes, Wi-Fi, and Servers and Storage. UNON provides ICT Services for UNON, UNEP, UN-Habitat, and the Resident Coordinator System, in addition to Common Shared services for more than 55 Agencies, Funds, and Programs of the UN System located in Nairobi as Country Team or Regional Offices.
    Responsibilities
    Within delegated authority, the Chief of Infrastructure Management Section is responsible for the following functions:

    Manage the operation and maintenance of huge and complex ICT Infrastructure to achieve high reliability and availability of services for clients accessing cloud-based services, and local systems in a secured manner, including infrastructure hosting services for UN collocated Agencies Funds and Programs.
    Plans and directs major projects related to ICT infrastructure including O365, IP Telephony, Network, Secretariat connectivity, Data Centres, Voice and Video Communications Infrastructure, Information Security, 5G mobile technology, Business Continuity, and Disaster Recovery for UNON.
    Provides expert advice on complex networks analysis and design; identifies the need for new solutions (or modifications to existing solutions) and responds to requests from users for new or enhanced services, including virtualization; develops plans for technological feasibility. Innovate towards Green ICT initiatives & Disability inclusion solutions.
    Formulates Request for Proposals (RFPs) for central infrastructure equipment (network, telecommunications, servers, and data storage), systems and services; provides technical specifications and standards for procurement of equipment; evaluates proposals from vendors; performs tests and recommends selection of equipment in the most expedient manner.
    Develops cost proposals for outgoing services and cost estimates for incoming services; oversees the technical evaluation of incoming proposals and technically manages the contract service.
    Tracks and monitors project progress against plan, requirements, quality measures, and standard processes; liaises with users on all aspects and during all phases of planning and implementation.
    Is actively involved in reviews, monitors and improves infrastructure security; undertakes a regular programme of self-audit and baselining by utilizing appropriate tools and in conjunction with formal audits as conducted by both Internal Audit and external testers.
    Acts as Change Manager for all requests for change related to ICT services, and coordinate implementation.
    Ensures that the team maintains Configuration Management Database for all component items related to UNON Infrastructure, and the Network Operating Centre is fully functional to monitor key components, and that critical alerts are addressed immediately.
    Develops, implements and monitors ICT infrastructure standards and guidelines and ensures that any changes take place in a controlled and auditable manner; contributes to defining ICT policy and following up with its implementation.
    Facilitates communication and provides emergency communications in support of staff security.
    Keeps abreast of developments in technology and provides leadership in identifying possible improvement of services, quality-wise and cost-wise, for ICT equipment.
    Provides professional leadership and work direction to the Unit; mentors and supervises the work of the staff, contract staff, etc.; participates in planning and preparation of the budget, work program, and spending plan.
    Prepares and makes presentations on communications topics, networks and equipment to staff; ensures effective coordination with other UN agencies in order to maximize possibilities of inter-agency collaboration.

    The Program / Department / Team (Program / Department Summary)
    Girls Improving Resilience through Livelihoods and Health (GIRL-H) is a three-year, 10-million-dollar program implemented in Kenya, Uganda, Haiti and Nigeria and seeks to improve the well-being of adolescent and young people by increasing their access to skills and knowledge, health resources, formal education and economic opportunities. GIRL-H also fosters an enabling environment by working with communities to transform unhealthy social norms and create opportunities for girls and boys to access education and economic opportunity. Key to GIRL-H is a robust learning and research agenda that reaches across three countries to contribute to the evidence base on what works to secure access to opportunities for adolescent girls within the most marginalized communities and to better understand their contribution to household resilience. This evidence and learning will be shared to elevate Mercy Corps’ influence in the adolescent girl space and to bolster fundraising efforts to scale the model. The GIRL-H
    Program Manager will coordinate and support the successful implementation of the GIRL-H program across the target countries, driving innovation and learning to refine a replicable and evidence-based GIRL-H programming model, and will play a critical role in leading regional and global expansion efforts for Mercy Corps’ adolescent girl programming.

    General Position Summary

    The Program Manager is responsible for supporting the country offices implementation of the GIRL-H program, including ensuring that project activities result in positive outcomes for male and female participants of different age groups.
    S/he will have the responsibility for program start-up and implementing, while building team members’ and partners’ capacity to integrate a gender and youth perspective into project activities.
    The Program Manager will support country Program Managers to ensure the effective and timely execution of all activities within this program, including social capital and life skills, linkages to formal, informal, and technical education, promotion of the enabling environment for young girls.
    The Program Manager will be responsible for ensuring the integration of Safe Spaces into relevant programs. He/She is responsible for overseeing the implementation of training modules and the management of the Mercy Corps GIRL-H Safe Space activities for adolescent girls and boys, within relevant programs, including the GIRL-H program.

     Essential Responsibilities

    STRATEGY AND VISION

    Develop a clear vision for the program, as well as a clear and effective strategy for program implementation and evaluation and ensure that the vision and mission are aligned with contextual realities.
    Ensure that the program strategy is clear and communicated to team members, local beneficiaries and partners.
    Ensure that program implementation is responsive to communities and partners and aligned with Mercy Corps’ principles and values.

    Develop and/or oversee cordial relations with relevant corporate donors and media partners when it is related for fundraising in order to seek their increased financial and other types of support for UNHCR. 
    Oversee the development and maintenance of a donor database, in which financial supporter’s private information and donation history are saved.
    Oversee the development, maintenance, updating and enhancement of all the fundraising communication messages and materials for print and internet-based online outlets in order to maximize the loyalty of the donors for UNHCR. 
    Ensure the submission of regular reports to the relevant internal recipients inside UNHCR (country, regional and HQ level). 
    Ensure the compliance with the relevant domestic law related to fundraising practice, fundraising licencing and data protection.
    Manage PSP activities and staff within the AOR to ensure efficient fundraising operations meeting expected income growth targets.
    If delegated by the supervisor, give approval to national and/or regional PSP implementation of activities within agreed budgets, staffing plans and annual plans.
    Approve UNHCR corporate brand and its delivery for public engagement within the AOR and following PSP global guidelines.
    Coordinate and work closely with Representative(s) and Communications team to integrate plans as it relates to events, public engagement initiatives, campaigns, communications and outreach.
    Ensure coordination with programme, livelihoods, durable solutions and other key UNHCR staff in the AOR as applicable, to identify programme areas for PSP to support, collaborate to structure donor proposals and secure donations from PPH partners
    Perform other related duties as required.

    Responsibilities

    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    A minimum of seven (7) years of progressively responsible experience in applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required.
    Experience in using data to advance decisions, strategies and execution with regard to environmental sustainability is required.
    Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required
    Experience in tools managing version control such as Git is desirable.
    Experience with database or programming languages (SQL, Python, R) is desirable.
