    Responsibilities

    Under the guidance of a project manager specific to each project, you will lead the implementation of RFE advisory engagements, working closely with them and with other teams within IPA’s country office to develop tailor-made solutions for their data and evidence needs, and support their implementation. This includes the following responsibilities:

    Strategic and technical contribution: provision of advice and tools to advance partners’ learning goals in their programs, such as:

    Co-creating prototyping and iterative learning plans to improve early-stage program activities
    Designing learning-oriented process evaluations
    Assisting clients to identify M&E questions to test the assumptions in their theory of change, and to design cost-effective approaches to rigorously test these assumptions
    Providing technical advice, to partners on the development and implementation of M&E plans, the design of indicators, data collection methods, and data management

    Research design and analysis: Take part in the design, implementation, and analysis of data collection and other evaluative work that sometimes complement RFE’s advisory work (including in this first engagement mentionned above)
    Project management: Lead work planning and project management to ensure effective and timely implementation of our work
    Stakeholder communication: Maintain strong communication and partnership with key stakeholders, including direct stakeholder management with leadership staff from partner organizations
    Workshop design and facilitation: Design and facilitate various kinds of external MEL-related workshops
    Professional deliverables: Own the preparation and presentation of various types of advisory and analytical deliverables, maintaining the highest standards of communication efficiency
    Contribution to the development of new RFE engagements: Take part in scoping meetings, contributing to the design of methodologies, and writing concept notes or proposals

    Contribution to the development and refinement of RFE service offerings: Continuously improve the work that we do with our partners

    Qualifications

    Bachelor’s degree in economics, public policy, social science, or a related field
    2-5 years of relevant work experience, including experience in M&E (public sector), organizational performance/R&D/operational research (private sector), or experience in management consulting/other professional services
    Superior analytical and conceptual thinking skills
    Experience with quantitative data collection and analysis (including Excel)
    Experience with qualitative research
    Strong client-facing and presentation skills
    Ability to present information in a structured and insightful way, both in writing and orally
    Self-starter, entrepreneurial mindset, versatility, and ability to learn at a fast pace
    Fluency in English
    Passion for making data-driven decisions a reality in the international development sector.

    Preferred Additional Qualifications

    Essential Duties:

    Administers, maintains, monitors, and ensures accessibility of all CWS Africa information systems including while not exhaustive; Servers (on premise and VPs), Microsoft 365, SQL databases, financial and Administration systems, cloud SAAS and other IT systems that support the operations of CWS RSC Africa.
    Administers systems access control, audit, and accountability as per internal IT policies, procedures, and security framework controls.
    Maintains the security and the integrity of the network systems, which includes communication systems, user endpoints, patch management, vulnerability scanning, anti-virus system and the entire information system.
    Compliance management; enforces the adoption of the NIST 800-53 security framework controls and other legal information systems requirements. This includes recommending, maintaining (documenting), and enforcing written IT policies, standards, and procedures.
    Ensuring business continuity by conducting and maintaining Data backups, backup testing and data restore per the disaster recovery policy and procedures.
    Administers and manages user accounts including remote and mobile device users.
    Resolves system administration requests escalated from service desk, lead and work with the IT Support staff in Systems Administration related tasks.
    Participate in research and development to continuously improve and keep up with the IT business needs of the organization
    Participates in field processing circuit ride servers preparation, deployments and returns.
    Collaborating and supporting the site and sub offices IT staff in their tasks and various projects.
    Travelling to remote locations for systems and staff support.
    When needed, covers the responsibilities of the other IT specialists.
    Working with the IT Senior specialists on various tasks and projects.
    Any other tasks as assigned by the Technical Supervisor or IT Management.

    Qualifications:
    Experience:

    Five (5) years paid work experience required.
    Two (2) years directly related specialized experience performing the essential duties is required.
    Two years’ experience in managing and maintaining computer networks, preferably Windows based networks, is preferred.
    Experience in managing IT projects preferred.

    Skills:

    Strong knowledge in domain management and Active directory services.
    Strong knowledge in Microsoft 365 administration.
    Strong knowledge and skills in Windows server 2016 setup and administration.
    Strong knowledge and working experience with administration of database systems, especially MS SQL Server.
    Strong knowledge in VMWare – virtualization technology.
    Knowledge in data leak, loss and encryption methods (McAfee or any other)
    Thorough knowledge of Microsoft licensing requirements.
    Strong, up-to-date knowledge in systems security in a large network environment.

    Primary Purpose

    This position is responsible for the daily expenditure, management and maintenance of the RSC Africa financial records, in accordance with the guidelines of DOS/PRM and RSC Africa policies and procedures. The position also acts as a back up to the Senior Accountant and works closely with the Regional Deputy Director for Administration, Human Resources staff, General Services staff and other staff in the Administration and Operations Departments.

    Essential Duties

    Administer, disbursements and replenish the Shilling and Dollar petty cash funds.
    Enter check and petty cash payments into ERP accounting system.
    Enter data into the accounts receivable module and distribute quarterly debtors’ statements to staff/Bill staff with any owed amounts.
    Assist and organizes relevant documents for the annual audit both internal and external.
    Receives refunds of unused travel cash advances and any other cash and check refunds, issue receipts for any refunds received and ensure regular and timely banking of all refunds received.
    Performs quarterly stock-take of Inventory, prepare and submits a report on variances to the Regional Deputy Director for Administration and General Services Manager (Administration Coordinator) for follow up.
    Assist in budget preparation by providing requested data.
    Follow sound accounting procedures and practices in conformity with payment documents SOPs, GAAP, IAS and OMB circulars to ensure accuracy and transparency on the use of US Government’s funds.
    Review purchase requests before they are turned into purchase orders.
    Prepare bank reconciliations on monthly basis and do a follow-up of outstanding checks to ensure they are cleared in time. Reverse long outstanding checks so that they do not keep on appearing on the reconciliation.
    Reconcile and disburse monthly, quarterly and annual statutory deductions and returns, including pension, withholding tax, NHIF, NSSF, PAYE within the statutory period.
    Prepare and disburse accounts payable for approved purchases and contracts according to procedures and policies in place.
    Undertake all duties as may be assigned by supervisor in order to improve on internal controls and financial operations for the overall achievement of RSC Africa’s goals and objectives
    Offer general support to other country offices.
    Archiving: all finance documents should be filed in sequence based on document numbers either manually or digitally to ensure we have a proper data management system and as well, in preparation for future audits.
