Senior Officer, Planning, Monitoring, Evaluation and Reporting

Job Purpose
This position will support accountability and quality assurance functions led by the PMER and Quality assurance team. The position holder will provide technical assistance and coordination on result-based planning, monitoring, evaluation and reporting across the RCRC network.
Job Duties and Responsibilities
Reporting to Regional Head, PMER and Quality Assurance, the position will contribute to strengthening accountability and result-based management functions in IFRC and National Society while fostering continuous learning from programs and operations to improve quality and maximize the impact. In line with the Agenda for Renewal and the overall direction of the PMER & QA team, this position will also lead Research, Monitoring, and Evaluation function as outlined in the Rationale and Justification of PMER, QA and Risk Management.
Roles and responsibilities.
Result-based Planningincluding

Provide technical assistance to the regional office, delegations and countries during annual operational planning including supporting country context analysis and ensuring alignment of plans with global and regional priorities.
Provide technical assistance in setting up and implementing Federation-wide planning processes for Programs and
Provide technical assistance in the development of logical frameworks according to IFRC guidelines with SMART indicators that are aligned with the IFRC Plan and Budget and program area indicators.
Review annual, operation and program plans to ensure they are of high quality and meet IFRC requirements

Support the establishment and maintenance of monitoring systems, including:

Provide technical assistance to ensure that monitoring plans are in place for all programs and operations in accordance with IFRC’s standards and protocols.
Provide technical leadership to ensure monitoring systems include SMART indicators that demonstrate results and impact.
Provide technical support during the design phase to ensure indicators are well aligned with regional and global results matrices, and reliable data collection methods and analysis.
Provide project management support by facilitating the use of regular monitoring reports for analysis and decision-making.
Participate in relevant internal and external networks to stay current on trends and technology related to monitoring; propose new tools for continuous improvement and learning. 

Advise on the utility of various types of data collection and analysis approaches and

Support evaluations through technical leadership and management, including:

Ensure that programs and operations adhere to IFRC Evaluation Framework, including ensuring evaluations and lessons learned are budgeted for, well planned, and executed.
Advise sector leads, countries and delegations on the utility and relevance of evaluation designs and provide advice to ensure rigour in methodology, and conclusions while focusing on the utility of evaluation results.
Provide technical leadership in internal and external evaluation, including being a member of evaluation management teams.
Ensure lessons learns and evaluation findings are disseminated and used to inform programs and operations to improve overall organizational learning.
Advise on sampling techniques and their applications and relevance for a selected evaluation or methodology.
Provide quality control during the review and comment phase and throughout the evaluation process.
Lead negotiations with external partners and lead evaluators where necessary.

Job Duties and Responsibilities (continued)
Results-based reporting, including

Set up performance monitoring and management systems at Country, Delegation and Regional levels.
Lead on developing performance and quality-driven culture through effective leadership, a clear illustration of evidence, producing high-quality reports dashboards and performance briefs.
Review internal and external reports and ensure they meet the audience’s expectation and IFRC standards
Establish a system to remind and prompt pledge and project managers to submit reports against schedules set for pledges and operations.
Perform quality control on reports ensuring they follow correct templates, guidelines and donor terms and conditions.
Liaise closely with the Regional Finance Unit, for validation of financial reports, and check that narrative reports match financial reports.

Support enhanced capacity for PMER within the region:

Identify and secure opportunities for National Societies to build PMER capacity at Regional, Delegation and country levels.
Provide technical advice and capacity-building support to National Societies and IFRC offices on the development and implementation of monitoring, evaluation and reporting systems, including the Federation-Wide Reporting
Develop training package(s) in e-data, data management, analysis, visualization, and its use
Play a leading role in coaching and developing PMER and QA team skills in using data.

Education

Bachelor’s degree or equivalent in Monitoring and Evaluation, Statistics, Economics or other relevant field of study. Required
Relevant training or certification in monitoring and evaluation. Required
Qualification or certification in project management. Preferred

Experience

At least 4 years of experience in Planning, Monitoring and Evaluation.
At least 4 years of work experience in quantitative and qualitative data analysis.
Experience in monitoring and evaluation design and execution.
Experience working in a multicultural, international environment.

Good command of another IFRC official language (French, Spanish, or Arabic) . Preferred
