Reporting Officer (P3) Consultant (UN Common Framework Design Specialist)

Under the overall and direct supervision of the Senior Programme Coordinator (TRP) and Head of Sub Office, the Reporting Officer will ensure timely and quality reporting and support the production and dissemination of internal and external communications products related to the program. Working with the Programme Coordinator and the program’s Technical Lead, the Reporting Officer will substantively support program wide and reporting. Where required, the Reporting Officer will support IOM program leadership to quality assure program outputs. Importantly, the Reporting Officer will be expected to contribute towards an organizational and program culture that enables and facilitates trust, partnership, evidence-based learning and adaptation.

Core Functions / Responsibilities:

Collect and analyze, information from partners and other sources to develop ad hoc reports or communication pieces in support of the program.
Design and/or ensure the production of topic guides, training modules, working papers, research reports or other written material.
In coordination with the Nabadgelinta fund management team, Service Providers (SPs), and IOM Somalia Project Support Unit (PSU), lead on programmatic development and reporting. Coordinate with fund management staff (especially the Monitoring, Evaluation, Research and Learning (MERL) Officer) and SPs to ensure project achievements and challenges are captured and reported internally and to donors.
Prepare and/or coordinate in organizing regular, high quality program updates, social media content, situation reports, external reports, factsheets, case studies, briefs, and success stories appropriate to target audiences, and in accordance with donor compliance. Ensure the timely dissemination of products in coordination with the program coordinator and M&E team.
In consultation with the Mission Head of Communications, support visibility/communications plans and products for dissemination that increases IOM and the Nabadgelinta program visibility. Ensure and support the production of short video documentaries, photo products etc. and prepare press notes with accompanying photographs of programme activities. With guidance from the Mission Communications Team, support social media presence for the program, in cooperation with the SPs and with Government of Somalia counterparts.
Develop, organize, and archive all relevant project documentation in a new Nabadgelinta SharePoint folder. Substantively support the program in establishing and maintaining additional platforms for efficient information sharing.
Undertake regular duty travel to Mogadishu office and sub-offices in the field to ensure and support reporting, communications, donor visits, capacity building to national staff and counterparts, and visibility efforts as needed.
Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with seven years of relevant professional experience.

Experience

A minimum of five (5) years’ (seven (7) years’ for bachelor’s degree holders) work experience in relevant knowledge management and reporting role which has been applied in a developmental context through programmatic work (design, implementation, M&E) is required;
Experience in relevant reporting role with an international humanitarian or development organization;
Previous experience and knowledge of donor funding mechanisms, particularly in Kenya or Somalia;
Experience in project development, donor reporting and technical writing and editing, preferably in the international development/humanitarian sector;
Experience with Results Based Management approach and other strategic planning approaches;
Experience in project support, reporting, strategic communications, and research;
Experience working with multilateral and other development partners as well as civil society organizations;
Experience in writing technical documents, planning specifications to technical briefs for data capture/analysis;
Experience working in Somalia and/or in Fragile and Conflict Affected States in communications and knowledge management is an asset; and,
Working experience with Adobe Cloud (particularly, InDesign, Illustrator, Photoshop), producing quality graphic design outputs and with GIS software is an advantage.

Skills

Excellent interpersonal skills, writing, oral communication, and organizational skills.
Knowledge of Somalia, including socioeconomic and political context and asset.
Knowledge of UN and bilateral donor programming.
Strong English writing skills suitable to a diverse range of audiences (e.g., internal IOM, donors, Somali government stakeholders).

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
