Regulatory & Policy Advisor

Job Purpose:
The Regulatory & Policy Advisor is a key member of the Public Affairs team and is responsible for research and advocating on enabling policy, legal and regulatory environment as well as ensuring regulatory compliance. The role is responsible for ensuring the company is appropriately and strategically positioned with analysts, investors, and all stakeholders and creating the appropriate strategy, framework, and tactics to ensure this is achieved.
Principle Accountabilities;
Advocacy:

Develop and implement an intentional and effective strategy to advocate for an enabling environment for the airline.
Identify priority areas to focus aviation sector policy and regulatory advocacy efforts locally, regionally and globally that will make the greatest impact.
Work with Corporate Communications staff to formulate, coordinate, and integrate the policy and advocacy strategy with the communications strategy.
Monitor and influence the policy and legislative environment-Monitor and understand emerging Government agendas and policy positions, develop analyses and lobbying papers, and organize and or participate in stakeholder forums.
Conduct a thorough analysis of the political and economic contexts within which Kenya Airways operates to inform policy positions;
Implement strategies and activities necessary to carry out the Aviation sector policy and advocacy agenda.
Maintain an up-to-date policy tracker.
Advise management on implications of existing and or proposed policies in the aviation sector as well as transport, fiscal and other policies to the extent that they impact on the aviation sector.
Advise management and staff generally on policies and legislation affecting the aviation sector in general and Kenya Airways.

Research:

Design and conduct extensive research to generate evidence for Kenya Airways’ policy position on aviation sector reforms.
Develop well researched position papers and policy briefs.
Conduct extensive research from time to time, as may be required.

Compliance:

Ensure appropriate licensing, regulatory and legal compliance for the operations of the airline.
Obtain and distribute updated information regarding domestic or international laws, guidelines, or standards.
Advise others on regulatory and compliance matters including interpreting regulatory rules or rule changes and ensuring that they are communicated through corporate policies and procedures.
Evaluate applicable laws and regulations to determine impact on company activities.
Compile and maintain regulatory documentation databases or systems.
Coordinate efforts associated with the preparation of regulatory documents or submissions.
Provide technical review of data or reports that will be incorporated into regulatory submissions to assure scientific rigor, accuracy, and clarity of presentation.
Participate in internal or external governance, legal and compliance audits.
Recommend changes to company procedures in response to changes in regulations or standards.
Coordinate with the regulators, internal & external stakeholders, and Company’s Leadership on all matters pertaining to regulatory noncompliance.

Stakeholder Management & Partnership Building:

Coordinate comprehensive stakeholder mapping.
Develop & implement a strategic stakeholder engagement plan.
Build and maintain strategic partnerships with local, regional and international governmental and non-governmental organizations that will assist Kenya Airways in meeting desired policy agenda outcomes.
Develop strategic alliances with key elected officials and committees of relevant legislative bodies and attend public and private meetings involving aviation sector discourses.
Interacting, building and maintaining strong strategic working relationships with various governments, local and regional agencies and civil aviation authorities to effectively liaise and lobby for favorable positions or desired agreements.

Investor Relations:

Develop a robust investor relations strategy and framework.
Lead the execution of the department/company’s Investor Relations program as well as participate and support investor presentations and discussions.
Participate in the development of the department/company’s Investor Relations strategy, operating plan, and budget.
Develop investor confidence and belief in the company’s vision and strategy for delivering shareholder value.
Educate and update investors and analysts.
Keep shareholders knowledgeable about the company.
Analyze and present trends on shareholder issues that could impact the business.
Support Company compliance on regulatory matters relating to shareholder issues.
Manage the preparation of all Investor events.
Develop and roll out a communication plan on key investor messages.
Facilitate investor related reports and communication preparation/distribution.
Manage equity research and investor relationships.

Representation:

Represent Kenya Airways in relevant government, inter-governmental and other national, regional and international aviation policy discourse fora.
Monitoring and documentation of international and regional trends as regards evolution of aviation policy to inform developments at the domestic level.

Strategic Communications:

Create and manage a strong reputation by demonstrating consistent and clear communication between internal and external parties.
Work with the Communications Unit to maintain and improve relations and communications between the organization and the investing public, shareholders and financial professionals to enhance the standing of the organization’s stock.
Ensure maintenance of the department’s disclosure policy.
Provide a wide range of critical support including the preparation of strategic financial and corporate communication.
Sensitize staff on new regulations and policies and their implications to the business.

Knowledge, Skills and experience;

Bachelor’s Degree in Law, Communications, International Development and/or Relations, Public policy or any other related field from a recognized institution.
Postgraduate Diploma in Marketing.
Membership/Certification – Relevant marketing bodies.
Minimum of 7 years of relevant work in public policy and investor relations, either within an agency or at a publicly listed company.
A strong knowledge of, or experience with financial, capital markets and Investor Relations.
Previous experience with executive, crisis and external communications.
Knowledge of Aviation Law and/or work experience in the Aviation Industry would be an advantage.
Good knowledge of aviation regulatory and policy environment and communication in the sector.
Superior client engagement skills demonstrating success in building and maintaining effective investor customer relationships.
Excellent negotiation, writing and verbal communication, interpersonal and people skills as well as the ability to draft engaging and impactful messages.
Proven strategic thinking/planning skills from previous engagements with great attention to detail
Team player with strong interpersonal and relationship building skills throughout the organization.
Strong creative skills to devise communication strategies.
High degree of personal initiative and integrity.
