Methodology
The situational analysis will target both the project members (women and men) as well as key stakeholders in the agricultural and the environment sectors (field of CERA) in the two counties and will employ the mixed methods technique. This will ensure that data collected is well corroborated and triangulated for increased quality and reliability.
Key Informant Interviews (KIIs) and Focused Group Discussion (FGDs) shall be utilized. KIIs will target key government officials drawn from both the county and National governments departments such as those of gender and agriculture; non state actors, project staff and selected members. FGDs will be used to generate discussions among select targeted project beneficiaries.
Key Deliverables
The Consultant is expected to:
Participate in an inception meeting with HiH EA team and prepare an inception report, detailing the general understanding of the assignment, methodology, work plan, budget and deliverables.
Submit Inception report, prepared after an inception meeting.
Finalize and submit a jointly agreed work plan and map out timelines for activities;
Design and submit the final data collection tools in consultation with the project implementing team
Collection of data in Busia and Bomet Counties; field level data, focus group discussions and key informant interviews with various categories of stakeholders;
Submit raw, cleaned, and worked datasets to HiH in .xlsx or .csv format
Prepare a draft report for review and final report incorporating feedback from HiH EA team.
Requirements
Firm
The desired consultancy firm must have five years’ consistent experience in carrying out situational analysis in Sustainable Agriculture and social development areas.
The firm must demonstrate ability to contextualize the situational analysis based on our needs
Lead Consultant
Analysis lead to have a minimum of 10 years’ experience in conducting situational analysis and program evaluation;
Experience with program cycle management and interaction with key stakeholders in Kenya at both operational and policy levels;
Experience in advocacy and policy preferably in the field of agriculture
Strong research and analytical skills with special emphasis on data collection and analysis tools;
A commitment to social and economic empowerment and the reduction of poverty;
A university degree preferably in project management, gender and development, monitoring and evaluation and other closely related areas;
Fluency in written and spoken English and Kiswahili is a must.
Include a summative table on relevant assignments undertaken and references and state the role of each consultant in the stated assignments.
The consultants are invited to submit proposals tailored to the outlined requirements, comprising of a technical proposal, financial proposal with clear costs, methodology plan, work plan, evidence of previous similar work and CVs for the suggested team.
