Primary Duties And Responsibilities
Technical Oversight, Strategy and Innovation (50%)
Responsible for technical delivery across all project workplans and the achievement of goals and targets laid out in the project performance management plan
Lead the technical team to iterate on the technical strategy of the Project, ensuring a common technical and operational vision for the Project that aligns with USAID strategic priorities, Palladium policy, and international standards
Act as the technical representative for Data.FI to the USAID project management team, ensuring full alignment on technical strategies and emerging priorities
Facilitate the development of best-practices for each of the Project’s technical domains with the Data.FI core technical team
With the Core Technical Team, support Country Directors, Regional Managers and Technical Leads to develop technically feasible and high-impact workplans aligned with in-country contextual factors such as: health system maturity, stakeholder needs and expectations, government policy and regulations, staff capability and availability, and budget envelope
Review in-country project implementation against the Project’s technical best-practices together with the Data.FI Regional
Managers to ensure that country strategy expands wherever possible into adjacent spaces for comprehensive programming to maximize impact and efficiency
Create and/or enhance technical policies, guidelines and workflows, as needed
Any other tasks required by Palladium or USAID to support project implementation
Staff Management and Mentorship (25%)
Manage the Data.FI core technical team. With the Project Director, ensure the Project is adequately and appropriately staffed to deliver high quality work. Recruit and retain technical staff to meet the technical requirements of the Project
Oversees the Data.FI Technical Project Manager, who tracks the staffing needs across the Project, to ensure that staffing needs are managed across the Project; this includes mapping and monitoring the level of effort across each activity through the Project’s management information system
Create and sustain a collaborative team environment to ensure that activities are integrated across technical domains: information governance, information systems development and configuration, data analytics, data science, data use, and monitoring, evaluation and learning
Communications and Learning (10%)
Responsible for mitigating and communicating risks to Palladium and USAID related to technical delivery
With technical leads, develop communities of practice bringing partners together to share technical expertise across Data.FI’s specific technical domains
Cultivate relationships with other Palladium projects to identify synergies in technical programming, sharing best practices and transferable approaches, and leveraging corporate resources in countries with multiple Palladium projects
Showcase the impact of the Project and present best practices through presentations to USAID, at key meetings, technical working groups, and the production of printed communication material
Growth and Business Development (15%)
Support business development as needed for Information Systems and other portfolios
Support Regional Managers, CDs and PMU in identifying cost-share opportunities
Key Competencies Required
A senior manager with an advanced degree and at least 10 years of experience leading managing and implementing large international or national HIV and AIDS data systems, HIS, strategic information, and data use. An additional 10 years of experience may be substituted for an advanced degree
Significant experience working in a technical leadership capacity on a USAID award of comparable size and complexity and existing relationships with key clients, including personnel at USAID Missions, and at Ministries of Health in Africa, Latin America or Asia
Considerable experience with both USAID and PEPFAR policies, regulations, and reporting requirements
Proven track record in developing technical strategy and managing technical teams across the following technical sectors: HIV, global health security, digital health, analytics, data use, and information security
Proven experience in building and managing dynamic, flexible, diverse and decentralized teams; senior level staff management skills with ability to plan and prioritize staff resources across a complex project; ability to build a cohesive and productive staff group
Senior level skill in communication and presentation, diplomacy and negotiation, problem solving and negotiation
Prior experience of working in a fast-paced, dynamic workplace; is delivery-focused and able to work cross-culturally
Professional-level communication skills in English (reading, writing, speaking)
Ability to travel internationally up to 25%
Professional Expertise/Competencies Preferred
Language proficiency in Spanish, French, or Portuguese
