Position Summary:
Reporting to the Project Director, the SI Advisor will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will lead activities to strengthen EPMP which includes overseeing support to MOH at national level to monitor, document and analyze performance of HIV/TB services and support implementation of data quality audits (DQAs) and data quality improvement initiatives (DQIs). S/he will be responsible for guiding the overall SI strategy, implementation of related activities and provision of timely and relevant information to project stakeholders.
Duties and Responsibilities
Develop and maintain project log-frame matrix, particularly in the areas of objective hierarchy, indicators, and monitoring mechanisms.
Develop and maintain the overall framework for project M&E, such as annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
Lead the periodic monitoring of the project based on indicators and objectives outlined in the work plan.
Participate actively in the implementation of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all MESIS project dashboards and supported platforms.
Ensure that relevant and good quality project data is analyzed, visualized, and is accessible to all stakeholders in the right format for use.
In collaboration with NASCOP, coordinate design of data collection tools, indicator selection, sampling, training of field teams and support implementation of annual data quality audits (DQAs).
In collaboration with the PEPFAR SI ITT, support the annual MOH-PEPFAR data alignment activity.
Carry out activities to enhance capacity of SIRI and Project implementation team to use information for decision making.
Provide TA & mentorship to SIRI and the project M&E points of contact.
Lead internal & external timely M&E reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making.
With assistance from the M&E Points of Contact (POCs), compile & disseminate quarterly, semi-annual & annual NASCOP performance reports.
Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform project staff and other relevant stakeholders.
Required Qualifications
Master’s degree in Public Health, mathematics, Biostatistics, informatics, or related field.
Bachelor’s degree in Biostatistics, statistics, Health Records and Information, Public Health Informatics or related field.
Minimum of 8 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance-based programs funded by PEPFAR.
Demonstrable experience with DHIS-2, DATIM, 3PM, DREAMS M&E and other HIV/TB data management and reporting platforms.
Training on DHIS-2 and/or other relevant open-source software used for HIV/TB data management.
Demonstrated ability to perform robust data extraction from internal and external information systems.
Demonstrated ability to perform complex data analytics and visualizations utilizing Microsoft Excel, STATA, Power BI, Tableau, GIS
Familiarity and experience with MoH and CDC/PEPFAR reporting regulations and requirements.
Experience providing training in M&E systems and tools preferred
