Senior Occupational Health Specialist (Strategy and Operations)

The role is accountable to the Manager Strategy and Operations for developing, implementing and executing standard operational procedures (SOPs) for all HSD official travel and mission related activities, including the creation of an operational taxonomy, organization, reporting, coordination and collaboration with other internal and external partners using HSD Information technology tools and instruments.   Additional responsibilities may be assigned in accordance with the individual’s education, training, and experience.
Scope and Complexity  
Acts within the HSD Strategy and Operations Domain in the day-to-day performance of the position’s functions including;

Implementing the WBG overarching directives, procedures, and guidelines for WBG and HSD, 
Lead and collaborate on establishing the accountability structure and framework for HSD Official and Operational Travel (mission) Management System
Assisting in the design and implementation of a global communications program across WBG related to the objectives assigned to HSD integrated Health and Safety Mission Travel. 
Define and structure the objectives related to HSD missions to Country Office and HQ based WBG locations.  
Preparation, design and implement approved Strategy and Operations work programs to improve effectiveness and results associated with HSD onsite assessments
Consults with the HSD managers, leads and key stakeholders on matters pertaining to recommendations that could have an important administrative, policy, and/or public health impact on HSD mission related activities
Coordinating global S&O initiatives, assessments, and programs across the WBG
Providing technical briefings and content of HSD Strategy and Operations function to  WBG committees and senior management on progress and achievements of assessments,   policy recommendations, progress and accountability
Providing key technical assistance to WBG Emergency and Country Office Crisis Management Teams on assessment, emergency preparedness and response
Coordinating and interacting with United Nations (UN) System and academic organizations on integrated OHS programmatic elements 
Making decisions, on potentially complex issues with updates to supervisor
Adhere to and implement the confidentiality standards set forth in the policies of the World Bank Group and IMF when appropriate.

Duties and Accountabilities
The incumbent is part of the Strategy and Operations team accountable for the coordination, structure and strategy for the delivery of integrated health and safety service by HSDs functional domains.  
This includes but is not limited to the following;

Increase frequency and scope of Health Risk Assessment (HRA) missions to key WBG/IMF Country Office and HQ/satellite locations. This encompasses the development of a structured, reliable, efficient, and repeatable assessment mechanism based on the solid knowledge of the capabilities and scope of reliable and appropriate services that may be available locally, 
Clarify procedures for establishing access agreements with local facilities. These include a review of membership, insurance and or mechanisms associated with access to care.  These facilities could be UN clinics or private/government-operated facilities and have a wide and potentially confusing range of service models and access agreements which require implementation and coordination at local level,
Review and update the definition of and eligibility for WBG mechanisms for out of country are care, 
Support and assist the S&O domain in the development and roll out of HSD multidisciplinary hubs in WBG regional locations,  
Work with internal and external stakeholders to enhance awareness and information resources regarding available services from HSD,
Work with internal and external stakeholders to review and enhance medical clearance procedures for deployments and travel to locations with sub-optimal healthcare infrastructure,
Work with internal and external stakeholders to review and enhance immediate first aid and medical emergency response in WBG office locations, 
Collaborate with Manager S&O on HSD wide areas of focus, including, insurance, procurement, data protection, privacy and coordination between HSD domains. 

Document and Data Management

Assist in the design and contribute to an overarching S&O data management system inclusive of reporting, workflow processes and dashboard management,
Lead HSD Domains in the utilization of the HSD Fusion Mission Management System,   

Record and record management

Enhance and review the current design and structure of the HSD Fusion Mission Management System as the primary repository for HSD official/mission related activities including as required user noncompliance actions and follow-up where applicable,

Operational Control

Work to benchmarked strategic and operational risks in compliance with recognized authorities and standards within and external to WBG (WBG OHS Committee, WBG Operational Risk Committee, WBG Enterprise Risk Committee, WBG Fragility-Conflict- Violence Strategy, WBG Global Strategic Corporate Initiatives (SCI)),

Audit and continuous improvement

Assist in the design and establishment of behavior-based systems to enhance audit and continuous improvement for risk and issue reduction in the functioning of HSDs Strategy and Operations domain, 

Monitors and evaluates the S&O program in coordination with HSD domains using data analysis to  identify action items.
Selection Criteria

Medical degree with an advanced degree in an additional specialty preferred such as Occupational Medicine, Internal Medicine, Emergency Care, Primary Care, Public Health, Epidemiology, Health and Safety Policy and Administration
A physician with at least 10 years of post-graduate experience in delivery of service to remote and or resource sparse locations
Professional training or work experience in multiple countries or in a multidisciplinary setting. Overseas work experience is a plus as well as. Past experience working with the United Nations, NGOs or with international clients would be an advantage
International experience and cultural understanding, as well as previous work with international populations to understand global variations in health and safety environments and health approaches
Analytical understanding of OH&S management and track record of proactive involvement to promote safety and health in a global environment 
Knowledge of data analysis, biostatistics and epidemiology would be an advantage
Thorough knowledge and use of computer office technology such as Word, Excel, PowerPoint, Access and other major OHS/EHS Software management systems
Proven skills in organizing, prioritizing, scheduling, planning and coordinating work
Demonstrated oral, written communication skills (ability to convey ideas simply and in an engaging style) 
Demonstrated ability to build strong relationships with team members and partners in global locations and leveraging support of Country Management Teams to support health goals of field-based staff 
Proficiency in English is a must. Fluency/proficiency in a second language (oral and written) would be an advantage (French/Portuguese/Spanish)
Excellent communication and organizational skills
Ability to undertake mission related international travel including the willingness to travel to countries in Fragile and Conflict-affected situations
