Senior Program Officer

KEY RESPONSIBILITIES

S/He technically supports ILC Africa regional program planning and implementation in line with the ILC global strategy 2022-2030; ensuring that there is high quality and up to date regional work plan that guides the implementation of the ILC strategy and its regional domestication plan.
H/She technically supports the development of high quality, transformative strategies by member led national and regional platforms in line with the ILC strategy and its domestication plan in Africa.
S/He technically supports effective and impactful implementation of the member led platforms’ strategies and work plans.
S/He supports resource mobilisation and partnerships building for regional program growth; and promotes joint resource mobilization and joint programming with existing and new ILC Africa partners.
In collaboration with the M&E officer and the Regional Communications Coordinator, h/she ensures that member led platforms reports are timely and impact oriented; that the ILC M&E system is timely informed with ILC Africa quality inputs, and the ILC Africa annual regional reports are timely and impact focused. S/He contributes to the ILC global reports.
Supports capacity building and peer learning for members and member-led platforms in planning, resource mobilisation, partnership building, thematic learning, etc. in line with the ILC strategy.
Strengthens and promotes the role of peoples’ organizations (Indigenous peoples, women, youth, small holder farmers) in the planning and implementation of ILC Africa programs as per the ILC strategy
Performs any other tasks as needed or requested by the ILC Africa Regional Coordinator in support to the ILC Africa network and the regional program portfolio

Qualifications

Strong communication and writing skills – Good command of English is mandatory. French skills are a very important asset.
A university education background in a relevant field such as land, environment, natural resources, or relevant social sciences (Bachelor’s degree minimum).
More than 5 years of experience in project, program, network coordination with a strong background in the land governance / land rights sector.
Strong knowledge of the ILC strategy and ILC Africa programs/processes is of a huge added value.
Experience in resource mobilization and partnerships building
Experience working with human rights-based organizations, including peoples’ and grassroots organizations.
Conversant with current world development processes, issues, and spaces/frameworks such SDGs, the AU Agenda63, VGGTs, F&Gs, land tenure/rights in the context of the Rio Conventions / CCD, CCC, CBD, etc.
Experience working with, supporting, and mainstreaming grassroots peoples ‘movements/organizations such as movements of indigenous peoples, women, youth, pastoralists, and small holder farmers.
Strategic thinking, strong analytical skills, innovative with the ability to synthesise complex information.
Ability to perform well in multicultural contexts and to interact appropriately with a broad range of actors (comprising community-based organizations, government representatives and intergovernmental organizations).
A strong team player; proactive with a strong sense of innovation; and able to generate high quality deliverables.
Able to work independently and from home; and ready for relocation to an ILC Africa member or support team office in any country (if/when required).
Able to frequently travel to members and partners across Africa and beyond.
