The position is responsible to the Chief Executive Officer for the following:
Preparation of draft policies, strategies and guidelines for carrying out research.
Assessment of Agency needs and consolidation of areas for policy and operational research.
Planning, organizing, coordinating, implementation and control of research activities.
Translate research findings into policy briefs for improvement of institutional delivery on mandate.
Collection and analysis of events and developments that have potential to impact the Agency’s business and preparation of regular reports and forecasts.
Coordinating the development and implementation of the Agency’s Strategic Plan.
Monitoring, evaluating and reporting on implementation the Agency’s strategic and operational plans.
Formulation of draft policies, strategies and guidelines for setting and implementing operational, quality and services level standards.
Formulation of draft policies, strategies and guidelines for environment, health, safety, social, land take, and related matters in activities, projects and programs.
Coordinate the preparation, cascading and implementation of the Agency’s annual performance contracts.
Coordinating corporate performance measurement, evaluation and reporting.
Quarterly/Annually monitoring and evaluation of performance contracts of the Board and Agency’s contracted units.
Coordinating and overseeing the preparation and implementation of a quality management system for the Agency.
Provision of leadership and guidance to the research, strategy and performance management teams.
Preparation and execution of the Agency’s performance management framework.
Coordination of risk and business continuity management in the Agency.
Coordinate formulation and implementation of business process re-engineering initiatives.
Establishment, maintenance and enhancement of productive internal and external stakeholder linkages and engagement to enhance achievement of the Agency’s strategic goals.
Developing draft annual performance targets for water works and services, being contracted and evaluated annually.
Any other responsibilities assigned by the Board or the CEO.
Requirements
To effectively perform the outlined duties, the Agency seeks to recruit a candidate with the following qualifications:
Bachelor’s Degree in economics or statistics or project planning and management or equivalent from a recognized university.
Master’s Degree in economics, statistics, policy research, strategic planning, business administration, project management or equivalent from a recognized university.
Post graduate diploma in a relevant field will be an added advantage.
Attended a leadership course lasting more than four weeks.
Be a member of a professional body in good standing, where applicable.
Be a licensed practitioner, where applicable.
At least ten years of relevant experience in strategic planning, policy research, performance management, institutional development or related field.
Five years of relevant experience in a management position within an organization of equivalent mandate and scope of responsibilities.
Demonstrable negotiation, communication, networking, technical, analytical, strategic thinking, proposal writing, mentoring, coaching, problem solving, presentation and team leadership skills.
Strong report writing skills.
Track record of achievement of set performance targets.
Meet requirements of Chapter Six of the Constitution.
