    Key responsibilities
    General Humanitarian Advisory Role

    Other Duties

    International travel and work

    Overall purpose of the role:
    The Sudan Regional Response Coordinator acts as the primary point of coordination for DRC; liaising with country teams, regional office and HQ, leading in the development, strengthening and monitoring of emergency response plans related to the ongoing Sudan crisis through the provision of technical support, operational guidance, trouble-shooting and quality assurance to all emergency programming within affected countries (Sudan, Ethiopia, South Sudan, and Chad).
    This position will mainly cover the following countries in which DRC is responding to the needs caused by the Sudan crisis: Sudan, Ethiopia, South Sudan, and Chad. This role will also be responsible for monitoring context in neighbouring countries in which DRC is not currently responding to this crisis (e.g. Egypt, CAR).
    The position can be based in Addis Ababa (Ethiopia), Kampala (Uganda) or Nairobi (Kenya), is open for national and international applicants and is Non-accompagnied.  
    Responsibilities :
    The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
    Emergency Response Plan Development and Capacity Building for field teams:

    Support all relevant countries to ensure they have up-to-date Emergency Response Plans;
    Support all relevant countries to develop Emergency Preparedness Plans in areas relevant to future response actions, linked to scenario planning;
    Support all countries to conduct Integrated Emergency Response Needs Assessments and ad-hoc Rapid Needs Assessments where required;
    Provide emergency response training to affected field teams as required/identified;
    Support new area operations in emergency response – assist in staff recruitment, staff training, setting up systems, and planning and starting activities; and
    Support in emergency proposal development/review related to the Sudan crisis. This will require close engagement and coordination with the Regional Business Development Coordinator;

    Information Management, Advocacy and External Engagement/Coordination:

    Co-lead on the development of an advocacy and external engagement strategy with the Regional Advocacy Coordinator and country teams;
    Develop templates, tools, key messages and external dissemination products related to the Sudan crisis and DRC’s operations;
    Where feasible, lead on external coordination forums in which the focus is responding to the Sudan crisis.

    Quality Assurance of Emergency Response and Cross Border Programming:

    Conduct field visits to affected area offices to identify capacity gaps and operational support priorities in collaboration with field teams;
    Conduct humanitarian response capacity assessments related to cross-border programming for countries affected by the Sudan crisis;
    Provide trouble-shooting in existing operations facing bottlenecks in implementation of the developed Response plans;
    Ensure countries are using and able to use correct emergency MEAL tools to implement Response Plans;
    In close coordination with RO and CO technical staff, ensure response activities are appropriate across all sectors. Assist in updating/developing tools and provide required trainings;
    Ensure all emergency response actions are adhering to standards and best practices including HAP/CHS standards, relevant Minimum Standards and SPHERE etc.
    Ensure that DRC mandate, policies and values in programming is upheld, and DRC’s accountability obligations are delegated and carried out in accordance with standard regulations and operational procedures e.g. Code of Conduct, DRC Programme Handbook, DRC Operations Handbook.

    The accountant supports the Head of the center and the Operations Manager and coordinates the FC tasks at RRC.
    The purpose of the position is to enable transparency, accountability as well as the efficient and proper use of fund in the center. This position will provide services to RRC guest as well as consulting and monitoring the usage of funds in the Center.

    Key Result Performance Areas And Responsibilities

    Cost Accounting
    Ensure competitive charge rates for services offered are computed which support a self-sustainability strategy
    Ensure dispensing of consumables is strictly followed in all the departments to keep to set costs per unit
    Ensure procurement is done in line with established cost controls
    Advise management on various strategies to keep costs at manageable levels
    Provide cost forecasts for various events
    Financial Accounting
    Facilitate operational business continuity by ensuring all day to day operations are addressed with the shorted turnaround time
    Provide technical support to the Head of Resource Centre in all matters relating to Finances
    Prepare financial forecasts and budgets for the Organisation
    Review existing internal controls and financial processes and provide alternatives where gaps are identified in line with existing operational guidelines, GSC policies as well as international accounting standards
    Ensure compliance with internal control framework (Manuals, guidelines) and local rules and procedures.
    Monitoring all procurement activities related to purchases of goods, transport, contracted works and services for RRC Karen In a bid to ensure compliance and identify gaps that exist in the procurement and propose solutions
    Process payments promptly for all suppliers/service providers
    Keep records for all vendors and creditors and ensure the same is captured correctly in the provided accounting software
    Receive cash from guests and ensure the same is receipted and banked as per set guidelines
    Prepare invoices for guests personal expenses
    Prepare consolidated invoices for corporate customers
    Support in improvement of the existing invoicing system as well as debt collection strategy.
    Ensure proper filing of accounting documents is implemented
    Ensure timely completeness of data and submission of reports
    Ensure the Training center has a sound liquidity plan
    Ensure collection of taxes from clients and timely payment to statutory bodies.
    Perform other related tasks as required.
    Treasury & Risk Management
    Ensure that the Centre bank accounts are funded at all times
    Ensure project funds are segregated and tracked appropriately
    Identify secure and cost effective ways of collecting payments from customers and minimize cash collection
    Support in risk assessments and implementation of mitigation measures
    Execute forex transactions for the office
    Act as an agent for the center bank accounts
    Administrative tasks
    Review existing stock control system and improve the same
    Keep secured all accounting documents

    Must have Criteria

    Bachelor’s degree in Accounting, Finance, or a related field, or an equivalent with a combination of Professional qualification
    2-5 years of accounting/finance experience preferably in cost accounting.
    Demonstrate intermediate to advanced skills and knowledge of Excel, as well as other Microsoft Office applications
    Strong analytical and problem-solving skills
    Experience with Navision accounting software
    Excellent interpersonal skills to communicate effectively across the organization
    Thorough knowledge of general ledger accounting and account reconciliation
    Highly detail-oriented
    Excellent command of written and spoken English. French is a plus.
    Advanced knowledge of statutory and compliance requirements in Kenya.

    Purpose and Scope of Role

    Under the overall guidance of, and upon request from, the Due Diligence Advisor, the Due Diligence Specialist (retainer) will have the following duties:

    Administer and operationalize the UNOPS Due Diligence Policy

    Conduct due diligence reviews (e.g. financial crime, reputational, sustainability, ethical), research and screenings of prospective and existing funding sources, partners, clients and other relevant entities in accordance with the UNOPS legal framework, and in line with UNOPS policies and processes for conducting Due Diligence Red Flag Reviews.
    Assess risks on the basis of these screening outcomes, and in relation to the wider business context and business risk
    Provide support, advice and escalation for due diligence screening conducted regionally or within business units or other functional partners.
    Draft and consolidate due diligence and screening reports. Report to submitting business units & advice on next steps.

    Provide Due Diligence Advisory Services

    Advise internal and external stakeholders on the interpretation and application of the UNOPS due diligence policies (and in particular AML / CTF) and related documentation and procedures, and respond to other queries related to the UNOPS due diligence process.

    Knowledge Management and Innovation

    Support the development of materials for Due Diligence training and workshops by drafting presentations, briefing notes and other tools. Act as due diligence resource person in training sessions and workshops.

    Education/Experience/Language requirements:
    Education:

    A Master’s degree is required. Preferably in law, international relations, business administration, finance and accounting or other relevant fields. A bachelor’s degree combined with two (2) additional years of relevant experience may be accepted in lieu of a Master’s degree.

    Experience:

    At least five (5) years of professional due diligence experience, preferably in an international setting, is required.
    Experience in risk-based due diligence, anti-fraud and anti-corruption, risk management and mitigation or compliance or implementation of internal control systems is desirable.
    Experience in supporting the development of anti-money laundering and counter-terrorism policies and internal standard operating procedures for International Financial Institutions (IFIs) or in the financial services industry is desirable
    Experience in developing policies and internal standard operating procedures is highly desirable.
    Experience in investigative and auditing activities is an asset.
    Work experience in the UN system is an asset.
    Certified Anti-Money Laundering Specialist (CAMS) designation is desirable.
    Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE) certification is an asset.

    Language requirements:

    Fluency in English, both written and verbal, is required;
    Intermediate level of another UN language (preferably Spanish, French, and/or Arabic) is required.
