    Travel Assistant

    Responsibilities
    Within the delegated authority, the Travel Assistant will head the Travel, Visa and Shipment Unit, and will be responsible for the following duties:

    Assist in performing the day to day functions of the Travel and co-ordinate all travel related matters within UNSOS and UNSOM .
    Oversee the administration of all official travel, official shipments and incoming and outgoing shipments of personal effects, including the processing of requests for border clearance and the coordination of insurance coverage for all official and personal effects shipments.
    Oversee and review the work of junior Travel Assistants for accuracy and correct application of the relevant rules and regulations.
    Review travel claims and supporting documentation for completeness, accuracy, validity, and conformity with United Nations rules prior to forwarding them to the Finance Section.
    Create Travel related Funds Commitment documents and prepare the status of allotment and Funds Commitment Report using Umoja.
    Coordinate with the Finance Section, regarding reimbursement of travel which took place after the financial period was completed. Associate claims with travel authorizations or other obligation documents. Prepare amendments to existing obligation documents as and when required. Ensure validity of budget allotment and object expenditure codes assigned.
    Review the automated information management system and ensure that no claim is duplicated and that arrangements are made to collect charges for any deviation from the authorized itinerary and shipment allowance in excess of entitlements. Establish reimbursable amount for each item and prepare a memorandum to the Finance Section requesting payment for the costs of transportation and excess baggage.
    Plan and process travel related activities in respect of ATMIS personnel and other categories of non-staff from arrival to end of Tour of Duty. 
    Coordinate travel on Medical Evacuation and related entitlements 
    Coordinate repatriation of human remains
    Provide technical guidance on all travel category in line with the Service Level Agreement and Mission’s authorities. 
    Oversee the visa processes, provide Board of Inquiry and Audit responses; implement recommendations related to travel and payment of Uniformed Personnel entitlements. 
    Coordinate response to Mission and Senior leadership travel expenditures and compliances versus Mission Travel Budget.
    Communicate key policy changes to clients and all stakeholders without delay. 
    Supervise payment of Monthly Substance Allowances (MSA) and Budget projection of the approved strength for Government Provided Personnel (GPP) who are deployed to UNSOM in coordination with the Mission Budget and Finance Section; to be made available prior to the end of each six-month. 
    Train and coordinate with Travel/ Shipment Approvers (TSAs) at the Mission level 
    Perform Travel Processing Officer (TPO) tasks for the Missions.
    Oversee Entitlement and HR travel processes with RSCE Travel Service Line and ensure KPIs are full respected. 
    Ensure Official Business including emergency travels for Senior Managers and visiting VIPs are processed within existing policies
    Advise Staff Members on internal and external Travel process
    Advise clients, Uniformed and Civilian, and ensure strict implementation of Policy on Standard of accommodation for air travel.
    Advise CHRO and CORM on all staff and non-staff Travel related policies.
    Performs other duties as required.

    Work Experience

    At least 8 years of progressively responsible experience in the field of travel related matters, preferably 3 years’ experience in the UN system is required.
    Experience in supervising Travel/Visa services, Uniformed and Government Provided Personnel is desirable.
    Experience in web based databases and  ERP Systems is desirable.

    Languages

    Financial Management Systems:

    Quality Assurance

    Prepare budget and fund transfers to plan in Maconomy for all approved projects.
    Transfers to partners and follow-up with HQ Group Finance team.

    Audit & administration

    Participate in Partner audits and ensure all grants are audited as per the donors’ rules and regulations.
    Conduct pre-audit review meetings and support partners to ensure DCA-funded projects are audit ‘ready’.
    Ensure that any actions or recommendations included in management letters resulting from any audits are followed up by partners and reconciled.
    Upload signed copies of partners’ audit reports on intranet.
    Upload other relevant finance documents on intranet.
    Ensure compliance with donor regulations, DCA rules and local government regulations.
    Prepare asset handover notes at the end of the project period.

    Other

    Attend finance meetings as well as operations taskforce or finance/programme meetings, and general staff meetings.
    Improve and maintain good and close communication between implementing partners, programme team and DCA finance team.

    Provide assistance with requests from DCA headquarters as directed by the International Finance Unit

    Experience and qualifications:

    The position oversees the Data Integrity team at RSC Africa, which includes data analysts focused on boththe Resettlement Support Center’s work within the U.S. Refugee Admissions Program (USRAP) as well as administrative support functions.     Core Job Responsibilities:
    Leadership and Management (30%)

    Participate in and provide input in strategic planning conversations to achieve RSC Program goals.

    Representation (10%)

    Ensure partner communication is professional, timely and proactive.
    Occasionally meet with PRM/USRAP partners and represent CWS/RSC Africa on processing or other programmatic matters.

    Compliance (15%)

    Ensure all functions within the team, particularly those dealing with applicant PII (Personally Identifiable Information), strictly adhere to DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.
    Develop, implement, and disseminate internal standard operating procedures (SOPs) for processing refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa.
    Provide input on effects of external policy updates on the department’s internal SOPs and workflow and implement changes due to these updates.
    Ensure timely and accurate reporting of suspected fraud, malfeasance, and data breaches and report any identified areas of significant compliance risk for the RSC Africa program.
    Coordinate regular departmental process reviews to compare requirements vs. current processing and outputs and implement process changes based on the outcome of the process reviews.

    Data Management and Analysis (30%)

    Identifies opportunities within the RSC to enhance data visualization and understanding.
    Works closely with the Data Integrity Manager and team to develop reports which monitor staff efficiency and data entry accuracy for overall quality control and improvement.
    Develops and implements department-specific pipeline analysis reports to inform workload and staffing projections, and to anticipate future workloads.
    Oversees all standard and ad hoc reports generated by DI staff and monitor for accuracy, precision, and timely distribution.
    Assists the Senior Manager, Projections and Pipeline as needed with annual and monthly projections to inform Programs and departmental priorities.
    Establishes and maintains effective communication systems regarding data within the department and other program departments. Ensures effective use of linkages within the MS365 environment to streamline the sharing of data.
    Coordinates with other Programs departments, as needed, to efficiently allocate staff resources; and collaborates with other Programs departments for improved processing efficiency across the division.

    Qualifications:
    Experience:

    8 years of relevant paid work experience is required, with experience in the USRAP preferred.
    3 years of direct supervisory experience, including at least 1 year supervising managers with direct reports, with responsibility for hiring, evaluating performance, administering corrective action and directing day-to-day work, is required.
    Demonstrated management experience, to include administrative and program management, with a refugee serving/processing agency(s) preferred.

    The Consortium Finance Manager will support a Consortium of partners implementing an EU funded project titled ‘Strengthening integrated Peace, Resilience and Disaster Risk Reduction for cross-border communities in the Karamoja Cluster’ by ensuring the financial and grants management and information systems are in place and functional. The Consortium Finance Manager will be responsible for implementing an inter-agency fraud risk prevention, mitigation and response plan. The position is responsible for receiving and reviewing partner expenditures and reports; preparing consolidated financial reports for the donor, and; coordinating local expense verification reports.

    SCOPE OF ROLE:

    Role Dimensions: 

    The role-holder will work closely with Finance and Grants colleagues in DCA Country Offices, implementing partners in the three countries, and in DCA’s Global Partnerships & Resource Mobilisation (GPRM) and International Finance (IF) Units.

    KEY AREAS OF ACCOUNTABILITY:
    Financial Management Systems:

    Responsible for managing the disbursement of funds to partners in line with payment schedules and any other requirements.
    Review and validate spending plans from partners against reported expenditures, following up with sub-awardees as needed.
    Submit summary of reported expenditures and spending plans to the CPM, outlining follow-up steps.
    Ensure the financial monitoring and spot check visits to DCA and partner offices is conducted according to DCA requirements and standards.
    Ensure monitoring visit plans drafted and submitted ahead of visits to the CPM to review and share monitoring visit reports in a timely manner to DCA COs and partners.
    Participate in case management meetings with the programme, finance, ProLog and other staff to respond to regular issues as they arise within partner management and ensuring properly coordinated and managed responses to DCA CO and partner issues as they arise.
    Ensure that a sound, accurate and organized e-filing / archiving system is in place, both hard and soft (electronic) copies for all financial reports and their supporting documents.
    In coordination with the CPM, develop or revise sub-awardee financial templates (including reporting templates and other documents, as needed).

    Financial Reporting and Coordination of Expense Verification (EVR):

    Ensure proactive communication with DCA COs/partners about the submission of their financial reports according to terms of their cooperation agreements.
    Ensure tracking of DCA/partner submission of financial reports, communicating delays to the CPM
    Verify DCA and partners’ financial reports, transactions and supporting documentation, making sure that expenses are reasonable, allowable, and allocable to the approved budget and comply with donor’s regulations.
    Consolidation of financial reports incl. EVR into one report for submission to HQ and donor.
    Respond to questions that arise from the HQ IF Unit regarding submitted financial reports.
    Prepare budget vs actuals to inform ongoing grants review within the CMU and to identify deviations in implementation progress and flag delays / requests for support to the CMU.
    Review all DCA and partner sub-awardee budget modifications in coordination with the CPM, ensuring clear action points for follow-up are communicated.
    Provide updates to Senior Management on financial progress, risks, status.
    Work with the DCA’s internal audit focal point(s) and partner organisations to ensure the project is sufficiently audit ‘ready’.
    Ensure that any actions or recommendations included in management letters resulting from any audits are followed up and reconciled.
    Coordinate donor audits and expense verification.
    In coordination with Group Finance at HQ, coordinate directly with local auditors on an ongoing basis to ensure timely submission of interim reports supported by EVRs.

    Fraud Risk Mitigation and Response:

    In coordination with the Implementing Partners, Country Directors, DCA’s internal audit focal point(s) and the CPM, develop a fraud risk mitigation and response policy.
    Ensure the financial risk assessment is maintained and updated.
    In case of suspicions of fraud, ensure the case is addressed as per DCA’s policy.

    Training and Capacity Building:

    Ensure relevant financial assessment is conducted for all new partners, as well as update the financial assessment for all existing partners, on annual basis. Report to the CPM on the findings and provide recommendations for improvement.
    Identify financial management capacity gaps and training needs assessments for both finance and non-finance partner staff and provide hands on support and training for proper and effective use of resources.
    Conduct support to field offices and partner offices to reconcile accounting records and provide relevant technical support as required.
    Support in developing risk management action plan and suggest corrective actions to address/mitigate risks identified during the partner assessment process.
    Design, update and deliver financial management training for partners’ staff, working closely with HQ and CO finance focal points on the training materials according to the needs in order to build the organizational capacity of partners.
    Conduct finance and general compliance monitoring visits to partners together with CO finance focal point(s) and prepare monitoring report and action plan to submit to the relevant CDs and CPM and share with partners in timely manner for each visit.

    Donor Compliance and Grants Management

    Ensure that the project is implemented in line with donor policies and compliance corresponding to finance and grants management (for example, budget line flexibility adhered to, expenditures eligible in line with policy etc.)
    Take the lead on the finance section of the Grant Kick-off, Review and Closing meetings, making sure that the partners are fully aware of donor regulations, all financial reporting requirements in terms of required documentation, reporting templates and deadlines.

    Other

    Provide assistance with requests from DCA headquarters as directed by International Finance Unit.
    Any other duties as assigned by the Consortium Project Manager and DCA Group Finance and GPRM colleagues.
