Senior Analyst (Context / Situation Analyis) Senior Information Management Officer (IMO)

Description of Duties

The senior analyst will supervise and plan to produce analytical products based on secondary data and coordinate with DFS and other stakeholders to identify information gaps, process requests for analysis and support humanitarian clusters. He/she will ensure analytical standards are respected throughout the entire process and do an analysis of specific topics while ensuring on the ground coordination with stakeholders. He/she will also facilitate scenario developments in close coordination with DFS.

More in details he/she will responsible of:

Tagging supervision: Provide feedback on tagging accuracy and sources being captured; Identify relevant information and import in the DEEP software if necessary. Identify alternatives sources of information that are not always publicly available; Ensure the list of main internet sources is updated and maintained;
Quality control: Verify tagging accuracy in the DEEP software, based on the agreed analysis framework. Participate in DFS weekly quality control meetings to discuss tagging issues, challenges, and definitions. Ensure quality control. Manage with other global analysts and quality controllers the master analysis framework definitions and examples. Support the identification or reference material for the agreed framework, including definitions and examples;
Data repository: Supervise the establishment of a shared quantitative baseline data repository (key population statistics, displacement data, health, food security, nutrition, etc.). Liaise with field partners to obtain or share data in coordination/collaboration with DFS teams and IMMAP team
Situation analysis: Every month and in collaboration with DFS, prepare a situation analysis report detailing Sudan’s humanitarian conditions. Ensure feedback from field partners is incorporated in the report before publication.
Analytical thinking. Ensure analytical standards are respected by the teams when developing the situation analysis. Select appropriate Structured Analysis Techniques to mitigate the impact of cognitive biases. Develop strategies to ensure the trustworthiness of results and the credibility of the findings.
Methodology: Each month, identify methodological gaps and lessons learned and identify key topics that require further methodological improvements. Maintaine a list of key topics that require the capacity building of the team and other topics that require methodological briefs to be developed.
Coordination: Coordinate with the DFS teams to decide on the next topics or information gaps to cover, improve field data collection, secondary data review and improvements to the next situation analysis document.

Requirements

Education:

Relevant university degree, social science, public health, Humanitarian Action, etc.

Experience:

At least 4-7 years of experience in secondary data collection and analysis in humanitarian settings
Familiarity with humanitarian settings and the United Nations/NGO system
Expert in developing and using analysis frameworks to guide data collection and analysis;
Experience in desk review and research mandatory
Experience in leading analysis team, teaching analysis, and analytical thinking tools mandatory
Knowledge of qualitative and quantitative data collection techniques and approaches
Experience with synthesis and analytical writing
Experience with project reporting and general information activities
Experience with secondary data review software, e.g., DEEP, qualitative data analysis software, etc.

Language:

Fluent in written and oral in English.

Skills & Knowledge:

An understanding of the analysis spectrum and specific analytical techniques to ensure each level of analysis is covered, i.e., descriptive, explanatory, interpretive, anticipative, and prescriptive analysis;
Knowledge of techniques and criteria to assess the reliability of sources and credibility of information;
An ability to work with both quantitative and qualitative data;
Ability to analyze and synthesize qualitative and quantitative information from a wide range of sources.
An understanding of main analytical standards used to assess the quality and credibility of analysis;
The ability to understand and recognize cognitive biases and their impact on conclusions (i.e., process, selection, and group biases) and to make use of recommended techniques and strategies to mitigate against judgment errors;
Ability to lead and supervise analysis teams
Excellent communications and reporting skills
Excellent analytical writing skills.
Ability to use a logical and structured approach to collate, archive, and synthesize information.
Excellent critical thinking skills, including challenging assumptions, considering alternative hypotheses, and looking for inconsistent data or negative cases; and
Ability to use a search engine and extract data from the internet
