Technical Officer

The Technical Officer will provide technical assistance to the MOH facilities supported in various counties under the RISE Project. S/he will provide technical oversight, coordination, and organise for capacity building of health care workers as defined by the project scope. S/he will strengthen service delivery by identifying gaps in service provision and lead efforts in quality improvement of services. In addition, s/he will provide updates on project progress to the project team on a regular basis.

Responsibilities

Provide technical assistance to the health care workers during site mentorship visits under project support
Support in the planning of site level training (virtual and physical) to enable RISE AD HOC global funds project implementation
Work closely with the Program Officer to ensure seamless support of the MOH activities
Work closely with both National and County leadership to plan and organize trainings for h ealth care workers and other relevant technical support activities as required
Organize for periodic CMEs and COPs targeting HCWs in the different counties as guided by the gaps/needs areas identified
Conduct weekly site visits, prepare weekly reports and documents as required
Attend weekly project meetings and periodic review meetings
Support in the Quarterly and Annual project reports and provide relevant information for internal and external reporting purposes
Work with bio-medical engineers to provide information on the status of LOX and PSA plants in 47 counties
Support the county assessment of oxygen ecosystem
Provide direct support to counties/sites to ensure sustainability of the PSA plants
Assist with other project technical duties as required

Required Qualifications

Bachelor’s degree in Clinical Medicine, Nursing or any other health related training is required
Four years’ experience implementing donor funded project(s)
Experience in implementing USAID funded programs will be an added advantage
Experience in strengthening service delivery programs, performance and quality improvement
Understanding of COVID-19, MCH and RH/FP and Health related issues, with a global focus is necessary
A demonstrated track record of providing mentorship and supervision through strengthening healthcare services
Ability to coach, mentor and develop capacity of other team members
Proven track record working in a team composed of several technical experts and fostering team work
Strong change management, results oriented and decision-making skills
Self-management is necessary (i.e. motivation, dealing with pressure, adaptability)
Ability to handle a variety of different assignments sometimes under pressure of deadlines
Excellent analytical, verbal, written communication and presentation skills
Computer skills including demonstrated hands on-experience with MS Word, MS Power Point, and MS Excel

Preferred Qualifications
Knowledge: (functional or technical: i.e. federal legislation, finance, program planning, public healthcare standards, proposal writing, human resources practices, etc.)

Excellent organizational skills including the ability to multitask
Be of high integrity and able to maintain confidentiality
Proficiency in both written and spoken English and Kiswahili
