Senior Water & Sanitation Engineer

Atkins Howard Humphreys business is looking for a Senior Water & Sanitation Engineer to join the team in Kenya office.

Duties And Responsibilities

Except insofar as they may be modified by the Senior Resident Engineer, Resident Engineer or the Project Manager (Depending on the designation of his supervisor) after obtaining approval from the Employer, the Assistant Resident Engineer’s (ARE’s) overall responsibility and duties in general terms are as described below. The ARE may discharge some of these responsibilities, with guidance and support from his supervisor or through appropriate delegation of day to day duties to the assistant staff deployed on the site which may include Project Surveyor and/or Inspector of Works.

To study and be familiar with the Conditions of Contract (CoC), Specification, Bills of Quantities (BOQ), Drawings, Site Investigation Reports (if any) and any other document relating to the Contract.

Checking of dimensions and levels of Permanent Works to ensure they comply with the Drawings.
Examination and, where appropriate, testing of materials and workmanship to ensure they comply with the Specification.
Recommend to the Senior Resident Engineer, Resident Engineer or the Project Manager the acceptance or rejection of the Contractor’s proposed programme (or revised programme) of Works, with due regard to not imposing or instructing the Contractor on how to work. Monitoring of actual progress versus the programme.
Examination of the Contractor’s proposed use and organization of plant, proposals for Temporary Works and proposed construction methods to ensure they comply with the specification, are as far as possible in accordance with the approved programme, are conducive to the proper execution of the Permanent Works and have respect for the safety of the Works, existing property, the public and persons on site.
Where the importance of Temporary Works warrants it, he will ask the Contractor for the design calculations for checking. It is always to be made perfectly clear to the Contractor that such checking of design in no way relieves the Contractor of his responsibilities but is merely an additional safeguard.
Responsibility for measurement of the works and for checking the Contractor’s Statements.
Keeping full and accurate records of the progress of the Works (and having the Contractor prepare as-built drawings (if any); these records and drawings being kept up-to-date and to be delivered to the Project Manager at the head office as portions of the Works are completed.
Submitting progress reports to the Senior Resident Engineer, the Resident Engineer and/or Project Manager.
Keeping the Senior Resident Engineer, Resident Engineer and/or Project Manager informed of all matters of importance and notifying the Senior Resident Engineer, Resident Engineer and/or Project Manager of any difficulties which exist or are likely to arise.
Keeping the Senior Resident Engineer, Resident Engineer and/or Project Manager informed of the likelihood of any claim being made by the contractor. Keeping records of any operations which are or might become the subject of claims. Commenting on claims received from the Contractor.
Coordination of the Contractor’s work to ensure minimum disruption of usage of other services.
Informing the Senior Resident Engineer, Resident Engineer and/or Project Manager and Employer of land access problems should there be any, in line with the contractor’s programme. Assisting the Contractor to liaise with Local Authorities on access issues.
Satisfy himself before work starts that insurance is in place in accordance with the CoC requirements.
Make minor design changes to suit site conditions, while always ensuring that anything that alters the original design intent is authorized by the Head Office.
Respond to any requests for information by the contractor.
Assist the Senior Resident Engineer or the Resident Engineer in taking minutes of meetings, and preparing any regular reports required as part of the contract administration duties.
Any other duties that may be assigned by the Senior Resident Engineer.

Control and Inspection of the Works

Duties

The Senior Resident Engineers/Project Manager’s or Resident Engineer’s duties delegated to the ARE relating to control and inspection of the Works are to

Check the setting out of the Works at all stages and to ensure that the Contractor makes all corrections found to be necessary Inspect excavations and formations with the Contractor prior to construction of the Permanent or Temporary Works and take appropriate action.
Inspect all preparations for the Works, e.g. bush clearing and removal of unsuitable material, with a view to assisting the Contractor to avoid loss of time by mistakes and abortive work.
Inspect the preparation of materials on site, e.g. mining/mixing material from borrow pits and moisture content control, to ensure quality of fill layers is acceptable.
Inspect the carrying out of the work (laying and compaction) to ensure that workmanship complies with the Specification.
Watch the safety, sanitation and security of the site and satisfy himself that watching, lighting, fencing and working methods adopted by the contractor are adequate to safeguard the Works, workmen and the public.

Minimum Education/Skills And Competencies Required

Education

B.Sc (Hons) and/ or Msc. in Civil Engineering

Professional Registration

Registration with EBK as a Professional Engineer.
Membership in Professional Societies

Required Experience

Ideally should have a minimum of 8 years working experience

Relevant Skills

Use of computers and knowledge of Microsoft Office applications, and Ms Project or relevant scheduling software
Possess expertise in relevant engineering software and applications.
Engineering design, drawing preparation and checking skills.
Knowledge of the general principles, concepts, standards and regulations/legislation related to design and implementation of structural/civil engineering works.
General awareness of contract administration and claims assessment and evaluation..
People management and communication skills
Report writing skills
