Job purpose
The Technical Officer will be responsible for offering technical support in building capacity of the project and providing leadership for the logistics information management system of pharmaceuticals and nonpharmaceuticals. This will ensure sustainable improvement, access and utilization of high-quality HIV, FP/RMNCAH and Nutrition services while supporting the mainstreaming of commodity management systems in Vukisha95 Project.
Roles and Responsibilities
Support a sustainable procurement operation and manage the supply chain for HIV/AIDS and FP/RMNCAH and Nutrition commodities in the supported counties
Provide the technical support to Vukisha95 Project partners and county governments in strengthening the counties’ capacity to ensure a safe, secure, reliable and sustainable supply chain system
Support counties in developing and implementing annual forecasting and quantification plans to ensure uninterrupted commodity availability
Facilitate rapid response and contingency support in the event of commodity shortages
Participate in appropriate technical working groups (TWGs) to spearhead supply chain components that will enhance appropriate budgeting for commodities and setting of availability time frames in line with counties health priorities
Participate actively in the development/revision of county commodity and supply chain related strategies and strategic plans, policies, guidelines and standard operating procedures (SOPs)
Participate in quarterly site visits to ascertain program implementation by the facilities with the county and other project technical teams
Provide support in monitoring health commodity program results by tracking key performance indicators, conducting periodic data quality analyses and making recommendations based on the findings
Participate in strengthening internal audit systems, control mechanisms, and mitigation measures to assure integrity in the distribution and safeguarding of health commodities
Facilitate development and implementation of transition plans that promotes counties ownership of supply chain management activities and promote sustainability of systems
Support facility level capacity development through provision of required tools, job aids and SOPs, pharmacovigilance, etc
Required Qualifications
Minimum of Diploma in Pharmaceutical Technology. A higher National Diploma or Degree in Pharmaceutical Technology or related course is an added advantage.
Must be registered by the Pharmacy and Poisons Board and with a valid professional license
Minimum 5 years’ experience, with at least 3 years in donor funded programs
Experience in supply chain management and demonstrable successes in ensuring consistent achievement of program objectives and goals
Proficiency in analysing and interpreting routine and non-routine data, and effectively communicating results and findings
Demonstrable knowledge of national and county health systems and policy development
Ability to cultivate, develop and maintain good relationships with the county government and staff, colleagues and partners
Knowledge of data analytics and visualization tools, techniques, and methods
Excellent problem-solving skills, ability to work with all levels of internal staff and ability to be flexible in handling multiple priorities
